Watched the video of the press meet on YouTube (https://www.youtube.com/live/OwPhBngJkgk?si=QQXh9zMHXN1XHLsp) The first impression is that knowingly thousands of crores are going to be wasted. 1. It is well established that an average researcher/ scientist regularly uses/ reads 5-15 journals. In case of interdisciplinary or multidisciplinary research, a specialist collaborates with other specialists and not himself tries to become a specialist in other disciplines. 2. In the existing consortia model (about a dozen in the country) large parts of thousands of journals have remained unused by the majority. Yet publishers got benefit and substantially increased their profit margin. It is important to note that publishers never allowed for the ‘pay per use’ model, which is the most rational and economical method of incurring cost for online journals. Thus providing access to all journals to all users is a waste and providing access is wrongly equated with ‘use’. 3. Now ONOS is increasing access from 8079 Journals to 13400 Journals and thereby increasing more unused journals by enabling publishers to further increase their profit margins. 4. ONOS is also increasing the reach, that is, providing access to 6380 institutions from the existing 2360 and to 177.82 lakh users from the existing 56.7 lakh. Have they ascertained the requirements of these additional institutions and individuals? Trying to provide access to disinterested institutions and users by doubling the cost from 1000 crores to 2000 crores per year is a criminal waste of taxpayer’s money. 5. Without ascertaining the present expenditure on APC, allocating meagre 150 crores per year (almost one-third of this budget is being spent by a single major institution) will not serve the purpose of promoting Open Access. This country needs at least another 1000 crores per year towards APC. If 1000 crores is allocated for APC, the total expenditure is going to be tripled. If APC budget is not increased, selected institutions and individuals of influence will get APC grants that to for so called undefined “selected good quality open access journals” without any justice to the majority. In nutshell, what was running in a decentralised way according to the local requirements at Rs.1000 crores per annum is centralised at a cost of Rs. 2000 to 3000 crores per annum with three year locking period of assured subscription to publishers. Friends, Greetings from Chennai. Please see Cancelling the ‘Big Deal’ at a Public University: A Discussion of STEM Faculty Perceptions of Cancellation and Post-Cancellation Usage Data | Practical Academic Librarianship: The International Journal of the SLA Academic Division <https://pal-ojs-tamu.tdl.org/pal/article/view/7193> . Also read the policy of the journal given under 'License.' In India, the journals published by the Science Academies DO NOT HAVE such a licensing policy. Simply because they have abjectly sold their souls to Springer. Right now the Academy journals are listed under Springer in international citation databases such as *Web of Science*. Springer is selling reprints of papers published in our Academy journals outside India and sharing the profit with our Academies. Contrary to what the Academies may claim, their journals are NOT open access. You may wonder why I am bothered about it. Not just because I did much of the editing and publishing work at the IASc in Bangalore for two years in the mid 1970s. Not because I was the one who suggested the idea of breaking away from the *Proceedings* and publishing subject-specific journals at IASc starting with *Pramana*. But because for me the very idea of giving away our journals to a commercial publisher is obnoxious. *Raman and Saha would be turning in their graves ever since.* In my view, 0ur Academies have dishonoured their own founding fathers. The minimum they could do now is to get out of the contract with Springer and be on their own. Correct me if I am wrong that DST is supporting these Academies (with taxpayers' money), especially their journal publishing programmes. And we keep saying "Bharath Mahan,' 'Make in India,' and 'we are on our way to becoming a superpower.' Actually, when Springer approached me first (then I was with MSSRF, Chennai), they were keen on *Current Science*, which would have been an ideal companion journal to Nature. I took them met Prof. M S Swaminathan, who was Chairman of the Current Science Association (or ex-Chairman). He told them that they should speak to Prof. Balaram as he was actually involved in managing the day-to-day affairs of *Current Science*, and they went to Bangalore by the next available flight. Prof. Balaram, obviously, did not agree to their proposal. And till this day C*urrent Science* continues to be the independent journal it has always been. But the Academy yielded. The other two Academies followed. Look at *Indian Journal of Medical Ethics,* if you want to learn how a good journal could be run as a 'community-led' effort. Busy doctors - physicians, surgeons, medical researchers - take time to redit, referee and all else needed to run a good journal. I have the privilege of having published a paper in IJME. When it finally appeared in the journal it was a far better version than I and my colleagues had submitted. Leading physicians and surgeons of India (who may not approve my naming them here) spent considerable time to add value to our paper. And they will *never *think of pledging their journal to Springer or any other publisher. I am sure they would not have approved govt agencies underwriting APC either. Sudden demise of Hildrun Kritschmer

Sad to hear about the sudden death of Hildrun Kretschmer a well known information scientist of our times. COLLNET is a great initiative and I am proud to be associated with it on the advice of my PhD supervisor Prof K S Raghavan. Dr Kretschmer was my external research examiner and her in-depth analysis and report helped me a lot. Millions of research papers vanishing. We should hasten digital preservation

Friends, A major problem has been flagged by Dr Martin Paul Eve. He says "Act now to stop millions of research papers from disappearing." Digital preservation is not keeping up with the growth of scholarly knowledge. Recognizing its causes is the first step to securing records everywhere for future generations. ONOS, APC and ranking academic institutions, the earlier we do away with them the better

Friends, Many in India are celebrating the official announcement of the Cabinet's approval of the ONOS proposal ( to the coffers thirty overseas journal publishers, some of whom report profit margins of over 30% year after year, somewhat like Mastercard and Visa (please see: https://www.c-span.org/video/?c5142491/sen-josh-hawley-visa-mastercard-this…) On top of it ANRF would underwrite the costs incurred by Govt supported academic and other research organizations towards paying APC to get papers published by researchers and students from these institutions in the journals published by these publishers. Our government talks all the time about 'Make in India,' but these two programmes will actually transfer huge sums of money, Indian taxpayers' money, to the coffers of thirty overseas journal publishers, some of whom report profit margins of over 30% year after year, somewhat like Mastercard and Visa (please see the video : https://www.c-span.org/video/?c5142491/sen-josh-hawley-visa-mastercard-this…) In the past, Western imperialist powers had to send armies and occupy our lands, subjugate our people , enslave us and plunder our wealth. Now, in what could be called modern day imperialism, we are willingly, on our own accord, giving away not only our research papers but also pay for them to be published in journals published in the west and import those journals at huge costs enriching those publishing companies and indirectly their countries. This is certainly not in tune with the oft-repeated dictums 'Make in India,' and 'Atma nirbhar Bharat.' It looks more like 'give away India' ONOS has been on and off for the past few years and I do not understand why it should have been implemented at a time when the global availability of OA content is on the rise year after year as seen from all the major databases. I do not also understand why Indian researchers should pay a huge sum of taxpayers' money as APC to get their work published when there are so many alternatives to publish without paying. The argument that if they want to publish in 'prestigious outlets to win approbation, is bunk. These talks about prestige and ranking are all bogus, points out Tatineni Prem Kumar, an independent scholar-analyst-philathropher: "Ranking of educational institutions has become a joke in India and also in the world. In India, as per NIFR, IIT Madras is number 1 in the country and IIT Bombay occupies the 5th or 6th position, According to world rankings IIT Bombay is the best in India occupying the 115th or so position, IIT Mardas is way below around 270 or so. Why is such wide disparity?," he asks. Also in a recent ranking, everyone in Indian Academia was stunned to see IISc ranked 50th in research and institutions like Saveetha and Shoolini University occupying top spots." The report, entitled “Access to Science & Scholarship 2024: Building an Evidence Base to Support the Future of Open Research Policy<https://assets.pubpub.org/oiucyi8r/MIT%20Press%20Workshop%20-%20Access%20to…>,” is the outcome of a National Science Foundation-funded workshop held at the D.C. headquarters of the American Association for the Advancement of Science on September 20, 2024. While open access aims to democratize knowledge, its implementation has been a factor in the consolidation of the academic publishing industry, an explosion in published articles with inconsistent review and quality control, and new costs that may be hard for researchers and universities to bear, with less affluent schools and regions facing the greatest risk. The workshop examined how open access and other open science policies may affect research and researchers in the future, how to measure their impact, and how to address emerging challenges. The event brought together leading experts to discuss critical issues in open scientific and scholarly publishing. These issues include: * The impact of open access policies on the research ecosystem * The enduring role of peer review in ensuring research quality * The challenges and opportunities of data sharing and curation * The evolving landscape of scholarly communications infrastructure The report identifies key research questions in order to advance open science and scholarship. Annual expenditure on STEM and HSS journal subscription, and annual expenditure on APC paid to journals for the period 2014-2023

Friends, A large part of research in India is funded mostly by one or the other of the Govt funding agencies. The total amount invested on R&D hovers around 0.65-0.7% of GDP, very small compared to some other countries which invest upwards of 4% of GDP. On top of it, not all that meagre some is used for research - on research fellows, laboratory supplies and equipment, setting up facilities (like astronomical observatories or neutrino observation centres), hosting and taking part in conferences/workshops, etc. A part of the money goes to subscribing to journals, a large number of them by a few greedy publishers who report profit margins of around 3% year after year and on APC towards publishing papers in certain journals supposed to be 'prestigious.' Would some member of this forum, preferably someone interested in the cost of doing science, invest some time to examine how much has been the outflow of money from India towards APC annually say since 2015.
