Many libraries around the world have built a complete digital presence (aka library portal) around it. Yet one feature that is missing natively in the Koha OPAC is an user feedback form. On the happy occasion of Janmasthami, I am pleased to inform you about release of a new Koha plugin - the AskALibrarian plugin that adds the ability to allows Koha's OPAC users to send a direct feedback to the library staff. Serbia adopts Open Access Policy

[Open access logo for Serbia] Posted: August 21, 2018 The Serbian Government has adopted a national policy mandating open access (OA) to all publications resulting from publicly-funded research in Serbia. The policy, titled the Open Science Platform, was introduced by the Ministry of Education, Science and Technological Development (MESTD), the main funder for research in Serbia, in July 2018. EIFL welcomes the adoption of the policy, which makes a major contribution to improving visibility and discoverability of Serbian research outputs. A working group set up by MESTD, including stakeholders from the Serbian research and library sectors, led policy development. Two major European Union-funded projects PASTEUR4OA<http://www.pasteur4oa.eu/home> and OpenAIRE, in which EIFL is a partner, contributed to the policy drafting process. THE MAIN ELEMENTS OF THE POLICY In addition to mandating OA to MESTD-funded research, the policy states that universities and research institutes should define and adapt their open science institutional policies and infrastructure within six months to comply with the national policy. The main elements of the policy are: · Open access is mandatory for all publications resulting from research that is fully or partially-funded by the MESTD, including journal articles, monographs, book chapters, conference objects and PhD theses. · The policy stipulates that OA to the full text of published research outputs must be enabled immediately when possible. If not possible, an embargo period of up to 12 months after the date of publication is allowed in the case of physical and medical sciences, and engineering, and of up to 18 months in the case of social sciences and humanities. · The MESTD primarily supports ‘Green’ OA, i.e. depositing published research outputs in digital repositories with full respect to copyright and rights granted to publishers. · For Gold Open Access, i.e. publishing in an open access journal, Article and Book Processing Charges (APC/BPCs) will be considered eligible only if foreseen by the project budget. · The policy recommends, but does not mandate OA for research data. http://www.eifl.net/news/serbia-adopts-national-open-science-policy?utm_sou… K. E-agriculture offers a wide range of solutions to some agricultural challenge and holds great potential in promoting sustainable agriculture while protecting the environment and finding an effective way to feed the world’s population. Setting in place a national e-agriculture strategy is an essential first step for any country planning on using ICTs for agriculture. Yet, most countries have yet to adopt a strategic approach in making the best use of ICT developments in agriculture. E-agriculture strategies will help to rationalize both financial and human resources, and address holistically the ICT opportunities and challenges of the agricultural sector while generating new revenues and improving the lives of people in rural communities. It will also help ensure that the goals of national agricultural plans are achieved. The E-agriculture Strategy Guide, published by the Food and Agriculture Organization of the United Nations and the International Telecommunication Union provides a framework for countries in developing their national e-agriculture strategies. These strategies would include an e-agriculture vision, an action plan, and a framework by which results can be monitored and evaluated. Like all strategies and plans, the outcomes of these processes are not static and changes in a country’s strategic context will require a dynamic approach to updating the strategy so that it remains relevant. Can you send me some details about the sellers or vendors whom we can contact. The Principal Secretary, Odia Language Literature & Culture Department, Government of Odisha, Sri Manoranjan Panigrahy has joined as the Chief Guest and put forth not only his views on the significance of Libraries and Librarians in the Education, Educators, Educational Environment but also the extreme and unlimited role of librarians on the modern educational system. The Principal of Institute of Hotel Management, Mrs. Sarada Ghosh has joined as Guest of Honour addressed the audience. In her speech she emphasized on how the multidimensional work flow of Librarians would act as transporter of the Educational Environment and Cultural Value for the new generation. Prof. Pitambar Padhi gave the Keynote address and emphasized on the status of Odisha Library Legislation. Dr. Banamber Sahoo (RMRC, Bhubaneswar), the President of Odisha Library Academy presided the meeting and the Organising Secretary, Mr. Abinash Dash, Librarian of IHM, Bhubaneswar, gave the welcome address. The inauguration session ended with vote of thanks by the Secretary, Dr. Bibhuti Bhusan Sahoo (IIT, Bhubaneswar). On the eve of this day, a seminar was held on “Drafting a Blueprint for Future Library Development of Odisha”. CPE funded Three-Day National Workshop on "*Creating and Managing Digital Libraries using Eprints*" in Collaboration with INFLIBNET Centre Gandhinagar and Vellalar College for Women, Erode-12, Tamil Nadu on *06 - 08 September 2018.* *About the Workshop* Eprints is a robust, modular, open source repository system for the management and dissemination of digital content. It is especially suited for digital libraries and archives, both for access and preservation. It has a worldwide user base that includes cultural heritage organizations, universities, business schools, research institutions, national libraries, and government agencies. In this unique workshop, experts of Eprints will cover the fundamentals, installation and customization of Eprints for those who want to use the platform, and address the issues faced by those who are already running Eprints.
