Dear Mr Jha, You may find Picasa Photo Organisor at www.picasa.com useful for indexing and searching image/photo collections. It is free. Google uses it for indexing images. If you download and use it I would extensively, Iwould like to benefit by your feedback. I used it some months ago. It searches and indexes all images in all local drives/folders that are specified. As my collection is not picture specific I did not use it much. Dear All, You all are cordially invited for next NCSI-NET meeting, which will be held on 20th of November'2004 by 11:00 AM at NCSI Seminar Hall, Indian Institute of Science, Bangalore. There will be a product presentation and demo on "Arogya" by Mr. Mumtaz Ahmed Khan along with Mr. R.Balamurugan and Dr. Amarnarayan of NAL. Mr. Mumtaz Khan is from second batch of NCSI TRAINING PROGRAMME. He is working as Scientist 'C', Information Management Division, NAL, Bangalore. Synopsis: Arogya is Web based Health Information Management System developed for the Health Center of NAL (applicable for all CSIR Labs). It is developed using Java and Developer as front end and Oracle 9i as back end. The software has got several modules right from the doctor diagnosis till dispensing of medicine and other investigations which are carried out within the health center. Further it also takes care of outside investigations, consultations and hospitalization. The software is developed by Dr. Amarnarayan, R.Balamurugan, Mumtaz Ahmed Khan, Mrs. Palguni and Dr. S. Bhogle. The talk will be a demo and technical presentation of the software. A new version - 0.2(beta)- of Dublin Core Services/Describethis (http://www.describethis.com) has been published. This new version, as main feature, brings us an automatic generator of keywords: DCS incorporates now a dictionary of 5300 words in 11 different languages, included Catalan, Portuguese, Russian, Arabic, Italian, among others, that permits to recognize and generate keywords automatically. The system applies analitic algorithms to find the best terms that better describe a given resource. The new terms generated are added to the ones already included in the document, although these are marked visually to avoid confusions with the terms proposed by the own authors. In the case of the HTML documents that do not have included these type of metadata, the list of generated keywords can be used as a guide and a valid proposal for the publishers and authors of these contents. The current version delivers some corrected and improved features. Among these, can be emphasized the following ones: - The new list of metadata types and variants found in the documents HTML now includes more than 70 elements in 3 different languages - The service has incorporated a new parser to recognize and extract the metadata for the Creative Commons licenses (see http://creativecommons.org) - The RDF converter and generator has been improved to produce a valid and more complete document. - Now DCS has applied Web Standards to all the documents generated (XML, XHTML and RDF) to include the elements that indicate the type of document (DOCTYPE) and language marks. - The HTML documents parser now is capable of recognizing metadata placed in other tags than traditional tags like META, concretely the LINK tag and the comments embedded in the body of the text. In addition, due to the successful application in the blogs network, our development team has dedicated special attention to the metadata and particular characteristics of this "type" of online content. With these changes and improvements the already existing references to DescribeThis and the future ones will have a metadata extraction results more extensive and detailed. First of all, I would like to disagree with your assumption that these efforts would "Reduce Digital Divide". Infact it will increase the divide as those who HAVE Digital Access will get more than HAVE-NOTs. Anyway, Digital Divide is a different problem; let us not mix it with Open Access. Now let us come to the problem of users visiting the Libraries. Ok, Whether We like it or not, but let us face it!! Fewer and fewer people would be visiting libraries for information. But the Question is how do we attract users to the Library. I think we need to understand our user more carefully now. Instead of asking, why the users are not visiting the library? We should rather ask, WHAT THE HELL BRINGS THIS USER TO THE LIBRARY?? Find out, why users are still coming to library, and then invest major portion of the resources to satisfy who still come. Thus Moral of the story is "GIVE! WHAT THEY WANT, NOT WHAT YOU WANT TO GIVE!!" Asia Source hopes to bring together over 100 people from 20 countries to increase the use of Free and Open Source Software (FOSS) amongst the voluntary sector in South and South East Asia. This week long event will bring together NGOs and NGO technology support professionals working at the grassroots level across the region to learn new skills, exchange tips, and share experiences. Together with regionally and globally renowned experts and specialists they will look at the use of FOSS within the non-profit sector from both an access and a content perspective. Offering participants the opportunity to explore the practical technical side of FOSS whilst providing a conceptual backdrop. Asia Source will be the first event of its kind in the region, bringing together regional non-profit professionals with a rights based focus, it will invite those from both the technical and content end of the spectrum to focus on the practical elements of FOSS deployment. Participants with a range of expertise will be provided with a space for intensive peer learning. They will be given the opportunity to develop their understanding of FOSS, learn how to select and apply alternative technologies, and be provided with the skills and tools to utilise this within the context of their daily work. They will also be encouraged to explore the challenges and the future potential of FOSS adoption within the social context. During this 'camp' style event, participants will take part in a range of sessions. From planning and helping an NGO to migrate to FOSS, to sharing tips and techniques on using FOSS tools for content development, advocacy and campaigning. In parallel to this they will look beneath user-level scenarios, and break-down tricky issues such as localisation techniques and how to develop total cost of ownership models. Four themes will flow throughout the event 1. 'FLOSSophy' for NGOs 2. Migration and Access 3. Tools for content and communication 4. Localisation Asia Source will be held in a small artists community on the outskirts of Bangalore. Its aim is to become a community building event, with the potential to seed connections and future partnerships across borders and between skillsets. The event is co-organised by Mahiti.org (Bangalore) and the Tactical Technology Collective (Amsterdam). The event is guided by an advisory board of established non-profit and FOSS professionals from across the South and South East Asian region. Asia Source belongs to a larger family of Source Events that seek to increase the viability of FOSS use by the non-profit sector. Other source events have taken place in South East Europe, Southern Africa and are planned in 2005 in Western Africa. Dates:- Asia Source is a week-long meeting, to be held January 28th - February 4th 2005 in Bangalore, India. If you would like to participate, you will need to attend the entire event, which means arriving in Bangalore on or before January 27th and leaving on or after February 5th. Fees and subsidies:- Participants will arrange for their own travel to Bangalore, India. Once there, transport to the venue from the airport in Bangalore will be provided. All meals and accommodation during the meeting will be provided, for the modest participation fee of US$ 75. There are a limited number of participation fee subsidies available to cover this US$ 75 for those who are not able to raise the funds. Travel subsidies are also available for participants who would not otherwise be able to attend the meeting. Please apply as soon as possible for subsidies as there availability is limited. Who should attend? This is an event for experienced professionals actively working with the non-profit sector in South and South East Asian countries. To be eligible to attend, you will need to answer the questions below, providing detailed information about projects you have worked on. The application deadline is November 19th, 2004. We are interested in all kinds of non-profit and technical experience, but areas of particular focus will include the following: 1. Localisation and multi-language projects 2. The use of technology within monitoring or campaigning projects 3. The use of technology for organising and collaborating 4. Audio/video, streaming media and/or radio 5. Innovative use of technology within non-profit projects 6. Experience deploying FOSS operating systems or applications Demonstrating that you have worked on projects in one or more of the above areas will make your application stronger. All participants at Asia Source are required to be proficient desktop users of computers, have been involved in at least one NGO/technology project before and to have an existing awareness of the concept of Free and Open Source Software. This is an interesting story and it concerns us. I only wish, I could find out what could be actual motive behind it. Medical Publishing in India has been (like others disciplines) restricted to Society/Academic publications. So far commercial ventures in scholarly publications are concerned, the picture is not so bright. IJCP Group (Indian Journal of Clinical Practice http://www.ijcpgroup.com/) does publish some good "Popular" medical content. However, one attempt by India Today Group to publish "Indian Journal of Applied Medicine" could not survive more than one year perhaps. The Society/Academic medical publications are available at ridiculously low price, just few hundred rupees per annum. No wonder, more and more of them are available through "Free Access". [Free Access here means without any cost to end-user however it does not mean "Open Access"]. In this Free Access Arena, we are also playing some role. We have a project, medIND (http://medind.nic.in) which aims to provide single point full text free access to Indian Medical Journals. Do not take it as a compilation of some links...It has full text contents of 27 medical journals. These are not just any journals!! These are indexed journals. Indexed either with us ( IndMED, http://indmed.nic.in) or with MEDLINE. There are some other private ventures providing Free Access to Indian Medical Journals. I know few, Indmedica (http://indmedica.com/) Indegene (http://www.indegene.com/Corporate/home.html) and Bioline International (http://www.bioline.org.br/) More and more Journals themselves are having their own online presence. Some of these do provide full text and free access. Thanks to MEDKNOW Publications (http://www.medknow.com/) In the Arena of "Open Access" (Free Access with Redistribution Rights) we do have plans. Please, wait for some few months; you will soon hear something about it, in this FORUM. Though it is a different model, but we are confident to make it a success with our experience and strategy. I only wish, I could find out what could be actual motive behind it. Medical Publishing in India has been (like others disciplines) restricted to Society/Academic publications. So far commercial ventures in scholarly publications are concerned, the picture is not so bright. IJCP Group (Indian Journal of Clinical Practice http://www.ijcpgroup.com/) does publish some good "Popular" medical content. However, one attempt by India Today Group to publish "Indian Journal of Applied Medicine" could not survive more than one year perhaps. The Society/Academic medical publications are available at ridiculously low price, just few hundred rupees per annum. No wonder, more and more of them are available through "Free Access". [Free Access here means without any cost to end-user however it does not mean "Open Access"]. In this Free Access Arena, we are also playing some role. We have a project, medIND (http://medind.nic.in) which aims to provide single point full text free access to Indian Medical Journals. Do not take it as a compilation of some links...It has full text contents of 27 medical journals. These are not just any journals!! These are indexed journals. Indexed either with us ( IndMED, http://indmed.nic.in) or with MEDLINE. There are some other private ventures providing Free Access to Indian Medical Journals. I know few, Indmedica (http://indmedica.com/) Indegene (http://www.indegene.com/Corporate/home.html) and Bioline International (http://www.bioline.org.br/) More and more Journals themselves are having their own online presence. Some of these do provide full text and free access. Thanks to MEDKNOW Publications (http://www.medknow.com/) In the Arena of "Open Access" (Free Access with Redistribution Rights) we do have plans. The two-day event is being organised by INFLIBNET centre, UGC based in Ahmedabad. The opening day�s programme was attended by the chairperson of the Manipur Human Rights Commission, Justice WA Shishak as the chief guest, vice-chancellor of university, Prof N Bijoy as the president and deputy director of UGC Bangladesh, Abdul Awal as the guest of honour. Other important participants included chief coordinator, Premchand, university deans and staff. On the occasion, WA Shishak released a book and Prof N Bijoy released a souvenir. In his address, Abdul Awal stated that INFLIBNET had a vision to bridge libraries in different universities through a computer based networking system. The Bangladesh UGC is moved by the success of the programme being launched by INFLIBNET, Awal added and forwarded his wish to make contact chain network between Bangladesh and India. The chief guest, WA Shishak remarked that the present generation are fortunate to be born in the computer age. He was optimistic that the ongoing endeavor of bringing INFLIBNET to the north-eastern states will ensure the passage of the region among successful states in the field of communication. It will also benefit information seekers, scholars and academicians, he added. Prof N Bijoy showed conviction that the theme of the convention, content creation, access and management in networked environment holds potential to bring immense benefit to the librarians. He further stated that libraries have many added roles in the arena of disseminating information through the latest technologies. The traditional concept of a library, which brought to mind a place to access paper records and books had been redefined to one that houses the most advanced media facilities, including CD-ROM, internet, virtual library and remote access to a wide range of network. Consequently, librarians and information professionals have to increasingly dispense their traditional duties combined with tasks involving continuously evolving technologies, he added. Nowadays, librarians need to have complete information of a wide variety of sources, both scholarly and public information related. At the same time, they are required to keep pace with changing trends in publication, computers and media in order to oversee the selection and organisation of library materials. He has used his more than 15 years of experience of serving as librarian in the US for the mobile library. The library has more than 1,600 books on all subjects, one trained driver and a part-time library manager. Dr Jaswant Singh said, ''I along with my wife Jasjit Kaur who is also serving as librarian in the US made 90 per cent efforts while the 10 per cent contribution we got from other NRIs. The library has been set by the Anant Education and Rural Development Trust with an investment of Rs 22 lakh and its annual expenditure will be between Rs 5 lakh and 6 lakh, which will also be incurred by the Trust.'' To begin with, the library which was inaugurated today by Prof Prithpal Singh Kapoor, will go in three villages on every Thursday, said Dr Amarjit Singh, member of the Trust, who retired as the Head of Department of Journalism, Languages and Culture from Punjab Agricultural University, Ludhiana. He said, ''Today, the library visited villages Judahan, Rangoowal and Phallowal, where books were issued to readers and they were also given the time table of the mobile library, so that more people can know about the timings of the library, so that they may get the books issued and return them.'' Dr Jaswant Singh said, ''Next Thursday, we will go to the same villages and collect the issued books. This way every Thursday we will cover three new villages and slowly we will visit more villages on other days of the week.'' Dr Jaswant Singh, who was a lecturer at Malwa Training College, Ludhiana, went to Canada in the mid-sixties and from here he moved to the US in the '70s and worked as a librarian there for more than 15 years. He said, ''For five months, I stay in India and for seven months in the US. In my absence, the other members of the Trust, Dr Amarjit Singh, Ved Prakash, a retired teacher, Manmohan Singh Virdi, a PCO owner, and Manmohan Singh Gujjarwal, who will see legal aspects and other problems of the library, will take care of the library.'' Jaswant Singh who regrets that the Punjab Public Library Act is not being passed by the state government as it is still lying pending in the office of the Education Secretary. If this is passed, any village can open a library, they can do so with the help of the state government, locals and NRIs. Since 1993, I have been urging the officers of the Punjab government to pass this Act, but in vain.'' The Edinburgh University initiative "EUL-DSpace Add-On" may now be referred to as TAPIR - Theses Alive Plugin for Institutional Repositories has been developed at Edinburgh University Library to help provide an E-Thesis service within an institution using DSpace. It has been developed as part of the Theses Alive! Project under funding from the Joint Information Systems Committee (JISC), as part of the Focus on Access to Institutional Resources (FAIR) Programme. "Reed Elsevier: Science Friction" - A Citicorp Report

Citicorp report on Elsevier and open access On October 8, Citigroup Smith Barney issued a 56 page report, _Reed Elsevier: Science Friction_, analyzing the STM journal industry and the market position of Reed Elsevier. The authors are Rogan Angelini-Hurll, Marc Sugarman, Roberto Odierna, and Tom Singlehurst, in consultation with Vighnesh Padiachy. The report is not online, so I can't link to it. But here is my summary of its main conclusions, or at least the main conclusions of interest to proponents of open access. * During 2004, Reed Elsevier profits will grow more slowly than the STM publishing sector overall. Moreover, constrained library budgets and increased government scrutiny exert pricing pressure on the whole STM sector. Consequently Citicorp is downgrading its rating of Elsevier stock from Hold/Medium Risk to Sell/Medium Risk and lowering its price target from 500p to 450p. * Growth in the Reed Elsevier science division will slow down in the short term and require new investment. However, the rise of OA institutional repositories will create new risks for that investment. * Most libraries have finished switching over to electronic delivery, so Elsevier's premium for ejournals will no longer bring in much revenue. At the same time, more and more libraries want out of the big deal. * Open access is rising in popularity and will not go away. OA archives and OA journals are increasing in number and usage, and governments are considering policies that would mandate OA to taxpayer-funded research. * The market will move towards upfront-funded OA journals. However, several factors will slow the transition, which will therefore be evolutionary rather than revolutionary. For the short or medium term, but not the long term, the transition to upfront funding for journals will cost more than the present system. Governments may be reluctant to reduce research funding in order to pay for OA. To support their journals, society publishers might have to give up revenue now used for other purposes. OA journals will not have the benefit of funding from corporate users that conventional journals currently enjoy. * The STM journal market is peculiar. Journals don't pay authors. Readers don't pay journals; because libraries pay on behalf of readers, readers know the quality but rarely the cost of what they read. Journals don't compete directly with one another and have a monopoly on the distribution of their own articles. Unlike other consumers, libraries spend up to the limit of their budgets. * Publishers explain their price increases by citing increased costs, increased volume, increased usage, and increased investment in infrastructure for electronic publishing. However, when examined closely (details in the report), these explanations are misleading and unpersuasive. Citicorp believes that price increases are mainly due to a desire to maintain high profit margins. * If the price per article is falling, it is due to greater volume, clever bookkeeping, and bundling, and does not result in lower costs for subscribers. * Library budgets are maxed out. If publishers continue to raise prices, libraries will have to purchase smaller and smaller percentages of the published literature. * Universities are starting to understand that rising journal prices and journal use of copyright are reducing access to research. At the same time universities are starting to see the benefits of open access as an alternative to the current system. (At this point, the report offers a table based on my list of University Actions Against High Journal Prices, <http://www.earlham.edu/~peters/fos/lists.htm#actions>.) However, while universities protest high prices, and some endorse open access, most renew their Elsevier subscriptions. * OA advocates are correct to argue that OA removes access barriers, increases the visibility and impact of authors and their work, increases a funding agency's return on investment, relieves library budgets, brings access to non-academics, and provides a business model that scales with research funding rather than with library funding. * On the downside, the "author-pays" model may not be economically sustainable, may not transfer from biomedicine to other fields, may "penalize" high-output research institutions and countries (though this "penalty" may be "more than recouped" through OA efficiencies), and may not generate revenue needed for post-publication expenses such as long-term preservation and upgrading technology. * Government intervention is justified by the use of public money to fund research, to fund researcher salaries, and to fund the purchase of journal subscriptions. * Today the level of knowledge about open access among scientists is low, but this will change. Universities are starting to educate their faculty about OA and to recommend it (in part) as a solution to library budget problems. The theme for CoLIS 5 will be the nature, impact and role of context within information-centred research and technologies. Context is a complex, dynamic, and multi-dimensional concept that influences both humans and machines: how they behave individually and how they interact with each other. In CoLIS 5 we will take an interdisciplinary approach to the issue of context to help us define the theoretical approaches to modelling and understanding context, to incorporate contextual reasoning within information access technology and to develop a shared framework for promoting the exploration of context. This is exactly what I had experienced with our Online database IndMED [Bibliographic Database of Indian Journals, available freely from http://indmed.nic.in] As more and more people became aware of/User of IndMED, the request for the full text of the indexed article started increasing. To my surprise, they were even requesting articles which were from journals which had online presence and the full text available for free. May be people were not aware about these?. Putting links to such articles along with the references came to mind. I experimented, but soon realised that these journal sites did reorganisation of their content quite often. Hence the links "evaporated" in no time. It was too much to expect them to use PURLs, DOI etc. So leaving the link to the home pages was a practical way to inform IndMED users about online availability of journals. This helped to some extent but problems did not end even here. These journals changed their host and domain names. I had to put extra effort to keep track of their domains and modify our database. And once it also happened that a journal's domain name was purchased by some "unwanted content" provider. Since August 2003, NIC has a project called medIND (http://medind.nic.in) It has been designed to serve as "backend" for IndMED (I am using term 'backend' just because I could not find better word). It aims to host full content of the journals indexed in IndMED/PubMed. Here NIC takes the responsibility to digitalize and host the journals for free. In return the journal becomes freely accessible to the users. The contents of these journals are organised using a File Naming and Organising Policy. The same policy has been implemented to generate links on the fly in the IndMED database. It ensures, one-to-one link between the Reference and the Full Text of the articles. As a Design Policy, these would be persistent to end users. I hope, Bio-Medical Community will be less frustration while searching for Indian Bio-Medical Literature. But still, there is need for Open Access Archive for Indian Medical Literature. And we will make it happen very soon. ATLEAST I BELIEVE IT!!! All the applicant have excellant qualifications, however none of them has mentioned anything about their elequonce in "Arabic" Please be informed that this is very important that the Librarian has to interact with students who have little or no knowledge in English. so please make sure that you are quite elequent in arabic and then apply. Moreover candidates who have over 20 years of experience and drawing more than 25,000 rupees salary may think twice before you applly, because Universities here are not that big like in india and as far as professional growth is concerned its almost nil. (This is purely my personnel opinion and kind suggestion based on my experience.) Following UNAM page, you can read more about the activities of the University." A university in Africa has set up its own institutional archive. And in spite of so much talk and so many training programmes, not a single Indian university (other than Indian Institute of Science) has set up an interoperable institutional archive so far. Economists and social scientists keep comparing India with China. Now the time has come for us to benchmark India against African countries. Some progress.
