Dear All We are pleased to announce: Workshop on Developing Digital Libraries using Greenstone Digital Library Software (GSDL) 2.6.2003 to 4.6.2003 Organized by: National Centre for Science Information (NCSI), Indian Institute of Science, Bangalore Venue: NCSI, Indian Institute of Science, Bangalore Number of participants: 20 About the Workshop: Affordable software is a key requirement for successful development and deployment of digital libraries. Though it is possible today to create simple digital libraries using prevailing Web and database technologies, it would take lot more effort to develop software that integrates functions such as metadata, full text search and retrieval, multilingual support, access management, and support for multiple document formats. Greenstone (GSDL) is a suite of software for building and distributing such digital library collections. It provides a new way of organizing information and publishing it on the Internet or on CD-ROM. Greenstone is produced by the New Zealand Digital Library Project (http://www.nzdl.org/) at the University of Waikato, and developed and distributed in cooperation with UNESCO and the Human Info NGO (http://humaninfo.org/). It is open-source software, issued under the terms of the GNU General Public License. The aim of the software is to empower users, particularly in universities, libraries, and other public service institutions, to build their own digital libraries. More details of the software and example digital libraries built using the software is available at http://www.greenstone.org/ The goal of this Workshop is to enable individuals and organisations to initiate building their digital libraries. The specific objective of the workshop is to impart practical training to participants in using GSDL for creation and maintenance of digital libraries. Focus is on installing, configuring, application and administration of this package. At the end of the Workshop, you should have acquired the knowledge and skill sets required to build your own digital libraries using GSDL. The workshop covers both introductory and advanced use of GSDL. Apart from experienced and knowledgeable resource persons who will lead the workshop, NCSI has excellent infrastructure, including a switch-based LAN, servers, laboratory, lecture hall and Internet connectivity. Each participant will have a dedicated workstation to work with. Latest version of GSDL software package (version 2.39) will be distributed to the participants on CD-ROM. With the click of a mouse, card holders of the CLEVNET online lending library at http://dlc.clevnet.org can download digital versions of Prey, Lovely Bones, Cliff's Notes, or copies of hundreds of other popular fiction, travel, business, study guides, IT, or other titles from leading authors and publishers. The eBook titles are available in both Adobe Acrobat and Palm Reader formats that allow patrons to read eBooks using their own PC, notebook, Tablet PC or PDA devices. Since the opening of Digital Library Connection on April 8 the vast majority of the opening collection of 1,000 eBook titles was checked out from the virtual shelves in a matter of days. More than 70 delegates from IIMs, IITs, Business Schools, Universities, R&D institutions, Industrial set-ups and Colleges, from all over the country participated in the convention. Mrs. Nidhi Khare, District Commissioner, East Singhbhum, Jamshedpur, while inaugurating the convention on March 6, by lighting the ceremonial lamp, highlighted the role of libraries in the socio-economic and cultural development of society. Keynote Speaker Dr. K.M.Muttayya, University Librarian Tata Institute of Social Science � Mumbai, said �Evolution of the role of Library Science Professionals has largely and continuously been influenced by technology applications in Libraries. Professionals status have been changing periodically from Custodian, Book Keeping Data Managers, Information Managers, Chief Information Officers, and now Chief Knowledge Managers, can become �Wisdom Administrators.� He mentioned a few significant challenges posed by Digital Library Initiatives. The rich Indian paradigm of holistic development of information professionals has now been recognized world over. The four pillars of learning are: Learning to know, Learning to do, Learning to live together, Learning to be, adapted by Librarians. Librarians have the hidden strength, talent, opportunity to respond, and potentiality for the acceptance of the challenges posed by changing time and technology. When professionals serve them in the best possible way in spite of all limitations, they feel like �When I go to him begging, whatever I get, I loose it again and again, when he comes to me for alms, I open myself to recognize enormous treasure within�. Twenty first century belongs to information managers. Indian Business and Management Institute will be shaping the destiny of the world as its leader. As information managers, they have to shoulder responsibility of shaping the destiny of the country. They have all the necessary potential skills and competencies. They need to believe in themselves and need to harness their potentials fully and it will depend upon developing a positive mindset. It is assured this conference will make an effort to release that positive energy which will guide the destiny of management education, which is leading our country to greater heights. Fr. P. D. S.J Director XLRI Jamshedpur in his Presidential Address highlighted of recent developments in information and communication technologies, especially the Internet and the WWW, which have brought significant changes in the way we generate, distribute, access and use information. For centuries, we are familiar with printed information sources. Publishers have played a key role in the generation of printed information while distributors, booksellers and especially libraries have played a key role in the distribution of information. For hundreds of years we have been using printed information sources � either by purchasing them, or by using them through libraries. The situation began to change with the introduction of computers and there has been a dramatic change over the past few years. Building a sustainable digital library presumes that the systems and services meet the needs of some user community. We need a much better understanding of who the users of these systems are, and what use they make of them. Many users continue to use physical libraries, but they expect their libraries to provide a rich mixture of physical and digital collections. We need to consider a new generation of users, with experiences and expectations different from those on whom the first generations of online catalogue, information retrieval systems and digital libraries were tested. To move toward operational systems and services, more research is needed on digital library uses and users, and this work needs to be conducted in many different environments. Having realized the inter sect oral cooperation as the main contemporary social and economic order, the effective organization alliance is the need of the hour. In order to achieve the goals and accelerate achieving the set output of these objectives, leading to the collective vision of the future direction and support thereof, the Management Libraries Network (MANLIBNET) will continue to sustain its efforts to attain the set visions. Mr. Ashok Jambhekar, President MANLIBNET spoke about the objectives of the MANLIBNET and requested the Chief Guest, Mrs. Nidhi Khare to release proceedings of the Convention and released of the Souvenir by Fr. P.D.Thomas. S.J Director, XLRI. Welcoming the chief guest and the delegates on the occasion, Fr. E.A Augustine. S.J Administrator, XLRI, emphasized the electronic library systems. Dr. Sangayya S Sirurmath, Organizing Secretary of the convention, while thanking the dignitaries on the dais as well as the delegates and invitees , hoped that Digital Libraries will significantly impact the quality of education and, indeed, the quality of life over the next decade. The convention identified new opportunities for libraries, to support librarians in developing a vision, and to provide librarians with tools to initiate a change in their own organization. This was followed by inauguration of the Exhibition of Books, furniture and equipments, library related software, databases etc., by Fr. P.D.Thomas. S.J, Director, XLRI. Dr. Sangayya S Sirurmath, the Organizing Secretary of the convention began the session by inviting and introducing the Rapporteur General for the convention, Mr. K.M.Rudresh, S.I.T. Tumkur, Chairman for the session, Mr. Chikkamalliah of IIMB Bangalore and Rapporteur for the session Mr. Jitendra Sharma IIML New Delhi. In all six papers related to the �Digital Libraries�, the first paper has presented by Mr. AkhlaQ Ahmed, CWDS New Delhi, on � Developing Digital Library : A Practicle Exercise�, stressed on the digital library planning, technical requirements, building up digital collection. The technology and information resources on their own cannot make up an effective digital library, the role of people and service provided remains important.. The paper entitled �Digital rights management : Managing rights in the electronic age� by Mr. B.B.Chand, IIM Indore, highlighted digital rights management as the outcome of research to protect the rights digitally. It also depends on the usability, reliability, scalability, availability and interoperability with respect to content creation, storage and distribution. The author responded the Queries raised by Mr. M.G.Srikumar, Librarian, IIM - Calicut. The paper on � Design and development of digital library : An initiative at TISS, Jointly written by Dr. M.M.Koganurmath and Mallikarjune Angadi Tata Institute of Social Science � Mumbai. Authors� highlighted, new technologies are forever redefining the model of delivering instruction and service to keep pace with the technological advancement in information and communication to meet the expectations of the users. They stressed the objectives of digital library application and sincere efforts to establish a modern knowledge management system at TISS library � Mumbai. In response to queries raised by Mr. Ashok Jambhekar, Mr. M.G. Srikumar and Mr. Ckikkamalliah, Dr. M.M.Koganurmath explained the services given under the INFLIBNET Project at TISS Library. The paper entitled �Business research information: A study of business databases used by management institutes� jointly written by Dr. D.Shivalingaiah Mangalore University and Dr. K. Manjunath TAPMI, Maniple, Highlighted role of electronic databases in supporting and shaping influence on B-Schools for their academic, research and consulting activities. Author�s emphasized the Indian context and utility of the databases. The paper on �Digital libraries: Problems and challenges� jointly written by Dr. Mahesh V Mudhol and Dr. Shivalingaiah, Readers, DLIS, Mangalore University, Mangalore, discussed digital libraries problems, challenges and critically analyzed the difficulties and trends of digital library services in India. Mr. G.B.Bhojaraju, Information Offcer, IRMRA, Thane and Dr. M.M.Koganurmath, University Librarian, TISS, Mumbai, joint authors of paper on �Database system: A case study of ATEC Central library� highlighted the in-house library automation, database technology, information retrieval system. They elaborated the ATEC database system and its future perspectives. Authors have responded the queries raised by Dr. S.D.Khan and Mr. Ashok Jambekar. The Chairman�s observations in this context were that technological support and library professional service motto will be helping the implementation of digital library service in India. The post lunch technical session chaired by Dr. Shivalingaiah, Reader, DLIS, Mangalore University, Mangalore and Mr. Malikarjune Angadi, TISS Mumbai, acted as the Rapporrteur. Five papers on different aspects of �Computer and network based information services�. The paper on � Information navigator future professionals beyond the beginning� by Mr. P.V.Rajkumar, Anna University, Chennai, has explained the role of library professionals and of the service perspective in the digital library environment. Another paper on � Web enabled in house library and information services: A case study of SIT Library� by Dr. A.Y.Asundi, Retired Professor, Bangalore University Bangalore and Mr. K.M. Rudresh Librarian, SIT Tumkur, has explained the case study of SIT library. It also depict, how library of an engineering college has plans to provide web-enabled in house services to its clientele and how the institutes computer and communication infrastructure can be utilized by the library and benefit to its users with help of in-house and external resources on the Internet. Dr. D.S.Thakur, Documentation Officer, NIEPA � New Delhi, presented a paper on � Value of information and online information resources�. He has explained how electronic era has posed some exciting challenges and opportunities to explore the ways of electronic publishing online resources and difficulties faced by the users. The paper on � Digital libraries for e-governance: A proposition for a developing country like India� by Mr. Rajanish Dass and Mr. Arindam Mukherjee highlighted, how various researcher have studied e-governance concepts and how it has been influencing the social environment, how social movement had itself become the cardinal force in the framing and how the concept of digital libraries may be used for e-governance especially in India. He has clarified the queries raised by Dr. P.R.Goswami, Director, NASSDOC, New Delhi. The third technical session was chaired by Mr. C.Ramaswamy, Former Divisional Manager ( Information Service), Tata steel, Jamshedpur and Mr. Anil Kumar Librarian. NIRMA, Ahmedabad, acted as the Rapporrteur. Mr. N.B.Chaudhury, former Librarian, REC, Rourkela and Ms. Partiva Acharya, Librarian RIMS, Rourkela presented a paper on �Knowledge management� They have enumerated the concept and role of library in Knowledge Management. Another paper also on � Knowledge Management� presented by joint authors Mr. A Anja Reddy and Ms. K Sunitah Deve, KITS, Ramtek describes various factors and process involved in the knowledge management system. Mr. Chandra K Swain, Librarian REM, Bhubaneswar and Dr. Sunil K Satepathy Librarian DBC Bhatei, Joint authors presented a paper on � Cooperation, Consortia, coordination: Key considerations in management college library automation�, explained the action plan to establish cooperation, consortia and coordination among the management college libraries to facilitate automation programme. Joints authors Ms. Shoba Kulkarni, Mr. M.N.Jadav, IIT and TISS, Mumbai respectively have written a paper on � Knowledge Management: New challenge for academic library managers� highlighting the knowledge management system in Scientific and social science libraries and role of library in managing the knowledge repository generated by the diverge group of users in academic environment. A paper on �Resource sharing and cooperative acquisition of electronic information resources through consortia: A case of IIM libraries� written by Mr. Chikkamallaiah, Ms. Neela and Ms. Usha, IIM Bangalore discusses the collective experience of IIM libraries in organizing and implementing the deals of resource sharing and cooperative acquisition of e-journals and databases for the benefit of providing better, faster and cheaper services. On behalf of author Mr. Shaji P John EBSCO publishing has clarified the queries raised by Dr. Sangayya S Sirurmath, Librarian, XLRI Jamshedpur. The chairman�s of the session concluded with remarks of five papers. On second day of the convention Mr. N.V.Sathyanarayana, CMD Informatics (I) Ltd. Bangalore, delivered a lecture on �Access tools and consortia imperatives of digital library initiatives� he expressed the practicality and market trends of different databases and how libraries can be able to access on consortia bases for implementation of digital libraries initiatives in India. The fourth technical session was chaired by Mr. C.V.Hiremath Librarian, UTI Mumbai and Mr. M.G.Sreekumar, Librarian, IIMK, Calicut has acted as Rapporteur. Paper on � Manpower development in IT environment� was presented by Ms. Prative Acharya. She has highlighted manpower development, human resources development, skill requirement etc., in the IT environment. Dr. Sangayya S Sirurmath Librarian, XLRI Jamshedpur has presented a paper on �Digital Libraries: An overview of social, economic and legal issues�, he expressed on overall idea of the social, economic and legal issues connected with digital libraries. Digital libraries development and utility are not only influenced by technology but they have to consider other factors viz., library professionals, researchers, government, and that users themselves have a major role to play in the fulfillment of the dream of providing distributed global digital libraries. Author has clarified queries raised by Ms. Swati Bhattacharyya and Mr. M.G. Srikumar. Mr. Jagannathan, Mr. Diwakar Loshali, Mr. Nakul Kumar Gupta, Nilesh Kumar and Mr. J Prem, Students of XLRI presented a paper on � Library in the digital era: A case for building a learning organization� They pointed out that, create a learning environment by making the library a repository of knowledge, so that it can be a center that provides the end user with multi utility services. This session was ended with two interesting vendor presentations by ProQuest database by Mr. Kelvin Low, Area Manger, S.E.Asia, Malaysia and Informatics (India) Pvt. Ltd. Bangalore. The chairman�s expressed his observations and remarks of the session. The last technical session was chaired by Dr. P.R.Goswami, Director, NASSDOC and Mr. G.Bhojaraju, Information Officer, IRMRA, Mumbai acted as Rapporteur. The paper on � Marketing of indigenous databases in the field of S&T: A survey conducted in CSIE Library and information centers of Lucknow� by Ms. Shiva Kanajia, JRF, DLIS, University of Lucknow, discussed about the survey conducted in CSIR library and findings of the marketing concepts found existing and taking place in the national information scenario, and concludes with findings and suggestions. She has clarified the queries raised by Mr. Ashok Jambhekar. Mr. Rajesh Singh, Researcher DIS, Finland and Mr. M.K.Singh IIM Lucknow, presented a paper on � Information marketing in digital environment: Some reflections� paper analyzes the role of information in marketing processes associated with the digital world and implications of digital environment and changing context of marketing communications highlighted. Author clarified the queried raised by Mr. Chikkmalliah and Mr. Balasubramanyam. The paper on � Marketing of information products and services in a knowledge driven society� joint authors Mr. M.G. Srekumar and Mr. M Gangatharan, IIMK, Calicut has described the basis of library marketing and the popular methods and services and have focuses on the WWW, IIMK portal as a case study. The author clarified the queries raised by Mr. Jitendra Sharma, Mr. Anil Kumar and Dr. P.R.Goswami. The last paper on the technical session was �Library and information marketing plan: A model approach� by joint authors Mr. C.V.Hiremath. Senior Librarian, UTI Mumbai and Dr. C.R.Karisiddappa, Professor and Chairman, DLIS, Karnataka University, Dharwad, has identified the need and purpose of the marketing plan for information products and services in the changing LIS environment and its users. They have further discussed a model approach to implement the marketing concept effectively and successfully in the area of information marketing in LIS environment. The author clarified the queries raised by Mr. N.V.Sathynarayana, CMD, informatics (I) Pvt. Ltd. The session ended with chairman�s observations and remarks. After the lunch break Ms. Indrani Bhattacharyya, Manager, British Council Library, Kolkata delivered the lecture on �Information Marketing�. She expressed the BCL strategic plans and services offered to the public. Two days presentations in the technical sessions ended with a cultural programme performed by XLRI students. The third day of the convention started with penal discussion on � Consortium of Management Libraries�. The session chaired by Ms. Swati Bharracharyya. Librarian, was IIMK Kolkata, and Panelists were Ms. Indarni Bharracharyya, Mr. Ashok Jambhekar, Mr. Chikkamallaiah, Dr. P.R.Goswami and Mr. Anil Kumar. The chairman�s observation in this context were that, library consortium is a collective activity of any group of libraries towards a common goal. It has to be actively encouraged by publishers, government policies, library authorities, Professionals, and users. IT also plays an important role in setting standards for usage measurement and other related activities in the field of digital services. The Chief Guest of the valedictory session Fr. T.A.Mathias. S.J, Former Director of XLRI gave the certificates to the delegates and best paper-cum-presentation award to the authors. While delivering the valedictory address, Fr. T. A. Mathis S.J., described the importance of Library and its service in the academic environment and rapid changes of reading habits. He highlighted the role of information, channels and technology in the present scenario. The session, which was chaired, by Mr. Ashok Jambhkar President of MANLIBNET, mentioned the �Future plans and strategy of the Management Libraries Network and role of professionals in the management education in India and positive mind set for the active networking among the professionals and their respective institution libraries. On behalf of MANLIBNET and delegates, he highly appreciated XLRI and its authorities for active support and facilities for the grand success of the fifth MANLIBNET National Convention. INFLIBNET has made an attempt to organize this event in collaboration with universities and other academic institutions located in North East.. This Convention will provide a unique forum to the library professionals, information providers and users involved in automation and networking of libraries to come together and interact on the subjects of mutual interest in the region. First PLANNER is being organized for the professionals in the North Eastern region at North Eastern Hill University, Shillong, Meghalaya during November 6-7, 2003. IT based Activities The Information and Communication Technologies (ICT) have brought revolutionary changes in handling delivering and storage of information. The transition of traditional library collections to digital or virtual collections presented the librarian with new opportunities and challenges. The internet, especially WWW has given the librarian a new dynamic role to play in the society and serve the new information based in better ways than every before, Because of the powerful features of web i.e. distributed, heterogeneous, collaborative, multimedia, Standards and Protocols, architecture, world wide web has revolutionized the way people access information and has opened up new possibilities in areas such as digital libraries, Virtual libraries, efficient information retrieval and dissemination. Topic under this sub-theme are:- v Library automation v Database Development v Standards and Protocol v Search Engines v Electronic Document Delivery v Digital library 2. Emergency of Consortia The recent development of library consortia can be considered a major step towards library cooperation. Impact of electronic resources on collection development; new developments in e-journal licensing, various pricing models of consortia, the roles of librarians, and library consortia has brought revolutionary changes in the field of Library and information science. It is important to notice the initiative of INFLIBNET at national level for subscription of e-journals for entire academic community which will provide better, easier and faster access to number of electronic journals to the end uses. In order to obtain the benefits of electronic journals, INFLIBNET has taken up number of initiatives at national level. It is appropriate to discuss following topics under consortia. v UGC-INFONET v Library Consortia v Electronic Publishing v E-Journal Subscription v Copy right and IPR INFLIBNET Centre: Information and Library Network (INFLIBNET) Centre is a major mission of the UGC initiated in 1991 with an objective to automate and network libraries in Academic and R & D System to facilitate resources sharing at different levels and promote scholarly communication among academicians and researchers in the country. Till now, 142 universities have been funded by the UGC under this programme for automation and networking. Creation of national union databases, development of an integrated library management software (SOUL) human resources development, on-site training. Providing bibliographic information services, extending technical help and guidance from time to time to academic libraries in automation and networking are some of major activities of the INFLIBNET Center. Very soon center is going to play major role in E-learning. A number of modules are under development on different subject, which will be mounted on centre�s web site for facilitating distance education through e-learning. UGC has signed on MOU with ERNET India for establishing UGC INFONET linking about 170 universities, UGC Regional Centres and IUC�s. This network will also have connectivity to internet. INFLIBNET will play a major role in content creation for this network. To create awareness about library automation and spread IT culture among library professionals, INFLIBNET has started organizing INFLIBNET Regional Training Programme on Library Automation (IRTPLA) in different regions of the country. Recently INFLIBNET has initiated subscription of the E-Journals for academic libraries in India. INFLIBNET has played major role in library automation. SOUL designed and developed by INFLIBNET, which is cost affective and user friendly software has been installed in 170 universities/institutions. NORTN EASTERN HILL UNIVERSITY North Eastern Hill University was set up by an Act of Parliament and notified on 19th July 1973. The objectives of the university as laid down in the Act are �To disseminate and advance knowledge by providing instructional and research facilities in such branches of learning as it may deem fit; to pay special attention to the improvement of the social and economic conditions and welfare of the people of the hill areas of the Northeastern region, and in particular, their intellectual, academic and culture advancement� Presently University has 6 schools headed by Dean of the School.. These schools are school of Economics, Management and Information Science, School of Human and Environmental studies, School of Humanities and Education, School of Life Sciences, School of Physical Sciences, and school of Social sciences. There are total of total of 22 departments working under these schools NEHU library has rich collection and caters to the needs of the academic community of the University. Presently total collection of the library is 2,16,095 of bibliographic records. Library Catalogue is accessible through OPAC to the users. There are many special collection in the library and one of the most important is on �North Eastern Books�. NEHU is actively participating INFLIBNET Programme. Papers based on research, practical experience and survey will only be accepted for presentation and inclusion in the pre-convention volume. With few exceptions, journal editors�and clinicians�around the world continue to see it as the hallmark of serious scientific endeavour. Published last week, the review is the third in a series from the Cochrane Collaboration Methods Group. .. Dear All, There is some detail about MetaMap Project. With the exponential development of the World Wide Web, there are so many metadata initiatives, so many organisations involved, and so many new standards that it's hard to get our bearings in this new environment. The problem is exacerbated by the fact that the names of most of these new standards are represented by acronyms. The MetaMap exists to help gather in one place information about these metadata initiatives, to try to show relationships among them, and to connect them with the various players involved in their creation and use. The MetaMap is a pedagogical tool in the form of a subway map, the goal of which is to help people understand metadata standards, sets, and initiatives related to information studies. The MetaMap project came about from the idea of representing "metaspace" as a subway map showing metadata standards related to information management. In this, metadata standards, sets, and initiatives (MSSIs) were considered and the theme lists were then organised into graphics representing subway lines. Kilgour Award winner announced Dr. Herbert Van de Sompel of the Los Alamos National Laboratories is the winner of the Frederick G. Kilgour Award for Research in Library and Information Technology for 2003. OCLC Online Computer Library Center, Inc., and the Library and Information Technology Association (LITA), a division of the American Library Association, sponsor the award. The award was established to honor the achievements of Frederick G. Kilgour, the founder of OCLC and a seminal figure in library automation. The award is given to a person who has amassed a significant body of "real world" research in the field of library and information technology that has had an impact in the way in which information is published, stored, retrieved, disseminated or managed. It consists of $2,000, an expense-paid trip to the ALA Annual Conference, and a citation of merit. "The Kilgour Award Committee was delighted to acknowledge the significant work of Dr. Van de Sompel, whose research has contributed significantly to not one, but two major current developments in our field: linking technologies and metadata harvesting." said Larry Woods, chair of the award committee. Based on the research for his PhD, Herbert and his colleague Patrick Hochstenbach created SFX, a system that uses information passed from one information system to create locally appropriate related web links to other systems. The SFX system now is in use in hundreds of libraries worldwide. Parallel products have been or are now being developed by various companies, universities, and other players in the library information technology environment, all based on the insights and architecture developed for SFX. A key element of the SFX linking architecture is the OpenURL, a method for passing bibliographic information from one information system to another encoded in a URL. The OpenURL is now being standardized by NISO (an effort in which Herbert is heavily involved), and shows promise of becoming a key tool in the interoperation of distributed digital library systems. As a matter of fact, it has the potential to change the nature of links on the Web in general. With Carl Lagoze, Herbert led an international effort to devise a protocol by which systems holding descriptive metadata could make that metadata available for "harvesting" and re-use by other information systems. Originally developed to support the building of union catalogs of metadata derived from distributed e-print archives, the protocol has been generalized through work in the larger digital library world as the Open Archives Initiative Protocol for Metadata Harvesting. Dr. Van de Sompel received a Masters degree in Mathematics in 1979, and a Masters degree in Computer Science in 1981 and a Ph.D. in Communication Science in 2000 all from Ghent University, Belgium. He is now employed at the Research Library of the Los Alamos National Laboratories in New Mexico as Team Leader, Digital Library Research and Prototyping Group. The award will be presented at the LITA President's Program on Monday, June 23, 2003 at the ALA Annual Conference in Toronto.

2003 INTERNATIONAL PAPER CONTEST ON International Digital Libraries and Information Science & Technology Advances in Developing Countries --------------------------------- The American Society for Information Science & Technology (ASIST), International Information Issues Special Interest Group, is pleased to announce its fourth competition for papers to be submitted for the 2003 Annual Meeting, Oct. 20-23, 2003, Long Beach, CA. The theme of the paper is: �Humanizing Information Technology - From Ideas to Bits and Back: the developing world perspective.� The paper topic could be at the country or regional level. Papers could discuss issues, policies and case studies on specific aspects of this theme, such as, but not limited to, the following: information management, organization and access; information seeking and use; information retrieval; interactivity; ethical, social, political, legal and economic issues related to the role of information in society, such as privacy, copyright, information policy, as well as the social role of information technologies such as the Internet and the World Wide Web; information production, transfer, and delivery; technologies for computing and networking� There will be six winners. Winners will be selected by a panel of judges, which will include Nadia Caidi, University of Toronto; Nathalie Leroy, United Nations; Michel Menou, City University of London; Margarita Studemeister, United States Institute of Peace, and Hong Xu, University of Pittsburgh. The prize for each winner is a two-year individual membership in ASIST. In the case of multiple authors, the principal author will be awarded the ASIST membership. All of you may be interested to read this article came in BBC Online........... -------------------------------------- In an unlovely High Street in east London comes the query "can you tell me the way to the library?" "You mean the Idea Store - turn right at the clock, can't miss it." And indeed you can't - instead of a Victorian-era pile or a squat 60s block, the new library in Bow brings colour and light to a corner of the capital still largely untouched by the forces of gentrification. The foyer of Bow's revamped library On walking through its sliding glass doors, what first meets the eye is not shelves of books or stern librarians but a caf�, complete with espresso machine and banana loaf. Tables dot the spacious foyer and a cheery security guard asks a passing child not to blow up her whoopee cushion inside. He knows her - and others streaming into the building on this sunny spring afternoon - by name. To the right are internet terminals, a space in which Bow residents young and old occupy almost every work station. To the left a "Sight and Sound" stall for DVDs, CDs and videos. But where are the books? It is only once around the corner, en route to the children's play area, that the reader comes across the well-stocked, lime green shelves. One themed display is on holidays within the UK, another is on understanding Islam - a timely choice, and apposite in a borough where just half the population is white. Surge in interest "People have been very positive since we opened last May, as the numbers using it show," says ideas supervisor Zoinul Abidin (a librarian in the old jargon). "In our previous building we'd get between 250 to 300 people a day, here we average about 1,000." Children jump and play - and read While the initial spike in book issues has levelled off somewhat since the opening, both these and course enrolments are up on previous years. This, in a borough which recently had a library use rate of just 28% compared with the national average of 55%. Rabia Puddicombe, who lives in the tower block overlooking the revamped library, says she is now a frequent visitor. "Whenever I'm looking after my granddaughter, I bring her here to play with the other children. And for me it's a lovely place to sit with a cup of tea." Siobhan Bevans, a teaching assistant and mother of three, says her boys now clamour to come to the library. "They like using the internet; and the pupils from my school come here for the afternoon homework club." New image, new users For this is the new direction for the UK's libraries, 150 years young in 2000, an example singled out by the Department for Culture, Media and Sport in its blueprint for the future published last month. It will no doubt be praised again in the Social Market Foundation's lecture on rejuvenating libraries this Wednesday. Books may not be so easy to find The borough of Tower Hamlets plans to open six more idea stores within the next five years, including its flagship building in Whitechapel due to open in 2004. While construction work on this glass-encased emporium of learning has yet to get underway, its arrival will prompt a much-needed facelift for the market stalls which set up daily on the High Street's litter-strewn pavements. Greenstone provides a new way of organizing information and publishing it on the Internet or on CD-ROM. It is produced by the New Zealand Digital Library Project at the University of Waikato, and developed and distributed in cooperation with UNESCO and the Human Info NGO. It is freely available, open-source software, issued under the terms of the GNU General Public License. The aim of the software is to empower users, particularly in universities, R&D libraries, and other public service institutions, to build their own digital libraries. About this workshop: The workshop will cover the latest version of GSDL (2.39) and will include extensive practical demonstrations of its various features, including the following: - Overview of GSDL software - Installation and configuration - Collection building and configuration - Search and retrieval - Interface customization and multilingual support - CD-ROM publishing and administration At the end of the workshop you will be in a position to make informed use of GSDL and develop your own digital library collections. Hi everyone, This mail that has come from T.B. Rajashekar has really made me think about raising this query - Do we really have some good quality advance courses for working library science professionals as well(other than offered by NISCAIR). This course that NCSI is offering is about one and half year duration(Information and Knowledge Management) and needs full time devotion on learner's part. The contents of the course are quiet good and relevant for working persons like me. I find that even after working for 10+ years, I am interested to go for this training. The only barrier is that I am full time working and settled in Delhi. It is a general feeling amongst library professionals that after doing Masters in LIS only you are left with M.Phil or Phd to upgrade your knowledge or qualification, and going for such higher education is not that easy for everyone. The point behind writing all this is that we should think about organizing such good courses thru distance education program for working professionals also. If any one in the field has some information about such program that are already available, Pl let me know. If bodies like NISSAT/NISCAIR/NCSI start doing some positive move in this direction, I strongly believe that it is really going to help professional like me who constantly on the look for something new to learn, implement and create/add value to work. Hello, Please find enclosed the minutes of the lecture "Open Archive Initiative in India" by Dr. T.B.Rajashekar, which was held on 30th March 2003 at NCSI. Thanks & Regards, -- NCSI-Net co-ordination team Minutes The monthly meeting for March 2003 was held on 30th March 2003. The speaker for the day was Dr. T. B. Rajashekar, who was sharing his experiences at the "International Symposium on Open Access and the Public Domain in Digital Data and Information for Science", which was held from 10-11 March 2003, in Paris. Organized by ICSU, CODATA, UNESCO and ICSTI, the symposium aimed to explore the value of public domain and open access data information. He started of by explaining the oft mis-understood terms "Public Domain" and "Open Access". Public Domain is defined as Sources and types of data and information whose uses are not restricted by statutory IP law and legislation. Information available for public use without authorization. Open Access is propriety information that is made available openly and freely available on the Internet or on other media by the rights holder, but retains some or all the exclusive property rights that are guarantee under statutory IP laws. Open access maybe provided by all types of public/private sector. Mentioning about the Workshop conducted on Science in the Information Society, he said that he was part of the working group, which consisted of 8-10 people. Their workgroup was focused on "Ensuring universal access to scientific knowledge internationally, including overcoming the digital divide." The action points, which the group came out with, are 1. Human and institutional capacity building, building on existing centers of expertise and stores of knowledge. 2. Encourage wider access of knowledge to the developing world. Explaining the need for OAP he said that the provision of free online access to quality information, open domain and open access to scholarly material. Enablers like OAI, BOAI, SPARC, FOS have enabled this service to gain popularity. Its of value to developing countries to help scientist protect IP, remove access barriers, enhance national research capacity, improve visibility leading to improve economy. The open Access Publication in India was explained with examples. Prominent are: 1. Indian Academy of Science (http://www.ias.ac.in), which has 11 journals online. The print edition is priced, but online available for free. 2. INSA, which was established in 1935 has archival issues of 4 journals online 3. Vidyanidhi the project by University of Mysore (http://www.vidyanidhi.org.in) 4. eprints at IISc (http://eprint.ncsi.iisc.ernet.in) 5. University Library project at IISc, which hopes to provide free to read, searchable collection of one-million books (out of copyright) 6. Scidata by NCL, which provides free access to all related data of NCIM (http://www.ncl-india.org/ncim) Others, which were mentioned, were 1. National Health Information Collection: A portal for Indian health data and information. They are developing free software for the same. 2. URDIP: Open access to Indian patents and medicinal plants 3. Scigate: Service from NCSI (http://www.ncsi.iisc.ernet.in) 4. Aero Info: Aerospace virtual library He said that a model for OAP in India should evolve, which would create a national network of distributed inter-operable, open access digital repositories of Science & Technology Research material from Institutions and Journals. This should network with other global services. Research and Development centers should create their own digital repositories, incorporate peer review/quality control. Establish new online only open-access journals, science journals to adopt open access publication. The role of the librarian, he said is very significant in this scenario. The Librarian can help in creating and developing repositories and content management. He also suggested that a national level mechanism is very essential to promote OAP. Working groups should be set up to work towards this goal. It was a very educative talk, which revolved around Open Access and the myths surrounding it. He put across the entire concept in a very informative manner, thus educating the listeners to revolution, which is making inroads into the sub-continent very soon. International CALIBER 2003: A Brief Report ------------------------------------------- by Prem Chand, Scientist-C, INFLIBNET Convenor, CALIBER-2003 Organising Committee premchand(a)inflibnet.ac.in --------------------------------------------- INFLIBNET Center has successfully organized CALIBER- 2003 at Nirma Education and Research Foundation, Ahmedabad during 13- 15th February 2003. The theme of CALIBER 2003 was Mapping Technology on Libraries and People. CALIBER is an annual event of INFLIBNET, which is being organized in collaboration with Universities and Educational Institutions. This was the 10th convention in series and was the First International event. Total of 316 delegates participated in this convention, which included delegates from USA, Philippines, UK, Sri Lanka and Bangladesh apart from Indian delegates. There was an overwhelming response to the call for papers. Authors from different countries contributed and presented papers during the convention. In the proceeding of CALIBER-2003, 67 full text papers and 39 abstracts have been published. About 100 delegates registered for two pre-conference tutorials on Designing and Implementation of Local Area Network and Developing Digital Collection. Prof. B.H. Jajoo, Computer & Information Systems Group, Indian Institute of Management, Ahmedabad and Dr. Dr. Jagdish Arora, Librarian, Indian Institute of Technology, Mumbai were the resource persons for these tutorials, respectively. The conference was inaugurated by Shri Narender Modi, the Honorable Chief Minister of Gujarat State . After lighting the lamp, Shri Modi released the proceedings volume of CALIBER 2003. Shri Modi in his address emphasized that the knowledge must spread and Intellectual Property Rights (IPR) issues should not come in the way of knowledge dissemination Dr. Karsanbhai Patel, Chairman, NERF released the souvenir and CD of CALIBER proceeding. Dr Anup K. Singh, Director NIM welcomed the delegates earlier. Dr. T A V Murthy, Director, INFLIBNET Centre highlighted the activities & plans of INFLIBNET for promoting IT culture in academic sector and transforming Indian academic libraries. He also informed about UGC-Infonet programme, which is coming up in a big way. Under the programme, INFLIBNET will subscribe to core journal in electronic form and make them accessible to academic community in India. Dr. Dilip Kumar Basu, Vice-Chancellor, Tripura University delivered keynote address. Dr. S. Ramani, Chairman, Governing Board of INFLIBNET, in his opening remarks, highlighted the role of private institutions and trusts like NERF, who would play a vital role in making the education truly global one. Shri H Anil Kumar, Organising Secretary, CALIBER-2003 proposed the vote of thanks. Total deliberations of the CALIBER-2003 were divided in to four technical sessions under sub themes. The first session on Library Automation started with the theme paper presented by Dr T A V Murthy and Shri V S Cholin from INFLIBNET Centre. 23 papers were presented in this session out of 43 selected papers. Sh. A R Sethi of Punjab University chaired this session. The second session on User Studies held in parallel with the theme paper from Prof I V Malhan of Jammu University and chaired by Prof. K C Sahoo of Hari Singh Gaur University. There were about 19 papers presented out of 28 selected papers. The third session was on Consortia and had the theme paper presented by Prof Ajit Kembhavi of IUCAA and Dr T S Kumbar of INFLIBNET. Total 11 papers were presented in this session out of 25 selected papers and was chaired by Dr R B Gaddagimath of Gulbarga University. The session on Telecommunication was chaired by Prof I K Ravichandra Rao of DRTC, in which 4 papers were presented out of 11 selected. Dr P K Jaiswal of Mizoram University acted as the Rapporteur General of the conference and he was assisted by Dr Pravakar Rath, Prof. R S R Varalaxmi, Mr V S Cholin, Mr K Prakash, Mr Rajesh Chandrakar, Mr Rajendra Thaty, Ms Swadha Majumadar and Ms Pragnya Pathak in different sessions. CALIBER 2003 brought out few new things like, CALIBER 2003 Updates, a daily conference newsletter covering the daily events, report of technical sessions and interviews of experts were brought out and circulated to the delegates. In addition to the printed copy of the proceedings, delegates have been given the CD of the proceeding. The entire proceeding will be soon available on INFLIBNET web site at http://www.inflibnet.ac.in Mr. P. Pannervel IAS, Municipal Commissioner, Ahmedabad was Chief Guest for valedictory function. He underlined the importance of right information at the right time and he said that information technology is changing significantly the way the society was conducting. There is a need for partnership between the industry and the society for overall benefits. Prof. Girish Agrawal, Director, Physical Research Laboratory, Ahmedabad was the guest of honor for this function and highlighted the changing role of librarians in electronic environment. Dr. P.K. Jayaswal, Rapporteur General presented the report on the technical session and read out on the recommendations made for consideration to UGC, INFLIBNET and university libraries. The Director, INFLIBNET, presented the foreign delegates form Sri Lanka and Philippines with mementos. The valedictory function concluded with vote of thanks by Mr. H. Anil Kumar, Organising Secretary of CALIBER-2003. Around 20 companies from the fields of electronic and online information vendors, books publishers, sellers and subscription agencies displayed their products in the Exhibition arranged at the CALIBER venue. A cultural programme with a flavor of Gujarat folk dances was put up by Mudra Institute of Performing Arts, Ahmedabad after the inaugural function.
