Winning support for OA at WSIS

Dear Professor Samassekou: We must get a strong recommendation and a stronger action plan to implement open access (self archiving of all research papers in science, technology, medicine, arts, humanities and literature) at the Tunis meeting of WSIS. We must mobilise as many country delegations as possible to support resolutions favouring open access. The African Academy of Sciences, TWAS, InterAcademy Panel, InterAcademy Council, etc. should be persuaded to lend support to such a move. I am cc-ing this mail to others who are championing the cause of open access. All of us would be grateful for your support and proactive advocacy. Regards. Prof. Nick Moore, Chairman, Acumen Ltd., United Kingdom , the Keynote Speaker at the recently concluded Infovision 2005 event, addressed the faculty, researchers and students of the Department of Library and Information Science, University of Mysore, Manasagangotri, Mysore on September 19, 2005 at 11.30 am. Prof. Moore �s lecture on Policy framework for information societies was well attended. This special lecture was organized by Mysore University Library and Information Science Students Association (MULISSA). Summary of the lecture: ICTs have influenced the society and the economy of nations. Information is the major resource of today�s society. People have more access to information than ever before. This has resulted in the creation of a more informed society. Information in tandem with ICTs has induced economic, social, cultural and political changes. The speaker gave a few examples to demonstrate the changes that have occurred. A policy framework would guide these changes in the direction which is more profitable to the human kind. However, the challenge for policies is of two folds: one to maximize the opportunities and the second one is to minimize the dangers. There have been various attempts to develop suitable policies by the developed countries. Unlike previous revolutions, the information revolution needs to be guided consciously with in the framework of comprehensive and globally acceptable information policies. As these changes need to guided and planned and not let it happen, an information policy becomes cirtical. The speaker outlined the need and challenges involved in meeting the various goals in creating the framework for the policy. The goals are: * Creating robust infrastructure:- The policy should address the issues of robustness, the breadth and depth of penetration of the information infrastructure * Competitive information sector:- Developing a competitive information sector is another goal of the policy. * Information-intensive organisations:- Encouraging the organization to become more and more information intensive is an important issue to be covered by the policy. * Social use of information:- Making the society information savvy by encouraging the society to identify, collect, and use information that they want for their personal as well as professional life. * Legal and regulatory framework:- If above goals have to be effective, the information policy must also look in to the legal and regulatory frame work. Such frame work needs to be comprehensive as well as globally applicable character. * Skilled workforce:- The speaker opined that there is dire need for skilled personnel who can manage the information effectively for the benefit of the society. The policy framework should look into the proper availability of skilled personnel. Addressing the students the speaker outlined the following competencies required of information workforce for the future. ** Creators: Preparing, packaging and producing the intellectual content produced by authors suitable for display, distribution and consumption. ** Collectors: Individuals, agencies and organizations involved in aggregating and collecting information materials. ** Communicators: People and agencies involved in the process of interaction with consumers of information. ** Consolidators: Individuals and agencies involved in the analyses and consolidation of information for the end users. Prof. Moore was of the opinion that that there is going to be a great demand for the above four processes and hence human resources with the requisite skills in the information society. He called upon the students to concentrate on improving their skills in the above areas. PROF. K.A. ISAAC, A DOYEN OF THE LIBRARY AND INFORMATION PROFESSION The sad demise of Prof. K.A. Issac is a great loss to the nation in general and to the profession in particular. He was a great teacher and librarian and contributed much to the profession, especially to the academic library system. The best tribute to him is to follow the professional spirit injected by him. Dear Jean Claude: Here are some facts about the Indian situation. All journals published by the Indian National Science Academy and the Indian Academy of Sciences are now OA. Both these Academies receives grants from the Government of India (through the Department of Science and Technology). The Council of Scientific & Industrial Research publishes about a dozen journals from its NISCAIR office in New Delhi. As far as I know none of them is open access and in fact all of them are print journals with a subscription price. A private firm called MedKnow Publications undertakes to publish medical journals, mostly owned by professional societies. Right now they have more than thirty OA titles (although the print version may have a subscription price). The National Informatics Centre, another Government Department, manages the Indian Medlars Centre. This centre also publishes more than thirty OA journals (not owned by them). Besides, NIC-Indian Medlars Centre has set up an archive for full text biomedical research papers and it has more than 600 papers. But the best known Indian archive is the one at the Indian Institute of Science, Bangalore. It has more than 2,000 papers. The National Chemical Laboratory in Pune has a repository, but they are concentrating on uploading Ph D theses. The National Institute of Technology at Rourkela has an archive with about 150 papers. For a vast country, what we have achieved so far is miniscule. Close to 75% of research is funded by the Central (Federal) Government in Delhi, and yet most Indian research papers are not easily accessible to other Indian researchers. Open archiving is perhaps the best solution and the government departments that fund research have not yet come forward to mandate self-archiving. It is likely that the University Grants Commission which kind of oversees the universities may come up with an OA policy soon. Regards. Bees storm venue, digital library opening cancelled Saturday September 17 2005 12:27 IST TIRUPATI: The inauguration of digital library at Sri Venkateswara University was cancelled due to a peculiar reason, as honey bees stormed the venue, forcing the gathering, organisers and even the chief guest run for cover. The digital library is scheduled to be inaugurate at 4.30 pm at the university library by the VC. All the arrangements were made and all the invitees occupied their chairs and chief guest S Jayarama Reddy also arrived. Suddenly from the rooftop of the hall, honey bees, disturbed from their hives swarmed into the hall forcing everybody to run for a shelter. The Vice-Chancellor, who could not come out of the car, after waiting for some time left the place as he is scheduled to leave for Hyderabad. Arun ------ OECD report on scientific publishing and OA The Organisation for Economic Co-operation and Development (OECD) is about to release a report on scientific publishing, with special attention to OA issues. The press release, issued today, gives a good sense of the report's conclusions: The OECD study analyses scientific publishing's new business models, including open access publishing, open access archives and repositories, and subscription bundling and site-licensing, their impacts on science and diffusion of knowledge; and the role of governments in enhancing access to publicly funded research. Among the main findings are:...[2] Overall, the balance is shifting towards direct access to primary data sources, which is having major impacts on publishers, [3] Three major business models depending on digital delivery are emerging:...[3a] The so-called "Big Deal"...,[3b] Open access publishing supported by author charges or other forms of institutional support on the research output supply-side..., [3c] Open access archives and repositories..., [5] In the immediate future there is likely to be a period of experimentation around various versions of open access publishing, including "author pays" and the emergence of a range of hybrids. Among its main policy recommendations are:...[2] The report underlines the importance of enabling maximum access to findings from publicly funded research to maximise social returns on public investments, [3] This principle was underlined in the 2004 OECD Science Ministerial which recognised that open access to, and unrestricted use of, data promotes scientific progress and facilitates the training of researchers and will maximise the value derived from public investments in data collection efforts, [4] Coordinated efforts at national and international levels are needed to broaden access to data from publicly funded research and contribute to the advancement of scientific research and innovation. Here's an excerpt from the forthcoming report: Public funding and funding agencies (including private agencies) are very important in R&D and related activities that generate research data, databases and scientific publications. Access to public and government-funded research content is a crucial issue, and there is considerable potential for governments to provide a lead in enabling digital delivery and enhanced access to publicly funded scientific and technical information. The principle is to enable maximum access to findings from publicly funded research to maximise social returns on public investments. This general approach is captured in the Declaration on Access to Research Data from Public Funding adopted by OECD Science Ministers meeting in January 2004, which recognised "that open access to, and unrestricted use of, data promotes scientific progress and facilitates the training of researchers" and "will maximise the value derived from public investments in data collection efforts", and entrusted the OECD to work towards the establishment of access regimes for digital research data from public funding. Camera phones will be high-precision scanners The software, developed by NEC and the Nara Institute of Science and Technology (NAIST) in Japan, goes further than existing cellphone camera technology by allowing entire documents to be scanned simply by sweeping the phone across the page. Commuters in Japan already anger bookstore owners and newsagents by using existing cellphone software to try to take snapshots of newspaper and magazine articles to finish reading on the train to work. This is only possible because some phones now offer very rudimentary optical character recognition (OCR) software which allows small amounts of text to be captured and digitised from images. But with the new software entire documents can be captured. As a page is being scanned the OCR software takes dozens of still images of the page and effectively merges them together using the outline of the page as a reference guide. The software can also detect the curvature of the page and correct any distortion so caused, enabling even the areas near the binding to be scanned clearly. Copyright furore Using the new software with a 1-megapixel camera held at least 20centimetres away, an A4 sized page takes about 3 to 5 seconds to scan. This produces between 21 and 35 images which the software merges together to extract the text and record any images. "The goal of our research is to enable mobile phones to be used as portable faxes or scanners that can be used any time," an NEC spokesman told . But the concern now is that this technology will catapult the publishing industry into a copyright furore similar to that which has gripped the recording industry in recent years. "There's no easy solution," says Andrew Yates, intellectual property adviser to the UK's Periodical Publisher's Association in London. "The music industry has been struggling with this for some time," he says. But with music the issue is whether or not you allow people to copy music they have already purchased, says Yates. Cause for alarm With print publishing the situation appears to be even more intractable because the new software will make it possible to make copies without even purchasing the original, he says. Licensing agreements may be one option he says. But also people will have to learn that certain rules of conduct still apply. "It is true that this technology may cause copyright issues if it were to be used in an unorthodox way," says the NEC spokesman. But NEC would never encourage such behaviour, he adds. According to NEC, their software is designed to sound an alarm when being used, to avoid any copyright conflicts. The company claims that any attempts to mute the device somehow or plug in headphones will not affect the audibility of this alarm. Google is Every Where

Dear professionals, Google is coming to the rescue of victims of Hurricane Katrina using Mapping Technology. It is evident that google is every where. In an effort to help displaced hurricane victims and their families, ad hoc communities of Internet users are using mapping technologies from Google (nasdaq: GOOG - news - people ) to track storm damage, analyze aerial photos and try to make sense of what little information is available. Three days after Hurricane Katrina made landfall along the Gulf of Mexico, extensive flooding, widespread power outages and general chaos continue to prevent residents from returning home, and limit the amount of useful information emergency workers or members of the media can distribute to the world outside. What little information about individual neighborhoods gets out is spotty, at best, and hard to come by--largely from dramatic, but ill-defined TV news footage. "We're seeing a lot of images from New Orleans that lack context," says Shawn McBride, a phone switch technician from Spokane, Wash., who has been using satellite photos from the Google Earth service to track flooding and analyze damage to neighborhoods. "It's impossible to tell from the outside how things are." But along comes Google. One Web site, www.scipionus.com, is combating the confusion by encouraging users to annotate a Google Map of New Orleans with information about specific locations. Collectively, the community is creating a collaborative map Wikipedia. Anyone with something to add can enter a street address and leave a marker on the map at that location, providing a few lines of text about conditions at that spot. "Never flooded, typical wind damage, passable street 8-31-05," reads one tag. "Trey and April's We are OK ppl," reports another. The site, created by Jonathan Mendez and Greg Stoll, software engineers who work together in Austin, Texas, went up Wednesday afternoon, and already has attracted nearly 300,000 visitors, who've left more than 600 tags. Mendez, who grew up in the New Orleans suburb of Kenner, La., has family who evacuated the area to his home in Texas. "We all were watching the news and scouring the Web for any information we could get," he says. "There were forums set up for people looking for information on particular areas, but they had hundreds of posts with mostly questions and little information, and it was hard to read through it all. I kept thinking, 'I wish there were a map with all this info, so it would be easy to look this up.'" The site runs off of the same technology that has allowed Google users to keep track of everything from potholes to pizza parlors. In June, the company released code that allowed outside developers to use and adapt the Google Maps software. In the months since, Google "mashups" of geographic data have flourished. "My friend Greg had played with it to make a map with markers to particular locations, so I figured if we could get it so that anyone could add those markers straight from the Web, we could get the information on the map quickly," says Mendez. "People have said they've found it very useful." In a separate effort, other Web users have also made use of satellite photographs of the region available through the Google Earth service, a program which allows users to view satellite photos as if they were flying over them, panning, zooming and tilting the image at will. While most of those photos depict the area pre-hurricane, the software allows users to "overlay" other photos and images. So more recent aerial photos--even pictures from news services and solo photographers--can be reshaped and dropped onto a satellite map, illustrating the current conditions. Pleasantville, N.Y.-based editor and blogger Katherine Cramer helped popularize the practice, after she noticed similarities between a Google Earth shot of the south coast of Lake Pontchartrain, and a news photo illustrating a nearly swamped New Orleans neighborhood. "I looked at those and said, 'Somebody needs to be putting these images together and comparing them.'" Cramer posted a few thoughts on her Web site, which was linked to by Boing Boing, a hugely popular blog, and before long, she was getting e-mails and mashed-together images from people around the country. "Suddenly we had an impromptu collaborative process, mostly consisting of people I don't know," says Cramer. Shawn McBride made some of the first post-Katrina images, and posted them online in the Google Earth Current Events Community, a discussion board for users of the system. "Once you have an image that you want superimposed, it's kind of like a puzzle," he says. Photo manipulators look for distinguishing landmarks that appear in both news photos and the Google images--a warehouse with a red roof, for instance--and then stretch and tilt the photo until it lines up with the satellite map. The resulting image is sort of a hybrid overlay that can be directly viewed and manipulated in the Google Earth service, allowing users to see recent images of their neighborhood, inside the context of the entire city. "It's not as good as the original satellite image, but you can get a sense of whether a house is underwater or not," says Cramer. Cramer has posted a series of directions on her site describing how to use Google Earth to check out flood damage in New Orleans. "I wanted to come up with a process for your average frightened person, who can get at the Internet, but is not able to learn new software," she says. "I've had a lot of people say they couldn't find this information until they came to my site." Google Earth images with post-hurricane overlays even appeared on television Thursday, as a number of news networks used the tool to zoom in and out of affected areas to display the damage. Representatives of Google say they encourage this creative use of their mapping technology. "We've been kind of nurturing and growing that for the past two years," says John Hanke, former CEO of Keyhole, a digital mapping company acquired by Google in October of last year, who now serves as general manager of the Keyhole group at Google. On Thursday, Google began releasing new images of the flooded areas, and even posted links to a number of user-supplied image overlays. Hanke says the company will continue to make available new images over the next few days, and that Digital Globe, their satellite provider, is continuing to photograph the area.

Prof. Isaac had been the Patron of the Kerala Library Association too. The blend of his highly intellectual personality and refined behaviour made him a respected friend to limitless people cutting across all professions .That was the secret of his success too, for effectively disseminating the message of our profession to a wider domain - something very rare during these days! His demise is a great loss to the education sector in general and to the LIS domain, in particular! He is survived by his wife Chechamma and sons Madhu (Advocate, Trivandrum) and Balu (Professor, IIT Bombay) . The question is, must it be an either-or situation, or can the two models thrive side by side -- and indeed support one another? "Open Access Publishing: The view from the trenches at Caltech" Caltech embarked on its Open Archives initiative, called Collection of Open Digital Archives (CODA), in January 2000. Since then, we have collected an institutional repository of over 4100 items. Just about half of these are Caltech doctoral theses. Other documents include: books, technical reports, preprints, reprints, oral histories, and popularizing scientific articles. High usage statistics quickly propelled CODA from a pilot study into a major strategic initiative of the Caltech library. The Department of Library & Information Science, Punjabi University, Patiala is organizing a 5-day international workshop on Information Literacy from 3-7 October 2005. The theme of the workshop is 'Information Skills for Learning'. This is a follow-up workshop, the first one was held in Colombo (Sri Lanka) in November 2004. Call for free access to research UK universities have joined calls for publicly-funded research to be freely available on the internet. In a position statement, Universities UK supports moves to broaden access away from subscription-based journals and - more recently - websites. The organisation argues that such academic material is vital to national productivity and well-being. Its intervention is the latest in a long-running debate about the public accessiblity of research findings. Universities UK says freeing up research would also increase the number of times it is cited by other academics - which in turn boosts researchers' claims to funding. Cultural health The eight UK research councils, which control most of the public funding, have proposed making free access a condition of getting grants. The president of Universities UK, Professor Drummond Bone, said: "Publicly funded research undertaken in UK universities lies at the heart of a productive economy, as well as supporting the physical, social and cultural health of the nation. "Ensuring that the main outputs of research - ideas and knowledge - are disseminated widely is vitally important. "Universities UK supports moves by the research community and publishers to develop new publishing models that are based on the principle that research outcomes should be disseminated and freely accessed as widely as possible." Rising prices The universities say the subscription-based system of scholarly communication has served the research community well in the past but "now operates at a sub-optimal level". A key problem has been rapidly increasing journal prices - up 58% between 1998 and 2003, compared with a general inflation rate of 11%. Developments in electronic publishing have made possible a fundamental change, they argue. In a report last year, the House of Commons science and technology committee also called for publicly-funded research to be made freely available online in archived digital information banks. Publishers have argued that the cost per page has not increased - they are just being offered increasing amounts of research material. And they say they bear the costs of having research "peer reviewed" - checked by others - and that if this were to end the integrity of research could be compromised. They include not only commercial publishers but not-for-profit learned societies. Universities UK says they play a crucial role and the effect of any change on them should be monitored closely. Dear All, Thanks for all the help extended by you. I did check Amazon and realized that the price was much more than the publisher's price. So I started hunting for some bookshop/library here in India, which could help me locate the book. Bookfinder.com was an excellant site. Many a times, books that we weed out, may be needed by other Libraries. I was taking just such a chance (one in a million, I know) but, in this way I can communicate with library professionals all over the country!!! Thats something!!!!
