What is "Web 2.0"

"The term "Web 2.0" refers to a transition of the perception of numerous aspects of the World Wide Web, including its architecture and its applications. However, a consensus upon its exact meaning has not yet been reached. Currently, the phrase refers to one or more of the below : * a transition of websites from isolated information silos to sources of content and functionality, thus becoming a computing platform serving web applications to end users * a social phenomenon referring to an approach to creating and distributing Web content itself, characterised by open communication, decentralization of authority, freedom to share and re-use, and "the market as a conversation" * a shift in economic value of the web, potentially equalling that of the dot com boom of the late 1990s Many recently developed concepts and technologies are seen as contributing to Web 2.0, including weblogs, wikis, podcasts, web feeds and other forms of many to many publishing; social software, web APIs, web standards, web services, AJAX, and others. As such, the term is often conflated with the ongoing maturation of the Web's architecture, rather than a separate event in and of itself." The findings can not be taken at its face value as the study has been funded by "Established Publishers" who unfortunately takes "Open Access" as a challenge to their very profitable bussiness. Open Access Publishing model as adopted by BioMed Centre and PLoS, obiously does not find favour with authors. It requires authors to pay for publication of articles. But despite all this, Why are they able find authors with high quality articles to publish in their journals? The reason is simple, the authors want to have maximum impact of their research. No wonder, journals published by BioMed Centre and PLoS has high Impact Factors some ranging between 4 - 6. Funding agencies, especially in developing countries, are right in mandating Open Access to research results. RESEARCH DONE OUT OF PUBLIC MONEY MUST BE PUBLIC. I wonder, if they had done a Survey on how Scientist would like to access articles - Free or By Paying" Awareness to Open Access is growing. Yes, more efforts would be required to make scientists aware of it. There's also a possibility of adopting new techniques and methodologies of library and information science in providing timely and adequate information to the public. He has the distinction of leading premier Tamil journals as their editor at a very young age. He was a regular broadcaster for the BBC World Service. He earned his Masters degree in journalism at the University of Florida , Gainesville . Mr. Maalan joined the Sun Network in 1999 and launched the 24 hours bi-lingual news channel 'Sun News' in May 2000. Earlier he was the Editor for Kumudham, a popular Tamil Weekly. Prior to that he was the Editor of prestigious Tamil daily 'Dinamani'. He was responsible for launching the Tamil edition of the all India publication India Today (then a fortnightly) and served as its editor. Friends, Dr. T. B Rajashekar Memorial seminar on Information Management in Digital Era was inaugurated on 12 November 2005 by Dr. Shalini Urs, Chairman, Dept of Library and Information Science, University of Mysore at NCSI Seminar Hall. The seminar was conducted under the aegis of Dr. TBR Memorial. Dr. TBR Memorial is an initiative in memory of Dr. T.B.Rajashekar started by NCSI-NET, an association of staff, students and alumni of National Center for Science Information (NCSI), Indian Institute of Science, Bangalore. Inaugurating the seminar, Prof. Shalini Urs, shared her memories with Dr. TBR, who was her batch mate during their Bachelors course in Library Science. She said his greatest quality was he knew his strengths and weakness. She fondly recollected her association with Dr. TBR and hoped that his students carry forward his legacy, which will be the greatest tribute one can pay to him. Mr. N.V.Satyanarayana, MD, Informatics India Ltd., Bangalore and Prof. K.S. Raghavan delivered the invited lectures on "What makes Information Professionals Tick Effectively" and "Challenges in LIS Education". Mr. Satyanarayana emphasized the need for students to have the right attitude, which is the biggest attribute after knowledge and information. Information Profession is not limited to the traditional library alone, the stream has grown into many new areas, key among them being Knowledge Process with the influx of BPO industry. Prof. Raghavan highlighted the challenges, which are faced in LIS education. He stressed upon the fact that students have to gear themselves up to meet the industry expectations of being knowledge workers. Delivering the valedictory address, Dr. N.V. Joshi, Chairman, NCSI, said the seminar is an indicator of his popularity as a teacher and mentor. Prof. A G Menon, former Chairman, NCSI participated in the inaugural address. The seminar was attended by 55 Final year students of Master in Library Science, from universities across India. Dear Friends I am happy to let you know that the networking/consortium version of our library automation and networking software, NewGenLib, has now been installed at the Bangalore University on a trial basis. The plan is to sign an MOU with Bangalore Univ which will allow them free trial use for 6 months We have already conducted a one-week training programme for them at site. The university library network's web OPAC may be seen either via the university's web site or directly at http://202.141.128 125:8080/newgenlibctxt/index.jsp. The data for some of the libraries in the network has still be imported into the NewGenLib MARC-21 structures. Best regards. Arun ---- ACRL journal now OA with six-month embargo The ACRL has announced that new issues of College & Research Libraries will be available free online after a six month embargo. From yesterday's press release: The Association of College and Research Libraries (ACRL) is pleased to announce that its scholarly research journal College & Research Libraries is available free of charge in PDF format on the ACRL website six months after publication. Retrospective issues now are available through volume 58 (1997). "The editorial board is delighted that the journal is freely available in its electronic form, said William Gray Potter, editor of College & Research Libraries. This new arrangement will benefit both the authors and the readers by making the articles more widely available. Exposing the content to Internet search engines will also make it easier to find and read the articles. At the same time, we are committed to preserving the rigorous review process that has served ACRL and the profession well over the past sixty-six years." ACRL supports open access to scholarship as a principle for reform in the system of scholarly communication. In addition to this new access to College & Research Libraries, ACRL encourages author self-archiving of its published articles in both institutional and disciplinary repositories. College & Research Libraries is a premier journal for research related to academic libraries, said ACRL Scholarly Communication Committee Chair Ray English. Making the contents of the journal openly accessible, following a six-month delay, will be of great benefit to practicing academic librarians and researchers, and it will also help authors increase the impact of their work. BCLA comment for the SSHRC consultation on OA The British Columbia Library Association has publicly released its October 27 comment for the SSHRC consultation on OA. Excerpt (Thanks to Peter Suber): Overall, our belief is that the results of SSHRC funded research should be immediately openly accessible, with perhaps some exceptions, such as monographs. Results of research should be placed in an institutional repository. SSHRC funding for journals should cover all peer review, administration and manuscript preparation costs, but not costs associated with distribution. SSHRC funding for journals should be limited to fully open access journals....Whether funded by SSHRC or not, librarians are very actively engaged in open access. Many are depositing their articles in institutional repositories, or one of the two disciplinary repositories for Library and Information Sciences: E-LIS and D-LIST. Many are also publishing in open access journals. The British Columbia Library Association, in partnership with other library associations across the province, is in the process of developing a new, open access journal. Libraries and librarians are also leading the development of institutional repositories, as exemplified by the Canadian Association of Research Libraries Institutional Repository program.

Arun [Subbiah Arunachalam] --- http://www.michaelgeist.ca/index.php?option=content&task=view&id=1000 The Canadian Move Toward Open Access [Appeared in the Toronto Star on November 8, 2005 as What Good Are Ideas If You Lock Them Up?] Prime Minister Paul Martin' s decision to appoint Dr. Arthur Carty, the former head of the National Research Council, as Canada' s first national science advisor, clearly signaled the importance of research and development to the nation' s future economic prosperity. This month Dr. Carty sent a clear message of his own - scientific success increasingly depends upon fostering a "culture of sharing" based on open access models of communication that leveragwww.ue the Internet to disseminate research quickly and freely to all. The move toward an open access model represents a dramatic shift for the scientific and research communities. For decades, politicians and policy makers have emphasized greater intellectual property protections as the key to research success. As a result, Ottawa has regularly increased the level of copyright protection and is, in fact, facing renewed pressure to consider extending protection with new database rights and an extension in the term of copyright protection. It is no surprise that the primary winners under this approach have been the major scientific journal publishers. While researchers rarely receive compensation for their contributions, the publishers have enjoyed a financial windfall by charging thousands of dollars for journals filled with the free content generated with the financial support of the public purse through millions of dollars in research grants. To add to the frustration, the researchers are themselves the publishers' best customers - universities, supported by taxpayer dollars, spend millions on research only to buy back the results of that research with millions more for scientific journals. As Dr. Carty notes, the future success of scientific research depends upon changing this debilitating cycle. He argues that "an open-access philosophy is critical to the system' s success: if research findings and knowledge are to be built upon and used by other scientists, then this knowledge must be widely available on the web, not just stored in published journals that are often expensive and not universally available." The movement towards open access is taking hold in many countries around the globe. The National Institute of Health in the United States and the Wellcome Trust in the United Kingdom have both announced that all of their funded research must be housed in archives that are available to other scientists and the general public. Moreover, last year a UK Parliamentary Committee recommended open access in a report titled "Scientific Publications: Free For All?." Open access has also attracted increasing attention from individual scientists. Several years ago more than 34,000 scientists in 180 countries called on publishers to make primary research articles available through online libraries, while the 2003 Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities encouraged scientists to publish in open access journals. Private sector initiatives have similarly embraced open access. The Public Library of Science, founded in 2000, has emerged as one of the leading scientific publishers, attracting contributions from leaders in many scientific fields seeking to publish under an open access model. Similarly, the Creative Commons initiative, which facilitates more limited copyright controls over content, has experienced an explosive increase in the number of works under its licenses. Now searchable through both Yahoo and Google, more than 60 million works including books, music, and films, have adopted Creative Commons licenses. In Canada, the Social Science and Humanities Research Council, a leading federal granting agency, has become the first such agency to commit to open access for federally funded research. The SSHRC, which just concluded a public consultation on the issue, plans to ensure that all funded research will be freely available online in full text. As Dr. Carty acknowledges, a culture of sharing will require "a new mindset among researchers, administrators, governments and in some cases companies - everyone involved in the creation and dissemination of knowledge." This is certainly true of politicians. Dr. Carty notes that regulatory frameworks, presumably including copyright, may require change. Yet rather than facilitating reforms that would benefit research and education, last week Canadian Heritage Minister Liza Frulla assured the House of Commons that Canada' s current copyright reform proposal "does not touch education." Across town, Industry Minister David Emerson used an address to the Canadian Club to rightly emphasize the need for national broadband connectivity and greater scholarship funding, yet he neglected to reference adoption of open access models to disseminate Canadian research. The failure to include policy reforms to facilitate the unlocking knowledge is an embarrassment. Canada has a world class Internet infrastructure and has experienced impressive growth in university based research and development. In fact, last week Statistics Canada reported that Canadian universities have also succeeded in greater commercialization of research initiatives with hundreds of spin-off companies that create new jobs and opportunities for all. If Canada is to maintain that growth, we should follow the advice of our new national science advisor. Science and research success depends on tearing down barriers, not erecting them.
