She will explain the development of the Semantic Web which promises a richly linked future and will enable more intelligent information retrieval. She will look at how the Web evolved from its early simple incarnation to the massive global information structure it is today, and how search engines enable us to make sense of this very complex environment. There is a growing realization among many researchers that if we want to model the Web and understand its future trajectory; if we want to understand the architectural principles that have provided for its growth and the applications they enable; and if we want to be sure that it supports the basic social values of trustworthiness, privacy, and respect for social boundaries, then we must chart out a research agenda that targets the Web as a primary focus of attention. This is largely due to the filings from the Republic of Korea (5,935)and China (3,910), followed by India (627), Singapore (402), South Africa (349), Brazil (265) and Mexico (150). NET May be Back The National Eligibility Test (NET), which was done away by University Grants Commission (Useless Governing Commission) is likely to be restored again by it as the basic eligibility criteria for the appointment of lecturers in colleges and universities. The UGC had in June 2006 exempted NET as eligibility criteria for those holding MPhil or PhD degree following an amendment to the UGC guidelines. This was one of the recommendations made by the NET Review Committee constituted by the Ministry of Human Resource Development (MHRD) under the chairmanship of Planning Commission member Bhalchandra Mungekar. It is noteworthy to mention that unqualified NET failed M.Phil holders were declared as qualified on 14-06-2006 by UGC Regulation 2006 upon interim recommendations by problem solving exercise of the committee. Now, Mungekar Committee is considering to reverse its recommendations. However, the NET examination pattern may be changed a bit. On 11 January last, the chairman held talks with academics from Delhi University, Panjab University, Himachal Pradesh University and colleges from the North. The majority of teachers were of the view that NET should continue to be the eligibility criteria. In 1983, the UGC set up the RC Mehrotra committee, which recommended that candidates applying for the post of lecturer, would have to qualify at the national test conducted by UGC or any agency approved by UGC, as well as secure at least 55% in their masters programme. These requirements were not be relaxed even for candidates with MPhils and PhDs. In 1993, UGC decided to give PhD and MPhil degree-holders exemption from NET, whereby students who had completed their PhD and MPhil on or before December 31, 1993, were eligible to apply for college and university level faculty positions. In 2002, UGC decided that the exemption would be extended to only PhD graduates. Again those who had completed their PhDs after December 31, 2002, were not eligible to apply for faculty positions. The inconsistency in Qualification policy seem to have become a common practice by UGC. Someone somewhere is playing this game to accommodate his candidates and then fix the lock again. DEFF, DFG, JISC, SPARC Europe and SURF. The petition called for the European Commission to endorse in full the recommendations in the EU Study on the Economic & Technical Evolution of the Scientific Publication markets of Europe. The petition will be handed over to the European Commissioner for Research, Mr Jan Potocnik by Dr Sijbolt Noorda of the European Universities Association, a body that represents 780 universities in Europe, on 15 February 2007. About 18,500 people (including 749 institutions) have signed the petition (as on 11 February 2007). These include nine national academies, eight university associations (rectors conferences), nine government departments, six research-based museums, 120 universities and research institutes, 17 research funders, 43 learned publishing organisations, 91 R&D-based companies, 61 national societies or foundations, 52 international societies or foundations, 34 research library organisations, and 183 research libraries. Many institutions and individuals outside Europe have also signed the petition to EC in favour of mandating open access to research papers. Among them is Professor Atta-ur-Rahman, the well-known organic chemist and Minister for Science of Pakistan. Leaders of Indian science, directors and scientists of national laboratories (CSIR, ICAR, ICMR, DAE, DRDO, Department of Space, DBT, etc.), vice chancellors, deans, professors and research scholars of Indian universities, Presidents and Fellows of Academies, and librarians would do well to sign the petition. Subbiah Arunachalam --------------------- The European research and academic community has demonstrated overwhelming support for the European Commission's proposed Open Access Self-Archiving Mandate (A1). A petition, launched jointly on January 14th 2007 by research organisations in a number of European countries, has drawn over 20,000 signatures from Europe and worldwide in support of the EC's proposal. The response includes almost 1,000 institutional signatories from National Academies of Sciences, Universities, Rectors' conferences, Learned Societies, national and private research funding councils, and industries that apply research.) In conjunction with the petition, a separate poll has been conducted of the EC Open Access Mandate's specific target constituency. The administrators of currently active EU FP6 projects were asked to register a vote FOR or AGAINST open access to research results. The result was overwhelming: 85.8% in favour of open access, 14.2% against (based on a healthy 8.22% response rate from 2652 email invitations to vote). Previous research has demonstrated the increased impact that Open Access to Research Results offers the research industry. Dear collegue, Even if the intake is less, the minimum no. of books should be 4000 volumes, because an engineering college library should have minimum facilities of reference for the benifit of the students. You have to add 60 titles per branch X 4 copies. ie if 3 branches in a college, 180 titles X 4 copies. Please note that 180 titles are important but you need not buy 4 copies of each title. Sometimes you may buy 2 copies of one title and ten copies of another title. Yes, in case of increase in intake you have to follow the norms, as per intake. AICTE norms

Dear all I am working in an engineering library. I have certain doubt regarding AICTE norms . As per AICTE norms, at the time of establishment for three branch with an intake of 240. There should be minimum 4000 volumes in the library, which means 250 titles with four multiple copies and 1000 volumes for basic science. In case the intake is less than 240 do the norms remains same i.e. 4000 volumes or is it different. If so, please give the details. For yearly additions it mentions that they must be increased as one title per student admitted to a branch. if the intake is 60 students for computer branch in first year. Does that mean I have to increase 80 title in computer branch or 80 titles for each SE,TE & BE which makes 240 titles in all. There is nothing mentioned about number of copies to be increased for yearly addition does that mean it is understood that four copies are to be increased. Please specify. In case of increase in intake should we follow norms for yearly addition of books. If anyone have information regards the same. Please cooperate me. Thanking you in anticipation. Professionals in India can look at alternative powerful Abstracting, Indexing and Citation Database (SCOPUS) at last. Scopus also includes over 170 highly selected Indian Journals in it and brings visibility to the Indian Journals to the International Scholars. Please see the following observation. In the Charleston Advisor - the latest in a line of comparative reviews by Louise Deis and David Goodman - Scopus is finally awarded full parity with Web of Science. Dismissing previous objections based on apparent "content gaps" in Scopus, Deis and Goodman conclude: "The truly important difference is...that Scopus offers a wider selection of journals and intelligent interface, while WoS offers a much longer selection of years". Area seniors and low to moderate income individuals can receive assistance at no cost with the task by going to one of four locations. Once again the American Association of Retired Persons has set up with site to assist those in need with their taxes paying special attention to those 60 and over. They will be at the Bossier Central Library, located at 22206 Beckett Street in Bossier City, Monday through Friday from 9 a.m. until 2 p.m., Highland Center at 520 Olive Street in Shreveport on Monday through Thursday from 8:30 a.m. until 2 p.m., Broadmoor Library paper site, 1212 Captain Shreve Dr. in Shreveport on Tuesday from 9 a.m. until 3 p.m. and Southern Hills Recreation Center at 1002 Bert Kouns Industrial Loop in Shreveport on from Tuesday through Thursday from 8 a.m. until 2 p.m. Volunteer tax counselors assist people in preparing their tax returns and answer tax questions from Feb. 1 to Apr 15. Counselors receive annual training in both state and federal tax preparation in January and must pass an open book test. Counselors give a minimum of four hours per week at an AARP Tax-Aide site. Some counselors provide free electronic filing of state and federal returns as well. Limited shut-in service is available in some areas. Volunteers needed for publicity, technology and administrative positions as well. "I have recommended having their taxes done this way to several of my friends," Alice Clapp of Bossier City said. "My husband Webster and I have had ours done this way for years." Clapp said that since the workshop is held at the library she and her husband just pick up a book, take a seat and wait their turn. "I would recommend having their taxes done here to anyone," she said. "The volunteers are helpful and courteous to everyone." AARP Tax-Aide has provided this service for over 30 years and is affiliated with the Internal Revenue Service. Volunteers are needed throughout the state to replace and augment our existing volunteers. Previous tax experience is not necessary. Other positions for recruiting, publicity, technology and other areas are also needed.
