The Cataloger's Learning Workshop (www.loc.gov/catworkshop/) is a cataloging and metadata training resource portal that features a discussion group, links to cataloging training providers and publishers, online training courses and suggested readings in bibliographic control. The Cataloger's Learning Workshop is hosted by the Cataloging Distribution Service (CDS) of the Library of Congress. "The Cataloger's Learning Workshop site provides one-stop access to a growing body of authoritative cataloging education resources," said Kathryn Mendenhall, chief of CDS. "Cataloging practitioners as well as training providers will benefit from the easy access to information about these new courses." The Cataloger's Learning Workshop grew out of an effort that began at the 2000 Library of Congress conference "Bibliographic Control for the New Millennium." Conferees produced an action plan with several ambitious goals, such as providing appropriate training and education to improve bibliographic control of Web resources. A number of groups have been working with the Library of Congress to bring the Cataloger's Learning Workshop to reality, including the Association for Library Collections and Technical Services (ALCTS) - a division of the American Library Association (ALA) - and the Program for Cooperative Cataloging (PCC). "Collaborating with the Library of Congress on this project enables ALCTS to better support the educational needs of its membership and the library community as a whole," said Charles Wilt, executive director of ALCTS. "These courses will provide up-to-date information to practicing professionals and others at both the local and regional level." A number of workshops and curricula are being developed to address Web bibliographic control training and continuing education. Training materials distribution is handled by CDS, while workshop organization and support logistics are managed through ALCTS and other organizations. As a result of this cooperative effort, Library, PCC and ALCTS officials expect that there will be more library practitioners who are better prepared to provide access to Web and other new library materials. The customer and member focus of these organizations ensures that high quality training will be provided at reasonable cost. The Cataloging Distribution Service of the Library of Congress has provided publications and services to the international cataloging community on a cost-recovery basis for more than 100 years. The Association for Library Collections and Technical Services, a division of the American Library Association, is the national association for information providers who work in collections, preservation and technical services. ALCTS' interests include acquisition, cataloging, collection development and preservation of all library materials in all formats. Also, its potential is always understated. At the Satkal Annual Function 2004 held at the Government Museum and Art Gallery in collaboration with the British Library today, a discussion and lecture on library and information services in India turned out to be quite interesting. The post-Ranganathan (the name comes from the pioneer in library science) period is pretty dismal and no concrete steps are being taken in this field. With private/foreign libraries roping in most of the people as members, and a small country like Singapore coming up with the world’s best library set-up, there is still a lot to work on. The lecture: The former head of the Library & Information Services, British Council, P. Jayarajan, spoke on the ‘Glorious past, Stagnant Present, Uncertain Future’ of the library world. ‘‘The public library system is in a shambles. There is lack of resources, support, skill and consolidation. What we need is vision, a SWOT analysis to face the challenges of today,’’ he said. ‘‘To get the libraries out of the namesake category, we have to attract their users, especially non-users,’’ he added. Speaking of he emphasised the need for information professionals, upgrading skills, public relations and managerial know-how. Services, infrastructure, skills and partnership are the need of the hour, he said Awardees 2004: Each has made a vital contribution to the field of library science. Here’s a lowdown on their activities: Recipient of the Punjab National Librarian Award, Dr E. Rama Reddy: The University Librarian for Indira Gandhi Memorial Library, University of Hyderabad, Dr Reddy is an expert in managerial aspects of the subject and has been associated with the compilation of topical biographies. He has a vision: India as an informative society. Recipient of Young Librarian Award, M.G. Sreekumar: Librarian at the IIMK, his computerised brain and a digital vision has turned IIMK into a vibrant digital information system. He has conducted trainings on e-Publishing, digital libraries and medical informatics. He has also created an e-learning platform for doctors and the medical fraternity in India. Recipient of Woman Librarian Award, Veena Chawla: Library Director, American Resource Information Centre, Delhi, she has been awarded for outstanding performance, exhibiting a high level of professionalism and dedication, especially at the international level. Meanwhile, due to almost no response to the Ranganathan Quiz, two participants, Richa Gupta and Anil Siwach, were presented mementoes. The feedback: It is a pity that libraries in Indian universities are not getting the weight that is due to them: Prof G.S. Randhawa, former V-C of GNDU ‘‘Having a digitalised library won’t work in a country like India where there are frequent power shutdowns. The awards were presented at a special function organised at Government Museum Auditorium, Sector 10. Prof G.S. Randhawa, former Vice-Chancellor, Guru Nanak Dev University, inaugurated the function and gave away the awards. While Veena Chawla, Director, American Information Centre, New Delhi, bagged the SATKAL Woman Librarian Award for this year, the Young Librarian Award went to the versatile M.G. Sreekumar, currently Librarian and Head, Development of Digital Libraries at the Indian Institute of Management, Kozhikode. A mathematics graduate from the University of Kerala, Sreekumar pursued his Bachelors in Library and Information Science from the University of Kerala. The recipient of Fulbright award in 1996, Sreekumar went to study at the University of Maryland at College Park and at the National Library of Medicine, USA. A vibrant professional, Sreekumar has been instrumental in the creation of a sound digital system at IIMK, Kozhikode. He now leads several national level research projects in library and information science, and information technology areas. Recently Sreekumar has successfully created an E-learning platform for doctors and the medical fraternity in India, funded by the WHO office in New Delhi. The National Librarian award was presented to Dr E Rama Reddy, Founder Librarian of the Indira Gandhi Memorial Library, University of Hyderabad, who has to his credit several best librarian awards. He is also considered among the best library automation experts in India. Well attended and organised, the function saw valuable suggestions from experts in the field of library sciences. Rough estimates suggest that out of 1,000 libraries, not more than 10 were fully automated in this age of technology. And worse, of the 30,000 librarians that come out of the plethora of library schools in India, few are trained well enough to be recruited without being sent for a re-training. This and much more plagues the discipline which has evolved in other parts of the world. While Singapore leads the world in public library system which is just a decade old, UK spends exorbitantly in reviewing the functioning of its National Library which fetches it a huge revenue. In a recently commissioned review of the National Library, UK, independent consultants reported that against every pound that the British Government spent on the National Library, the library gave it back 4.4 times more money! In India, however, the libraries are low on priority when resource allocation is decided. The reasons, experts attending the annual function of SATKAL (Satinder Kaur Ramdev Memorial Trust for Advancement of Librarianship) and The British Library, Chandigarh, held at Government Museum auditorium today, say are many. �The most significant is failure to catch up with the most basic of systems, including the public library system. The state of public libraries is sorry, even the librarians which our universities produce know very little about high quality services. Our courses are outdated, our consolidation of technology poor,� said Mr P. Jayarajan, eminent librarian and former Head, Library and Information Services, British Council India who was present at the function which also witnessed a panel discussion on the required changes in library science syllabi. Among the panelists were Prof H.R, Chopra, Head, Library Science Department, PU, Mr A.R. Sethi, Head Librarian, PU Library. K.C. Ramola, Librarian, Centre-State Library and Ms Devinder Kaur, Librarian, Punjabi University, Patiala. Dissecting the scenario of library and information services in India, Mr Jayarajan, who is now working on retrospective conversion and library automation at prestigious libraries like the Nehru Memorial Library, said, �We have been wasting time. In the 1980s we talked about library automation but not more than 10 Indian libraries are automated; in the1990s we talked about library networks, but I cannot list a single credible network expect DELNET; now are talking about digital libraries but that is not the answer. We must become user friendly by offering high quality services. We must also target non users. Traditional methods are fine but computers have to come in, whether or not public libraries like it�. Another challenge, the expert said, was from new age media like TV, Internet, choices of news channels, upmarket book shops, distribution centres that bring you any book you want. �In such a scenario, we need to change our curriculum, impart library skills to ensure that we churn out fine talent and not mass graduates,� he said adding that the profile of a librarian must be improved by honouring the profession in the first place. Our union govt. is launching various mass education programmes like Sarva Shikhsha Abhiyan/ Rashtriya Saksharta Mission/ TLC etc. However, least consideration is given to the libraries in institutions who carry forward these programmes. I request all of you to advocate a programme for libraries which i suggest should be named Sarva Pustakalia Abhiyan. Hope you all start you efforts from today onwards. Yahoo releases beta version of PC search software available at no charge through the site http://desktop.yahoo.com. Yahoo's application uses X1 Technologies Inc.'s search engine to index emails, attachments, documents, music, images, videos and other content. X1 claims to scan more than 200 different file types, including Outlook email, PDF, HTML, text, ZIP, MP3 and Word, Excel and PowerPoint documents. Yahoo Desktop Search currently only works with computers running Microsoft's Internet Explorer browser on Windows XP and Windows 2000 operating systems. I found it better than Ask Jeeves,Microsoft and Google desktop search in terms of customization, speed, instant preview and various types of files it searches. About the Speaker Dr. Thimappa Hegde is a senior consultant neurosurgeon and working presently as the Director, Narayana Hrudayalaya Institute of Neurosciences. He was earlier the Additional Professor of Neurosurgery at NIMHANS Bangalore. He had his basic medical and neurosurgical training in India & later acquired specialized training in the United States of America, Japan and the Netherlands. He has authored 30 scientific publications in leading journals and has written one book on the history of neurosciences. His interests include the history of medicine and the humanities of medicine, trekking and travelling, having travelled to various places connected with the life of Buddha and Adi Shankaracharya. He has also trekked to various places in the Indian Himalayas. Dr. Hegde has been awarded "Outstanding Citizen Award" by the Lions Club of Bangalore and was selected as a member of the Group Study Exchange Program of the Rotary International to visit USA and Canada in 1997. He was invited by the Vatican to speak at an International Meeting in Nov 1999 at the Vatican City and had a special audience with the POPE His Holiness John Paul II. Expected to bridge the digital divide and to educate the economically and educationally weaker sections in the country - particularly those in the villages - the PCtvt, being developed by the Carnegie Mellon University in collaboration with International Institute of Information Technology (IIIT) of Hyderabad and Indian Institute of Science (IISc) of Bangalore, will provide an affordable technology to empower the rural folk by giving more importance to voice, video communication than reading and writing. Speaking to FE here, Praveen Garimella, director of the PCtvt project in India and part of the Carnegie Mellon University team working on this project said: "The PCtvt is a new device to bridge the digital divide for those economically weaker classes with easy affordability to communicate through audio and video." Eminent robotics expert Professor Raj Reddy of the Carnegie Mellon University was instrumental in the project. Expected to carry a low price tag of $250 when commercially launched across the globe, PCtvt has been designed in a special way by equipping it with multi-lingual applications, communication and entertainment, video/IP phone systems, web camera and all entertainment applications like cable channels viewing, personal video recorder, talking newspaper, etc to enable the poor masses to enjoy and communicate with the rest of world, Mr Garimella said further. "With functions like remote TV system, speech recognition, keyboard, mouse, cell phone, web camera and all iconic interfaces, an illiterate can learn and understand things fast with voice-mail and video help if not through email and text-based help," the official said adding it has a radically simple design with one minute training time, double-click model and three modes of communication - video, audio and text in both synchronous and asynchronous modes. Based on a study, it was found that for most people in a village, entertainment and communication are of greater importance than PC functionality. "Poverty and illiteracy are no longer a barrier in using and benefiting from technology and the PCtvt is the simplified and easy appliance to help bridge the digital divide," Mr Garimella pointed out. With the multi-lingual applications and software, a villager can communicate and enjoy the entertainment in different languages of their choice. "Currently, the appliance has been designed to use in four Indian languages - Telugu, Tamil, Malayalam and Hindi - and will add other languages once the product is commercially launched," he said. http://www.financialexpress.com/fe_full_story.php?content_id=78816 ************************************************************************ ******************************************* SAARC to set up traditional knowledge digital library New Delhi, Jan 3 The member-countries of the South Asian Association for Regional Cooperation (Saarc) have decided to set up a traditional knowledge digital library (TKDL) with a view to protect the region from any possible acts of biopiracy and misappropriation of traditional knowledge in the near future. A model legal framework has been drafted and circulated to member-countries for framing notional legislation recognising TKDL. Speaking to FE, director of Saarc Documentation Centre (SDC) Dr VK Gupta said, "The TKDL database will be provided to patent offices across the globe under non-disclosure agreement. This will help them to examine the case before granting patent rights on any subject pertaining to traditional knowledge. Even if they, by mistake, grant patent rights over any aspect of traditional knowledge which is already documented and given to them, this can be challenged without payment of any fees and the concerned patent office will be under obligations to revoke the wrongly granted patent rights. Otherwise the cost of challenging a single patent right in patent offices in the US and Europe equals to the total investment required for setting up of a TKDL." India is the only country in the world to set up a TKDL and we are urging all countries in the South Asia to set up a common TKDL for the region, he said. Mr Gupta said India needs to enact appropriate legislation to protect traditional knowledge from infringement. "So far we have Biological Diversity Act to protect bio recourses. But there are other aspects of traditional knowledge like traditional medicines, foods, farm practices, architecture and construction, tribal knowledge and traditional expressions like handicrafts, handloom, folk music, museum which need similar protection through law," he said. The TKDL set up in India has already documented the public domain knowledge on Ayurveda (36,000 slokas) in a digitised format and the information is available in English, Spanish, German, French and Japanese. It has a traditional knowledge resource classification system based on the international patent classification. It provides information classified under sections, classes, sub-classes, groups and sub-groups and has expanded one IPC group related to medicinal plants to about 5000 sub-groups. The cost involved in documenting Ayurveda slokas was Rs 1.25 crore. The decision to set up a Saarc TKDL was taken at a two-day workshop convened by jointly SDC, National Institute of Science Communication and Information Resources (NISCAIR) last week in Delhi, said Dr Gupta. The Saarc TKDL will also have an innovative uniform structured traditional knowledge resource classification (TKRC) for systematic arrangement, dissemination and retrieval which may be TK independent of region or country. The framework will encompass various aspects of traditional knowledge including materials used for treatment like plants, animal products, minerals, their generic or specific method of preparations or designs, their dosage, mode and time of administration, therapeutic action or indication or application of traditional knowledge. LISU ( Library and Information Unit ) of Loughborough University recently carried out a project "Scholarly Journals Prices - Selected Trends and Comparisons". This project was commissioned by Oxford Journals, a division of Oxford University Press studied general trends in academic journal prices for a range of publishers. In addition, a detailed analysis of trends in biomedical journal prices was undertaken.
