Free software is about to get freer. Wikipedia founder Jimmy Wales said on Monday his for-profit company, Wikia, is ready to give away ?for free ? all the software, computing, storage and network access that website builders need to create community collaboration sites. Wikia, a commercial counterpart to the non-profit Wikipedia, will go even further to provide customers ? bloggers or other operators who meet its criteria for popular websites ? 100% of any advertising revenue from the sites they build. Started two years ago, Wikia (http://www.wikia.com) aims to build on the anyone-can-edit success of the Wikipedia online encyclopaedia. Microsoft's Office Open XML format becomes a standard

At the general assembly of Ecma International in Zurich, Switzerland, Microsoft's Office Open XML--a set of specifications detailing the document formats in Microsoft's office--was certified as a standard. In addition, the membership-based standards organization voted to propose Office Open XML to the larger International Organization for Standardization (known as ISO) for standards approval through its fast-track process. Journals, copyright and open access archiving

It tells you about the diff= iculties faced by developing country librarians who want to bring the compl= ete works of great scientists into public domain through open access reposi= tories. Surprisingly, some publishers - in this case Taylor & Francis - are= unwilling to grant permission to place papers published in their journals = several decades ago in an institutional open access archive. While one may = find a way out and get these papers accessible to anyone who wants to read = them, the true face of such publishers are exposed by such incidents. Dear all, We are very keen to make open access not only the papers of C.V. Raman but also any other articles/talks by him or on him. We have already made = available on our digital repository the newspaper clippings on him. All the 6 volumes of his collected papers have been scanned and we have the pdf files ready. Now only the publishers permission is needed to make them open access. We have written to all of them but getting all their permission is not assured. Already Taylor & Francis have declined to give permission to make their articles open access. Publisher's copyright policies may in fact be the biggest barrier to making this entire collection open access. However, the Indian Academy of Sciences and the American Physical Society have given us permission to = begin with. Our plan in these circumstances is to make articles open access wherever permission is clearly given and to make the rest restricted access. At least the metadata will then be freely available for all. Anyone interested can email us for a copy. I am sure that those who have established repositories are facing similar problems. But we are doing our best. [= Prof. Amartya Sen won in Economics, and Mother Teresa for Peace. Prof. Subr= ahmanyan Chandrasekhar and Prof. Har Gobind Khorana were US citizens when t= hey won the Nobel Prize.] Prof. Raman was Director of the Indian Institute = of Science, Founder-Director of the Raman Research Institute and the Founde= r-President of the Indian Academy of Sciences. He passed away in November 1= 970 at the age of 82. Scientists should refrain from signing publishers' agreements without readi= ng them carefully. They should never surrender copyright to their creative = works - resaerch papers. Many journals agree to make changes in the standar= d copyright transfer form they use. Over 90% of about 9,000 journals survey= ed allow archiving of papers published in them. The rest of the journals sh= ould be persuaded to fall in line, and if they refuse scientists around the= world should boycott them - they shoud refrain from publishing in them, sh= ould not act as referees for those journals and should not be members of th= eir editorial boards. As most research is performed with public support - research grants from go= vernments and other donors - it is not proper on the part of researchers to= sign away copyright to journal publishers. One can only give first (or eve= n exclusive) right to publish the papers. Authors and their institutions sh= ould retain all rights to use the material subsequently in whatever way the= y want to. If journals can claim copyright to articles simply because they publish, sh= ould not the funding agencies claim copyright to work produced with their m= oney and should not the authors retain the copyright simply because the pap= er is their creative work? What would be the impact if colleagues in all fields could exchange information with the click of a mouse and without the barriers of membership, subscriptions, or dues? These questions have recently been brought to the forefront by the introduction of the Federal Research Public Access Act (FRPAA).... After his experiences on the battlefields of World War I, Alexander Fleming made a shocking discovery-bacteria could be an even deadlier force than enemy artillery. In the startling conditions of trench warfare, infection caused 15 percent of war-related fatalities, or roughly 5.5 million out of 37 million total deaths. Fleming returned to his London laboratory driven to find some way to prevent these deaths. His pursuit eventually led to the discovery that mold, specifically penicillin, could kill bacteria....[W]hen Fleming published his findings in the British Journal of Experimental Pathology in 1928, his work raised little interest and was nearly lost to scientific obscurity. It was not until 1938, ten years later, that British scientist Ernst Chain and Australian scientist Howard Florey rediscovered Fleming's article.... [I]n today's world, with information increasingly at one's fingertips, it is amazing to note that some of the very same barriers that resulted in the ten-year delay of penicillin research and countless other discoveries still exist.... Just imagine if Fleming could have sat down at a computer and told colleagues in England and beyond about the miracle mold that could knock out staph bacteria. In fact, the number of visitors to digital content on Web sites so far outnumbers traditional journal circulations that the potential to broadly, widely, and immediately impact the scientific community via publishing online is nearly limitless. Take, for example, the journal Science. Science is one of the most commonly cited journals and boasts 130,000 print subscriptions. Yet its Web site, which contains a mix of free and subscription-required portions, receives 1.8 million weekly visits.... [There] is a growing movement to grant taxpayers access to research that is funded with taxpayer dollars. Led largely by the Alliance for Taxpayer Access, an organization in which CSU is a founding member, the movement insists on developing open, online access to federally funded research. Its main advocates include universities, libraries, consumer groups, and perhaps most notably a long list of patient advocate groups including the Genetic Alliance, a coalition of 600 disease-specific organizations that advocates for better healthcare treatments. Sharon Terry became the coalition's president after she and her husband encountered astounding barriers to research literature that would help them understand the debilitating genetic disorder from which both of their children suffered. The Terrys worked around those barriers by volunteering at a hospital and gaining access to the hospital's library. Armed with the research that they were first denied, the Terrys became experts on their children's disorders and, working with a network of scientists, became co-discoverers of the gene responsible for the disorder. Although it is uncommon for lay individuals to make such a significant impact in the research community, 80 percent of taxpayers, according to a recent Harris interactive poll, support a right to "open access" and have a strong desire not necessarily to view research findings themselves, but rather to feel the real-world benefits reflected when their own doctors, pharmacists, and other practitioners have better access to cutting-edge discoveries.... The digital archive will include books from the collections of the British Library, the University of California and the University of Toronto. Books from three other institutions will be added in January 2007. *Search full text * All the books currently included in the project will be non-copyrighted but later it will also add copyrighted work that publishers have given permission to include in the project. "We feel very strongly about copyright. We don't do any mass scanning of in-copyright works," said Danielle Tiedt, the general manager of Live Search Selection for Microsoft. Initially the database of available books will be searchable from the book search engine's home page or as a category on the main Windows Live Search page. Later Microsoft plans to integrate all the books scanned into its general search engine. "What we are focusing more of our efforts on for live searching is integrating all of those content types together to give you the most relevant results. If, for example, it's a search on historical content, chance are the most authoritative content may be found in a books search," said Ms Tiedt. The system has a feature called "search inside a book" which will allow users to search the full text of books. "We've focused on making the search experience really impactful...People will have full access to all of the text," said Ms Tiedt. A separate global digital library plan by Google is also under way. The search giant is spending $200m (�110m) to create a digital archive of millions of books from four top US libraries. It is also digitising out-of-copyright books from the UK's Oxford University. In contrast to Microsoft Google's plans include adding both copyright and non-copyright books from participating institutions. The burgeoning economic powerhouse has rapidly increased the money and manpower being invested in R &D, and spending by government and businesses will reach more than US$136 billion in 2006, the OECD said Monday. For comparison, Japan, formerly the nation with the second-highest investment in research and development, will dole out US$130 billion this year, and the EU nations (including France, Germany and the U.K.) together will allocate US$230 billion. "The rapid rise of China in both money spent and researchers employed is stunning. To keep up, OECD countries need to make their research and innovation systems more efficient and find new ways to stimulate innovation in today's increasingly competitive global economy," Dirk Pilat, the head of the OECD's Science and Technology Policy division, said in a statement. The U.S. maintains a strong lead as the No. 1 spender on innovation at US$330 billion, but not as large a lead when it comes to personnel. China saw an increase in the number of researchers of 77 percent between 1995 and 2004. The country now has 926,000 researchers, compared with 1.3 million in the U.S., according to the OECD report, "Science, Technology and Industry Outlook 2006." As China has grown in leaps and bounds economically, it has also been gaining in outsourcing, patent portfolio evaluation, chip manufacturing, and even Internet usage, the report noted. The calculations on R&D were based on spending trends observed between 2000 and 2005, the OECD said. What is most notable, according to the report's authors, is the rate at which China's numbers are growing. Its R&D went from 0.6 percent of its GDP (gross domestic product) in 1995 to more than 1.2 percent in 2004. That doubling growth rate is faster than the rate of growth for China's entire economy. Friends: Here is an article from the International Herald Tribune on collegiate and university education in India. It says quoting a NASSCOM report, that only 10% of college graduates (and 25% of engineering graduates) are employable. I fully agree with that statement. Arun [Subbiah Arunachalam] ----------------------- For many Indians, higher education does more harm than good By Anand Giridharadas / International Herald Tribune Published: November 26, 2006 MUMBAI - It would seem a good time to be Kinjal Bhuptani. She is a college student studying business in the financial capital of one of hottest economies on earth. But she has no illusions of sharing in India's newfound prosperity when she graduates from Hinduja College this spring. While others land $100,000-a- year jobs at Goldman Sachs and Microsoft, she is more likely to make $4 a day selling credit cards door to door. Bhuptani's mistake, if you can call it that, was not getting into one of India's most elite universities, like the Indian Institutes of Management or Indian Institutes of Technology. Those who are admitted go on to enjoy big paychecks on Wall Street and to manage some of the world's largest companies. In the shadow of those elite institutions, most of the 11 million students in the 18,000 Indian colleges and universities receive starkly inferior training, heavy on obeisance and light on marketable skills, students, educators and business leaders say. All but a tiny handful of graduates are considered unemployable by top global and local companies. "We might as well not have studied," Bhuptani said. The Indian educational system is locking millions of students in the bottom berth of a two-tier economy, critics argue, depriving the country of the fullest expression of their talents and denying students a chance to share in the fruits of reform. The problem, experts say, is in a classroom environment that infantilizes students well into their mid-20s, emphasizing silent note-taking and discipline at the expense of analysis, debate and persuasion. Students at second- and third-tier colleges suffer not because of a dearth of technical ability or intelligence, critics note. Most simply lack the "soft skills" sought by a new generation of employers but still not taught by change-resistant colleges: the ability to speak crisp English with a placeless accent, to design and give PowerPoint presentations, to write in logically ordered paragraphs, to work collegially in teams, to grasp the nuances of leadership. "It's almost literally a matter of life and death for them," said Kiran Karnik, president of the National Association of Software and Services Companies, an influential trade body that represents many of India's leading employers. A study that the group published last year concluded that just 10 percent of Indian graduates with generalist degrees were considered employable by major companies, compared with 25 percent of engineers. "The university has become a placeholder," said Pratap Bhanu Mehta, a former Harvard professor who recently resigned in frustration from the National Knowledge Commission, a panel advising the Indian government on overhauling its education system. India is one of those rare countries where you become less able to find a job the more educated you get. College graduates suffer from higher jobless rates - 17 percent in the 2001 census - than high school graduates. But even as graduates complain of the paucity of jobs, companies across India lament a lack of skilled talent. The paradox is explained, experts say, by the poor quality of the undergraduate experience. India's thousands of colleges are swallowing millions of new students every year, only to spit out degree holders that no one wants to hire. The differences between elite colleges and those attended by the majority can be striking. St. Stephens College in New Delhi, one of the country's best-known colleges, counts among its alumni a well-known novelist (Amitav Ghosh), a top United Nations official (Shashi Tharoor), and a former president of Pakistan (General Muhammad Zia-ul- Haq), and offers an illustration, through contrast, of what lesser institutions lack. P. Jacob Cherian, the acting principal, said the essential difference was a focus on leadership and communication skills, neglected at most other institutions. As on leading Western campuses, the students have frequent chances to meet and attend speeches by prominent leaders. "It's when you practice the skills that you actually learn them," Cherian said. But outside elite enclaves like St. Stephens, tertiary education is an exercise in drudgery. Take, for example, Hinduja College in Mumbai. It is in one of India's richest enclaves, but it is a second-tier, no-name school, exemplifying a middling college experience. Between lectures, dozens of students swarmed around a reporter to complain about their education. "What the market wants and what the school provides are totally different," said Sohail Kutchi, a commerce student. The students said they were not learning to communicate effectively, even as mainstay activities in the Indian economy evolve from pushing papers to answering phones and making presentations. There were few chances to work in groups or hold discussions. And in this purportedly English-language college, the professors used bad grammar and spoke in thick accents. Education experts argue that students are also graduating without the ability to assess problems and find creative solutions, in large part because their professors encourage them to be meek and obsequious. "Out! Out! Close the door! Close the door!" a management professor barked at a student who entered his classroom at Hinduja two minutes late. A second student, caught whispering, was asked to stand up for the duration of class. At Hinduja, the mode of instruction is often more evocative of a communist re- education camp than a modern campus. That is bad news for Indian companies, which are on a hiring binge. Infosys, a leading outsourcing company, will take on 25,000 new people this year, from a pool of 1.5 million applicants. The rejected are likely to include many smart graduates who merely lack skills like communication, poise and global exposure, said Mohandas Pai, director of human resources at Infosys. "You might be very bright," he said, "but since you are studying in the vernacular you cannot speak good English. You are not taught presentation skills in your college, so you lose out." That makes me happy. But what about the papers of the great scientists of India? For example, when are we going to digitize and make available through open access repositories the collected works of Srinivasa Ramanujan, C V Raman, Meghnad Saha, Satyen Bose, J C Bose, G N Ramachandran, C R Rao, C N R Rao and several others? Years ago, CSIR brought out the collected papers of Meghnad Saha in print. Arun [Subbiah arunachalam] ----- Scientists push open access for developing nations Scientists in developing countries hope to promote open access for scholarly articles Frederick Noronha 29 November 2006 Source: SciDev.Net Scientists from Brazil, China, Ethiopia, India and South Africa have set guidelines for developing countries to freely access publicly funded research. The success of their draft national policy will depend on whether the relevant governments, funders and research institutes adopt its recommendations. The guidelines were agreed at a workshop in Bangalore, India earlier this month (2-3 November) where 44 international participants including scientists and policymakers discussed ways to promote open access. Open access is the free online availability of digital content, especially of peer-reviewed scientific and scholarly journal articles. Scientists in the developing world have long complained that their work is invisible to scientists in North America and Europe, said Alma Swan, co-director of Key Perspectives Ltd, a UK consultancy company for scholarly information. "Now the developing world has the opportunity to create the level playing field it has so long cried out for," she told SciDev.Net. While participants agreed on the policy, there was lively debate on how to make governments adopt it, Barbara Kirsop, secretary of the UK-based Electronic Publishing Trust, told SciDev.Net. The participants said financial barriers prevented researchers in developing countries from accessing the research information they need. Their policy urges governments to require all publicly funded research published in peer-reviewed journals be deposited in an institutional digital database as soon as publication is accepted. This should be a condition for research funding for any papers partly or fully funded by the government. Eve Gray, a fellow at the Open Society Institute in South Africa said that policymakers in governments and institutions have the power to determine the reach of scientific research. "They can make [the research] instantly visible, or they can fail their staff," she told SciDev.Net. Large research funders in rich countries such as the Wellcome Trust and Research Councils United Kingdom, she argued, have recognised this and shown the way. The workshop revealed that Bioline, an online publisher for developing countries, saw a huge increase in requests for scholarly papers when it became open access. This shows "how much information was unused, unknown, un-accessed before open access", says Kirsop. She added that developing nations should lead the way towards promoting open access as "they have so much to gain and so much to contribute". The workshop was funded by the Open Society Institute and organised by the Indian Academy of Sciences, the Indian Institute of Science and the M. S. Within a short span of eight months, there are over 35,000 downloads from over 100 countries. How was this achieved?: 124 articles published by NIO?s authors during the year 2006 are up. Thanks to the authors who resourced these. Many of them have learnt the art of self-archiving (uploading on DRS) and few sought help of the library. Other articles range for the period 2000-2005. NIO library obtained permissions from Indian publishers to upload these. These have been uploaded after scan and OCR. This has helped increasing the size of DRS. Very little portion of this does include grey literature (theses, reports, etc.). DRS is one among the very few institutional repositories in the field of Marine Sciences all over the world. The contents of DRS is harvested by: OAIster (Global harvester for archives), Google Scholar, Avano (Marine and aquatic science harvester from France) and CASSIR (Indian archives harvester at IISc, India). I understand that there is a move at IISc, Bangalore, to place as many papers of faculty and students as possible in the next two years before the Institute celebrates its centenary. IISc must have published several tens of thousands of papers in the past 98 years. It will indeed be great if all of them are readily available in full text and are searchable using metadata. When will the other leading research institutions in India follow suit? Excerpt: It took just 18 months for University of Nebraska-Lincoln archivists to create the Digital Commons, a now internationally ranked online database of more than 15,000 papers, essays and articles. The archive was recently bumped to the fourth largest in the U.S. and is in the top 15 worldwide in terms of size, ac-cording to grading by the Registry of Open Access Repositories, or ROAR. The directories of the University of Michigan, Ohio State University and the Massachusetts Institute of Technology are the only three in the nation with more materials than the UNL commons. Each has been available for more than five years. The University of California's archive, which UNL surpassed to gain ROAR's fourth-place ranking, is more than 10 years old. "We've been working very hard to populate (the UNL data-base) with content. We're probably the fastest growing digital archive in the United States at this point," said Paul Royster, UNL's Digital Commons director. Royster began uploading around 10,000 doctorial dissertations written by UNL faculty members to the database in 2005. Since then, he and his staff of five students have added more than 5,000 other materials, and continue to add to the service piece by piece. "There's been a movement for the past two or three years, and Nebraska Libraries is in the front rank because we're interested in electronic access," Royster said.... "(It) showcases our faculty and student research, increasing the visibility of their work and providing an easy way for potential students to see the breadth and depth of the work done at UNL," said Joan Giesecke, dean of libraries for UNL, in a press release Tuesday. The Digital Commons aver-ages around 2,000 hits, or view or searches of content, per day. More than 800 documents are downloaded on average each day.... Amidst the recent popularity of open source systems, registries like ROAR have become more common as well. ROAR has existed in its current form for two years, said the registry's director Tim Brody....ROAR tracks archives based on size, type and growth. "We want to encourage both the setting up, but more importantly, the filling of repositories," [Brody] said. "In order to encourage the filling of repositories we need to know how much stuff there is in them." Peter Suber's Comment. This is an OA success story. Kudos to UNL for wanting to make it happen. How can a declaration be implemented without involving policy makers from the government?

Friends: While welcoming the policy statement that emerged from the Bangalore workshop on electronic publishing and open access and which developing countries and their funding agencies could adopt, someone commented that "we should work jointly to ensure that policy makers from the government should be involved in the movement if any declaration has to be implemented in a developing country", and "how can a declaration be implemented without involving policy makers from the government." I am sure people who want to bring about a major transformation would know this. It would be naive to expect policy makers such as Prof. C N R Rao, Dr R Chidambaram or Dr R A Mashelkar to attend a two-day workshop on open access. We did invite senior officials of DST, DSIR, DBT, etc. but they could not attend (for valid reasons). But policy makers - members of the Science Advisory Council, for example - attended and spoke at the workshop. What is relevant is that policy makers have been involved for a very long time. Pardon me for confining myself to what I have been doing. I have been speaking to key people in the Ministry of Science, Office of the Prinicipal Scientific Adviser, the Science Advisory Council and the Academies ever since I took interest in promoting the culture of open access. To give a few examples, I have had many conversations (mostly by email and occasionally face-to-face) with Professor M S Valiathan, then President of INSA. He signed the Berlin Declaration on behalf of INSA, he convened a one-day meet on open access at the Annual Meeting of INSA held at NCL, Pune, and invited me to speak as well as to suggest names of other potential speakers, and made all INSA journals open access. I have been talking to Prof. N Balakrishnan, who is not only the Associate Director of IISc but also an important person in Indian science and higher education policy circles. He set up India's first super computer centre and India's first institutional archive and is heading the internationally known Million Books Digital Library programme. I have been talking to Prof. N Mukunda, Editor of publications of the Indian Academy of Sciences and a former chiar of the INASP advisory board. We even attended a open access conference at Unesco together a few years ago where I introduced him to Abel Packer, the key person behind SciELO and BIREME. I am talking to people at all levels - from the level of technical assistants and officers who actually set up and maintain OA archives to Directors of institutions and Secretaries to the Government of India and Presidents of Academies. I am not the only one who is trying to promote OA in India and the developing world. There are many others and all of us recognise the importance of working together. In fact I have coauthored papers with Peter Suber, Barbara Kirsop, and Leslie Chan. As the governments happen to be the major providers of funds for research in all developing countries, we need to persuade them to mandate. How can we neglect or ignore them? Besides we believe in sharing knowledge (that is why we are ready to hold workshops and spend so much time and energy in disseminating news on current developments) and building multi stakeholder partnerships. Arun [Subbiah Arunachalam] Friends: While welcoming the policy statement that emerged from the Bangalore workshop on electronic publishing and open access and which developing countries and their funding agencies could adopt, someone commented that "we should work jointly to ensure that policy makers from the government should be involved in the movement if any declaration has to be implemented in a developing country", and "how can a declaration be implemented without involving policy makers from the government." I am sure people who want to bring about a major transformation would know this. It would be naive to expect policy makers such as Prof. C N R Rao, Dr R Chidambaram or Dr R A Mashelkar to attend a two-day workshop on open access. We did invite senior officials of DST, DSIR, DBT, etc. but they could not attend (for valid reasons). But p olicy makers - members of the Science Advisory Council, for example - attended and spoke at the workshop. What is relevant is that policy makers have been involved for a very long time. Pardon me for confining myself to what I have been doing. I have been speaking to key people in the Ministry of Science, Office of the Prinicipal Scientific Adviser, the Science Advisory Council and the Academies ever since I took interest in promoting the culture of open access. To give a few examples, I have had many conversations (mostly by email and occasionally face-to-face) with Professor M S Valiathan, then President of INSA. He signed the Berlin Declaration on behalf of INSA, he convened a one-day meet on open access at the Annual Meeting of INSA held at NCL, Pune, and invited me to speak as well as to suggest names of other potential speakers, and made all INSA journals open access. I have been talking to Prof. N Balakrishnan, who is not only the Associate Director of IISc but also an important person in Indian science and higher education policy circles. He set up India's first super computer centre and India's first institutional archive and is heading the internationally known Million Books Digital Library programme. I have been talking to Prof. N Mukunda, Editor of publications of the Indian Academy of Sciences and a former chiar of the INASP advisory board. We even attended a open access conference at Unesco together a few years ago where I introduced him to Abel Packer, the key person behind SciELO and BIREME. Dr. Shailendra Kumar , Department of Library & Information Science, Delhi University & National Advisory Board Member, EMPI Digital Library National Convention 2007 launched the Convention¢s Official Website http://www.empidlnc.org. on Wednesday, 29th November, 2006 , at the premises of the EMPI Business School ¢s Knowledge & Learning Resource Centre. Mr. Gurnam Saran, President, EMPI Group of Institutions, Mrs. Rumma Sharma, Deputy Director (Library), CME, AIMA, New Delhi & Members of the Organizing Board were the prominent dignitaries at the inaugural function. Later, Dr. Shailendra Kumar read, at the EMPIs R&D Conference Room No. 2, his paper on " Dynamics of Information from the Village to the Research Laboratory ." The paper was illuminating and thought provoking for all who are interested in reducing 'the Digital Divide' between the Rural and Urban populations, the Illiterate and the Academicians. An alliance for taxpayer access in India

>From Biobytes, Vol. 1, 18 December 2006 [http://biobytes.bicmku.in/] A Perspective on Open Access Publishing Subbiah Arunachalam Email: arun(a)mssrf.res.in Much of research in India in the fields of science, technology, agriculture, medicine, social sciences, economics, etc. is funded out of taxpayers' money. A few years ago, a DST report quoted a figure of about 75% for the share of publicly funded scientific research. However, the findings of these research programmes, usually in the form of research papers published in refereed journals, are not easily accessible even to Indian scientists at large let alone the public, for the simple reason scientists publish their research papers in a wide variety of journals published from many countries and no library in India or for that matter anywhere in the world can afford to subscribe to all these journals. Also, some journal publishers fix their subscription prices at astronomical levels. As a consequence research published by scientists at the Tuberculosis Research Centre in Chennai, which would be of great relevance to researchers say in a university in Maharashtra, may not be even noticed by the university scientists. Both groups receive funds from the same source, viz. the Indian Government, and yet what one does is not easily accessible to the other. What is more it need not be. The authors at the Tuberculosis research Institute may publish their papers in any journal they want to. But if, at the same time, they also place the papers in an interoperable institutional open access archive (or repository) anyone with an Internet connection can access it. This is precisely why enlightened institutions such as the Indian Academy of Sciences and the Indian Institute of Science are subscribing to the idea of open access. All eleven Academy journals are open access. Anyone anywhere in the world can access any paper published in these journals - full text and not just abstracts - through the Internet. The Indian Institute of Science is maintaining an open access repository of full text papers and they are on their way to placing every paper published by the IISc faculty and students in this repository. Currently they have more than 5,000 papers. CERN, the Centre for Nuclear research in Geneva has placed more than 75,000 papers in its repository. Many Indian physicists have been placing their research papers - both preprints and postprints - in an international repository called arXiv. But a vast majority of Indian scientists are not making their papers available via open access. What can we the common people, the taxpaying public, do? Well in the USA they have an organization called the Alliance for Taxpayer Access; please see http://app.e2ma.net/app/view:CampaignPublic/id:5584.334940148/rid:24ef8cfe5… for details. They have over 75 institutional members and they are fighting for open access to all publicly funded research. Through their advocacy, the Alliance members hope to change not only the US policy but also the attitude and behaviour of individual scientists. Enlightened Indians in all walks of life could form a national organization similar to the US Alliance for Taxpayer Access and persuade the government to mandate open access all research publications resulting from public funding. The Alliance could write to major funding agencies and apex bodies (such as DST, DSIR, ICAR, ICMR, DAE, DRDO, Dept of Space, Department of Ocean Development, UGC, etc.), the Science Advisory Council to the Prime Minister and the science academies and professional societies urging them to adopt a comprehensive open access policy in India. In the US a bill is at an advanced stage of discussion in the Congress and in the UK six of the eight Research Councils have already announced their support to open access. The Wellcome Trust, one of the largest funders of life science research, has mandated OA for all papers resulting from their support. Surely we in India can open up the scientific and scholarly literature. Dear Friends, Koha 2.2.7 just released. It is a stable version of 2.2.6. The main feature of this version is Z39.50 client based of Zoom. Koha has more than 100 registered users and at least 300 libraries use the software. Koha is the first Open-Source Integrated Library System. Koha is a full-featured open-source ILS. Developed initially in New Zealand by Katipo Communications Ltd and first deployed in January of 2000 for Horowhenua Library Trust, it is currently maintained by a team of software providers and library technology staff from around the globe.
