ends I am happy to announce the Beta testing of version 2.0 of NewGenLib. Both the librarian's Applet interface and the OPAC are under test and I welcome the comments and suggestions from professionals. I have provided two URLs which can be used in order to explore the version 2.0 OPAC. New features in The Applet Interface It will now be possible to import authority file records from the Library of Congress Authorities site. Authority records thus imported will become part of the local authority file and during cataloguing data entry the authority records can be seen. It is hoped that this will improve consistency and accuracy of catalogue records. Version 2.0 will allow a library to build an open archive of an Institution's pre-prints, post-prints, internal reports, slides, etc. This feature has become possible because version 2.0 supports the OAI-PMH protocol. Resources which are to be open-archived are identified specifically in the interface and only these records will be able to be harvested by others. The new version has also built functionality to connect to existing open archives compliant with OAI-PMH. The librarian can then selectively harvest records from the site. All such records then become an integral part of the local database and hence become searchable apart from the fact that they will point to the digital content attached to the harvested metadata record. Based on requests that we received from existing customers we have added a Simple template for cataloguing data entry. This template has the most widely used fields and will be adequate for most monograph records. Records created with this template will still be stored as MARC-21 records. For more complete cataloguing one would still need to use the General and/or MARC-21 templates. It will now be possible for a library to configure to receive news feeds from one or more Remote Site Summary (RSS) feeds. The news feeds can be viewed from the OPAC. The new version will allow a degree of customization of patron records. New features in the OPAC Two new search options have been provided: A Google-like search option using the Lucene search engine. names, single terms, or phrases can be entered in this and all fields of the metadata database are searched; and An Expert search interface that will allow a librarian/information specialist to enter complex search queries using the most important features of the Common Query Language (CQL). The possibility to choose between tabular and citation displays in the search output. The possibility to sort search output by different keys. The possibility for the search output to be exported (in addition to text and MARC-21 and MARC-XML) to the more recent MODS metadata standard and also to the AGRIS-Application Profile format in XML. The possibility for a user to define his/her SDI profile and constraints (time and type) and save it to the server. Once this is done, the software automatically pushes content to the user's email at intervals defined by the user. The possibility for viewing news feeds from one or more RSS sites already configured by the library. The viewing of statistics including OPAC usage. US agencies may mandate OA

Mandated OA for publicly-funded medical research in the US Senator Joseph Lieberman (D-CT) introduced a bill into the U.S. Senate yesterday that would mandate OA to publicly-funded medical research within four months of its publication. Officially titled the American Center for Cures Act of 2005, the bill is informally known as the CURES Act. It would create a new agency within the NIH, the American Center for Cures (ACC), whose primary mission would be to translate fundamental research into therapies. The bill is very large and covers a lot of territory, but for our purposes the critical part is Section 499H. Like the existing NIH policy, the CURES Act would apply only to the author's final peer-reviewed manuscript, although copyright holders would have the option to replace it with the final published text. Public access would be provided by PubMed Central. The bill goes beyond the NIH policy in several important ways. It requires free online access and does not merely request it. It shortens the permissible delay to four months. It extends the OA policy beyond the NIH to research funded by the Centers for Disease Control and Prevention and the Agency for Healthcare Research. Finally, it explicitly says that non-compliance may be a ground for the funding agency to refuse future funding. The bill is co-sponsored by Thad Cochran (R-MS). See the summary of the bill (discussing all its important provisions except the OA mandate), the section-by-section breakdown (the OA mandate is in Section 499H), and some quotations from supporters. (PS: This is a major step. It would effectively mandate OA to all medical research funded by the Department of Health and Human Services, making it more effective and wider in scope than the NIH public-access policy. More later, I promise.) Update. First a correction. The bill was introduced December 7, not December 8. Excerpt: The Cures Bill is exactly the medicine thats needed, said Heather Joseph, Executive Director of SPARC (the Scholarly Publishing and Academic Resources Coalition) and a leader of the ATA. It goes right to the heart of the case for unfettered access to publicly funded research. Senators Lieberman and Cochran took a close look at how best to speed development of treatments for diseases. Among their conclusions is that its time we ensure the research were already conducting is available to all potential users. Pat Furlong, executive director of Parent Project Muscular Dystrophy and an ATA member, was also pleased with the bill. It recognizes how important the sharing of information is to speeding research and translating new knowledge into cures, said Furlong. In the age of the Internet, it makes no sense for the results of taxpayer-funded research to be hidden away.

What do the Indian science academies know that the Royal Society doesn't know? Subbiah Arunachalam, Indian science academies support open access, SciDev.net, December 8, 2005. A letter to the editor. Excerpt: I read Barbara Kirsop's letter...on the appalling stand taken by the UK Royal Society on open access. Thankfully, the science academies in India are supporting open access. In fact, all the journals published by the Indian National Science Academy, currently presided over by a fellow of the UK Royal Society, are open access journals and one can search and download articles from volume 1, number 1. All 11 journals published by the Indian Academy of Sciences, also presided over by a fellow of the UK Royal Society, are also open access journals, and there are currently efforts underway to make all previous volumes open access. What is more, unlike the Public Library of Science and BioMed Central, these two academies do not charge authors (or their institutions) a fee for publishing their papers. They do charge for subscriptions to the print versions as opposed to online versions of their journals.

Don't cut back on OA info about toxic pollutants The US Environmental Protection Agency (EPA) currently sends out annual OA reports on toxic pollutants as part of its Toxic Release Inventory program. It is proposing to cut back the reports to every other year. I urge US citizens to submit a comment before January 13 asking the EPA to continue the annual reports. The easiest way is to submit a comment is to use the action alert from OMB Watch, which will send copies of your message to Congress as well as the EPA.

A group of 46 distinguished scientists, including Nobel laureate James Watson, today strongly criticised the Royal Society, the UK's national academy of science, for its "negative" attitude to new online methods of publishing research. The row has erupted over so-called "open access" agreements, under which scientists agree to make their findings freely available on the internet as well as, or instead of, publishing them in academic journals. This is being strongly promoted by the UK's research councils, as well as bodies like the Wellcome Trust, as the most efficient way of disseminating scientific results from the research they fund but has been bitterly opposed by publishers and learned societies which produce their own journals. Last month the Royal Society, founded in 1660, called for caution in what it called "the biggest change in the way that knowledge is exchanged since the invention of the peer-reviewed scientific journal 340 years ago". The society warned that "the exchange of knowledge could be severely disrupted, and researchers and wider society will suffer the resulting consequences." This statement sparked a flurry of heated online exchanges between scientists around the world, including the elite membership of the Royal Society, and today culminated in an open letter signed by 46 of its fellows expressing disappointment with the society's attempt to delay implementation of the research councils' policy and accusing the society of putting its own interests above those of science. The signatories, including James Watson who discovered the structure of DNA, and Sir John Sulston, who headed the British end of the human genome project, state: "As working scientists who support open access to published research, we believe that the society should support Research Councils UK's (RCUK) proposal, rather than oppose it. "The proposed RCUK policy will ensure that the results of research funded by the research councils are made freely and rapidly available, maximising their utility not only to the scholarly community in the United Kingdom and around the world, but also to practitioners (including doctors and nurses) and to the British public whose taxes largely support the research. "In seeking to delay or even to block the proposed RCUK policy, the Royal Society appears to be putting the concerns of existing publishers (including the society itself) ahead of the needs of science. The position statement ignores considerable evidence demonstrating the viability of open access, instead warning ominously of 'disastrous' consequences for science publishing. We believe that these concerns are mistaken."

Using free 'open course ware' in DCs

Friends: Teachers in Indian (or other developing country) universities, colleges and at least some schools can benefit from the rich course ware offered free by institutions such as MIT, Cambridge, and many others around the world. I read somewhere that thousands of Indians and Chinese are using MIT course ware. Please read the following news story from Peter Suber's blog. --- Teaching teachers to use open courseware JISC reports that the Exchange for Learning (X4L) program has developed resources to help teachers create, use, and share online courseware. >From the announcement: The X4L programme has been developing online teaching materials and exploring the many issues involved in promoting the sharing of such resources. Susan Eales, Programme Manager of the X4L Programme, said: Ensuring staff have the skills to repurpose learning materials was a main aim of the X4L Programme. All projects took this very seriously and have developed some excellent resources to support the staff involved. We have made this special site available in the belief that others may find these materials useful too. The site is a testament to all the dedication and hard work of all those involved in X4L. The materials cover many different kinds of resources, some of which could be used immediately for staff development; others could be used as a basis to create your own staff development materials. The resources have been categorised based on topic, intended user and type of resource. The need for OA emphasised

Friends in C3Net, my postings on OA may look a bit far from our day-to-day work and interests, but OA is very important for developing countries. And we need to play a role in OA advocacy, as we at MSSRF point out often the knowledge centres in our villages facilitate two-way communication between experts and scientists on the one hand and farmers and the rural poor on the other. Knowledge flows both ways. The rural poor have indigenous knowledge. Besides, the scientists in the labs should be sensitised to the real needs of the poor so they can reorient their research to be relevant to the needs of the poor. And scientists themselves should keep abreast of developments worldwide and that is where OA becomes tremendously important. Why not create a customized browser with professors' needs in mind? That is the logic behind Firefox Scholar, a software package under development by researchers at George Mason University that will help users organize and cite materials they have found online. The open-source software, which developers plan to release free sometime next year, will plug into the popular Firefox browser, which is also open source. "A good way of thinking about it is incredibly smart bookmarking," says Daniel J. Cohen, an assistant professor of history at George Mason who is working on the project. "You're not just bookmarking the page, but you're automatically [capturing] author, title, all that info that scholars want to save."...For the browser-based software to work fully, however, digital archives must format their books and articles in a way that lets it sort out where elements like title, author, and other bibliographic information reside. Arun [Subbiah Arunachalam] -------------------------------- Lord Martin Rees President Royal Society 6-9 Carlton Terrace London SW1Y 5AG 7th December 2005 Dear Lord Rees As Fellows of the Royal Society, we would like to express our disappointment with the Society's recent position statement1 on open access to published research. The society's statement, which takes a largely negative stance on open access, appears to be aimed at delaying implementation of the Research Councils UK's proposed policy2 on access to research outputs. As working scientists who support open access to published research, we believe that the Society should support RCUK's proposal, rather than oppose it. The proposed RCUK policy will ensure that the results of research funded by the Research Councils are made freely and rapidly available, maximizing their utility not only to the scholarly community in the United Kingdom and around the world, but also to practitioners (including doctors and nurses) and to the British public whose taxes largely support the research. The RCUK policy has strong backing from librarians and academics, and has received official support3 from Universities UK, the organization that represents UK university vice-chancellors and principals. In seeking to delay or even to block the proposed RCUK policy, the Royal Society appears to be putting the concerns of existing publishers (including the Society itself) ahead of the needs of science. The position statement ignores considerable evidence demonstrating the viability of open access, instead warning ominously of 'disastrous' consequences for science publishing. We believe that these concerns are mistaken. The move towards open access to research literature builds on the tradition of making research data openly available, a standard that is well established within the scientific community. For example, free availability of genetic data, such as the genome sequences of humans, mice, pathogens and plants, has greatly accelerated the pace of research in both academic and commercial settings In adopting a pro-open access policy, RCUK will be joining an increasing number of funding agencies striving for open access to research results. In the UK, the Wellcome Trust has already taken a lead by requiring that articles be placed in an openly accessible archive. In the US, funders such as the Howard Hughes Medical Institute and the National Institutes of Health have adopted policies to increase access to research. And across Europe and the rest of the world funding agencies are recognizing that public access to the fruits of the research they fund will ensure that this work is effective in fostering the global sharing of knowledge and the creativity that is essential to scientific endeavour. As Fellows, we urge the Royal Society not to delay the proposed RCUK policy, but to support it so as to foster professional and public access to research information, and to enable British research to achieve its maximum potential. Apart from misunderstanding the proposals made by the UK research councils, the Royal Society's statement indicates a total lack of understanding of the world's research needs. "A young post-doctoral researcher in mathematics at an Ethiopian university has different needs and different means compared with an established senior research fellow in pharmacology [at] a UK company's laboratory." Just what are these "different needs"? Researchers everywhere need access to the world's research information - those that are less privileged need it most. The advent of open access archiving policies, now widely accepted by visionary academics, solves the problem and greatly strengthens the international scientific community and its ability to solve global problems (think only of bird flu, HIV/AIDS, environmental disasters, climate change). Institutional repositories require the continuance of journals so that author's versions of published, refereed articles can be archived electronically. Indeed, 93 per cent of the 9,000 journals surveyed by the Joint Information Systems Committee (http://www.jisc.ac.uk/) have accepted this, including enlightened science and technology publishers such as Elsevier (see http://romeo.eprints.org/publishers.html) The aim of such repositories is not the demise of journals, but quite the contrary. It is shameful that one of the most senior scientific bodies misinterprets the present open access situation and dismisses the needs of poorer nations. Thankfully, this is not the case with organisations such as UNESCO, the International Council for Science (ICSU) and its Committee on Data for Science and Technology (CODATA), the International Federation of Library Associations, France's National Scientific Research Centre (CNRS) and the French national institutes for health and medical research (INSERM), agricultural research (INRA) and computer science (INRIA), as well as all universities in the Netherlands and Scotland, and many in Australia, Canada, the United Kingdom and United States. All of these support the concept of institutional repositories for publicly-funded published research. The Royal Society should join with the international scientific community in embracing new technology, which has such huge potential for science and the economies of poorer countries. James does not see a conflict between Chmoogle and efforts to use the InChI.
