Minutes of the First Dr. T.B. Rajashekar Memorial Lecture held on 3rd June, 2006 at Choksi Hall, IISc, Bangalore. The event began at 5:45 pm with a cup of tea. The speaker, Prof. N. J. Rao and the presider, Prof. N. V. Joshi inaugurated the event by lighting the lamps. Mr. Francis Jayakanth gave a brief background of the association of Late Dr. T.B. Rajashekar with NCSI-NET and about the memorial lecture series. Ms. Anitha introduced the guest speaker. Prof. N. J. Rao spoke on 'E-support Systems for Learning, Teaching and Research'. He gave a history of the methods of teaching and learning. Earlier models considered the brain as a black box. But with research on how the brain acts to stimulus, newer models have evolved. Traditional classroom teaching is teacher centric and is also limited in interactions with the students. A learning environment should be focused on the student instead and allow extensive interaction with the teacher. He focused on how 'Problem Based Teaching' can be very effective in forming a new generation of professionals who need to be very competitive in their work environments. He identified the characteristics of a modern and ideal teaching and learning environment. It should be possible to take advantage of the developments in ICT, like Internet and E-mail, and build a teaching-learning system that possesses all these characteristics. He explained the features of Moodle, open source e-learning software and also gave the screen shots of the system. The CD "Late Dr. T.B. Rajashekar's Academic Contributions'' was released by Prof. N J Rao. This digital collection comprises of the academic works, presentations and tutorials of Late Dr. T.B. Rajashekar. The collection has been built with the latest version of Greenstone Digital Library (GSDL) Software, and has search and browse features. There is an interesting article in the current issue of First Monday Investigating the 'public' in the Public Library of Science: Gifting economics in the Internet community by Charlotte Tschider http://firstmonday.org/issues/issue11_6/tschider/ Abstract: Countless critics of the open access movement have cited the Budapest–Bethesda–Berlin open access principles as responsible for unsustainable business models and a dilution of the efficacy of scientific scholarship or "impact." Impact factors measure a journal's primacy in academic scholarship, and it reflects how frequently a journal's articles are cited. Much to the surprise of open access critics, PLoS Biology recently achieved a high impact factor of 13.9 after only two years of publishing, a feat rarely accomplished even in more traditional print journals. The Public Library of Science (PLoS) employed the most liberal interpretation of the Budapest–Bethesda–Berlin (BBB) open access (OA) principles when creating its inaugural journal, PLoS Biology, after extensive OA advocacy efforts. Wikipedia now has a clear power structure that gives volunteer administrators the authority to exercise editorial control, delete unsuitable articles and protect those that are vulnerable to vandalism. Friends: To take this discussion a little away from Microsoft and OSS. The Gatses are among the largest funders of public health and school education programmes. Both of these can benefit a great deal if knowledge flows freely and unfettered. Currently the Bill and Melinda Gates Foundation supports the public library movement through a major award. It would only be a logical extension for the Gatses, Microsoft and the N&M Gates Foundation to support the open access movement. Right now the Open Society Institute and the Wellcome Trust are among the few institutions that support the OA movement. UNESCO invites proposals for evaluation of Information for All Programme (IFAP)

Dear Professionals, UNESCO launches an invitation to institutions and expert groups that are interested in evaluating its Information for All Programme (IFAP), an initative aiming at harnessing the new opportunities of the information age to create equitable societies through better access to information. The main purpose of the Evaluation is to review the role and future relevance of IFAP as a framework for international co-operation and partnerships to foster universal access to information and knowledge. The Programme supports the development of common strategies, methods and tools for building an information society for all. "The key focus of the evaluation is not to rework the initial objectives of the Programme, but rather to focus on the most effective ways of achieving them" says IFAP Chair Laurence Zwimpfer. "We expect that the evaluation provides UNESCO's Member States with a clear account of the overall performance of IFAP as well as specific implementable recommendations for future activities", he adds. The Supplier's proposal shall contain a technical proposal including a presentation of the overall approach, methodology and evaluation strategy, a suggested timeframe based on the Terms of Reference, a list of deliverables, and detailed information (Curriculum Vitae) of the staff resources. RE: change of MLIS degree to MSc - not required and stop.

Recently some mails are being posted on Lis-forum for changing MLIS to MSc degree ( few mails for and few against). Surprise to note the suggestion to change the nomenclature is coming from our young professionals who are more tech-savvy!!!. One should have self respect for his profession. The dedication to profession brings all fame and satisfaction. We should not feel shy, shame or degraded while telling our degree to someone. This fear of inferiority in society makes us nervous. Each profession has its own uniqueness and value. In what way our image will improve by telling MSc? In many universities our course is classified under Faculty of Science like any other basic science courses. "Still people are thinking that Library means simply sitting around the book and doing some issue and return" in what way an MSc nomenclature will help us to remove this image? Unless we prove our credibility.... "So we have revise the syllabus of LIS.we should follow the ALA syllabus in India" who said change of syllabus needs change of degree name? the syllabus can be updated frequently benchmarking with top LIS schools even without changing the name of the degree. I strongly opine that our degree nomenclature has unique feature and it need not be changed as few budding fellow professionals are proposing to change. Fellow colleagues, let us stop this type of discussion as it could lead to throwing mud on our face and profession. Friends: Here is an interesting point about subject-based boundaries in science (which could be extended to all knowledge in general). From Peter Suber's blog "Open Access News": More on PLoS ONE Richard Poynder, Open Access: Stage Two, Open and Shut, June 15, 2006. An interview with Chris Surridge, who moved from Nature to take the job of managing editor at PLoS ONE. Excerpt: RP: ...[W]hy does the world need PLoS ONE? CS: Because the system of disseminating scientific research has become extremely inefficient, and the concept of the journal has been eroded by the Internet....The Internet is providing us with all sorts of new tools for communicating science, so simply publishing journals, and distributing them electronically isnt using the full potential of the Web to make the dissemination of scientific information efficient and effective. It just isn't the best way to do it anymore....[Traditional journals] quickly run up against a boundary question: where, say, does biophysics end and biochemistry begins? You find yourself starting to have to make lots of unnecessary decisions about borders....The boundaries have effectively been imposed as a consequence of the way that journals work, and the way that universities are structured. RP: So there is no need for such rigid boundaries? CS: No. At least, not when publishing. Consider, for instance, if you were to have a study that compared the genomes of man and the great apes, looking at a cluster of genes that controls the development of the brain cells associated with language. Now what subject is that? Is it neuroscience? Is it evolution? Is it genetics? Is it genomics? Actually, it is all of these things, so you could classify it in any one of these subject areas.... RP: The criteria for accepting a paper, however, will be different will it not? The PLoS ONE press release, for instance, says that "subjective considerations like 'likely impact,' 'degree of advance,' or 'interest to a general reader' will not play a role in deciding whether an article should be published or not." CS: That's right. Traditionally a lot of the work that goes into peer reviewing consists of asking questions like: "How significant is this? How surprising are the conclusions?" Essentially, these are subjective questions. A more objective question to ask would be: "Is this properly done science"....What is also different about PLoS ONE, by the way, is that we do not see peer review ending on publication of the paper....We believe that the more subjective questions about how a paper relates to other work, and where it fits into the whole corpus of scientific literature are still important questions but we feel that these can be better answered via an open peer review process that takes place after the paper has been published. ---- The idea that these boundaries (say between biochemistry and biophysics or physical chemistry and chemical physics) are artificial was articulated years ago by Eugene Garfield (the man behind Current Contents, Science Citation Index, etc.). He suggested 'research fronts' as a more sensible category. After all, all knowledge could be viewed as a continuum, an unfragmentable whole. It is simply because most of us are mere mortals and cannot chew the whole, we keep nibbling at little corners. The more talented amongst us are able to see and play around with larger chunks. Amartya Sen, for example, is professor of economics as well as philosophy. The late Michael Polanyi made his mark first in chemistry and physics, then moved to philosophy and later to sociology. Prof. J D Bernal had also suggested, way back in the 1940s, that we could abandon the journals and circulate individual papers. After all, how many articles in a given journal will a scientist find directly relevant to her work? Take an issue of PNASc or JACS. There are about 100 articles in an issue; no one reads all of them. Each reader is interested in a small number of all these articles, here small meaning 0-3 or 4. Why pay for all 100? Dear Dr Bhargava: Here is a news story from Peter Suber's blog on MIT, Cambridge, talking to 30 major journal publishers about allowing MIT scientists and students who publish in their journals to retain the copyright and to have the right to self-archive the papers. You might wish to write to MIT and get more details so we can follow a similar approach in India. The National Knowledge Commission can negotiate with the leading publishers of the world on behalf of all our higher educational and research institutions. That would be easier than each institutions negotiating independently with all the publishers. Regards. Ann Wolpert, Director of Libraries at the Massachusetts Institute of Technology (MIT),,...and the Vice President for Research and Associate Provost, Alice Gast, are asking publishers to allow MIT researchers to publish their work using a copyright amendment of MIT's design. The amendment allows the author and institution non-exclusive rights to reuse, reproduce, and archive their published research articles in digital repositories. Although this amendment is now available on the MIT Web site and has been distributed to the MIT faculty, Wolpert is taking the extra step of directly contacting the 30 major publishers with whom MIT faculty publish to finalize appropriate language that will best "accommodate the interests of the academy and those of the publishers," while supporting the implementation of the NIH policy. According to Wolpert, the MIT copyright amendment grew out of the faculty's double-edged response to the NIH policy recommendation: despite "a philosophical groundswell of agreement," researchers found the demands of work too overwhelming to overcome the logistical obstacles of acting on their beliefs. Focus groups with faculty and researchers generated a series of recommendations to make compliance easier. One important recommendation was to resolve any conflict between copyright agreements and archiving.... At the stage when a manuscript is (finally!) accepted for publication, the last thing a researcher wants to do is to fight over a copyright agreement, especially when this might cause a publication delay. The purpose of creating this amendment and the subsequent direct discussions with publishers is to bring the institution into the negotiations on the side of the author. Faculty, of course, are pleased to have this potential burden lifted. Although its use is not required, the recommended copyright amendment has the endorsement of several academic groups at MIT, including the Faculty Policy Committee, department heads, and Academic Council.... Ann Wolpert, Director of Libraries at the Massachusetts Institute of Technology (MIT),,...and the Vice President for Research and Associate Provost, Alice Gast, are asking publishers to allow MIT researchers to publish their work using a http://libraries.mit.edu/about/scholarly/amendment.pdf copyright amendment of MITs design. The amendment allows the author and institution non-exclusive rights to reuse, reproduce, and archive their published research articles in digital repositories. Although this amendment is now available on the MIT Web site and has been distributed to the MIT faculty, Wolpert is taking the extra step of directly contacting the 30 major publishers with whom MIT faculty publish to finalize appropriate language that will best accommodate the interests of the academy and those of the publishers, while supporting the implementation of the NIH policy. According to Wolpert, the MIT copyright amendment grew out of the facultys double-edged response to the NIH policy recommendation: despite a philosophical groundswell of agreement, researchers found the demands of work too overwhelming to overcome the logistical obstacles of acting on their beliefs. Focus groups with faculty and researchers generated a series of recommendations to make compliance easier. One important recommendation was to resolve any conflict between copyright agreements and archiving.... At the stage when a manuscript is (finally!) accepted for publication, the last thing a researcher wants to do is to fight over a copyright agreement, especially when this might cause a publication delay. The purpose of creating this amendment and the subsequent direct discussions with publishers is to bring the institution into the negotiations on the side of the author. Faculty, of course, are pleased to have this potential burden lifted. Although its use is not required, the recommended copyright amendment has the endorsement of several academic groups at MIT, including the Faculty Policy Committee, department heads, and Academic Council....

Dear Sir: Thanks very much for the compliments. It is indeed very heartening to see the 5000 hits on our IR. We still have a long way to go. Our desire is to be the first institution, at least, in the country, whose publications are 100% open access. Of the 5000 deposits, majority of the deposits have been done by the Centre's staff. So, all the credits should go to my colleagues who have been working tirelessly to achieve this milestone. Actually, the plan was to reach 5000 mark by June 3, which marked the first death anniversary of Dr. T. B. Rajashekar. We were off the target by couple of records. We eventually reached the 5000 mark on June 10. ePrints@IISc project was very close Rajashekar's heart. He would have been a very happy man had been amongst us today. As you may be aware, we are conducting a workshop on GNU EPrints during the last week of July 2006. We are getting overwhelming responses for the workshop. We want to ensure that at least 10 new repositories will come up in the country as the outcome of this workshop. Madhan Muthu's suggestion of having a meeting of repository managers is very timely. When I come on 1 June I shall bring a packet of sweets. Of course, we have a long way to go. For instance, we must persuade ALL our faculty and students to deposit their papers (full text) on their own initiative. We should reach 100% archiving. And we should persuade other Indian institutions to perform as well as IISc has done. Madhan Muthu of NIT-Rourkela suggests that we should have a meeting of all repository managers, about 25-30 (?), to discuss how we could achieve 100% archiving by authors. Dear LIS Members, I have read a lot of letters regarding the issue of changing the name. the youngsters in LIS field feel shy when they are introducing others, that they are LIBRARIANS. We have to understand one thing that, the entire works in the library( classification, book labelling, cataloguing, arranging the books in a helpful manner) should do ourself. All are trying to be a e-librarians, but who will do the troditional works in the libraries. As we know, without books there is no transfer of knowledge. So let us proudly announce that we are the LIBRARIANS, dont feel shy for that. Digital mapping of India on fast trackAdd to Clippings [ Monday, June 12, 2006 10:59:44 pmIANS ] NEW DELHI: India hopes to complete digital mapping of around 70 percent of the country in a year, leading to leveraging data assets for multi-functions like traffic management and infrastructure development. An example of its multi-dimensional use would be illustrated with the completion of a three-dimensional model of Chandni Chowk neighbourhood in the walled city area of the national capital by next month, Minister for Science and Technology Kapil Sibal said here on Monday. The 3D model being developed with an investment of around Rs.100 million would enable civic authorities to not only chart the development that needs to be undertaken in one of the most densely populated parts of the capital but also monitor any violations of the city norms, Sibal said. On the digital mapping of the country, he said with the approval of the ministry of defence, task is to be undertaken by an autonomous body, the National Spatial Data Infrastructure (NSDI), to be created under the ministry of science and technology. The cabinet had approved June 2 a proposal to set up the NSDI, which is to be manned by a 10-member panel headed by a CEO. "NSDI is a kind of soft infrastructure to be built at the national level for coordination, acquisition, processing, storage, distribution and improved utilisation of spatial (geographic location) data," said Sibal. A liberalised National Map Policy, approved last year, has helped India emulate the success of several developed countries, many of which are helping create a Global Spatial Data Infrastructure (GSDI). "Having got the go-ahead from the defence ministry about the areas that can be digitally mapped, the NSDI will utilise the data created by 15 national agencies like the Geological Survey of India (GSI) and the Forest Survey of India (FSI) for its gigantic task under a public-private initiative," the minister said. T. Ramasami, the new secretary of Department of Science and Technology, explained that the digital mapping is to be achieved primarily by leveraging the data assets of major data generating agencies through the process of standardisation, creation of metadata and Internet-enabled access. "We hope to complete mapping of 60-70 percent of India within a year. The ministry of defence has cleared most areas barring (a stretch of) 50 km along the international borders on the land surface in Jammu and Kashmir and the northeast region," said Brigadier R. Siva Kumar, director of NSDI. The digital mapping would allow the user to click on any geographical location to get details like longitude and latitude, altitude, forest mapping and other vital up-to-date inputs that are critical to any investment decision. The digital map has multiple uses including for navigational purpose. ---- Hope these digital maps are made readily available [open access] to the general public (on the Internet) at no cost. In most western countries taxis and cars are fitted with a device which clearly shows the map of the locality (at several levels of magnification) so the driver can choose a path avoiding traffic congestion. Peer-Review is Dead – Long Live "Peer-Review 2.0" Before an article gets published in a traditional scholarly journal – Print or Online – it undergoes a quality-check process called Peer Review. But this process does have some drawbacks. First one is that it is time-consuming process. Which adds to the delay in publication. Such a delay could be very significant if research results could be used to immediate problems – for example 'avian flu'. Second drawback is that it could add to the "biases" as quality control is in the hands of two or three peer-reviewers. Interactive nature of Internet has offered scholarly journals to experiment with peer-review process. "Nature" for example is undertaking an open peer review trial. In this trial, authors whose submissions to Nature are sent for peer review will also be offered the opportunity to participate in an open peer review process. In this three month trial, authors can choose to have their submissions posted on a preprint server for open comments, in parallel with the conventional peer review process. < http://openaccessjournals.blogspot.com/2006/06/trial-and-debate-over-peer-r… > Now an Open Access Publisher - Public Library of Science < http://www.plos.org/> is coming up with PLoS ONE < http://www.plosone.org/>. It claims to offer a new approach to the way that scientific research is communicated. It will "identify" papers that are technically sound and publish them "rapidly". These will be presented for open and continuous review to whole scientific community. They believe that published papers are not some form of absolute truth but part of an ongoing discussion. Interestingly their site PloS ONE is subtitled "Open Access 2.0". A Pitch for the Wikipedia Concept <http://www.medscape.com/viewarticle/520070>, Requires Free Registeration] argues, " we depend on peer-reviewed articles in print and online. But is this method obsolete? And is there a better way? Traditional medical articles are often outdated before publication. Consider HIV, SARs, avian flu -- even hormone replacement therapy. They're not comprehensive: For any topic, we have to read dozens of articles to be informed. And bias is always present, regardless of peer review… Based on a radical new model of publishing, on Wikipedia nearly anyone with a Web connection can start or edit an article. Contributors must agree to write in neutral point of view (NPV). Opinion is fair game for deletion by the first Wikipedian who reads it -- typically within 30 seconds of publication." Two Libraries Join Windows Live Book Search

Microsoft announced that it had enhanced Windows Live Book Search, adding a new feature that would allow publishers to submit their in-copyright books to become part of the service. Additionally, more material would be added as a result of the addition of the University of California and the University of Toronto libraries, Microsoft said. The University of California library contains some 34 million books across 100 libraries on ten campuses, making it the world's largest academic library. The award theme for 2006 is Innovative Learning Practices with Information and Communication Technologies. The prize is funded by the Kingdom of Bahrain. Dear Professionals, I agree with the srinivasulu's point of view of changing the degree from MLISc to MSc will bring value to this degree and LIS professsionals. I would also like to mention that as well as changing the degree, we should change the subject name also from Library and Informtion science to Information Science, Because as soon as we say Library science the way they look at us totally different.Still people are thinking that Library means simply sitting around the book and doing some issue and return. So we have revise the syllabus of LIS.we should follow the ALA syllabus in India. So that other country will accept our LIS programme.Faculty members also have to update their knowedge from time to time. Library and Information Science should be in Science Faculty

Dear Professionals, We have seen many illogical, non-technical, unprofessional and unethical things, little more in LIS Profession. Earlier, all subjects were grouped in single faculty, Arts. Later, many subjects have separated in science, social science, medicine, engg. etc. But, as far as the LIS is concerned, our professionals could not move our subject into science group. To achieve this, we should be able to revise the syllabus according to the present need. Without thorough knowledge in IT and modern KM, no body can exile. Moreover, our faculty members should take this aspect seriously. If they are not competent in modern topics, there is no shame in utiliziling the experts from outside. In Kerala Agricultural University, the BSc and MSc are given in Coperation, Banking and Management also. If so, I don't know why we could not move in this direction. For this also, our unity, and cooperative efforts of faculty and librarians are essential. I know that Madras University and some other Utys. are offering MSc in LIS. Another thing, if we have grouped the LIS in science faculty, it will get more recognition and acceptance in science libraries of ISRO, DRDO, CSIR, DAE, etc. A.T. Dear LIS Forum members, I am totally agreeing with the comment made by Mr. Gopakumar, regarding the change of M.L.I.Sc. to M.Sc. When one think of M.Sc., he will definitely compare with any other M.Sc. degree and don't bother about what we would have studied and what we have been doing and so and so..In my Opinion, one may think what is in the letter 'L', AT LEAST. Dear lisforum members, I have seen the posting of Mr.srinvasulu.b, a student of NCSI asking for changing the name of the degree from MLISc to MSc. A budding professional feels inferior with the name of the degree he is holding is an astonishing thing for me. If the name is changed to MSc, he may be feeling that nobody will ask him what he is learning there. But to me I feel that others should ask us what we are studying and what we are practicing. Through what we do, others will come to know about what we have learned also. Be proud to be a professional librarian. It is not the degree that matters or even its name. But what work you do at your workplace is that matters. This is the advice that a senior librarian with both BLISc and MLISc to his credit has to say. Kumar, There is no copyright violation in creating repository of your own institution's internal publications unless they are published externally. However, you need to have copyright clearance for the publications/documents already published externally (Journals/Conferences/workshops etc). As most of us know, off-late few major publishers have revised their copyright policies and now they would allow authors/institutions to retain and enable access to the published documents within the author's organization. Ofcourse, the rights differ from publisher to publisher. Its important to read latest copyright policies of publishers before you consider using their publications/documents. You may want to know that, some international organizations have "copyright transfer form" in place to ensure that publishers grant permission to authors/institutions to host the content within the organization at the time of submitting the manuscript for publication. The second need is to provide toolkits for federated searching which are able to be embedded in electronic learning environments used by lecturers, students and researchers. Most of these environments are institutional Virtual Learning Environments (VLEs) and Portals. Our study will show that the satisfaction of both needs faces important obstacles. On one side, standard exchange formats such as Z39.50 or OAI, developed precisely to facilitate the transfer or sharing of data between computer systems, present obstacles that make the harvesting and searching of data from digital repositories a challenging process. On the other side, VLEs are often restricted in their ability to allow the sharing and re-use of external e-learning sources discovered by federated searching toolkits. A solution for these obstacles, based on a service-oriented architecture approach, is suggested and explored on a pilot system. The aim of our research is the realisation of the concept of flexible federated searching. The intention is that the VLE user should be able to use whatever search tool he/she likes for whatever repositories he/she needs to search, without concern for how the tool and the repositories manage to communicate, or how the tool makes search results available to other VLE components. Dear Fred and friends: Over 80 Indian journals are open access journals. These include all 11 journals published by the Indian Academy of Sciences, four published by the Indian National Science Academy, Indian Journal of Medical Research (ICMR), three journals published by the Calicut Medical College, and 38 journals whose OA version is brought out by NIC and thirty journals whose OA versions are published by MedKnow Publications, Bombay. Where we are lagging behind is in setting up and filling institutional open access archives. The Indian Institute of Science was probably the first Indian institution to set up an institutional archive. Earlier to that, way back in 1997, Institute of Mathematical Sciences set up a mirror site for arXiv, the well-known physics archive. One Indian institution, NIT, Rourkela, has mandated open access for all the faculty and student research publications including M Tech and Ph D theses. NIT-R is the sixth institution in the world to mandate OA. Funding agencies supporting scientific research such as DST, DBT, DSIR, CSIR and UGC are, for some reason, reluctant to mandate open access for publications resulting from projects funded by them. A private company [Informatics India, B'lore] has a free service called Open J-Gate which helps anyone with an internet connection to access full text of papers published in all Indian and foreign open access journals. Efforts are afoot at Perhaps we should appeal to the members of the Parliamentary Standing Committee for Science & Technology and Environment and request them to bring about a suitable legislation mandating open access for all publicly funded research. I think that the Left parties may support the idea readily. Best wishes.
