CONCREATE STEP ZERO: Select and make an email discussion list as Official Discussion List of LIS Indian Community. There is a need for Indian Library and Information Science Community to exchange and discussion various issues related to the profession and work. It may be possible if we encourage all the professionals to subscribe to one email discussion group. This may be designated as official discussion forum. [Official here should mean the common voice of the community]. People should be encouraged discuss and debate (more useful) various issues" [email groups are meant for that only]. It should not be a low volume and "unidirectional" group. Moderation should be minimal and rare [ to stop virus attacks, marketing emails personal attacks etc]. There can also be web/email conferences and delibrations. Over and above there should be BELONGINESS AMOUNG THE COMMUNITY. There could also be ranking of the community members based on some criteria but definately based on contribution towards this virtual community. Further, I propose LIS-FORUM (Promoted by Dr T.B Rajashekar) be this official email disscussion group, because [perhaps] it is almost a decade old now. BTW, have anybody noticed the wonderful work being down by http://www.infolibrarian.com . Only thing they have not done is "that they do not bost off who they are?" [ I am in no way related to it]. Sometimes they take the content directly from the web and insert it as their own work. Other times they take parts of the work and insert it into their own, often forgetting to quote the source. At best, they use it as reference material to write their own work but often do not indicate the source. Some teachers only require references from printed sources. Teachers in all academic areas should be concerned because often they won't know if they are evaluating the student's work, a respectable outside source or a quack's eerie sense of humor. That is why many schools are now using website evaluation worksheets as part of the homework completion material. By not using them, schools are missing the opportunity to fulfill important educational standards. Using a website evaluation worksheet helps students recognize authorship and helps them learn to respect intellectual property rights. Standard 2 of the North American Education Technology Standards (NETS) and other international standards place much importance on learning to use technology resources responsibly. It is important that students learn to indicate website references, using the URL, as well as printed references. Secondly, a good website evaluation worksheet will guide a student to properly evaluate a website and distinguish "good" sources of information from "bad" ones. This helps student develop their critical thinking abilities. Not everything in the World Wide Web is informational and students must learn to select respectable sources of knowledge or, at least, beware possibly tainted information. In a sixth grade science class, a teacher asked her students to search websites and find three important discoveries made possible by space travel. She gave students a list of websites which included NASA, CNN and other good sites. She included other sites to test her students. One was about space aliens and had links to "Elvis lives" websites. Another presented a detailed "scientific" analysis proving that squirrels are aliens. In social studies classes, website evaluation worksheets help students identify compromised opinions. Another sixth grade class did a project on the Middle East about the role religion plays in regional conflicts. By recognizing the URL and the author's resume they were able to determine what his biases were likely to be. This data was part of filling the website evaluation worksheet. Both of these projects, and others reviewed for this article, were designed by teams made up of class teachers and computer lab teachers, and all used website evaluation sheets to document the student's research and webquest results. Webquests are web pages that gather different resources and make them easily available for student projects. The computer teacher prepares them in conjunction with the regular class teachers. Students, specially younger ones, find it easier to simply click on the screen and access predetermined contents. Access to search engines, such as Google or AltaVista are also included for more advanced students who want to be creative. Website evaluation worksheets document the student's navigation through the web and are part of the project completion requirements. Dear Colleagues: Dear All: The enthusiasm shown by DRTC students through their active participation in the form of valuable postings and sending responses to queries in the LIS-Forum is praiseworthy and worthy of emulation by one and all. I have personally benefitted a lot from their contribution. This is a bright ray of hope. Perhaps, because of lack of Internet access, students of LIS from Indian universities are unable to participate. How about providing Internet access to all the Departments of Library and Information Science in India and offer facilities to LIS faculty and students to handle "live" reference queries (under the guidance of their Reference Tutor) from the public in the ASK YOUR LIBRARIAN service?This would offer the LIS students "real life" examples of the queries they would be facing in their career in future. More than the IT, we have to regain the joy of library service to make our professional life much more meaningful and inspiring. Also, there is an urgent need to make SOUL package an integral component of all our LIS education programmes at the university level. Once this is done, we would have within a couple of years, LIS manpower capable of appreciating and handling properly the SOUL software. It is hoped that INFLIBNET under the dynamic leadership of Dr TAV Murthy would break institutional barriers and strengthen all the DLIS in the country to make them adequately IT- equipped so that they would be participating actively in the HRD to support the INFLIBNET project. It is high time to recognise all the DLISs in the country as the stakeholders and beneficiaries of INFLIBNET programme. The logic is simple: if you train a member of the library staff, he/she would be often be contributing to his/her parent library. Dear Professional Colleagues: I am once again taking cue from Dr E. Rami Reddy's suggestion that we should do something concrete towards professional development (with ref to: Dr Lahiri's anguish). Here's something we can do using IT so that we may not face problems like the one Mr Saroj Karle is experiencing (books on UK Pension). To the best of my knowledge, The British Council Library network maintains a list of British publisher's representatives in India. However, this does not give the total picture of international publisher community. CONCRETE STEP 1 It would be useful if we develop a National Library Acquisitions Home Page containing the following components: 1. A national database of Indian publishers/booksellers in English and all other languages giving contact details (postal, email, web, etc.,), name of the contact person, their areas of specialisation (discipline-wise, topic-wise, etc.), regions served, terms of supply. Even the author publishers could be invited to become members of this database. 2. A national database of all the librarians (university, academic, public, special, etc.) listing their areas of specialisation in collection development, documents they wish to acquire or are searching for. The librarians could just post their requirements not as a firm order but only as an enquiry to find out from the publishers/booksellers regarding the availability of a document or their willingness to procure from abroad and supply. Once they receive reply from the publisher/bookseller, they can place the firm order. 3. A list of blacklisted publishers/booksellers who have indulged in unfair practices. 4. Latest GOC Rate Schedule (formulated with participation of all the parties who have a stake). We should have only one, authoritative GOC rate schedule. Mode of Operation The publishers/booksellers would be regularly announcing on the National Library Acquisitions home page, the new books procured by them from abroad. We visualise a scenario of SDI-type activity where the needs of the librarians and stock of the publishers/bookseller are matched for mutual benefit, particularly for foreign publications. To the best of my knowledge, The British Council Library network maintains a list of British publisher's representatives in India. However, this does not give the total picture of international publisher community. Advantages of National Library Acquisitons Home Page Offers equitable opportunities to publishers/booksellers in library supplies. Whoever responds first, would receive the order. If a foreign title is available with one of the Indian stockist, it could be known immediately and order placed for the same. Avoids running around from supplier to supplier for documents. Enables the librarians to have a perspective of foreign titles available in India. (Presently, the book selection by university libraries strongly favours those suppliers who send the books for physical examination. As such, the total literary output in a particular discipline is often not taken into consideration and many useful titles may be missed.) Helps the librarians to know which supplier can provide best service in a particular discipline/topic. Provides information to librarians about new foreign titles available in the Indian market. Booksellers can announce the documents procured by them from abroad. Through just a single email, they would be communicating this information to all the librarians in India. Serves as an effective public relations communication tool both for the librarians and publishers/booksellers. _______________________________________________ CONCRETE STEP 2 MAINTENANCE OF UNIVERSITY/LIBRARY DIRECTORIES Isn't it disappointing that we do not have a reliable, authoritative list which provides UP TO DATE INFORMATION of university librarians along with their contact details. The Web sites of our national bodies concerned with management of higher education and LIS networks DO NOT provide accurate, latest information about our universities. Can't we maintain an UP TO DATE directory of universities giving UP TO DATE details such as names of VCs, Registrars, University Librarians, their contact addresses, email ids, web sites, etc. Doesn't our IT know-how allow us to send an automatic email to every university library daily and request the university librarian to send information about changes in top univ personnel/univ librarians? If the university librarians do not disseminate latest information about changes in their university, then who will? Isn't it a disservice to the user community that we spend so much on creating web pages/directories but fail to maintain them on day to day basis thereby defeating the purpose of their creation and reducing their usefulness? We have miserably failed in meeting the requirements of Dr Ranganathan's definition of reference service as far as maintenance of directories of libraries/librarians/universities is concerned. Being based in India, at least some of us can keep track of the changes through newspapers, newsletters, etc. By providing names of VCs, Registrars, university librarians, etc. in our directories who had retired/shifted, are we not misguiding the users? How about the users abroad? Are we not projecting a negative image about our LIS profession by not taking care of these basic things? THIS IS ONE AREA WHERE WE HAVE TO TAKE A CONCRETE STEP. Dear Friends: It is rather sad that one of our professional colleagues Shri M Vijayakumar should repeatedly request for a simple piece of information: definition of 'research library' according to ALA Glossary of LIS. Even after four days from the date of request, we have failed to meet this request. I am sure that this book would be available in several Indian university libraries. Had Indian university librarians participated actively in the LIS-Forum, we would not have faced this situation. All this reminds me of Dr Lahiri's anguish on lack of professionalism and standards which he expressed so eloquently in one of the last issues of Information Today & Tomorrow. There were many heated arguments on Dr Lahiri's views. Prof E. Ram Reddy wrapped up the whole discussion with a statement underlying the urgent need that we all LIS professionals should do something concrete to improve the situation. Even after five decades of attaining Independence and after spending hundreds of crores on variety of LIS networks in India, we do not have proper mechanism in place to find out from a single window where a particular book/journal/information is available in which Indian library. If we can't provide this basic service, does it bring any glory to our profession among the public? The infrastructure has failed us. Its high time for the LIS professionals to turn proactive and reach out the public and meet their information requirements in alternative ways. I think it is high time for LIS professionals to offer a FREE reference service where any member of the public would be welcome to post his problem/query and he would receive reply from Indian librarians. To do this effectively, we need to ensure participation of all university librarians, all Heads of Departments of LIS (or any faculty member of DLISs specialising in reference service) and librarians of State Central Libraries/District Central Libraries throughout India. I think that LIS-FORUM may consider expanding its mandate to provide this type of service. There is no point in limiting ourselves to just LIS issues/concerns. What could more sacred and professional that meeting the information requirement of a needy user? Alternatively, we can start a national level "ASK YOUR LIBRARIAN" internet-based reference service. Suppose a reader walks into our library and requests for a document/book/journal. If it is not available in our library, are we in a position to tell him within 24 hours at least where it is available in another Indian library? If we have a service like ASK YOURLIBRARIAN, the user would just post the query/problem he is facing and he would receive replies from all the libraries which have that document. ASK YOUR LIBRARIAN can also provide community information services at the national level. If a member of public has some query relating to his day to day life (education/health/employment/agriculture, etc.,), he would just post his query to ASK YOUR LIBRARIAN and the librarians having that information would reply to that query immediately. This single window service would automatically solve the problem of the user: whom should I contact for this information? I look forward to reactions from all members of the LIS-Forum. We shoud take up strategic initiatives in this area to redeem our professional glory. Regards T.V. RLG's Union Catalog Available on the Open Web

Dear Friends, I would like to share the following information with all of you. Research Libraries Group (RLG, http://www.rlg.org) builder of one of the world's largest union catalogs of merged library holdings, has opened a Web-based version of its file to all users of the Web, called as RedLightGreen (http://www.redlightgreen.com) The union catalog contains bibliographic records of holdings from all RLG's 160 member libraries, some of them among the largest. Currently, the collection of records from libraries, archives, and museums includes over 130 million holdings for some 42 million titles. RLG expects to make the file available to the public free through most of 2004, while it develops and implements a business model. Created over the course of 23 years, the massive union catalog covers books, serials, maps, films, recordings, archives, manuscripts, computer files, and more, from 300 countries in over 370 languages. RedLightGreen went live on Sept. 22. Records connect to library holdings and even supply local call numbers. RLG began the project of bringing the catalog to the Web in 2002 using an Andrew W. Mellon Foundation grant. Besides serving to locate valuable resources and verify citations, RedLightGreen also provides links beyond those of traditional catalogs and can even output citations in different standard bibliographic formats, i.e., APA, MLA, Turabian, and Chicago. Users can also e-mail results, purchase books or CD-ROMs, locate the nearest library owning the title, and even find online versions in some cases. Regards. JCDL encompasses the many meanings of the term "digital libraries," including (but not limited to) new forms of information institutions; operational information systems with all manner of digital content; new means of selecting, collecting, organizing, and distributing digital content; digital preservation and archiving; and theoretical models of information media, including document genres and electronic publishing.
