BCLA comment for the SSHRC consultation on OA The British Columbia Library Association has publicly released its October 27 comment for the SSHRC consultation on OA. Excerpt (Thanks to Peter Suber): Overall, our belief is that the results of SSHRC funded research should be immediately openly accessible, with perhaps some exceptions, such as monographs. Results of research should be placed in an institutional repository. SSHRC funding for journals should cover all peer review, administration and manuscript preparation costs, but not costs associated with distribution. SSHRC funding for journals should be limited to fully open access journals....Whether funded by SSHRC or not, librarians are very actively engaged in open access. Many are depositing their articles in institutional repositories, or one of the two disciplinary repositories for Library and Information Sciences: E-LIS and D-LIST. Many are also publishing in open access journals. The British Columbia Library Association, in partnership with other library associations across the province, is in the process of developing a new, open access journal. Libraries and librarians are also leading the development of institutional repositories, as exemplified by the Canadian Association of Research Libraries Institutional Repository program.

Arun [Subbiah Arunachalam] --- http://www.michaelgeist.ca/index.php?option=content&task=view&id=1000 The Canadian Move Toward Open Access [Appeared in the Toronto Star on November 8, 2005 as What Good Are Ideas If You Lock Them Up?] Prime Minister Paul Martin' s decision to appoint Dr. Arthur Carty, the former head of the National Research Council, as Canada' s first national science advisor, clearly signaled the importance of research and development to the nation' s future economic prosperity. This month Dr. Carty sent a clear message of his own - scientific success increasingly depends upon fostering a "culture of sharing" based on open access models of communication that leveragwww.ue the Internet to disseminate research quickly and freely to all. The move toward an open access model represents a dramatic shift for the scientific and research communities. For decades, politicians and policy makers have emphasized greater intellectual property protections as the key to research success. As a result, Ottawa has regularly increased the level of copyright protection and is, in fact, facing renewed pressure to consider extending protection with new database rights and an extension in the term of copyright protection. It is no surprise that the primary winners under this approach have been the major scientific journal publishers. While researchers rarely receive compensation for their contributions, the publishers have enjoyed a financial windfall by charging thousands of dollars for journals filled with the free content generated with the financial support of the public purse through millions of dollars in research grants. To add to the frustration, the researchers are themselves the publishers' best customers - universities, supported by taxpayer dollars, spend millions on research only to buy back the results of that research with millions more for scientific journals. As Dr. Carty notes, the future success of scientific research depends upon changing this debilitating cycle. He argues that "an open-access philosophy is critical to the system' s success: if research findings and knowledge are to be built upon and used by other scientists, then this knowledge must be widely available on the web, not just stored in published journals that are often expensive and not universally available." The movement towards open access is taking hold in many countries around the globe. The National Institute of Health in the United States and the Wellcome Trust in the United Kingdom have both announced that all of their funded research must be housed in archives that are available to other scientists and the general public. Moreover, last year a UK Parliamentary Committee recommended open access in a report titled "Scientific Publications: Free For All?." Open access has also attracted increasing attention from individual scientists. Several years ago more than 34,000 scientists in 180 countries called on publishers to make primary research articles available through online libraries, while the 2003 Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities encouraged scientists to publish in open access journals. Private sector initiatives have similarly embraced open access. The Public Library of Science, founded in 2000, has emerged as one of the leading scientific publishers, attracting contributions from leaders in many scientific fields seeking to publish under an open access model. Similarly, the Creative Commons initiative, which facilitates more limited copyright controls over content, has experienced an explosive increase in the number of works under its licenses. Now searchable through both Yahoo and Google, more than 60 million works including books, music, and films, have adopted Creative Commons licenses. In Canada, the Social Science and Humanities Research Council, a leading federal granting agency, has become the first such agency to commit to open access for federally funded research. The SSHRC, which just concluded a public consultation on the issue, plans to ensure that all funded research will be freely available online in full text. As Dr. Carty acknowledges, a culture of sharing will require "a new mindset among researchers, administrators, governments and in some cases companies - everyone involved in the creation and dissemination of knowledge." This is certainly true of politicians. Dr. Carty notes that regulatory frameworks, presumably including copyright, may require change. Yet rather than facilitating reforms that would benefit research and education, last week Canadian Heritage Minister Liza Frulla assured the House of Commons that Canada' s current copyright reform proposal "does not touch education." Across town, Industry Minister David Emerson used an address to the Canadian Club to rightly emphasize the need for national broadband connectivity and greater scholarship funding, yet he neglected to reference adoption of open access models to disseminate Canadian research. The failure to include policy reforms to facilitate the unlocking knowledge is an embarrassment. Canada has a world class Internet infrastructure and has experienced impressive growth in university based research and development. In fact, last week Statistics Canada reported that Canadian universities have also succeeded in greater commercialization of research initiatives with hundreds of spin-off companies that create new jobs and opportunities for all. If Canada is to maintain that growth, we should follow the advice of our new national science advisor. Science and research success depends on tearing down barriers, not erecting them. Blogging Competition at DLIS, Mysore

Blogs have taken the world by storm. Blogs and RSS (Real Simple Syndication/Rich Site Summary) feeds and their applications in libraries are increasing exponentially. These applications range from current awareness type of settings in keeping up-to-date with new information, table of contents alerts of journal articles, feeds based on a research query in electronic databases, and news alerts from different subject areas. To introduce the students to the world of blogs, the Department of Library and Information Science (DLIS), University of Mysore, Mysore has organised a unique competition called �Express Yourself Online�. The modus operandi of the competition is as follows: � Students have to create their own blogs in Google blogger. � They have post their thoughts for a fortnight period starting from November 1, 2005. They can write on any topic of their choice. � Students can post as many entries as they wish during this period. � Two judges will be visiting these blogs frequently and provide suitable tips to individual bloggers. � Two best student bloggers will receive prizes. Improving access to knowledge Knowledge versus information societies: UNESCO report takes stock of the difference, a press release dated yesterday. Excerpt: A UNESCO report launched today urges governments to expand quality education for all, increase community access to information and communication technology, and improve cross-border scientific knowledge-sharing, in an effort to narrow the digital and knowledge divides between the North and South and move towards a smart form of sustainable human development. Towards Knowledge Societies, launched in Paris today by UNESCO Director-General Koïchiro Matsuura, also advocates...sharing environmental knowledge and developing statistical tools to measure knowledge and help policy makers define their priorities....The Report, opens a panorama that paints the future in both promising and disquieting tones, says the Director-General, promising because the potential offered by a rational and purposeful use of the new technologies offers real prospects for human and sustainable development and the building of more democratic societies; disquieting for the obstacles and snares along the way are all too real. One of the main obstacles, according to the Report, is the disparity in access to information and communication technology that has become known as the digital divide. Only 11 percent of the worlds population has access to the internet and 90 percent of those connected live in industrialized countries. This digital divide is itself the consequence of a more serious split. The knowledge divide, write the authors, today more than ever, separates countries endowed with powerful research and development potential, highly effective education systems and a range of public learning and cultural facilities, from nations with deficient education systems and research institutions starved of resources, and suffering as a result of the brain drain. Encouraging the development of knowledge societies requires overcoming these gaps, consolidating two pillars of the global information society that are still too unevenly guaranteed access to information for all and freedom of expression....The stakes are high, stresses the Report, for the cost of ignorance is greater than the cost of education and knowledge sharing. It argues in favour of societies that are able to integrate all their members and promote new forms of solidarity involving both present and future generations. Nobody, it states, should be excluded from knowledge societies, where knowledge is a public good, available to each and every individual. (PS: The report itself is not online, at least so far.)

Dear Balki: I agree with you. The Digital Library Initiative (in India) should negotiate with Internet Archives (OCA) and Google with the backing of the Government of India. Please talk about these aspects in the session on Open Access at the Science Congress in H'bad. Google's trouble looks to be temporary. Most legal experts in the USA including Lawrence Lessig have opined that the law suits against Google filed by the Authors' Guild and five publishers are rather weak and that the verdict will be in favour of Google (fair use clause). UNESCO endorses OA On September 22, UNESCO adopted Amendments to the Draft Programme and Budget for 2006-2007 that have the effect of endorsing OA. (Thanks to Heather Morrison.) Excerpt: The world of scientific research and scholarly publishing is undergoing a profound transformation in large part due to the rapid development of information and communication technologies. The Internet and the advent of faster networking capabilities now allow virtually unlimited access to information, remote data gathering, real-time integration of data into databases and models, and online purchasing of research supplies. At the same time, it has opened new possibilities for researchers to communicate with colleagues and with the society in general. However, although some investigators in the developing world are keeping pace with this new reality, the majority are largely excluded from this transformation because of their limited access to scientific information. Particularly relevant to the area of pathogen research, the vast majority of infectious diseases in humans, animals, and plants occurs in the developing world, and efficient communication between local scientists in developing countries and the global community will facilitate advances in knowledge and control of these pathogens. Here we discuss open access and socially responsible philosophies in relation to scientific training, publishing, and intellectual property, and give examples of how we can help keep the developing world fully informed about these new models....In the developing world, scientists face a greater challenge to remain informed about the progress in their fields of research. Although they are disproportionately affected by infectious diseases, they are excluded from the relevant information that might help them cure, control, and manage the effects of these diseases....The first principle we should all support is that publicly funded research should be made publicly available through the most appropriate open-access channel. Funding agencies and reviewers need to give researchers credit, not penalize them, for efforts to publish in new open-access media. Even with strict peer review, new electronic journals will not immediately attain the same impact status as traditional print journals, but they will have a greater reach and a larger global influence. In fact, it has been shown that online accessibility increases the citation rate and, thus, the impact of a journal by 157%. This new online publishing venue might be the only way that scientists in the developing world conducting highly relevant research can make their data available to the world. It might also be the only means for them to obtain the most recent and relevant information for their research....We believe the whole spectrum of scientific endeavor should be as open access as possible, from training in laboratory and epidemiological techniques, proposal writing, and manuscript-writing skills to open-access publishing and socially responsible intellectual property policies. In this way, a new door of opportunity can be opened so that the fruits of our scientific breakthroughs are disseminated worldwide and benefit global public health.

But physicists are by and large not affected because many of them adopted open access about 15 years ago! The International Scientific Data and Information Forum or SciDIF would help ensure that scientists in poor countries can access information as easily as those in the North, said Roberta Balstad, chair of the ICSU Priority Area Assessment on Data and Information. Balsted stressed, however, that the forum is "only an idea so far". To take things further, ICSU will set up a committee that during the next three years will define how the forum should work. An ICSU report published on 20 October raises some of the issues. It recommends that all scientific data, whether produced commercially or through public-private partnership, should be provided free or at low cost for research and education purposes in both developed and developing countries. One way to make this possible, says Shuichi Iwata of the ICSU Committee on Data for Science and Technology (CODATA), would be through an open-access database. According to the report, the poor access scientists in low-income countries have to scientific publications makes it difficult for them to learn about research in other parts of the world, and to find an outlet for their own research results. Also, not all researchers in Africa and other poor regions have access to computers, says Balstad. Even those who have computers at research institutes face "exorbitant" costs in accessing information through the Internet and must put up with an unstable electric supply, said David Mbah, executive secretary of the Cameroon Academy of Sciences. Balstad also said it was also important for researchers in developed countries to be able to access information produced in developing countries. "Scientists in poorer countries can seldom build a strong digital database to facilitate the flow of information," she said. "So we place great emphasis on extending new technology, training and capability building in developing countries." Having already pulled off one of the most remarkable expansions of education in modern times, increasing the number of undergraduates and people who hold doctoral degrees fivefold in 10 years, this latest model is simple. Recruit top foreign-trained Chinese and Chinese-American specialists, set them up in well-equipped labs, surround them with the brightest students and give them tremendous leeway. China is focusing on science and technology, areas that reflect the country's development needs but also reflect the preferences of an authoritarian system that restricts speech. The liberal arts often involve critical thinking about politics, economics and history, and China's government, which strictly limits public debate, has placed relatively little emphasis on achieving international status in those subjects. In fact, Chinese say - most often euphemistically and indirectly - that those very restrictions on academic debate could hamper efforts to create world-class universities. Microsoft to Offer Online Book-Content Searches

Microsoft announced Tuesday that it planned to join the online book-search movement with a new service called MSN Book Search. Microsoft is making the largest contribution to the alliance to date - $5 million - which is enough to scan about 150,000 books. What makes it possible is the internet and the consent of the author or copyright-holder. In most fields, scholarly journals do not pay authors, who can therefore consent to OA without losing revenue. In this respect scholars and scientists are very differently situated from most musicians and movie-makers, and controversies about OA to music and movies do not carry over to research literature. OA is entirely compatible with peer review, and all the major OA initiatives for scientific and scholarly literature insist on its importance. Just as authors of journal articles donate their labor, so do most journal editors and referees participating in peer review. OA literature is not free to produce, even if it is less expensive to produce than conventionally published literature. The question is not whether scholarly literature can be made costless, but whether there are better ways to pay the bills than by charging readers and creating access barriers. Business models for paying the bills depend on how OA is delivered. There are two primary vehicles for delivering OA to research articles: OA journals and OA archives or repositories. * OA archives or repositories do not perform peer review, but simply make their contents freely available to the world. They may contain unrefereed preprints, refereed postprints, or both. Archives may belong to institutions, such as universities and laboratories, or disciplines, such as physics and economics. Authors may archive their preprints without anyone else's permission, and a majority of journals already permit authors to archive their postprints. When archives comply with the metadata harvesting protocol of the Open Archives Initiative, then they are interoperable and users can find their contents without knowing which archives exist, where they are located, or what they contain. There is now open-source software for building and maintaining OAI-compliant archives and worldwide momentum for using it. The costs of an archive are negligible: some server space and a fraction of the time of a technician. * OA journals perform peer review and then make the approved contents freely available to the world. Their expenses consist of peer review, manuscript preparation, and server space. OA journals pay their bills very much the way broadcast television and radio stations do: those with an interest in disseminating the content pay the production costs upfront so that access can be free of charge for everyone with the right equipment. Sometimes this means that journals have a subsidy from the hosting university or professional society. Sometimes it means that journals charge a processing fee on accepted articles, to be paid by the author or the author's sponsor (employer, funding agency). OA journals that charge processing fees usually waive them in cases of economic hardship. OA journals with institutional subsidies tend to charge no processing fees. OA journals can get by on lower subsidies or fees if they have income from other publications, advertising, priced add-ons, or auxiliary services. Some institutions and consortia arrange fee discounts. Some OA publishers waive the fee for all researchers affiliated with institutions that have purchased an annual membership. There's a lot of room for creativity in finding ways to pay the costs of a peer-reviewed OA journal, and we're far from having exhausted our cleverness and imagination. Proposal Submission Deadline: 31 December 2005 INTRODUCTION With the increasing popularity of the Internet, people have now come to depend more on the Web, digital libraries and other information retrieval systems to search for information. However the performance of existing search engines has often been unsatisfactory in meeting users' information needs due to the enormous amount of information returned, exacerbated by the fact that not all of these results are relevant nor of acceptable quality. This has thus led to a situation where users are swamped with too much information, resulting in difficulty sifting through documents in search of relevant content. A variety of techniques have been adopted on the Web to address these problems inherent in information search. These range from engaging human experts to judge the relevance of Web sites to innovative algorithms that determine relevance by the characteristics of links found between sites. Research in information seeking behavior suggests an alternative promising approach in helping users meet their information needs. Many studies have found that interaction and collaboration with other people is an important part in the process of information seeking and use. It is not uncommon that in searching for information, we tap on our social networks - friends, colleagues, librarians, etc., to help locate what we need. Social information retrieval refers to a family of techniques that assist users in obtaining information to meet their information needs by harnessing other users' expert knowledge or search experience. Examples include sharing of queries, social bookmarking and tagging, social network analysis, subjective relevance judgments, and collaborative filtering. The area provides a promising avenue for the design and implementation of a new generation of information retrieval systems. Social Information Retrieval Systems: Emerging Technologies and Applications for Searching the Web Effectively presents current state-of-the-art developments in this area and also includes case studies, challenges and trends. Contributors will have the opportunity to inform and educate academics, researchers, information retrieval product managers and software developers, librarians and students in the area of social information retrieval. Authors of accepted proposals will be notified by 31 January 2006 on the status of their proposals and sent chapter organizational guidelines. Full chapters are due on 31 May 2006 and should be at least 8,000-9,000 words in length. All submitted chapters will be reviewed on a double-blind review basis. Final revised manuscripts are due on 31 August 2006.
