This has enabled, research results to be made available to anyone, anytime and anywhere in a new publishing framework, known as Open Access. Open Access archiving, open access journals and self archiving, different approaches of the same concept, promote a higher citation rate with an increased and enhanced research impact. This has challenged the commercial publishing industry and synergized researches of the developing world towards global participation. Despite widespread agreement among academics that OA would be the optimal distribution mode for publicly financed research results,such channel remains widely unexplored. Widespread efforts of national and international organizations are in progress to enhance the implementation and usage of the open access movement. UGC-NET in LIS

Dear All, I join my voice to the concern expressed by all regarding the UGC-NET. So far UGC has not revealed anything about the minimum passing score, valuation, etc. Many a time, NET aspirants lose enthusiasm as they are deprived of any info about valuation and results declaration. As far as I have learnt, there is no provision for revaluation or even getting a photocopy of an answer script!!! I wonder what made UGC to be so 'concealing' in these days of open and online exams. Excerpt: President A P J Abdul Kalam wants all libraries in schools, colleges and universities to be digitised within the next four years. At the valedictory of Mahabharata Utsav, organised by the Mahabharata Research Foundation, here on Monday, the President said the digitisation of books has to be in regional languages. Knowledge has always been the prime mover for prosperity. It is important to take up the mission of integrating all forms of knowledge and culture into our digital library....The President unveiled a state-of-art Digital Mobile van to document, conserve, digitise and disseminate manuscripts. [Martin Benjamin, a visiting assistant professor of Swahili at Wesleyan University] aims to change that with the Kamusi (Dictionary) Project, an effort to document and produce a comprehensive guide to Swahili using the Internet....Benjamin compares his project to Wikipedia, the online encyclopedia drafted largely by a band of worldwide literati. He emphasizes, however, that, unlike Wikipedia, he vets every entry for accuracy, sometimes within minutes, before he posts them....By spring 1995, Benjamin had entered 21,000 words into the database, and the Kamusi Project went live. We can then form a voluntary group to: 1. Educate our Institutional scientists / staff / administrators regarding Open Access - OA. 2. Instruct them how to self-archive their articles 3. Play editorial role in meta-data generation over http://openmed.nic.in 4. Answer their Frequently Asked Questions and clarify their doubts regarding Open Access and Self-Archiving. 5. Suggest authors various Open Access Journals as alternative to conventional journals - for publication of their articles. Should we all remain just spectators to the changing world of librarianship or ACT NOW? The time has come - just FIVE years to go. And Best of Luck for QMed. The award was given for excellence in Mahabharata and Indic systems. Also, Mahabharata Lakshalankara, a critical edition of 500-year-old commentary on Mahabharata, was released and a project to prepare an encyclopaedia of Mahabharata was launched.

Friends: The Library of Congress in Washington DC has taken the first step to create the World Digital Library. I give below two news items from Peter Suber's blog "Open Access News". Brewster Kahle is forging ahead with the Internet Archive. Carnegie-Mellon University and their partners in India (led by Balki of IISc) and China are moving forward with their Million Books Digital Library project. Google, Yahoo and MSN are involved in huge digitization projects. The potential of the new web technology is being realised at last. Led by MIT, Cambridge, many universities around the world (particularly in China and Japan, but not yet in India) are placing their course material in the public domain under the Open Course Ware programme. Many journals have embraced the open access model and more than 500 institutions have set up interoperable institutional open access archives. Institutions such as UNESCO, ICSU, and CODATA have come out strongly in favour of open access to information and data. Donor agencies such as the Wellcome Trust now insist that results of publicly funded research should be available via open access channels. These are excellent developments. Experts such as Stevan Harnad, Alma Swan, Peter Suber and Leslie Chan and legal luminaries such as Lawrence Lessig have written extensively about the great advantages of going OA. One wonders why many universities and research laboratories in the developing world are still not embracing the culture of open access. Best wishes. It draws attention to an article on open access (in SciDevNet) by Leslie Chan, Barbara Kirsop and Subbiah Arunachalam, and a talk by economist Jeffrey Sachs. Best wishes. Arun [Subbiah Arunachalam] ---- Access to ICTs: an issue of global equity Connecting to the Internet from the first WSIS meeting in Geneva David Dickson 14 November 2005 Political deadlock over Internet governance must not overshadow the practicalities of bringing information and communication technologies (ICTs) to the people who need them. When plans were first agreed in 2001 to hold a 'world summit' on ICTs, hopes were high that the event would trigger a new international consensus on how to apply these technologies to the needs of the world's poor. In particular, proponents of the meeting wanted to avoid ideological conflict, and focus on the practical issues needed to bridge what is widely described as the 'digital divide'. For largely political reasons, the World Summit on the Information Society (WSIS) was divided into two components. The first part, which took place in Geneva, Switzerland two years ago, ended in stalemate. Although the meeting endorsed two high-minded documents a 'Declaration of Principles' and an outline 'Plan of Action' attempts to put flesh on their bones were undermined by disagreement on a single issue, namely who should run the Internet (see The challenges of 'e-science'). Sadly, it seems increasingly likely that the same fate awaits the second phase of WSIS, which opens in Tunis, Tunisia, later this week. Once again, Internet governance is expected to block significant achievements on other fronts. There is growing international agreement that because of the Internet's power, the basic rules governing it should be similar to those applied to other international communications systems (such as the allocation of radio wavebands). This means creating new global mechanisms to make the rules both more transparent and more accountable. But some are resisting this pressure for change. The opponents are led by the US government, which is seeking to maintain the current system. Under this, the Internet's operation is controlled by a US organisation, the Internet Corporation for Assigned Names and Numbers. The only body to which this is responsible is the US Department of Commerce, and through this, the US Congress. Unless some miracle occurs over the next few days, the second part of WSIS will end in the same political deadlock as its predecessor. And if this happens, the attention generated by the dispute will overshadow the more pressing issue at stake in the WSIS discussions: how to find practical ways of achieving greater digital equity when gap between the promise of ICTs and what they are actually delivering is far wider than it should be. Legitimate disagreement Internet governance is clearly important. The United States is correct to identify Internet openness as a major asset. Openness lies at the root of the Internet's power to provide knowledge and information that can meet the needs of individuals in developed and developing countries alike. There is also good reason for concern about heavy-handed control of the Internet by international bureaucracy. SciDev.Net itself has direct experience of the impact this can have. Despite being a professional media organisation, we were denied press credentials for this week's WSIS meeting on the grounds that as an educational charity, we are a non-government organisation, and thus apparently ineligible to attend press conferences or use media facilities. More seriously, governments that perceive the Internet as a threat could attempt to limit its use for democratic debate. Any efforts to exert political control on content must be resisted. As Kofi Annan, the secretary general of the United Nations wrote in a recent article in the Washington Post, "To defend the Internet is to defend freedom itself". But it does not follow that the US understanding of what such freedom means, or of how it should be interpreted and imposed is the correct interpretation. Nor, as the International Telecommunications Union (the main sponsors of WSIS) has demonstrated does it require heavy-handed international bureaucracy. Various proposals have been put forward in recent months, most recently by the European Union. Many suggest setting up a relatively 'hands-off' international organisation that could provide a forum for discussing and resolving contentious issues about Internet governance, without interfering in its technical aspects. To reject these proposals in their totality for essentially ideological reasons which seems to be the current stance of the United States risks undermining international efforts to reach a reasonable agreement. Similarly, US opposition to the Kyoto protocol undermines the international fight against global warming. Hopefully the Tunis meeting will find a way out of this impasse. Bridging the equity divide But even if leaders reach an agreement on the governance issue this week, an important step towards creating greater global 'digital equity', it would not be enough to achieve this goal. An equally, if not more important need, is for practical efforts to put the promises of ICTs into effect. These promises are being increasingly recognised. In the scientific domain alone, they range from delivering the most recent research findings on obscure tropical diseases to isolated clinics, to the possibilities offered by 'open archiving' for making the world's scientific literature available to all at no charge (see our special feature Open Access Archiving: the fast track to building research capacity in developing countries). The need remains substantial. According to background documents being circulated by the WSIS organisers, less than three per cent of people in Africa used the Internet last year, compared to more than half of people in industrialised nations. And one relatively small European country, Denmark, had more than twice the international Internet bandwidth used by the whole of Latin America and the Caribbean combined. Speaking in London last week, the economist Jeffrey Sachs said the need to increase bandwidth was among the most urgent and potentially effective ways that the developed world could help developing nations dig their own way out of poverty. He described how a recent study by Carnegie Mellon University in the United States estimated that almost all the major cities in Africa could become fully 'wired' for a relatively modest investment, in terms of international budgets, of about US$1 billion. Sachs also announced a project of his own that plans to give 100 villages across Africa access to the Internet. Given that more than 400,000 African villages lack such access, this could be seen as little more than a drop in the ocean. But if it can demonstrate both the feasibility and value of such efforts as has been shown in India then hopefully it will inspire others to make the necessary investment. The main message of Sachs's talk was that ideologies should not prevent practical solutions being implemented. Nor should they stop funds being invested in solutions on a broad enough scale to make a significant impact on poverty throughout the developing world. This conclusion should not be lost on delegates at the WSIS meeting in Tunis. If there has been substantial progress during the two years since the first part of the meeting in Geneva, it has been primarily on the practical side. It would be a shame if progress towards narrowing the digital divide were to be frustrated by a lack of comparable progress on the political front.

Dear Professionals Google Inc. is giving $3 million to the U.S. Library of Congress to help set up a system for creating digital copies of rare documents from around the world - the latest step in Google's crusade to expand the amount of information that can be indexed by its Internet-leading search engine. With the donation announced Tuesday, Google becomes the first business to back the "World Digital Library," a concept that began to take shape about five months ago. The worldwide program is loosely modeled after the Library of Congress' American Memory project launched 11 years ago. Backed with $48 million in private donations and a $15 million infusion from the federal government, the American Memory site at http://loc.gov/memory now has more than 10 million items, including early maps of the United States as well as photos and letters from the Civil War. Librarian of Congress James Billington now wants to create similar sites devoted to other cultures outside the United States and Europe. Although nothing has been finalized, Billington initially envisions devoting large sections of the World Digital Library to material from China, India and Islam. "Much of this will be one-of-a-kind material that you won't be able to find anywhere else," Billington said during a Monday interview. "Getting the material out there (online) is really important. "We have already preserved a lot of material that might have perished in other hands." Google co-founder Sergey Brin characterized the donation as no-brainer for his Mountain View, Calif.-based company as it pursues its avowed mission "to organize the world's information and make it universally accessible and useful." "This is a philanthropic initiative for us," Brin said during a Monday interview. "It's all about making more information available to more people." Google's motives aren't entirely altruistic. Because Google makes most of money from the ads that appear when Web surfers are searching for something, the company stands to profit whenever more material comes online. With an estimated 45 percent share of the U.S. search market, Google earned $1.1 billion on revenue of $4.2 billion during the first nine months of the year. The donation represents a pittance for Google, which had $5.5 billion in cash through September. It's unlikely all the documents included in the World Digital Library will be indexed by Google or other search engines. That's because the technology that search engines use to crawl the Web still can't figure out how to recognize some documents, like handwritten letters. But Brin expects Google to eventually figure out a way to index almost everything in the World Digital Library. As part of its quest to bring more information online, Google last year set to scan millions of books in five major libraries. That project is now being challenged in court by several major publishers and a group of authors suing to thwart Google's plans to make digital copies of copyrighted material without prior permission. Yes, OpenMED@NIC, http://openmed.nic.in , is open to any author from the globe to self-archive. As on today it has 364 Registered Users from all around the world. There are 782 documents that are archived. It has a eloraborate subject categorisation scheme based on MeSH, perhaps the only archive to use such a scheme. Its RSS feed is also available from http://openmed.nic.in/perl/rss and can be added to RSS Readers or hosted services like Personalised Google Home Page http://www.google.com/ig or MyYahoo http://my.yahoo.com etc. If we can receive co-operation from Library and Information Community from India [ on which I am very bullish ] OpenMED@NIC has the potential of a very reliable [because being hosted on NIC's infra-structure] and largest OA repository from a fast developing country [ India ]. At the World Summit on the Information Society this week in Tunis, Tunisia, MIT OpenCourseWare co-hosted a half-day event with the United Nations University, "Widening Access to Knowledge Through Open Sharing: The Growing OpenCourseWare Movement." More than 100 people attended the Nov. 14 forum, which featured presentations by prominent leaders from the global education community. The proceedings focused on the burgeoning OCW movement -- which now includes participating universities on five continents -- and how to best to leverage OCW resources to improve education around the globe. "I am surprised by all the OpenCourseWares, open educational resources and other 'open movements' around the world. It is truly a global movement, and MIT started it all with OCW," said Professor Shigeru Miyagawa, the MIT Kochi-Manjiro Professor of Japanese Language and Culture, who represented OpenCourseWare. "A UNESCO official told me that MIT is a 'trailblazer.' We set the world in motion with this OpenCourseWare Movement, and as the UNESCO official said, 'Nothing can stop it now.'" The keynote address at Monday's event was given by G.M. Reed, director of the U.N. University's International Institute for Software Technology. Featured speakers included leading educators from the University of the Western Cape in South Africa, Keio University in Japan, the Université Paris 3-Sorbonne in France, the African Virtual University, the UNESCO Information Society Division and MIT, among others. "I'm also gratified that so many people around the world know about MIT's OpenCourseWare, and the respect that they have for MIT and our faculty because of it," Miyagawa said. "I chaired the panel on 'The Growing International OpenCourseWare Movement,' and it was truly amazing to hear about OpenCourseWares being launched in Japan, France and other American schools such as Tufts. From the MIT description: In The Access Principle, John Willinsky describes the latest chapter in [an] ongoing story -- online open access publishing by scholarly journals -- and makes a case for open access as a public good. A commitment to scholarly work, writes Willinsky, carries with it a responsibility to circulate that work as widely as possible: this is the access principle. In the digital age, that responsibility includes exploring new publishing technologies and economic models to improve access to scholarly work. Wide circulation adds value to published work; it is a significant aspect of its claim to be knowledge. The right to know and the right to be known are inextricably mixed. Please read on. Arun A major study is underway now to develop a pilot service to collect, analyse and feed back usage statistics for interoperable repositories worldwide. The project is funded by JISC in the UK, and is led by Dr Les Carr at Southampton University, in partnership with the University of Tasmania, Long Island University and Key Perspectives Ltd. The project outline is as follows: download data are being logged by every repository as a by-product of the Web requests they receive. These raw data are being turned into useful download statistics for individual papers and users by a few institutional repositories (e.g. University of Tasmania, Southampton University), thematic repositories (e.g. RePEc) and OAI services (e.g. Citebase). However, there is no consensus over what data need to be collected, what filtering mechanisms are appropriate, and what analyses are useful for academics in various disciplines. To create effective research statistics services, an interoperable usage statistics service will be created for all OAI-PMH-compliant repositories. This project will investigate the requirements for UK and international stakeholders and build generic collection and distribution software for all IRs. The approach will be demonstrated by a pilot statistics analysis service modelled as an OAI service provider. Working with partners experienced in analysis of usage statistics for electronic documents, and an international consultative committee of key OAI archive and service managers, the principal deliverables will be: - An API for gathering download data implemented for common IR platforms - A set of agreed standards defining the basis for measuring and reporting usage of materials deposited in IRs and aggregated with data from other sources where such materials can be found. The research to establish user requirements for the new service is just approaching completion. It has consisted of a series of focus groups and individual interviews with researchers and repository managers around the world and will provide the basic spec upon which the software is developed. Before this phase is finally wound up, I would be interested in hearing from any researchers, repository managers, gateway managers or service providers who have views on what kind of usage statistics would be useful to them or their constituency. Subject: Comparison of EPrints, DSpace and Fedora I am doing a comparison of functionality and adopter experiences for the two most widely used institutional archive-creating software packages for repositories: EPrints and DSpace, and also Fedora (a minor player globally but possibly important in Australia). I am seeking your help in collecting information. Information about other packages would also be welcome. (1) If you have used or compared any of this software, could you please take the time to let me know what you consider the respective advantages/disadvantages of each to be, and for what purposes? I am also interested in features that you think are equivalent or readily achieved in each. (2) The two major software packages explain their orientation as follows: EPrints puts a particular emphasis on OA content (preprints and postprints of institutional research output, plus theses), DSpace on digital curation in general. Fedora describes itself as repository storage layer software requiring custom front-ends for any purpose. If you have any specific comments on these overall orientations and whether they are appropriate, they would be very helpful too. (3) While all these packages are free and open source, I would also be interested in any cost estimates in implementing the one you chose, how many hours or dollars you spent on setup, how much maintenance you have to expend, and how reliable the software is (crashes, downtime, etc). Would you recommend it to someone else? I will post a summary of the results (and maybe an interim report) on AmSci OA Forum, and may get back to you if I reed a bit more detail. Dear Leslie and friends: Some of us should write a joint report on "the status of OA after WSIS". WSIS and side events had many sessions related to OA. We had the 4S sessions at Corinthia Khamsa. The CODATA and UNESCO teams had sessions at the main WSIS venue. The WSIS-SI working group had a session. SIST, INASP, UNESCO and others had stalls in the exhibition and many books and reports were distributed. IDRC has announced a one-million dollar (Canadian) grant for improving fibre connectivity in East Africa. I am requesting Rich Fuchs and Steve Song to give us details. A consolidated report of the progress the OA movement had made at Tunis would be very useful. What do you think? Regards. Arun

Succinct intro to OA, esp. OA archiving Stevan Harnad and the Southampton Eprints team have launched an open access page, explaining the basics and linking to key resources. Excerpt: Putting Open Access into Practice: Researchers, their institutions and their funders need to be informed of the benefits of providing Open Access and instructed on how quickly and simply it is done. Institutional Open Access Repositories need to be created (and registered, so as to be seen and emulated by other institutions). Most important, an OA self-archiving policy for systematically filling these repositories with their target content needs to be adopted and implemented (and registered, so as to be seen and emulated by other institutions). An Institutional Repository is the best way to provide OA to research output. Software such as EPrints provides a web-based OAI-compliant IR for free. --- More on the Global Information Commons for Science David Dickson, Global project seeks to promote access to science, SciDev.Net, November 17, 2005. A leading international scientific organisation has launched a global initiative to develop ways of increasing access to knowledge produced by publicly funded research. The Global Information Commons for Science Initiative seeks to remove restrictions to accessing information that technological advances and new ways of protecting intellectual property have created. The International Council for Science's (ICSU) Committee on Data for Science and Technology (CODATA) launched the initiative on 14 November in Tunis, Tunisia....According to CODATA, their approach seeks a "collaborative, consensual solution" to the conflict between the advantages of protecting commercial scientific data, and the economic and social costs such protection imposes on scientific enterprise. It has three specific goals. Firstly, to make people more aware of the benefits that easy access and use of scientific information will bring to society. Second, to promote the wide adoption of effective ways of increasing the availability and use of publicly funded research findings. And finally, to encourage and coordinate members of the global scientific community who are already trying to achieve the first two objectives, "particularly in developing countries"....Among the most prominent supporters of the new initiative is John Sulston, winner of the 2002 Nobel Prize for physiology and medicine, and a key leader of the international human genome sequencing project. Addressing the Paris meeting, Sulston said that some people are trying hard to confine knowledge, and that new barriers to communication are forming at the very time that common access to information is most needed. "This culture impedes research and innovation, throttles ethical decision-making, widens the gap between rich and poor, and contributes to global insecurity," said Sulston.

UNESCO Welcomes Cultural Diversity Endorsement, ArtDaily, November 19, 2005. An unsigned news story. Excerpt: The Director-General of UNESCO, Koïchiro Matsuura, today welcomed the endorsement by 176 States attending the World Summit on the Information Society (Tunis, November 16-18) of UNESCOs vision of knowledge societies. This vision is based on the four principles of freedom of expression, quality education for all, universal access to information and knowledge and respect for cultural and linguistic diversity. These principles are included in the Tunis Commitment and the Tunis Agenda for the Information Society adopted at WSIS today. The Tunis Commitment (paragraph 4) recognizes that freedom of expression and the free flow of information, ideas and knowledge are essential for the information society and development. In paragraph 9, the Commitment recognizes the capital importance of access to information, respect for cultural and linguistic diversity and for the role of the media to ensure that everyone can benefit from the opportunities that ICTs can offer....The Tunis Agenda recommends that UNESCO continue playing a leading role in implementing the Plan of Action adopted during the first phase of the Summit, in Geneva in December 2003. The Agenda invites UNESCOs contribution in the following eight areas: access to information and knowledge; capacity building; e-learning; e-science; cultural and linguistic diversity and open content; media; ethical dimensions of the information society; international and regional cooperation. Speaking at the Plenary session of WSIS, the Director-General of UNESCO pleaded in favour of equitable and inclusive knowledge societies [that] harness the potential of knowledge and put it at the service of sustainable development.

Yes the report "Leap of faith: using the Internet despite the dangers" as argued by me in my earlier post on it - [Last Month - LIS-FORUM - http://ncsi.iisc.ernet.in/pipermail/lis-forum/2005-October/002963.html ] talks about more and more people using Internet despite some distrust. However, now I am arguing that INTERNET is must for LIS Professionals because some Recorded Knowledge now exists as "Online Only". How can this portion of knowledge be ignored? Tempere archive - universal; what about OpenMED?

Peter Suber has recently said that the Tempere University archive is the first to provide archiving facility to others (outside the university). OpenMED in India does that too, but only for biomedical research. Arun --- Universal repository at U of Tampere The OA repository at the University of Tampere in Finland is open to deposits by scholars anywhere. The repository instruction page puts it this way: "You can also offer your scientific material for publication on the internet to the University of Tampere, whether you belong to the personnel of the University or not." (Thanks to Kimmo Kuusela.) (PS: This is an excellent idea. It makes the Tampere repository the first universal repository --or the first that I know of. The current draft of the RCUK OA policy mandates the deposit of all RCUK-funded research in an OA repository, but makes an exception for grantees who don't have deposit rights at any OA repository. The Tampere repository should plug this loophole even if the universal repository I'm building with the Internet Archive is not ready in time.)

OA is becoming popular with the LIS community

More people are using OA repositories in LIS Andrew Waller reports that usage is up at the two major OA repositories for library and information science. The number of visits and hits on two library and information science open access repositories, E-LIS and DLIST have greatly increased over the past year. E-LIS experienced 135,861 visits and 1,176,937 hits as of Octber 2005, up from 33,864 visits and 287,390 hits a year ago; looking just at hits, this is a 210% increase over what had been accumulated by a year ago. The number of hits on DLIST is 112,728, up from 41,146 in February 2004. Simply, these tools are being used more and more.

OA is part of new reality for scholarly communication Blaise Cronin will give a public lecture next week (November 22) at the U of California at San Diego, Publish and/or Perish: Changes in Scholarly Communication. Excerpt from his abstract, w hich is already online: 'Publish or perish!' Generations of scholars have lived with this crude exhortation. Forget the romanticized image of the lone wolf scholar --a pensive Wittgenstein pacing his rooms at Cambridge, Einstein ambling to and from his office at the Institute for Advanced Studies. The quotidian reality is rather different, as authors jostle to bring their intellectual wares to the attention of their peers and libraries struggle to deal with the 'crisis in scholarly publishing'. The era of the gentleman-scientist and independent scholar has ceded to Big Science. Here globally distributed collaborations and hyperauthorship are the norm. The 'author-function' is being recast in an age of 'post-academic science.' In fact, 'Publish or perish!' is beginning to sound passé; it is quite possible these days to publish and perish, given the flood of books and articles. Publish in a third-tier journal and you'll be damned; publish conventionally when your peers are placing their work in open access journals and you may just be ignored. Want to grow your citation count? Just try self-archiving....

The Development Gateway Foundation's "Open Educational Resources" portal aims to equalize access to education and help people in developing countries improve their chances for a better life. The portal features free course materials and other educational content offered by the Massachusetts Institute of Technology, the Johns Hopkins School of Public Health, Chinese Open Resources for Education and other institutions around the world. The initiative is launched in partnership by the Development Gateway Foundation and the William and Flora Hewlett Foundation. While content on the Open Educational Resources portal is particularly geared to educators, students and self-learners in developing countries it is available for everyone. The portal will also facilitate communication among the growing online community of providers and users of free, online educational resources. Alan J. Rossi, Chief Executive Officer of the Development Gateway added, "Our goal with this new portal is to encourage more citizens and universities in the developing world to tap into the wealth of free, educational resources available online so more people have a shot at improving their lives and their future." I am happy that you put the question this way and not "Why do we needLibraries, when there is Internet? But I expect most of Administratorsand policy makers will be asking this question in next four or fiveyears to come. Humans Species got differentiated from other animals when they firstmade a tool from stone - stone axe. This was the first technology thathuman species used. One species was able to adapt to changingenvironment with the better use of technologies. This species survivedin the form present day Humans. Others could not adapt to changingneeds and technologies and hence became extinct. Humans are today! - Because they could communicate their experiencesand record them on some media. Humans could utilize such recordedexperiences (knowledge) to further co-relate with their ownexperiences and experiments. This process accumulates the knowledge ofthe mankind. One set of professionals – librarians – came forward toorganize such recorded knowledge and serve the mankind so tofacilitate its communication and preservation for future generationsof mankind. Printing Press came as a revolution in human civilization. It changedthe way recorded knowledge was produced and communicated. Librariansmodified their technologies to cope with this knowledge. ModernClassification / Cataloging Schemes were invented to cope up with thisenormous recorded knowledge. INTERNET is another revolution in human civilization. It is changingthe way the knowledge is being produced. WIKIs, Discussion E-Groups,Blogs are just the examples how community based knowledge is beinggenerated. Recorded Knowledge now exits in "Online Only" form as well."Online Only" journals are just one example how Internet is changingthe way in which knowledge is produced. Can libraries afford to ignoresuch knowledge, if not, then how can they Ignore INTERNET? It is afundamental question – let us not go into how Internet can helplibraries these days.
