Inclusion of people with disabilities, born or acquired later, constitutes a very different challenge as it cannot be handled just by policies and political will. It requires major technology intervention. In this talk we present the work of ASSISTECH, IIT Delhi in developing solutions aimed at independent mobility and education of visually impaired in India and other low income countries. ASSISTECH has had some success in disseminating the technology solutions that have been developed in the laboratory. First, we would focus on uniqueness of our context and how these solutions innovatively address our needs including affordability. Further, we also talk about the challenges in translational research and dissemination that is critical for taking any proof-of-concept beyond the walls of a laboratory. *About the speaker:* M. Balakrishnan is a Professor in the Department of Computer Science & Engineering at IIT Delhi. He obtained his B.E.(Hons.) in Electronics & Electrical Engg. from BITS Pilani in 1977 and Ph.D. from EE Dept. IIT Delhi in 1985. He worked as a Scientist in CARE, IIT Delhi from 1977 to 1985 where he was involved in designing and implementing real-time DSP systems. For the last 30 years, he is involved in teaching and research in the areas of digital systems design, electronic design automation and embedded systems. He has supervised 12 Ph.D. students, 3 MSR students, 173 M.Tech/B.Tech projects and published nearly 110 conference and journal papers. Further, he has held visiting positions in universities in Canada, USA and Germany. At IIT Delhi, he has been the Philips Chair Professor, Head of the Department of Computer Science & Engineering, Dean of Post Graduate Studies & Research, Deputy Director (Faculty) and Deputy Director (Strategy & Planning). At IIT Delhi, he has initiated a number of programmes/activities to promote research, start-ups as well as outreach to the community. ASSISTECH, a laboratory and research group founded by him along with Prof. P.V.M. Rao (Mech Engg), is involved in developing a number of assistive devices targeted towards mobility and education of the visually impaired. He has been a recipient of ACM Eugene Lawler Award for 2018 and three National awards for his work in the disability space. Inclusion of people with disabilities, born or acquired later, constitutes a very different challenge as it cannot be handled just by policies and political will. It requires major technology intervention. In this talk we present the work of ASSISTECH, IIT Delhi in developing solutions aimed at independent mobility and education of visually impaired in India and other low income countries. ASSISTECH has had some success in disseminating the technology solutions that have been developed in the laboratory. First, we would focus on uniqueness of our context and how these solutions innovatively address our needs including affordability. Further, we also talk about the challenges in translational research and dissemination that is critical for taking any proof-of-concept beyond the walls of a laboratory. *About the speaker:* M. Balakrishnan is a Professor in the Department of Computer Science & Engineering at IIT Delhi. He obtained his B.E.(Hons.) in Electronics & Electrical Engg. from BITS Pilani in 1977 and Ph.D. from EE Dept. IIT Delhi in 1985. He worked as a Scientist in CARE, IIT Delhi from 1977 to 1985 where he was involved in designing and implementing real-time DSP systems. For the last 30 years, he is involved in teaching and research in the areas of digital systems design, electronic design automation and embedded systems. He has supervised 12 Ph.D. students, 3 MSR students, 173 M.Tech/B.Tech projects and published nearly 110 conference and journal papers. Further, he has held visiting positions in universities in Canada, USA and Germany. At IIT Delhi, he has been the Philips Chair Professor, Head of the Department of Computer Science & Engineering, Dean of Post Graduate Studies & Research, Deputy Director (Faculty) and Deputy Director (Strategy & Planning). At IIT Delhi, he has initiated a number of programmes/activities to promote research, start-ups as well as outreach to the community. ASSISTECH, a laboratory and research group founded by him along with Prof. P.V.M. Rao (Mech Engg), is involved in developing a number of assistive devices targeted towards mobility and education of the visually impaired. He has been a recipient of ACM Eugene Lawler Award for 2018 and three National awards for his work in the disability space. With his deep commitment to freedom and justice in their multiple senses, it is natural that the economic question was an important part of Gandhi's philosophical understanding and social interventions. The Gandhian approach to economics and political economy was significantly developed by Gandhi's associate, the economic philosopher, ecological thinker and constructive worker J. C. Kumarappa (1892-1960). An advocate of economic decentralisation and a champion of the agrarian economy, Kumarappa critically analysed modern economics and its assumptions as well as implications. In the process, he provided an extensive examination of the implications of modern economic thought on our individual, social and environmental lives. In this talk, the panelist will sketch out Kumarappa's philosophical understanding and his views on economics, social reconstruction and environmentalism. While much of Kumarappa's thought has contemporary relevance, he will locate the development of Kumarappa's understanding in its historical context. Title: In Search of the Priceless Panelist: Rajni Bakshi M K Gandhi was prescient in anticipating that one earth would not suffice if the entire human race tried to live like the modern west. Now, as ecological collapse becomes more imminentglobal agencies are urging people to 'consume with care' and scrambling to put a monetary value on eco-systems so that there is a 'market incentive' to save them. Why do these efforts look futile? Is it perhaps more important to decide what is priceless and how it can be saved? Title: Gandhi for the Information Age Panelist: Amit Basole Terms such as information revolution, knowledge age, cognitive capitalism, and post-truth have become commonplace today. They point to a deep churning in the world of knowledge. Certainties of the 20th century are giving way to profound uncertainties. Everywhere in the world, including in the "mature democracies" of Europe and America there is a rise of "populism", long thought to be a feature of developing, "immature" polities. At the same time, the concentration of finance capital has never been stronger and economic policy continues to be the domain of experts. Livelihoods everywhere depend on a global economy whose rules are opaque and secret. "Anti-intellectualism", a rejection of experts and valorisation of the "popular" have been successfully hitched to a majoritarian, exclusive, and violent agenda that is comfortable with unprecedented economic inequality. Under such circumstances, can Gandhi’s experiments with a lokavidya based polity and economy show a way forward? About the Panelists Venu Madhav Govindu Venu Madhav Govindu is a faculty at the Indian Institute of Science, Bengaluru. He is a computer vision researcher with a primary interest in geometry. Inter alia he has introduced and developed the group-theoretic approach of motion averaging. He has a personal interest in the history and political economy of modern India, specifically centred around the life and work of Mahatma Gandhi. He has co-authored, The Web of Freedom: J. C. Kumarappa and the Struggle for Economic Justice. Rajni Bakshi Rajni Bakshi is a Mumbai-based freelance journalist and author. She writes about social and political movements in contemporary India. She was formerly the Gandhi Peace Fellow at Gateway House: Indian Council on Global Relations. Her journalism has appeared in many English and Hindi newspapers and magazines. She is the author of “ Bazaars, Conversations and Freedom”(2009) which won two Vodafone Crossword Book Awards, one in the "Non Fiction" category, and one in the "Popular Award" category. Her other writings include “The Long Haul: The Bombay Textile Workers Strike of 1982-83” (1986; Great Bombay Textile Strike), “ The Dispute Over Swami Vivekananda's Legacy” (1993; Swami Vivekananda), “ Bapu Kuti: Journeys in Rediscovery of Gandhi” (1998), “ Let’s Make it Happen: Alternative Economics” (2003) and An Economics for Well-Being (2003) Amit Basole Amit Basole is a faculty of Economics at the School of Arts and Sciences, Azim Premji University, Bengaluru, where he also heads the Centre for Sustainable Employment. Metric is not confined to draw numbers and analyze. Selecting a metric depends on synthesizing multiple directions and evidence-based data. Producing benchmarks and standards in science and technology evaluation and implementing them with real data, mark the full-fledged system. Quite recently, we are witnessing the emergence of new metrics-based models aiming to reflect science and technology growth. The proposed Science and Technology Metrics (STMet 2019) conference is concerned with how the use of many metrics may involve the assessment of different aspects of science and technology which are best expressed using different approaches. Besides the standard conference track and the Doctoral Symposium, the STMetrics will host a number of workshops and tutorials related to the theme of the conference. The purpose of the workshops is to provide participants with a friendly, interactive atmosphere for presenting novel ideas and discussing their application of metrics in Science and Technology System. Quite often many scientific discoveries and innovations fail to reach the society because of the closed scientific publications. If Science is built based on existing knowledge it needs to reach every one and hence Open Science leads the knowledge transaction. This track addresses the challenges and issues and pave the way to develop and nurture open science. Track 2: Peer Review Peer review is the process by which experts critically examine the research contributions using standard metrics. Peer review helps maintain and enhance quality both directly by detecting weaknesses and errors in specific works. These reviews enable to decide publication, research grants, employment, promotion, and tenure. Peer review promotes accountability and improves the quality of work. Track 3: Content and Text mining based metrics This track enables to present works that use numeric indices to process unstructured (textual) information and to build various data mining (statistical and machine learning) algorithms. Information can be extracted to derive summaries for the words contained in the documents or to compute summaries for the documents based on the words contained in them. One can analyze words, clusters of words used in documents, and we could analyze documents and determine similarities between them or how they are related to other variables. The studies of text mining will “turn text into numbers” (meaningful indices), which can then be incorporated in other analyses. All submitted papers will be reviewed by a double-blind (at least three reviewers), and participative peer review. The review process will enable the selection process of those that will be accepted for their presentation at the international conference. Authors of accepted papers who registered in the conference can have access to the evaluations and possible feedback provided by the reviewers who recommended the acceptance of their papers, so they can accordingly improve the final version of their papers. Mentoring support is available to young researchers and authors of developing countries. Track 4: Technology Transfer Metrics The technology transfer enables the outreach of the research outcomes to a wider level. The technology transfer measures are of interest to practitioners, program managers, and policymakers in the evaluation of technology transfer programs. Building metrics can lead to a better measurement of effectiveness, efficiency, and return on investment. The introduction of newer metrics will be helpful to identify the benchmarking tools. The proposed track will discuss the currently existing metrics and the research on the development of new metrics as well as their applications. Chair: Mohammad Hassanzadeh, Tarbiat Modares University, Iran Track 5: Open Science Metrics The primary goal of this track is to enable to construct, identify, and specify relevant metrics and indicators for open science. Measuring the extent of openness in science and creating or using metrics is important. Measuring Open science help to realize the innovation. We can thus find how collaboration and knowledge sharing occurs and how institutions work on it. Openness also yields enormous data and knowledge. This track gauge using available data about openness in science. The post-conference modified versions of the papers will be published in the following journals. 1. *“Prof. Khaiser Jahan Begum Felicitation Gold Medal”* Prof. Khaiser Jahan Begum*, *Chairperson DOS in Library and Information Science, University of Mysore, Mysuru superannuated on 30th September 2019. She joined the Department of Library and information Science on 11th Feb’ 1980. During her active service of nearly 40 years she rose to the position of dynamic professor and served as a head four times. She had a short stint as a founder head at Akkamahadevi Women’s University, Vijayapura. Prof. Khaiser madam is not only distinguished professor, but an efficient administrator and great research scientist in the field of Library and Information Science. She is known for her excellent teaching, innovations, creativity and motivating young library professionals. She has represented the university in international fora many times. She has successfully guided 16 PhDs, written 18 books and contributed more than 350 research papers, which are well cited by many others across the world. For her seminal research papers, she always received enquiries from Europe and other countries, which is worth noting. On the occasion of the superannuation of Prof.Khaiser Jahan Begum, the research scholars and alumni have contributed 1,00,000 (Rupees One Lakh only) plus 5,000 (Five Thousand Only as current interest) for gold medal in the name of Prof. Khaiser Jahan Begum. The DD’s were presented to Prof. R. One of the most powerful ways of doing that is using Search Engine Optimization. Using a host of different parameters such as content quality, metadata description and keyword analysis within a page, site structure and sitemap, SEO enables the search engine to rank the websites in an order which will be the most useful for the user, increasing the productivity of the search engine. The visibility in the web pages further helps to achieve two important areas of study in the library and information science, i.e., findability and reusability of information or contents.
