Dear friends, I received a phone call from my teacher Prof. Pitambar Padhi today evening at around 9 p.m. and got the news that was really shocking. Therefore, with a deep sense of sorrow and grief, I would like to inform you all that one of the veteran in LIS Profession Professor Ratnakar Rout fondly known as Prof. R.K Rout has left for his heavenly abode today afternoon i.e. 15th February 2018 at 1:40 p.m in his residence at Cuttack, Odisha. He was a former Professor and Head, P.G.department of Library & Information Science, Sambalpur University, Odisha. He was born in 1946 and was regarded as an acclaimed LIS Professor in India. He was a great teacher and philosopher who has immensely contributed to the field of LIS Education in Odisha. He was instrumental in establishing LIS department at Sambalpur University, Odisha, that is now considered as the oldest LIS Department in Odisha. It is a great loss to his family, friends and LIS profession as well. May his departed soul rest in peace. LibTECH and Koha Awards presented at the Library Technology Conclave (LTC2018), Goa

Dear Friends, It is indeed a great pleasure for us at Informatics to share with you the successful conclusion of LTC2018 at Goa University. The event witnessed the inauguration of the conclave by Her Excellency Governor of Goa and Chancellor, Goa University, Smt. Mridula Sinha and words of encouragement through a video message by the Hon'ble Union Minister of Human Resources and Development, Shri Prakash Javadekar in the presence of Honb'le Vice Chancellor of Goa University, Shri Varun Sahni. The presentations during the event from National and International speakers were extremely thought provoking and a learning experience for all the delegates. The star attraction of the event was two awards - the Best Koha Library Award and The LibTECH Award (for the Best technology enabled library). We received 12 nominations for Koha Award and 11 nominations for the LibTECH Award. The conclave concluded with the presentation of awards to the winners as under: 1. The Best Koha Library Award was presented to the Cochin University of Science and Technology Library, Kochi 2. The LibTECH Award was presented to Information Resource Centre, Tata Consultancy Services (TCS) represented by TCS, Pune and Mumbai at the conclave. Hearty congratulations to both the winners! The awards were decided by two independent panels of Juries, one for Koha chaired by Mr. Christopher Cormack and another chaired by Dr. Marshall Breeding based on the criteria set by the juries.  Prof. B Guha is no more I had met him for the first time in 1978 when we had invited him to a seminar in the Department of LIS at the University of Kashmir.I remember and cherish my meetings with the great man What a man of dedication, simplicity and great vision. . Now that he is no more simply shouting he did this thing and that thing or he was this and that will not do. As a symbol of respect and appreciation to his contributions and accomplishments let us strive to work the way he did to contribute to the profession that is craving for  transformation in the wake of the ICT revolution. Exemption of Online Journals and Periodicals from GST

Dear LIS Professionals, We know that printed books, journals and newspapers are exempted from GST. However online journals , databases, eBooks and eLearning subscription were/are covered under 18% GST charges. During its 25th Meeting on 18th January 2018 in New Delhi, GST Council has recommended many relief measures regarding GST rates on goods and services covering many sectors and commodities. Exemption from GST has been considered on subscription of online educational journals/periodicals. Point no. 27 in the notification available at http://pib.nic.in/newsite/PrintRelease.aspx?relid=175726 is stated as "To exempt subscription of online educational journals/periodicals by educational institutions who provide degree recognized by any law from GST". It is a great relief for library subscription in an educational/technical institutions, colleges, and universities awarding degrees. But is again vague for online subscription by a library of other type of organization. We should appreciate the persons/groups/organizations/agencies in bringing out at least some thing for libraries. But we should try to explicitly get incorporated library subscriptions similar to General Financial Rules (GFR) of Government of India where it says 'Library books, publications, periodicals, etc. are excluded from term 'goods'. From this exemption, I understand that : 1. This proposition was submitted and represented by a non-library professional/administration person. 2. There is no mention of 'Library'. This means except online Journals/periodicals all other online subscriptions may be under 18% GST. For example: eBooks, Scopus, Web of Science, Plagiarism tools, Research Tools, Aggregated contents, Reports, Online Courses, Databases, Digital Libraries. 3. Except educational institutions, all other libraries(Govt, R&D, Public Library, special library, NGOs) online subscriptions are under 18% GST including journals/periodicals. Let's write and represent our concerns to GST Council in individual/group/agency/organization/association capacity to come out with explicit tax rules for library procurement and subscriptions. Sad Demise of Prof. B. Guha

I am extremely sorry to inform you that the veteran stalwart of LIS, the most Respected Prof. Bimalendu Guha (b.1926) [popularly known as B. Guha] left for his heavenly abode on 21st January, 2018 at 8.00 PM in his New Delhi (C R Park) residence. He issurvived by two sons. Prof. Guha joined INSDOC (Now NISCAIR) in 1956. After getting his Master's Degree in Library Science in 1950 from the University of Delhi, he joined the Indian Statistical Institute, Calcutta and worked for six years. In INSDOC, he was the veteran teacher in the Associateship in Information Science Course. Once, Prof. Guha was the regular contributor to the library science periodicals. Large number of his contributions were published in Annals of Library & Information Studies of NISCAIR. Apart from his regular teaching assignment, Prof. Guha contributed number of lectures in many institutions. The famous book entitled "Documentation and Information: Services, Techniques and Systems; Kolkata: The World Press, 1999" is the Bible to the LIS students and research scholars till date.
