Costly journals and developing countries

Friends: According to the University of Pennsylvania's Van Pelt Library "An annual subscription to the chemistry journal Tetrahedron, published by Elsevier, costs the library $31,600." I wish to ask all organic chemists, especially those working in India, China, Brazil, South Africa, and other developing countries, is the journal worth that price? It would be interesting to see how many Indian researchers ACTUALLY read articles published in Tetrahedron and quote them in their own papers. While journals of the quality of PNASc are available absolutely free on the web, it is rather difficult to accept that developing country libraries should subscribe to such outrageoulsy expensive journals. Tetrahedron was originally owned by Pergamon Press (Robert Maxwell) and later acquired by the Elsevier group. India has several consortia subscriptions to Elsevier's Science Direct aggregation of journals. But very few librarians have invested the time and little effort required to set up their own institutional open access archives, despite the excellent model provided by the Indian Institute of Science. Indian authors publishing in such expensive journals are unwittingly doing a great disservice to progress of science in India. As they are so expensive, many institutions would not subscribe to these journals and therefore most Indian researchers will not have easy access to the papers published in them. Thus results of reserch supported by Indian taxpayers' money is NOT AVAILABLE to other Indian researchers. Excerpt: Students combing the stacks at Van Pelt Library may notice they have a little extra breathing room. The library has cut 2,255 journal subscriptions from its 2004-05 holdings, as journal prices have increased faster than the library's budget. But the size of the materials budget -- $13.1 million allotted for books, journals, magazines, periodicals, films and electronic resources -- is not to blame, library officials said. Rather, officials blame big publishing companies, which they say have raised prices as the companies have bought up academic journals over the last two decades. In 1993, journals accounted for 64 percent of the materials budget. This number has increased to almost 70 percent in the 2005 materials budget. Publishing giant Reed Elsevier claims 18 percent of the market in science, technology and medical journals. An annual subscription to the chemistry journal Tetrahedron, published by Elsevier, costs the library $31,600. The Brown University library system has also criticized price increases. However, it has not had to cancel subscriptions since the early 1990s, as its materials budget has kept pace with journals' price increases. The 2005 Brown materials budget stands at $5 million, of which 66 percent is devoted to journals. As research libraries across the nation decry price increases, Penn's library system is calling for reform through its Winning Independence Web site. Linked to the library system's Web site this September, the site encourages professors to be active on journals' editorial boards and to push for fair pricing policies. At the heart of the uproar over pricing is frustration -- on the part of the library and some professors -- with publishers' restrictive copy agreements. Many journal publishers require faculty members to sign over their copyright as a condition for publication. This prevents professors from submitting published journal articles to online archives such as Penn's [OA repository] Scholarly Commons, which is one way the library can increase its holdings in the face of a limited budget.

Arun More on Sun's GELC Sharing Teaching Tools Online, Wired Campus Blog, October 20, 2005. Scott McNealy, the CEO of Sun Microsystems, has long promoted the use of open-source software, in which volunteers work collaboratively online to build and improve computer code. Now he hopes to bring the same basic concept to the development of online teaching materials. In a keynote speech on Wednesday at the Educause annual meeting in Orlando, Mr. McNealy announced the creation of a nonprofit organization called the Global Education and Learning Community, which will provide a framework for educators to work together to develop and distribute educational resources online. For now the project is focusing on K-12 education, but in an interview after his speech, Mr. McNealy said that he hopes to extend the system to higher education eventually. "It's optional. No parent, teacher, or student has to use GELC content, but it's there," he added. "It's just a broader and deeper and richer platform on which to build your curriculum, and at zero cost."

The collection currently comprises 20 books (23 volumes) including the majority of those published in the first half of the 19th century. The books are keyword searchable, individually or as a collection, with keyword-in-context displays of hit terms at three different levels of inclusiveness. Searches can be limited to words and phrases in picture captions and chapter summaries, if desired. All the illustrations are available at original size and double size for viewing detail. There are links to images of original pages. This collection is available primarily because of the enthusiasm and dedication of John Laurie, Subject Librarian for Anthropology, Applied Language Studies and Linguistics in the General Library, Te Tumu Herenga, the University of Auckland Library. The "Early New Zealand Books " collection is freely available on the Web. We believe that the collection will be of immense benefit to researchers of the period and the general public. Many of the books have been out-of-print and difficult to access in closed collections and keyword searchability will facilitate a whole range of new studies. It is hoped to expand the collection over the next few years to cover more significant nineteenth century books. Forty targeted books are listed on the website. The library and information profession has indeed shown much interest in the digital environment. Dear friends, Really intresting news from AP . a digital reference library for the fields of medical and allied sciences. R. Sambasiva Rao,Vice-Chancellor of NTR University of Health Sciences in Vijawada, inaugurated a digital library in the university premises. Addressing a gathering at the inaugural function, Prof. Rao said all books, journals and other reference material bought for the university library between 1986 and 2002 were given away to Siddhartha Medical College when it was de-linked from the university in 2000. The digital library would enable six students to browse the Internet at a time. They could copy the desired material on to a compact disc, a floppy disc or any other reprographic mode. The university had spent Rs. 7 lakhs to procure added pro-quest compact discs that provided access to all the published articles from 1998. Prof. Rao said that following an invitation extended to affiliated medical and dental colleges in the State by the university, as many as 31 colleges responded and thus the formation of a consortium of digital library became a reality. Financial deals were struck with a couple of e-journal suppliers to extend their services to medical and dental colleges. They would not only impart training to persons engaged in maintenance of the new facility in various colleges but also agreed to provide free access to all subscribers for the initial 15 days. He said that it was mainly a reference library for the fields of medical and allied sciences. Responding to the changing modes in the curriculum, the university had decided to focus on web-based resources and services. The library would remain open from 10.30 a.m. to 5 p.m. on all working days except on second Saturdays, Sundays and other holidays. Britain to fund OA repositories

Friends: JISC will fund the launch, filling, and searching of OA repositories Mark Chillingworth, JISC win digitisation and repository funding, Information World Review, October 13, 2005. Excerpt: An extra £80 million is to be invested in digital information for education and research by the Joint Information Systems Committee (JISC) it was announced today. JISC has been awarded the funds by the government's Spending Review and the Higher Education Funding Council for England (HEFCE). HEFCE's Strategic Development Fund has awarded JISC £30 million over two years, whilst the Spending Review, part of the Treasury Department has awarded £50 million over two years to enable JISC to enhance the digital infrastructure of the UK. "The UK leads the world in the use of ICT to support education and research, but continued investment is crucial to the future competitiveness of both," said Sir Howard Newby HEFCE chief executive of the award. JISC has outlined five strands that will receive funding. Universities will receive policy advice and technical guidance in setting up digital repositories, with JISC using the funding to develop a critical mass of repository content and a national structure that will allow users to search across federated repositories. Funding will also be applied to investment in the digitisation of scholarly resources in partnerships. --- This is something UGC and MHRD and DST should adopt in India! "Kahle's goal is universal access to all knowledge" Becky Hogge profiles Brewster Kahle in the October 17 New Stateman. Excerpt: Like other successful net entrepreneurs, Kahle has ploughed his spoils into a non-profit endeavour, and the result is the Internet Archive, an attempt to achieve what the ancient Greeks and Egyptians tried at the library of Alexandria: to make a permanent record of all human knowledge. But this time around the library will be on the internet, universally accessible and - crucially - flameproof....Yes, Kahle's goal is universal access to all knowledge, and so the Internet Archive aims to make every book ever written available over the web. "The ancient library of Alexandria collected 75 per cent of all the books of all the peoples of the world in 300BC. Our opportunity is to do that again, but then to one-up the ancients by making it available universally. It is technologically within our grasp and it could be one of the greatest achievements of humankind." In building this library, Kahle has had to sue his own country. The case, which is awaiting a hearing date, argues that copyright regulations enacted in anticipation of the digital age are contrary to the First Amendment. He explains: "I think it will come as a surprise to most people that the library system of physical books we grew up with has been made risky, if not illegal, in the digital world. This makes no sense. We needed some clarification as to what we as a library were allowed to do with, for example, out-of-print and orphan works, things that are traditionally found on the shelves of libraries. In the US, the way you ask a question like that is you file a lawsuit." By chance, I catch him on the morning he has announced the Open Content Alliance, a partnership between the Internet Archive, the search engine Yahoo! and the University of California to digitise historical works of fiction. The announcement comes nine months after Google launched a similar, huge-scale digitisation project. The two projects differ in the way they propose to offer the digital books once they have scanned them. Whereas Kahle's team would make full-text, searchable copies available to all users of the web, Google will allow access only from the libraries in which the original books are stored, and as extracts through its commercial service Google Print. When I ask Kahle how he feels about Google's project, he takes a deep breath. "We applaud the enthusiasm of Google to make steps in this area and digitise materials. But we would rather see an open system applied for the open content arena, in the same tradition as the open networks that brought us the internet. From the press release (October 10): The Open Document Fellowship promotes the new internationally agreed standard for digital documents, Open Document Format (OpenDocument). The Fellowship, formed in September, has attracted support and interest from around the globe. The Fellowship's aims include providing factual information about the Open Document Format, such as the degree to which companies and their products are committed to supporting the format, and making sure that OpenDocument can be always supported by any software application or company. The organisation also supports the development of software tools to complement the format....Founding member Adam Moore, Friends of OpenDocument Inc., said: "As a true Open Standard, OpenDocument is available for the benefit of all. It levels the competitive playing field and provides wider opportumities for innovation, diversity and choice. This choice and diversity is a natural evolutionary consequence of the market maturity of general productivity software. We believe all responsible citizens in the digital market place will embrace ODF as the central focus for document production." Users whose data is stored in OpenDocument will never again face the problem of not being able to access data because the application that created it is no longer available to them. Hubli: State Level One day Workshop on library Automation and Digital Libraries organised by Karnataka State Librarians Association in collaboration with Aar Gees Business Solutions, an Electronic Management Software, known as eLib here at P C Jabin Science College on Sunday, the 9th October 2005. Mr. Shankaranna Munavalli, the Director K L E Society, Belgaum and President Karnataka Chamber of Commerce and Industry, who inaugurated the workshop said persistence, would lead to success. He stressed the need for a change in the culture at libraries and added one should concentrate on weakness and rectify them. Dr S L Sangam, Chairman and Professor, DLIS, Karnataka University, Dharwad, said the importance of libraries had increased in the globalization. He said all libraries should have access to information of any kind. He explained about concept of Digital Libraries, Objectives, Characteristics, and Key features, Components, Function and Services rendered by DL. Dr D M Kotturshettar, Principal PC Jabin Science College spoke. Mr. Mahesh D Horakeri, President, Karnataka State Librarians Association presided. Hubli: State Level One day Workshop on library Automation and Digital Libraries organised by Karnataka State Librarians Association in collaboration with Aar Gees Business Solutions, an Electronic Management Software, known as eLib here at P C Jabin Science College on Sunday, the 9 th October 2005 . Mr. Shankaranna Munavalli, the Director K L E Society, Belgaum and President Karnataka Chamber of Commerce and Industry, who inaugurated the workshop said persistence, would lead to success. He stressed the need for a change in the culture at libraries and added one should concentrate on weakness and rectify them. Dr S L Sangam, Chairman and Professor, DLIS, Karnataka University , Dharwad, said the importance of libraries had increased in the globalization. He said all libraries should have access to information of any kind. He explained about concept of Digital Libraries, Objectives, Characteristics, and Key features, Components, Function and Services rendered by DL. Dr D M Kotturshettar, Principal PC Jabin Science College spoke. Mr. Mahesh D Horakeri, President, Karnataka State Librarians Association presided. In his presidential address, he said librarians association not only fighting for their professional demands but association is organizing so many academic developmental activities also for librarians to improve their skills in organ sing information using latest technology available in the IT sector. Noted economics and commerce scholar Prof K D Basava was felicitated on the occasion. Mr S G Tigadi welcomed the gathering and Mr. A R Dharwadkaer proposed vote of thanks.
