National Education Policy, 2019 (Draft) and Libraries

Dear friends of LIS Profession The Ministry of Human Resources Development released the National Education Policy (NEP) 2019 (final draft) early this month inviting public opinion and feedback from all stakeholders. The good news is, unlike in the earlier draft report of NEP released in 2016 as an input to the policy which mentioned the word library just in one place coming as part of a quote, NEP 2019 mentions library in more than 30 instances, in its 480 page report, spread over 23 chapters. But the disappointment is, library is just mentioned in a few contexts as part of various infrastructure support. As policy guideline, there are only two statements on libraries: - “Expansion of school and public libraries and building a culture of reading and communication” (p68)’ - “Enhancing access to libraries and online journals” (p241) – This policy statement in particular suggests setting up a mechanism to enable the Government to be the single buyer for online access to journals for all public institutions to replace the present practice of funding premier institutions for subscriptions to journals. The treatment given to library is more of a “such as” facility. In October 2017, the committee set up for developing the new NEP 2019 had arranged a meeting of a few librarians in NAAC, Bangalore. This group of librarians had given a set of thirteen policy recommendations. None of these recommendations is found as specific policy statement in the NEP 2019 draft report which is surprising. I consider it important that the LIS groups initiate quick debate on NEP 2019 (draft) and its implications on the future of libraries in the country if accepted without according adequate and appropriate focus on library as an integral part of and yet distinct role player in education. It is highly desirable that LIS groups and in particular the professional associations like ILA, IASLIC and others initiate quick debate to evolve a national library policy document and submit to the NEP 2019 (draft) committee for inclusion as a distinct chapter in the report. |N. Dear Members, I am very happy to note that Prof. Asundi and Dr.Koteeswara Rao, the senior professionals who put their stamp in the profession, have pointed out the declining standard of LIS education and the insignificance of NEP 2019 in respect of libraries. I concur with their views 100% and the so called professional societies should do something to save the profession. There is no point in organising national and international conferences frequently without taking some steps to save the profession. Recently, I have visited some premier universities in Canada viz., University of Victoria and University of Toronto. It is amazing to see the significance they give to the libraries and library development. They are very big libraries with huge collection (1.5 million) with at least 100+ professional staff members. All modern cutting technologies are implemented and the beauty is that the libraries are well utilised by the students and faculty. We have seen at least 75% of the seats are occupied. It is important to note that these two universities are in the Worlds' best universities list with decent rank. So, still libraries play a vital role in education and research. But, unfortunately, in India, the importance of libraries in the higher education institutes is declining. I humbly pray the senior LIS professionals to kindly guide the younger generation on the ways and means to take suitable action to save the profession. ABSTRACT Established in 2005, the University of Nebraska–Lincoln (UNL)’s Libraries’ institutional repository (IR) has approximately 99,500 unique items. It is one of the largest and most-used institutional repositories in the United States. This presentation explores how UNL is working to meet the challenge of consistently and accurately identifying individual researchers and their scholarly *activities*. It examines UNL’s metadata practices for its IR, giving a more detailed explanation of personal names and Open Researcher and Contributor ID identifiers. It reviews some typical metadata problems found in UNL’s IR. National Education Policy, 2019 (Draft) and Libraries

Sri. N.V. Sathyanarayana sir has brought to the notice of LIS professionals an important issue that the National Education Policy (Draft) 2019 has not been adequately addressed. NEP 2019 should consider 'library' as an important and critical educational infrastructure. The Professional Associations should actively engage in preparing library national document as suggested by N.V. Sathyanarayana sir and submit the same to NEP committee to make necessary changes. The Karnataka State Education Policy (KSEP) 2016 prepared and submitted by Karnataka Knowledge Commission was also not vocal much about libraries except few references here and there to establish libraries in residential schools and universities and provide funds to maintain them. Dear Ms. Lalitha, For promotions under the Career Advancement Scheme (CAS) of UGC, one has to complete Two Refresher Courses or Summer/ Winter School Programmes of 03 weeks duration (minimum 18 working days with 108 contact classes). Short Term Courses of 01 Week duration will not be considered for the purpose. Nowadays, you can attend ARPIT Courses on SWAYAM Platform in lieu of UGC Refresher Courses. The UGC is planning to reduce the number of days from the present 21 days (3 weeks) to 14 days (2 weeks). I hope this information clarifies your query. Clarification on UGC-CAS promotion criteria for Librarians

Dear Professional Colleagues, I need some clarification with respect to UGC - Career Advancement Scheme(CAS) guidelines for Librarians.Under CAS promotions for Assistant Librarian (Rs.15600-39100+ AGP 8000), one of the clause says, "*attended two refresher courses for a minimum period of 3 to 4 week duration during the assessment period*". Mostly Refresher courses are designed for 2 or 3 weeks only. Does the clause infer that a total of 3 to 4 week training should be attended OR a total of 6 to 8 week training should be attended during the assessment period? Dear Sir/Madam, Glad to know that LIS-Forum is celebrating its Quadranscentennial year. This forum has helped immensely for our professional understanding of contemporary developments in the field. LIS-Forum unlike other forums remained true its ethos all these years. I wish it will remain the same in the coming days. The efforts of late T.B. Rajashekar sir in starting this forum is always laudable and remembered and also the tireless efforts of Dr. Francis Jayakanth in running this forum with all difficulties is highly commendable. Whenever there are some issues in sending the messages to the forum members Dr. Francis jumped in immediately and solved them to make sure that forum members receive and send the messages regularly. Have come across at least three research papers on this forum published in different LIS journals and also as Prof. Shalini Urs madam mentioned an MLIS project has been done at the MyDLIS on LIS forum and its role in professional developments. Potential PhD aspirants can explore this forum as an interesting topic for their doctoral dissertations. Though text based discussion forums in a verge of disappear or transforming into web 2.0 platforms, have an advantage of keep them active in a very close-nit circle and run them efficiently without unwanted stuff (misinformation) for which many social media platforms are now familiar. As many of you are aware, LIS-forum was conceived and implemented by Late Dr. TB Rajashekar and his team at NCSI, IISc in the year 1995 with financial support from NISSAT, DSIR, Govt. of India. Entire NCSI team had worked on this to ensure its success through creation of awareness and penetration of the forum among LIS-community across the nation. The roots went so deep and became stronger as a result today we see the Forum as one of the most popular, credible and reliable text based discussion forum for the LIS community in India and the forum has many subscribers from outside India too. Personally, I was fortunate to see the beginnings of LIS-Forum as I was a trainee at NCSI. The forum has played a key in my professional learning and growth - particularly to know accomplished professionals and their views on various topics. I always cherished reading emails from experts. I have read some experts emails multiple times...as they were informative and insightful... Thank you for being part of the forum, choosing it as your platform for communication. You, your association with the forum and your communications on the forum made it what it is today. Entire LIS-community has benefited from it. Looking forward to your continued support to retain the Forum as a preferred communication channel. Sustenance of LIS-forum for 25 years was not an easy task. Sad demise of Dr.TB Rajashekar and closure/merger of NCSI made it really difficult. However, Dr. Francis Jayakanth, JRD Tata Memorial Library, is the one who stood behind this and ensured that it worked for us flawlessly and made it always available for our LIS- community. He did this job even when he was on Lien for 2 years . Dr. Francis Upgraded the software recently and we are currently hosting it on a new server at the IISc. Library. Dr. Francis, we can’t thank you enough for your professional commitment and ownership to the forum....we owe you a lot....we wish you will have courage and commitment to extend support. In today’s social media driven world, text based discussion forums may look dry and dull. However, for serious, clean and clear communications text based forums are still preferred - world over. And LIS-forum is one of its kind. That doesn’t mean that we don’t look forward to upgrade it to next level - please share your thoughts briefly and will see if we all can work together on them.....
