Dear Library & Information Professionals, National Informatics Centre, New Delhi is conducting a four day-training programme on "Biomedical Information Retrieval" from 20th to 23rd February,2007. This programme would cover searching of Internet biomedical resources including NLM Gateway and PubMED. In addition this would also include searching NIC's databases - IndMED, medIND, Uncat and OpenMED Archive. There is no course fee and TA/DA will not be provided. Lunch, tea, and Internet access during practise sessions would be provided. However, participants would have to arrange for their accommodation at Delhi and local commuting to reach NIC. Respected All Construction of Asia's biggest Book Mall begins in Kolkata Source : http://www.htcricket.com/news/181_1917434,000600010003.htm The complications and litigations over rehabilitation and compensation package settled, the decks are finally cleared for the construction of Asia's biggest Book Mall - Varna Parichay - from Polia Boisakh at the site where once stood the College Street Market. A dream of book-loving Chief Minister Buddhadeb Bhattacharjee, the world-class Book Mall with a state-of-the-art design, ambience and facilities for the bookworms would be completed by the Bengal Shelter Housing Development Limited in the next 24 months. Inspired by the sprawling 5-lakh sq ft Sitan Book Mall at Peking in China, the mammoth Kolkata Book Mall would be spread over 15-lakh sq ft in its seven-floor structure minus the basement. The Book Mall will also have attached to it a six-floor Multi-Level Car Parking facility that would accommodate 600 cars at a time. Designed by the world famous architect Hafeez Contractor, the Book Mall is a unique blend of Indo-Saracenic and Colonial architecture with that of the modern times. Special attention has been given to keep the heritage of the area in focus while designing the structure. "We have not seen anything like this before in Mall architecture, in terms of design both inside and outside. Once completed, this will be one of the best booklovers destinations in the world. So far, the world doesn't have any Book Mall so huge in proportions," said Managing Director Bengal Shelter Housing Development Limited Samar Nag. While the ground and the first floor of the building would be set aside for the rehabilitation of the College Street Market shopkeepers, the 2nd to 7th floor of the Book Mall would house publishers and publication division, book mart, book binders' corner, food court, multiplex, coffee house and an open-air (Mukta Angan) cultural arena, where literary events like book reading and book releases would be held throughout the year. The Book Mall will have 40 life-size sculptures of the world-renowned litterateurs made by their respective countries. "For instance, we plan to get Socrates from Athens, Shakespeare from London, Maupassant from Paris, Nazrul Islam from Bangladesh, etc. What's more, in the open-air complex, we will also have a Monmart (as in Paris) where the painters can sit and draw and also exhibit their paintings to the visitors," said Samar Nag. A special section is being created to accommodate the Indian and foreign publishers under one roof in this Book Mall. Sources said, publishers from Delhi and Mumbai have already booked spaces. And international publishing houses like Mark Taylor, Crosswords, Landmark, Penguin, etc., have also booked spaces inside the mall. "There will be special corners for children and little magazine publishers and sellers. And an interesting concept is the Monmart Gallery that will be created along the staircase to give the booklovers the idea about the new releases that are available in the Book Mall and in which stall. This will be in addition to the computer scrolling that would be available for the visitors. And last but not the least is the monthly bulletin of the Book Mall with the itinerary of all the events and releases," said Samar Nag. According to estimates, Rs 158 crore would be spent to put up the Varna Parichay at College Street. To be fully operational within 30 months, Bengal Shelter MD Samar Nag would lead the management to operate this Book Mall. "I will be conductor and get others to orchestrate this den of book lovers. And in selecting the team we will focus on people madly in love with books. Because unless passionate, it would impossible to run this mad book factory," said Samar Nag. Free ODF Converter for Word now Available

Microsoft today released the final version of an open-source document translator for Microsoft Word that allows the user to save files in the OpenDocument (ODF) format. The conversion utility, hosted on SourceForge, has been in development for several months in a partnership between Microsoft and open-source developers. The ODF translator has been tested on Office XP, Office 2003, and Office 2007. While it currently only works on Word files, the team expects an Excel document translator to be available by November 2007. Dear Sh. Rajiva, Thanks for the query, though it's a pretty complex one. We have now many open source softwares in vogue (Greenstone, EPrints and DSpace etc.) in addition to the WinISIS/GENISIS applications. Greenstone, DSpace and EPrints are later additions to cutting edge DL solutions. Each of these software bring along with them excellent feature sets and sometimes unique facilities to the user community. And they all have worldwide acceptance too. Greenstone (http://greenstone.org) is a general purpose digital library software, an initiative from the New Zealand digital library project, and the Dept. of Computer Science at the University of Waikato New Zealand. You can get most of the support for Greenstone from the above site as well as the South Asia Support site at http://greenstonesupport.iimk.ac.in. DSpace (http://www.dspace.org) is a collaborative effort of the MIT and the HP Labs, and EPrints (http://www.eprints.org) comes from the University of Southampton, UK. Both these are also digital library software applications with more focus on building open access Institutional Repositories. So, to answer your question as to which is the best software for a University Library, I will say all are, and the same time, depending on your objectives, requirements, applications, specifications etc. just to mention a few. You will be the best judge, or a team of professionals involving the librarians as well as IT professionals in your University could look at these softwares and then zero in on to one. Indian Statistical Institute Documentation Research Training Centre Bangalore-560059 SEMINAR ON Mapping Information Retrieval Research Mapping of a domain has been a widely employed technique in scientometrics to study its dynamics over time. It is a common practice to base such mapping on published literature in the area. Mapping the dynamics of a discipline over time is expected to highlight the shift, if any, in the research fronts in that domain. Literature on mapping is extensive and has references to the possible applications of mapping- the principal ones being science policy formulation, research funding, etc. In this seminar it is proposed to present structural changes in the domain of Information retrieval as seen via mapping its dynamics over the last 35 years. The choice of IR has been influenced by the fact that IR, more than any other sub-discipline, has influenced the direction of Information Science. The IR research community has also expanded considerably and encompasses research in linguistics (e.g. NLP), data / text mining, ontology and semantic web, to mention a few that have attracted wide attention in addition to the traditional areas of IR research. The principal methodologies employed are Co-word Analysis and Co-citation Analysis. The choice of these techniques for mapping the data was based on the fact that these have been effectively employed by many to project data as maps without loss of essential information and the fact that a public domain S/w is available. From Nature 445, 351 (25 January 2007) Rebels hold their own in journal price war Declan Butler Last August, the entire editorial board of the Elsevier journal Topology quit in a row over pricing. Now they are setting up a non-profit competitor to be published by the London Mathematical Society. The Journal of Topology, announced last week, will launch next January and will cost US$570 per year, compared with Topology's $1,665. It's not the first such move. Over the past eight years, around a dozen cheap or open-access journals have been created to compete directly with an expensive commercial journal, many by editorial boards that had quit the original publication in protest. So, do the cheaper journals fare better than their rivals? As far as scientific credibility is concerned, the answer is often yes — many of the challengers have obtained impact factors (a measure of the citations its papers receive) higher than their competitor. For example, the Journal of Machine Learning Research, set up in 2001 by editors of Springer's Machine Learning, has a 2005 impact factor of 4.027. "That's the highest in artificial intelligence, automation and control, and ninth in all of computer science," says Leslie Pack Kaelbling, a researcher at the Massachusetts Institute of Technology in Cambridge and the journal's editor-in-chief. Machine Learning has a 2005 impact factor of just 3.1. One of the first defections was Evolutionary Ecology Research, set up in 1999 by Michael Rosenzweig, a researcher at the University of Arizona in Tucson. He defected, along with the entire editorial board, from Evolutionary Ecology, then published by Wolters Kluwer. Rosenzweig had established the journal in 1987, but became disillusioned with price increases. The new journal has survived, with the online version getting up to 80,000 page views a month and a 50% increase in its number of pages, says Rosenzweig. He says the journal pioneered the idea of allowing libraries to subscribe only to an electronic version. Although its impact factor of 1.61 lags behind Evolutionary Ecology's 1.77, he dismisses this as unimportant: "Impact factors are toxic for science and the journals that serve it." Like many of the rebel journals, Evolutionary Ecology Research was set up with help from the Scholarly Publishing and Academic Resources Coalition (SPARC), which fosters greater access to the literature. Joan Birman of Columbia University in New York is on the editorial board of Geometry and Topology, another SPARC-supported journal. She says it "has done better than we could have dreamed". Despite scholarly success, the rebel journals often get poor support from libraries. But despite scholarly success, the journals often get poor support from libraries. Confronting High-Profile Attacks on Celebrities and Businesses is not the kind of figure normally associated with the relatively sedate world of scientific publishing. Besides writing the odd novel, Eric Dezenhall has made a name for himself helping companies and celebrities protect their reputations, working for example with Jeffrey Skilling, the former Enron chief now serving a 24-year jail term for fraud. Although Dezenhall declines to comment on Skilling and his other clients, his firm, Dezenhall Resources, was also reported by Business Week to have used money from oil giant ExxonMobil to criticize the environmental group Greenpeace. "He's the pit bull of public relations," says Kevin McCauley, an editor at the magazine O'Dwyer's PR Report. Now, Nature has learned, a group of big scientific publishers has hired the pit bull to take on the free-information movement, which campaigns for scientific results to be made freely available. Some traditional journals, which depend on subscription charges, say that open-access journals and public databases of scientific papers such as the National Institutes of Health's (NIH's) PubMed Central, threaten their livelihoods. >From e-mails passed to Nature, it seems Dezenhall spoke to employees from Elsevier, Wiley and the American Chemical Society at a meeting arranged last July by the Association of American Publishers (AAP). A follow-up message in which Dezenhall suggests a strategy for the publishers provides some insight into the approach they are considering taking. The consultant advised them to focus on simple messages, such as "Public access equals government censorship". He hinted that the publishers should attempt to equate traditional publishing models with peer review, and "paint a picture of what the world would look like without peer-reviewed articles". Dezenhall also recommended joining forces with groups that may be ideologically opposed to government-mandated projects such as PubMed Central, including organizations that have angered scientists. One suggestion was the Competitive Enterprise Institute, a conservative think-tank based in Washington DC, which has used oil-industry money to promote sceptical views on climate change. Dezenhall estimated his fee for the campaign at $300,000-500,000. In an enthusiastic e-mail sent to colleagues after the meeting, Susan Spilka, Wiley's director of corporate communications, said Dezenhall explained that publishers had acted too defensively on the free-information issue and worried too much about making precise statements. Dezenhall noted that if the other side is on the defensive, it doesn't matter if they can discredit your statements, she added: "Media massaging is not the same as intellectual debate. Officials at the AAP would not comment to Nature on the details of their work with Dezenhall, or the money involved, but acknowledged that they had met him and subsequently contracted his firm to work on the issue. "We're like any firm under siege," says Barbara Meredith, a vice-president at the organization. "It's common to hire a PR firm when you're under siege." She says the AAP needs to counter messages from groups such as the Public Library of Science (PLoS), an open-access publisher and prominent advocate of free access to information. PLoS's publicity budget stretches to television advertisements produced by North Woods Advertising of Minneapolis, a firm best known for its role in the unexpected election of former professional wrestler Jesse Ventura to the governorship of Minnesota. The publishers' link with Dezenhall reflects how seriously they are taking recent developments on access to information. Minutes of a 2006 AAP meeting sent to Nature show that particular attention is being paid to PubMed Central. Since 2005, the NIH has asked all researchers that it funds to send copies of accepted papers to the archive, but only a small percentage actually do. Congress is expected to consider a bill later this year that would make submission compulsory. Brian Crawford, a senior vice-president at the American Chemical Society and a member of the AAP executive chair, says that Dezenhall's suggestions have been refined and that the publishers have not to his knowledge sought to work with the Competitive Enterprise Institute. On the censorship message, he adds: "When any government or funding agency houses and disseminates for public consumption only the work it itself funds, that constitutes a form of selection and self-promotion of that entity's interests." ICFAI to set up 15 pvt varsities at Rs 1000cr

The Institute of Chartered Financial Analysts of India (ICFAI) is planning to set up 15 private universities in various states by 2010 at an estimated cost of Rs 1,000 crore. It had chalked out plans to set up the campuses in the wake of nine states enacting legislations facilitating establishment of private universities. Other states in the country are expected to introduce similar legislations. "We have so far established seven private universities in the states of Uttaranchal, Tripura, Sikkim, Mizoram, Meghalaya, Nagaland and Jharkhand. In addition, Chhattisgarh, Punjab and Rajasthan have issued letters of intent to set up universities in their respective states," ICFAI University vice-chancellor, V Panduranga Rao, told Business Standard. Rao said ICFAI has acquired land in Nagpur (54 acres), Kanpur (60 acres) and Chandigarh (50 acres) to establish these university campuses. To set up a university in Jaipur, the Rajasthan government has allotted 40 acres of land. According to Rao, ICFAI is building a 1.5-million square feet campus spread over an extent of 93 acres in Hyderabad. The first phase of the Rs 175-crore campus has been completed and the second and final phase would be completed by this year. This will be converted into a university once the Andhra Pradesh government implements its decision of introducing a Bill facilitating the establishment of private universities in the state. In Dehra Dun, ICFAI has started building a one-million square feet campus at a cost of about Rs 90 crore, the first phase of which would be ready by June this years. Similarly, the institute is expecting to complete the construction of a 4-lakh square feet campus in Agartala by May. The Agartala campus is being built at a cost of Rs 60 crore. "By the end of 2007, we will have three full-fledged campuses with residential accommodations for students and faculty and sports facilities," Rao said. Stating that the new universities would be funded through internal accruals and bank loans, Rao said ICFAI had the required experience, expertise, infrastructure and sound financial background to provide highly professional quality education. Papers presented at previous LWW conferences have mapped this change and provided examples of how libraries are delivering their services whenever and wherever their users need them. We anticipate that papers may cover: New kinds of service, especially those which open up new paradigms of library perhaps the library equivalent of YouTube or MySpace? Service delivery in challenging environments, especially where the infrastructure may be sub-optimal as in some developing countries, or where the user group represents particular challenges. As in the past these themes are indicative and we remain open to proposals which, while in the general area of interest of the conference, do not fit neatly into the defined themes. In addition to research papers, we welcome papers based on truly innovative practice, but these should assess the more general lessons to be learned rather than simply presenting a localised case study. Submissions Presentations at the conference can be either papers of 30 minutes duration or interactive workshops of 60 minutes. Workshop sessions could start before and finish after the extended lunch break to allow for discussion time. To be considered please submit an abstract (between 400 and 800 words) together with a 50 word biographical statement and a 50 word synopsis of the paper or workshop which can be used to publicise your session. Proposals for workshop sessions should also include a brief description of the proposed session format, and an indication of any special room or equipment requirements. Please make sure you have read the Information for Workshop Presenters on the FAQ section of the LWW7 website. All presenters are expected to submit a paper for publication in the LWW Conference Proceedings series, published by Facet Publishing.
