Believing in the axiom that like charity, knowledge begins at home, the Department of Library and Information Science (DLIS), Mysore organized a written quiz - �How well do you know your library?� for the students of MLISc and MIM on the Saturday, October 8, 2005. The objective of the quiz was to motivate the students to know more about their library. The quiz prompted the students to visit the nook and corner of the Mysore University library (MUL) observing the facilities and services available; interact with the library staff; and interact among themselves about the MUL to prepare for the competition. Fifty five students attended the competition. The event is organized as one of the activities of Mysore University Library and Information Science Association (MULISSA) for the current year. Quiz format: The quiz was a question based competition involving fifty objective type questions. The questions centered on Library building, Resources, Services offered, Infrastructure available and Library Staff of the Mysore University Library. This written quiz had negative marking too. The winners were Mr. Mahadeva Prasad and Mr. Nagashayana of III and I Semester MLISc respectively. Some reflections: 1) Not surprisingly, the third semester students have generally performed better than the first semester students. This is because the third semester students have more acquaintance with the library than their first semester counterpart. 2) Only small percentage of students (10%) managed to score more than 50% marks. 3) A few students failed to get very obvious and common sense based answers right (such as the direction of the University building, loan period etc). Economic Assessment of Library?

Friends, Library professionals have to face some common questions from the senior management. What is the usefulness of library? Does it still relevant in the age of google? People always doubt about its economic contribution made to the society and the organisation. They do not understand the hidden intellectual and economic contribution made by the library to its parent organisation and the society . They never give priority to library. And hence there is no economic freedom given to it. QUALITY IS LOST HERE. While some smart professionals keep the record ready to face such silly questions. Many professionals lack the skills (proper) to assess the usefulness of library from the economic point of view. I have come across a recently released report by the Seattle Public Library, 'The Seattle Public Library Central Library: Economic Benefit Assessment". This report assesses the impact of the New Central Library on Seattle's economy based on quantitative and qualitative analysis. I hope this report will benefit most of the professionals in assessing their library's economic contribution to society and the organisation. In praise of institutional repositories Richard Gallagher, Why We Need Institutional Repositories, The Scientist, October 10, 2005. Excerpt: Despite rapid explosion of knowledge in the life sciences, the full promise of digitization, storage and curation is nowhere close to being fully realized. The large-scale discipline-specific repositories that quickly became mainstream in information-intense branches such as genomics and proteomics are just the tip of the iceberg. The other seven-eighths comes in the shape of institutional repositories, such as MIT's DSpace, which provide the most comprehensive mechanism for digital preservation and dissemination. DSpace and other wide-ranging digital archives are truly transforming. They will house research data, journal articles, theses, teaching and learning materials, information for the general public, symposia and lectures, and informal accounts of life in the lab. While they are primarily being developed at universities, there is no reason why customized repositories shouldn't be introduced in other contexts, including industry....This new generation of institutional repositories does not compete with existing databases, it complements and extends them. At the same time, it reaffirms the position of an institution (in the case of a university) as a scholarly center and community hub.

MULISSA event 5: Friday Talk Mysore University Library and Information Science Students Association (MULISSA), Department of Library and Information Science (DLIS), University of Mysore, Mysoreorganized a lecture on �St. Agnes College information center - a Profile� by Smt. S.T. Sudha, Librarian, St. Agnes College, Mangalore on October 7, 2005 at 3.30 pm. She is at present dupted as a full time researcher at DLIS, Mysore under Faculty Improvement Programme. The lecture was arranged in the umbrella of �Friday Talk� series. Summary of the talk: St. Agnes College was established in the year 1921 and it is one of the leading women�s colleges in India and is known for imparting value-based education. The college is offering courses in arts, Science, commerce business management, and computer science. It also offers honors, diploma, certificate and other remedial courses. The college has been accorded �A� grade by NAAC in its assessment report. St. Agnes college information center is one of the pivotal centres for the college. Information center imparts formal and informal education indirectly through print and electronic media, advises the faculty in their scholarly pursuits. The information center helps the user community in curricular, co-curricular and extra curricular activities. Services are rendered to outsiders, faculty and students. It renders services like circulation, reference, CD-Rom, textual information service, reprography, newspaper clippings, index to articles of topics pertaining to different disciplines and other general topics, internet, scanning services and personal assistance to all the users. User education is imparted at the beginning of the year based on requirements of the users. The information center is putting its conscientious efforts to transform the readers from passive learners to voracious readers. Faculty members are requested to stimulate intellectual curiosity and imbibe self-learning skills among the students. The librarian has trained and motivated her staff members to synthesize technology and traditional print culture to ensure invaluable service to the user community. The information centre of the college has also organized a few workshops, seminars, exhibitions and image analysis events. Students asked a few questions on computerization, preparation required by library for NAAC assessment, method of stock verification, status of the librarians etc. Ms. B. Arun Google and Sun Microsystems announced a partnership on Tuesday that will offer Sun's word processing and spreadsheet software online through Google's websites and toolbars, creating a formidable rival to Microsoft's Office software package. The deal will allow users to access Sun's Openoffice files and work on projects from any personal computer, the companies said in a statement on Tuesday. Both companies declined earlier in the day to give details of the deal in advance of their formal announcement. However, shares in Sun rose 8 per cent to $4.54 in afternoon trading. Shares in Microsoft fell ahead of the announcement, on fears the partnership would create a serious challenge to the software company's dominance. Dear Sir, I am supportingthe argument by u on the captioned subject.The Librarian profession is not only debitted in academics level but the organizations like Reserve Bank of India has also not considering the promotional issue for their Librarians category. Here for general side cader every after 3 years there is a chance for promotion and for repeaters minimum 3 chances are considered. Even the Lounge supervisors, Security officers,engineers have chances after 3 years for next promotion but for Librarians there are nochances even they have completed more than 5 years. The job expected and responsibilities are increasing day by day. The requirements for one next promotion you must be Post graduate with first class whereas for other category, even a graduate with no grade has been called for. I am the solo asst Librarian since 1997 and brought up the library from its manual to computerised level. The oral feedback is excellent from management as well as other rhan RBI Users.Still no up gradation in my level.(I have represented very often and therefore feel like leaving the job) The nation is passing Information Act, National Digital Library, every year 1000s are coming out with certificate, graduate and postgraduate level but no job opportunities.Tell me what acition we should take in this regard.I shall be glad to know any fine solution and will be happy to help from our forum where the God fathers in this field are one of the speakers/ guides of the forum. CSIR and other government agencies in India funding and supporting S&T research may do well to adopt a similar policy -- all papers resulting from public funding must be made available via open access archives (or published in 100% open access journals). Early this week I attended a three-day workshop on networking for higher education and research in Africa held at CERN. It was a very fruitful meeting where stakeholders from Africa and Europe came together and discussed all related issues. Mr Ponraj from Rashtrapathi Bhavan was there and in his talk he told about how India is helping Africa in its own way. Africans are really looking forward to working closely with India and learning from our experience. I also attended a few sessions at the WSIS PrepCom-3 and several institutions and groups are interested in promoting open access to scientific literature through the WSIS process. I think the time is ripe for India to (1) go ahead and adopt open access in a big way, and (2) to provide support to Africa in going ahead with open access. Africa is looking for low cost equipment (PCs, routers, etc) and low-cost connectivity and Internet access. These are areas India is reasonably well-placed to help. And the forthcoming WSIS meet at Tunis is a great opportunity to make an announcement. We could also depute a team from IISc, Bangalore (NCSI), to conduct a series of workshops on setting up OA archives in Africa. I will be grateful if you could lead India's efforts in this area. Excerpt: Next week (October) the Wellcome Trust becomes the first scientific research funder to insist that papers emanating from its grant awards are placed in an open access repository. From the 1st October it will become a condition of funding, that papers will have to be posted on PubMed Central (PMC) the free-to access, life sciences archive developed by the National Institutes of Health and made accessible within 6 months of publication. To facilitate this, the Wellcome Trust has with the help of NIH established a manuscript submission system, through which papers accepted for publication in a peer-reviewed journal can be deposited in PMC. From the 1st October next year all existing Trust grant holders will have to deposit future papers into PubMed Central. This delay will allow existing grant holders time to adjust to the new policy and let us know what problems if any they may experience, affording us time to overcome them. During this time the Trust, working in partnership with other UK life sciences funders, plans to establish a UK version of PubMed Central UKPMC. The Wellcome Trust OA mandate takes effect The Wellcome Trust announced last November that it would soon start requiring OA to the results of all Wellcome-funded research. The policy took effect yesterday, October 1, 2005. The Wellcome Trust is the largest private funder of medical research in the UK and the first research funding agency in the world, private or public, to mandate OA to the publications arising from its research grants. We're three policy steps ahead of where we were in April 2003, when the Wellcome Trust and other major research funding agencies met in Chevy Chase, Maryland, to discuss their interest in OA. (1) At that time, the funders decided to use what they called the carrot, not what they called the stick. Hence, in the Bethesda Statement on Open Access Publishing (issued in June 2003), they agreed to pay the processing fees charged by OA journals but not to require OA archiving. (2) Then in the summer of 2004, both the US House of Representatives and the UK House of Commons recommended mandatory OA archiving for the results of publicly-funded research. In the US, the recommended requirement was weakened to a request and became the NIH public-access policy. In the UK, the recommendation was rejected by the government but picked up by the independent RCUK, which will announce an OA mandate next month to take effect next year. (3) The third step took place yesterday. We now have a working OA mandate from a major funder of research. The Wellcome Trust policy is superior to the NIH policy in three key respects. First, it's a requirement, not a request. Second, it does not permit delays longer than six months from the date of publication. The third difference is easy to overlook but at least as important as the first two. The Wellcome policy does not require publisher consent and therefore does not accommodate publisher resistance. The Wellcome policy points out that grantees have agreed to provide OA to their Wellcome-funded research, and that "[a]n author's obligations to the Wellcome Trust will therefore, in almost all cases, pre-date any agreement with a journal." If publishers insist on copyright terms inconsistent with the prior funding agreement, then the Trust simply tells grantees to choose among three options: (a) give the journal fewer rights than it wants and retain the right to comply with the funding agreement, (b) insert a Wellcome-written paragraph into the publisher's copyright transfer agreement allowing the grantee to comply with the funding agreement, or (c) find another publisher. http://www.wellcome.ac.uk/doc_wtd018855.html This is an exemplary solution to the problem. It's not only superior to the NIH policy, which depends on publisher consent, but to the draft RCUK policy, which makes its OA mandate "subject to copyright or licensing arrangements" that might be adopted by publishers. The Wellcome Trust is a private charity, not a government agency. Hence, the "taxpayer argument" for OA doesn't apply to it. While the taxpayer argument is strong, and properly central to the NIH and RCUK policies, it has tended to steal the limelight from the other strong arguments for OA policies at funding agencies. I hope the Wellcome policy will bring these other arguments back to prominence. OA shares knowledge and accelerates research. It benefits everyone who does research and everyone who depends on research. Funders of research have the same interest in realizing these benefits whether they are using public or private money. If research is useful enough to fund, then it's useful enough to share. Excerpt: The newly inaugurated digital library in Sri Venkateswara University has some unique features, which makes it unique from any other university library. The home page of SV University Library has two services - HDD and OAIster listed under a heading - Harvesters. HDD stands for Harvester of Digital Documents and it is a computer programme, which retrieves Meta Data (bibliographic information) from various digital repositories (databases) of a particular subject worldwide. According to A R D Prasad of Indian Statistical Institute in Bangalore, who developed the Harvester for SVU Digital Library, every university and research institute maintains a digital database of dissertations, research papers, thesis, scientific papers and journals of a particular subject, which are not [yet] retrieved by ordinary search engines like Google. ------

Friends, Government of India had initiated a National Digital Lirbary project in 2002. A draft paper was sent to nearly 80 organisations in the country for their comments this summer. The DIT is now analysing their views and will incorporate them in the revised paper. It is rather strange on the part of UGC that while they ask for same qualification for Assistant Librarians and teachers in LIS, we can find discrepencies with regard to promotional avenues. 'The librarians job is very much an academic job and nothing below that', this should have been realised by academicians in all subjects. I think, our senior professionals have miserably failed to convey this message for which this sort of anamolies still exist. In professional courses, the knowledge and skill of practitioners is no less, if not more, than the teachers.There should be uniform yardstick for recruitment to these posts across the country and also once for all this problem should be sorted out. Why can't UGC make it mandatory for Assistant Librarians to do some academic work in addition to regular administrative duties and link the same with Career Advancement Scheme? It may also think of some other means which will encourage research activities among professionals like Assistant Librarians, Documentation Officers etc. I think the time has come to give a serious thought to this perennial problem and sort it out once for all. I also appeal to all the concerned senior professionals to initiate dialogue with UGC and settle the issue and see that the CAS and other benefits applicable to teachers should also be there for Assistant Librarians and other professionals in same cadre.
