Arun ---- New way to browse and search arXiv Xstructure is a new way to browse and search arXiv. (Thanks to Richard Akerman.) >From the site: Among the features of this service are: [1] Automated generation of hierarchical classification scheme for the papers. The scheme results from classification of the papers from the arxiv database. The EqRank algorithm did the classification. The only input for the classification is the citation graph. The number of the levels in the hierarchy and the number of the clusters is determined by the algorithm. Generally, there is no external parameters (e.g., a preset list of clusters) in the algorithm. The algorithm creates the classification scheme, and indexes the papers by the created classification; [2] The classification is used to index the new papers. We plan to rebuild the classification scheme regularly. In this way, we will take into account that appearance of new papers may lead to emergence of new themes. Detection of new themes is one of our objectives; [3] A number of extra attributes (e.g. Theme name, Authority and Reference Articles, etc.) for the elements (themes) of the classification (see Help); [4] Accessability of the classification in response to search requests via display options, e.g., display as Tree of Themes, and Refrerence (Citation) Tree. At the moment, the service is available only for the hep-th sector of arxiv.org. Hopefully, it will be extended to cover a number of other sectors.

In a speech at Sun's WWERC (Worldwide Education and Research Conference) here [in NY] on March 7, McNealy said Sun has spun out its GELC (Global Education and Learning Community) effort into a nonprofit organization aimed at aimed at delivering self-paced, Web-based, free and open content --including curriculum, resources and assessment-- for the K-12 segment. Or, as McNealy put it, GELC is "open-sourcing education." McNealy said, "[The] opportunity here is to apply all the community development to textbooks, curriculum and assessment for K-12. So with the help of some folks at Sun we created the GELC, with 2,700 members worldwide and 370-plus projects." >From a Sun press release (March 7, 2006): Sun broke new ground in free and open-source computing in the creation of this non profit which aims to meet the needs of students by sharing best practices globally. The group named an executive director at the conference, Dr. Barbara "Bobbi" Kurshan, formerly President of Educorp Consultants Corporation, and co-CEO of Core Learning Group, Private Equity Fund. The director will lead an advisory board with representatives from nearly every continent to extend the vision for this group. The GELC Executive Director directs all activities of the GELC, including managing the various working groups, monitoring technical developments, overseeing the education community process, managing the creation of GELC specifications and representing the GELC to external organizations.

All its publications will be OA. >From the site: Todays scholarly publishing environment presents a strategic opportunity for academic libraries to expand their role in the publications process. Universities are both creators and consumers in the information economy. A digital library press offers the potential for making scholarly and specialized resources widely available at a reasonable cost. The University of Tennessee Libraries is developing a framework to make scholarly and specialized works available worldwide. Newfound Press, the University Libraries digital imprint, advances the community of learning by experimenting with effective and open systems of scholarly communication. Drawing on the resources that the university has invested in digital library development, Newfound Press collaborates with authors and researchers to bring new forms of publication to an expanding scholarly universe. We consider manuscripts in all disciplines, encompassing scientific research, humanistic scholarship, and artistic creation. It will publish OA journals as well as OA books and OA multimedia scholarship. It only asks for non-exclusive rights from authors and offers CC licenses as an option. It works in partnership with the University of Tennessee institutional repository. And it links to Open Access News from the front page --from the phrase, Open Access. What's in it for us? MARAM, signifying 'trees' in more than one South Indian language, is a computer aided database product endowed with considerable information on farm tree multiple uses - indeed the first of its kind in an electronic format in the peninsular Indian context. It covers a total of 269 woody species comprising 19 endemics from 544 small, medium and large farms spread over 61 districts in three states, Karnataka, Kerala and Tamil Nadu. It is a useful and user-friendly product for all stakeholders of agroforestry such as researchers, fieldworkers and the farming community at large, on choice of species, their management and potential uses. Accession registers are essential documents in a library. Librarian is taking charge of the items he has purchased for the library by under the entry. He has the resposibility and authority for what ever entry he has made in the register by signing under it. I do not think that, at present the technology can offer an alternative for this type of an inventory which can create suvh an authority and responsibility with a person in charge of the library. Moreover, for audit purposes an inventory of this type is most essential. OA for publicly funded research - the German example

Arun [Subbiah Arunachalam] ------------------------- From Peter Suber's blog OA to publicly-funded research in Germany Deutsche Forschungsgemeinschaft (German Research Foundation, DFG) has adopted some Open Access Guidelines that encourage grantees to provide OA to DFG-funded research. (Thanks to Ingegerd Rabow.) From the press release (January 30, 2006): In 2003 the Deutsche Forschungsgemeinschaft (DFG, German Research Foundation) signed the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities. The DFG supports the culture of open access. Unhindered access to publications increases the distribution of scientific knowledge, thereby enhancing the authors' visibility and contributing to their reputations. The DFG has now tied open access into its funding policy. During their meetings in January 2006, the DFG's Senate and Joint Committee recommended encouraging funded scientists to also digitally publish their results and make them available via open access. In order to put secondary publications (i.e. self-archived publications by which the authors provide their scientific work on the internet for free following conventional publication) on the proper legal footing, scientists involved in DFG-funded projects are also requested to reserve the exploitation rights. Recommendations are currently being integrated into the usage guidelines, which form an integral part of every approval. They are worded as follows: "The DFG expects the research results funded by it to be published and to be made available, where possible, digitally and on the internet via open access. To achieve this, the contributions involved should either be published in discipline-specific or institutional electronic archives (repositories), or directly in referenced or recognised open access journals, in addition to conventional publishing. When entering into publishing contracts scientists participating in DFG-funded projects should, as far as possible, permanently reserve a non-exclusive right of exploitation for electronic publication of their research results for the purpose of open access. Here, discipline-specific delay periods of generally 6-12 months can be agreed upon, before which publication of previously published research results in discipline-specific or institutional electronic archives may be prohibited. Please ensure that a note indicating support of the project by the DFG is included in the publication." The revised usage guidelines are expected to be available in April 2006. Comment. It's a breakthrough for the DFG to incorporate its commitment to OA into its funding policy. On the other hand, it's ironic that it has proposed a policy like the NIH's, which merely encourages grantees to make their work OA, at a time when the NIH is documenting that mere encouragement does not work. I hope the DFG will read the NIH's January 2006 report to Congress, in which it shows that only 3.8% of its grantees have complied with its request or encouragement in the first eight months under the policy. The most effective way to assure OA to the results of DFG-funded research is to mandate it. Two good examples are the draft RCUK policy, not yet adopted, and the Wellcome Trust policy, in effect since October 2005. When entering into publishing contracts scientists participating in DFG-funded projects should, as far as possible, permanently reserve a non-exclusive right of exploitation for electronic publication of their research results for the purpose of open access. Here, discipline-specific delay periods of generally 6-12 months can be agreed upon, before which publication of previously published research results in discipline-specific or institutional electronic archives may be prohibited. Please ensure that a note indicating support of the project by the DFG is included in the publication." The revised usage guidelines are expected to be available in April 2006. Comment . It's a breakthrough for the DFG to incorporate its commitment to OA into its funding policy. Dear Ms. Veena, I think print( handwritten) copy of accession register may not necessary if the library is automated. Because the document data is already fed to computer. As Mr. Krishna Yeri said, most of the packages do have e-accession register. We can take one print out of new additions(if required) on regular intervals and treat it as accession register. In our library we have stopped writing accession many years back. However, we are regularly taking print out of all new books and treating it as accession register (for records). We have in-house package for our library automation. But still in many govt./aided college libraries, it is mandatory/insisted to maintain handwritten accession register and it will be used for annual auditing and the registrar will get a signature of authority/auditor. All said and done, the format (traditional/electronic accession register) depends on decision/directives of authorities of parent college/organisation. The 58 policies, released by China's cabinet on Sunday (26 February), include one stating that central and local government investment in science and technology should increase faster than China's economic growth rate. Duan Yibing, a senior researcher at the Institute of Policy and Management of the Chinese Academy of Sciences, points out that most of the policies can only take effect after relevant legislation is passed. They include policies to ensure that laws protecting intellectual property rights are not violated, and to encourage private sector involvement in research and development (R&D). Insurance companies and investment banks will, for instance, be able to supply venture capital to assist new companies doing research and development. Businesses will also be given new tax breaks to offset research costs. Previously, only high-tech companies were eligible for tax cuts, but now all research activities will be, says Duan. Although the plans focus on developing China's high-tech sector, they also include increases in state funding to popularise science, and to improve scientific training in rural areas. The announcement follows last month's release of China's national policy for medium and long-term scientific development (see China unveils plans for science-based development). These identified priority areas including energy, life sciences, environment and new materials, and pledged to increase China's investment in research and development to 900 billion yuan (US$112 billion) by 2020.

Dear all Computerisation has its advantages and disadvantages. For example , if you have the administrative privileges it is possible to delete a certain entry in the database or edit it. You may be able to mislead the management by entering a different title against a lost or missing title by editing all data except the Accession Number. Accession Register on the other hand will give you complete record of an accessioned item and any editing is easily visible. Thus it is a tool in the hands of the librarian as well as the management to see that no maltreatment has happened to the accessioned records. Some professionals put the seal on the first page of the book and within the seal they will write the date. Some professinals put on the title page they won't write the date. Some other put it on a back of the title page and out side the seal they write the date. Some professionals write the call no. by using pen; some others use pencil. Some professionals maintain 2 secret pages; Some professionals only one. The same thing is for Pocket and Book Card also. Which is the correct method? Or there is no rules at all? Hi Colleagues, I agree with Mr. Dash. Scholars are looking for a "Search Place", where they can search for all information. Google Scholar is negotiating with Journal Publishers for getting into their server, and harvest their ToC, Abstract and reference parts of each article. When GS comes out with its full version, any one can search for Scholarly literature, from the vast array of Free and Paid journals, at the same time and at single place. The beauty of its Citation search adds GS's expected acceptance among Academia. Still it in its Beta. Remember that, we do not have a free service sofar, to do so. After retrieving the bibliographic Results, next step is to look for fulltext. If it is an Open Access journal, we can freely download them. What will happen to Paid articles. Here again, Google Scholar is started Document Delivery, and they already made arrangements with british library. See the press release at http://www.bl.uk/news/2006/pressrelease20060302.html. They will be collaborating with other Doc Delivery systems in near future. What will be its effect on Libraries? We will be getting a new free service, to which we used to pay huge amounts to Online Database providers. In near future these people will be forced to collaborate with GS, and Libraries will be benefited in great deal. We should understand that, the world wide resistance to Google from librarians are coming down, after their major projects like Google Scholar. As long as it is FREE, we will be benfitted. Dear professionals, I bring to your kind notice that, recently Kuvempu University, Shimoga has called for state Eligibility Test (SET) for several subjects, but our LIS subject is not called for. As we know last time in the year 2000 it was there but now it is discriminated why? day by day librarian/ asst.librarian are not required for the college and universites?. Recent fast some states have called for the same exams and there was our LIS subject but why not in karanata SET?. QUT launches OA law project Queensland University of Technology (QUT), the first university anywhere to adopt an OA mandate, has launched an Open Access to Knowledge (OAK) Law project. >From the site: In todays ever-changing world, open access to knowledge is increasingly important, as both an economic and social force. This project aims to ensure that people can legally and efficiently share knowledge across domains and across the world. This will be of significance to the every day citizen through to top-end researchers. The project will develop legal protocols for managing copyright issues in an open access environment and investigate provision and implementation of a rights expression language for implementing such protocols at a technical level. At both levels, legal and technical, the project will integrate with existing open access repositories. The significance of the project is that it will provide a vital infrastructure to the open access landscape that does not adequately exist at the moment. Quoting Tom Cochran, QUT's Deputy Vice-Chancellor: It is often observed that the law and law making lags behind technology. Nowhere is this more apparent than in the maze of rights management and rights assertion surrounding access to content which is increasingly in digital form, often exclusively. Queensland University of Technology is pleased to be the supporting institution for this project, to systematically develop more assured processes, understandings and protocols to assist the smooth flow of knowledge and information for a variety of communities in future years. In doing so it particularly recognizes the public policy imperative of freeing up access to publicly funded research and its outputs. Also see the press release announcing the project (February 21, 2006): A new "open access to knowledge" project hosted by the Queensland University of Technology aims to ensure that anyone can legally share knowledge across the world, whether they be an every day citizen or a top end researcher. A broad cross-section of associations, academic institutions, industry and related groups today joined together to form the OpenDocument Format Alliance (ODF Alliance), an organization dedicated to promoting open solutions to this problem. As technologies rapidly evolve, documents are created by public sector agencies using different applications that may not be compatible with one another today, let alone into the future. Through the use of a truly open standard file format that can be implemented by numerous and varied applications, the Alliance seeks to enable governments and their constituents to use, access and store critical documents, records and information both today and in the future, independent of the applications or enterprise platforms used for their creation or future access. Specifically, the ODF Alliance supports the use of the OpenDocument Format (ODF), an open XML-based collection of office document formats, including text, presentation and spreadsheet formats. The ground-breaking project the most comprehensive of its kind in Canada will create an online, globally searchable [and OA] catalogue of published works that are in the Canadian public domain. Canada has a rich cultural heritage of literature, music and fine art that is in the public domain just waiting to be freely enjoyed, said Marcus Bornfreund of Creative Commons Canada, a non-profit organization that works in collaboration with Creative Commons US. The problem until now was that there was no easy way to identify whether or not works are in the public domain. This registry will change that. There is currently no one place where information about the public domain is collected. The registry will make published works in the Canadian public domain easily identifiable and accessible in an online catalogue. The project will develop in two stages first, a comprehensive registry of works by Canadian creators that are in the public domain will be established. Eventually, the reach of the registry will expand to include the published works of creators from other countries. The public domain registry will be a non-profit project and freely accessible to the public online....The Wikimedia Foundation, developers of the popular online encyclopedia Wikipedia, will supply software that will allow the public to contribute information to the registry. "The public domain is our shared cultural heritage, and the best ground for the great new ideas of the future," said Wikipedia founder Jimmy Wales. "Without access to the public domain, we are cut off from our past, and therefore cut ourselves off from our future."...Individuals will be able to use the registry to determine whether a published work is in the public domain. The public domain registry has limitless possibilities and will place Canadian cultural content at the leading edge of the public domain. Comment. Because legislators (in Canada and elsewhere) have frequently extended the term of copyright, it's non-trivial to figure out when a work is in the public domain. If the new registry is comprehensive, it will be useful for lifting this burden from ordinary users who don't want to risk liability, err on the side of non-use, or spend time and money tracking down copyright holders when it's no longer necessary. By adding links to OA versions of PD works, it will be even more useful. It should bring about one other consequence of great importance: heightened public awareness of the value of the public domain and the urgency of protecting it from further encroachments.

Qualifications/Experience for University Librarians

Dear Professionals, UGC has to ammend rules to strenghten the Library System of the Universities in India. Now, the UGC and the Govt. is totally neglecting this sector. The first example for this is that in majority of the Universities in India, the post of University Librarian is laying vacant. Out of seven universities in Kerala, only two have University Librarians. All others are running on "In-Charge" for several years. There are several reasons for this. Some of them are listed below: 1. No sufficient number of qualified candidates are available ( As per UGC norms). College Librarians / Asst. University Librarans with 18 years experience in the UGC cadre or Dy. Librarians are exinct species in Kerala. At present no candidates are available in Kerala. 2. The reason for this is that College Librarians appointed after 1990 are not getting UGC Pay Scales. 3. Since the College Librarians/Asst. Uty. Librarians are filled by promotion (3/4 posts), no candidate will get 18 years service in the UGC cadre. 4. If a person appointed at the age of 28 as College Librarian/Asst. Uty. Libraian in UGC scale only will qualify 4. This reduces the interest and pressure of librarians to aspire for this post and hence they try to hold the post as In-Charge. 5. Prof. Carolyn Watters, faculty of Computer Science, Dalhousie University, Canada addressed the students and staff of Department of Library and Information Science, University of Mysore, Mysore on the topic �Design considerations for web access on PDAs� on the Friday, March 3, 2006. Summary of the Lecture: Personal digital assistant (also called PDA) is a small handheld device that could be used as mobile phones, web browsers or media players. It was initially developed as personal organizers. Today, is being used for varieties of purposes including Internet access. Prof. Watters discussed the issues involved in display and input in a small screen devices. Browsing, Reading, Finding, and Comparison activities needs to be handled differently in a small screen devices. She demonstrated various methods available for these activities. The four common approaches to displaying web pages on small screen devices: Direct Migration, Linear, Overview and Overview were explained with examples. Overview method and the Gateway use the user�s familiarity of a web page to allow us to reduce a web page to fit within one screen on the PDA with a zooming capacity to expand sections of the page. She gave the details of some of the user study results about the effectiveness of these approaches. The lecture was attended by students, faculty members and researchers. Prof. Michael Shepherd of Dalhousie University was also present during the lecture. I have consolidated the replies received till 03 Mar, 2.30 pm and have appended it to this message. Let's wait for couple of more days before we take a final decision on the matter. Meanwhile, I would like to stress the point that this forum should be used only as a last resort to seek help from fellow members. Many a times the members just shoot off their queries to the forum without doing any homework themselves. I return at lease one or two mails every other day because the expectations of such mails is that the fellow members have to refer to the resources to answer the queries, which very well could have been done by the requesters themselves. Please ensure that you append full signature to your messages, especially when you are seeking help/response from fellow members. As far as copyright infringement is concerned, supplying one copy for personal use of a researcher is OK. It is immaterial whether the end user or his organisation is carrying out research in academic institution or is attached to an industrial research unit, whether fully commercial (say ranbaxy) or industrial research establishment funded by public funds (CDRI, for example). Research is research and the benefits of research go to all. Copyright laws pose no threat either, as per my understanding. However, if a company say Ranbaxy in private sector or IDPL in public sector wants to use the information for commercial purposes (marketing, publicity, beating down competition etc) then copyright fee or licensing fee for each copy must be paid for. Librarians who are a party to this kind of infringement must be aware of their limitations. The best thing would be to avoid ALL requests for photocopies being distributed via Lis-forum. Let us encourage large libraries and library networks funded by govt funds to be more responsive and co-operative in this matter. Regards Dr P vyasamoorthy ---------------------- 1V. I agree. We are an organization that procures and supplies articles to BOTH non-profit/academic, as well as commercial organizations. For the latter, we procure copyright fee paid copies and provide it to them. We have even procured from local libraries and then paid the copyright fee to the US Copyright Clearance Centre, and charged commercial clients for the same. (We discontinued this, because very often we got poor quality copies and the client was unhappy about that, specially after paying a high fee) Our experience has been that many Indian commercial companies are "conveniently unaware" of copyright fee for articles, and many libraries still do provide articles to commercial organizations, charging only a membership fee for services. The libraries do not take care of paying the copyright fee to the publisher/CCC So these commercial organizations take advantage and take copies from the libraries. They come to us if they cannot procure from a library, or if there is an urgency. I would urge that libraries either take on the onus of paying copyright fee on behalf of commercial organizations, or request such organizations to approach us, or any other agency that does similar work. Just as an additional information........We have been a Private Limited company, but are now running as a non-profit organization. Why can't Google Scholar be like Open J-Gate / OAIster

This morning was frustating with Google Scholar. I just wanted to get hold of some scholary literature on "Methods forBenchmarking Organisations". So, opened up Google Scholar<http://scholar.google.com> and fired the first term - "benchmarking".Good - 149,000 hits to good quality looking literature. So, startedclicking by one by one to see the hits. But, what is this?!! Almostevery click was asking me to pay somewhere 20 to 40 Dollars to havethe access to full text. Obiously - this is the locked up knowledgefor me. What is the use of these wonderful hits to high qualityliterature when I can not view them. Next I opened up Open J-Gate <http://www.openj-gate.com/> and firedthe same term "benchmarking". Had to wait for the results. Ultimatelygot the result - 216 hits. This served my purpose. Not that thesepointed to high quality papers. But I got what I wanted in return forwhat I could afford to pay for. No wasting of time in clicking andwaiting to learn that I can't afford to buy the stuff. Later found that OAIster <http://oaister.umdl.umich.edu/o/oaister/>gave 1674 hits for the same term. But then, all Open/Free Accessliterature may not be OAI compliant. Why can't Google creates a service for just Open/Free Access ScholaryLiterature and name it as OpenScholar?. Ratnakar New Delhi __________________________________________________________________________ World’s largest Open Access e-journals portal launched The placid and lackadaisical information infrastructure scenario of the country saw a momentous action on Monday the 27th of Feb, when world’s first e-journals portal Open J-Gate (www.openj-gate.com <http://www.openj-gate.com/> ) was launched by Bangalore based Informatics (India) Ltd as a free service for everyone across the globe. Informatics called the launch as India's contribution to the global research and the promotion of open access movement. Open Access to journals is what Open Source is for software. As the name suggests access to open j-gate is free for any one to access across the world. It has enhanced the information access of researchers not only in India but all over the world. The occasion for this historic launch was the 12th Annual Lecture on Informatics at Indian National Academy of Sciences (INSA), where over 200 senior professors, scientists, librarians and researchers from most of the top research and academic establishments of the country had gathered. Dr Jean-Claude Guedon, a global expert of open access movement and founder of Internet Society of Canada launched the Open J-Gate who was sent by the Open Society Institute (OSI), New York for this launch. There are hundreds of journals, which are available from various publishers and societies from across the globe free on the Internet. But all of them are widely scattered and searching the articles and getting to them is a very cumbersome job for researchers. Open J-Gate is the first portal in the world to index over 3000+ open access e-journals on one single searchable platform in the form of a standard database bridging the access gap. The nearest comparable initiative by Lund University, Sweden, covers less than 600 open access e-journals. UGC Vice Chairman Prof V.N. Rajasekharan Pillai shared his ideas on open access issues that affect the most to the global scientific fraternity and lauded the efforts of Informatics immensely for launching open J-Gate; a portal direly needed by the resource starved Indian scientific community in particular. Dr. Guedon dwelled on the history of the open access movement and emphasized on the need of expanding the open access movement across the globe. He congratulated the CMD of Informatics Mr. N V sathyanaryana for his philanthropic venture and hailed Open J-Gate as a revolutionary step for the global scientific community at large. Open J-Gate has over a million articles published in 2,000 plus peer reviewed research journals in addition to articles from over 1,000 trade and professional journals. Infringment of copyright

The Moderator According to my understanding if 1 copy is sent to anyone beit an academician or a Corporate it does not violate the law. If we give multiple copies and sell it then and only then it is an infringment. If there are too many requests from the same person or too many such requests then we can take a stand. However I have observed that the volume is not much. I may be wrong.. One another thing to consider is if it is a very rare or specialised request then we may consider the request. I can understnd it is difficult to route it to LIS but left to the individual they can sent it thru email etc..with price without is left to the individual Institute regulations. More on Freeload Press Freeload Press, which publishes OA textbooks supported by ads, is expanding its line. >From today's announcement: Following a highly successful beta launch, Freeload Press, Inc. (FP) announced today the expansion of its unique free textbook initiative. The company plans on providing one million free downloads of college e-textbooks and study aids--all supported by commercial sponsors. Staffed by experienced academicians, entrepreneurs and former textbook publishers, FP developed a breakthrough model providing students with free e-book versions of textbooks. Students download free e-books from FPs distribution web site, freeloadpress.com. The e-books, which are in Adobes PDF format, contain sponsors advertising or marketing messages. Corporate sponsors, among them FedEx Kinkos, pay FP to place unobtrusive messages in e-books at natural breaks in the text and layout. Paperback versions of the e-books, with advertising, can also be purchased for 65% less than comparable textbooks for the same courses. Halfway through the beta launch season, FP model has been used for 75 courses in over a dozen colleges, including U of Texas, Georgia Tech and U-Mass Lowell. The company estimates its beta list of books will save students over $500,000 in textbook costs this year. College instructors at over 350 colleges are registered and reviewing FPs offerings for next years courses with users.... The student survey data is trending at more than 97% approval rate of the model, said Ivancevich. and the instructor approval rating is north of 80%--which is well beyond the original forecast we conducted to launch the business. Instructors are more concerned with the high price of textbooks than we anticipated.

Mr. I R N Goudar would be delivering the lecture on Library Consortia Initiatives in India: Best Practices and Issues. ==================== TITLE: Library Consortia Initiatives in India: Best Practices and Issues. By Mr. I R N Goudar, Head, Information Centre for Aerospace Science and Technology , NAL, Bangalore. ABSTRACT: The old concept 'consortia' means a strategic alliance of institutions having common interests. The applications of IT and IR systems for on-line catalogues, bibliographic databases and full text electronic documents have facilitated quick information exchange. The advent of e-publishing has brought a revolution in journal publication, subscription, access and delivery mechanism. Print subscriptions still continue to dominate publisher's revenue. While dwindling library budgets and growing number of journals force libraries to form consortia for accessing e-journals, other role players like primary publishers, aggregators, vendors, subscription agents and document delivery agencies have their own reasons to encourage consortia movement. The early 'subscription clubs', the so called consortia leaders have developed and adopted consortia strategies like mission, vision, goals, planning, structure, membership, management and standards suitable for different models. However, there are no universally acceptable e-journals pricing and licensing models. Same thing holds good for other kind of documents like books, technical reports, etc. Major concerns of consortia formation include funding, pricing, personnel, training, service, archiving, technology and copyright issues. The pricing factors include number of nodes, multiple campuses, access mode, training and perpetual access. Consortia models could be participants oriented or purpose oriented and homogeneous or heterogeneous. Many libraries especially in developing countries are not geared up for accessing e-Journals due to various reasons including user ignorance, infrastructure and funds. While there is an urgent need for changing the mindset of librarians, users and the administrators for subscribing to e-journals in India, a satisfying note is that few forward looking libraries have made a modest beginning in forming consortia. Some initiatives include - Indian Institutes of Management for accessing bibliographic databases, CSIR Laboratories for >3200 journals from 10 major publishers, FORSA for accessing Astronomy and Astrophysics journals, Hyderabad Knowledge Park members for J-Gate, INFLIBNET initiative for providing access to 100 universities for full text journals of Some ACS, RSC, IOP, and bibliographic databases, INDEST for a host of full text sources like ScienceDirect , IEL Online and few bibliographic databases for the benefit IITs, IISc, IIMs and engineering college and GE Global Research initiative for the benefit of different GE Centres world over. Some of the pricing and payment constraints specific to Indian libraries include - inadequate funds, single point payment, rigid administrative, financial and auditing rules, problems of defining asset against payment and pay-per-view not yet acceptable. If the peers approve the article, it is published in the journal. If the peer has asked for modification, these comments are sent to the author to modify the article. The author modifies the article and resubmits it for publication. The publisher publishes the modified article in the journal. The journal in which all the articles are published after getting them reviewed by the peers is known as Peer Review Journal.
