I have delivered a lecture at Lady Irwin College (New Delhi) yesterday on "Bio-Medical Information Retrieval from Net". I wish to share my lecture slides with you. The Presentation consists of over 90 Power Point PPT slides. It has been prepared keeping in mind the information needs of Bio-Medical Researchers. However it does not include Paid / Fee based services like "Web of Science". The presentation can be viewed or Downloaded (for reuse) from http://snipurl.com/1v51n Presentation starts with an emphasis need for having a planned search strategy and evaluation of the retrieved results. The best tool and Internet resource to explore would depend upon the type of information being sought from the net. For general non-scholarly information Internet Search Engines, Meta Search Engines, Web Directories and Subject Guides would be the best way to start with. However there is need to evaluate all such information. Simple criteria - like the authority behind the information; the date of creation and modification and commercial interests if any - can be used to evaluate the authenticity of the information retrieved. Medical websites with "HONcode" logo could be easily evaluated and trusted. For scholarly literature, researchers are advised to start with Bibliographic Databases. These databases provide references to high quality peer reviewed journals. PubMed and IndMED (For Indian Journals) are best known under this category. The presentation has some interesting pictures to explain the need for "Controlled Vocabulary" like MeSH. Other tools like Scirus can also be used for retrieving scholarly information. Google Scholar can be used to for limited "Cited By" information along with references. Coming to Full Text of articles, looking for libraries' holdings would be a better strategy. "Union Catalogue" is useful tool to explore collection of neighborhood libraries. Many good journals are now coming out from Open Access Publishers like BioMed Central and PLoS. Some of the good Indian medical journals are also available for free through Internet. NIC's medIND project and MedKnow (an Indian Open Access Publisher) have been instrumental in putting most of them online. Directory of Open Access Journals is a useful tool to find out Open Access Journals in a subject domain. Other resources for finding full text articles are Institutional (like EPrints@IISc ) and Subject Repositories (like OpenMED@NIC). There are now about 1000 such registered and OAI-PMH compliant repositories all over the world. Tools like ROAR can used to find a relevant repository. These repositories can also be searched through search engine like Google and some special OAI-PMH search engines. College Post Bangalore-560059 Seminar On *Next Generation Catalogues: User expectations* * * Since the days of Cutter, tools to access the resources of libraries are changing their structure and interface rapidly and dramatically to fulfill the dynamic user needs. Today almost every library user comes with expectations set and defined by their experience of using the Web. So the catalogues, which are offered by the libraries, need to operate at the same level of sophistication as other popular Web destinations. In the past decade people's expectations regarding search and *e*-access to information have dramatically changed. The proliferation of desktop computers, the increasing amounts of *"born digital" *content, and the advent of the Internet have all contributed to this. People expect to enter one or two words (or maybe a phrase) into a search box, click a button, get a ranked-list of relevant items returned, select an item from the results, and view/download the information. The process has to be quick, easy, and immediate. Even though people know that the information available from libraries is free and authoritative they often use libraries as a last resort because they see library systems are overwhelmingly associated with books, confusing, difficult to use, time consuming, complex and inconvenient. Recent issue of 'Journal of Cancer Research and Therapeutics' has an interesting editorial. Denying open access to published health-care research: WHO has the password? An 'extract' of the editorial is as below. The World Health Organization (WHO) has demonstrated exemplary foresight in highlighting that access to biomedical journals is a critical issue in developing countries and one of the many obstacles to improving health. In the year 2002, WHO initiated a unique program, HINARI, with the support of several major publishers. HINARI is presently providing open access to over 3,750 journal titles to institutions in 113 developing countries. Institutions in countries with GNI per capita (World Bank figures, 2006) below $1,000 are eligible for free access and those in countries with GNI per capita between $1,000 and $3,000 can gain access by paying a very reasonable fee of $1,000 per year / institution. However, clinicians and researchers in some very populous developing countries like India have been greatly disappointed that they are not considered eligible for HINARI. The GNI per capita as per the World Bank 2006 figures for some of the countries that have been excluded by HINARI, range from $770 for Pakistan, $820 for India, $1420 for Indonesia and $2010 for China. The HINARI website acknowledges that some developing countries with per capita GNP of less than US$3,000 have been denied open access through HINARI as 'the publishers participating in HINARI have not, for the time being, extended their offer to countries where they have significant levels of existing subscriptions and, in some cases, local sales staff.' It is unfortunate that business interests of western publishers has taken away the gloss from HINARI by denying open access to clinicians catering to the health needs of half of the world population. While the long list of 113 countries covered under HINARI looks very impressive, most of these are very small countries, with the combined population of countries in Band 1 being 1.2 billion; and in Band 2 as 0.3 billion. In contrast, the total population of China, India, Indonesia and Pakistan, the 4 most populous countries with a per capita GNI of less than $3000 but excluded from HINARI is 3 billion. Professional Capability Building

Dear All, A vibrant librarian needs to be conversant with the subject he deals with, library science and information technologies in the right mix with focus on practical utility to his professional job. Any library professional can become well versed in those three areas, if he pays a little attention and spends some time on the Internet, newspapers like The Hindu, All India Radio/Door Darshan or some quality books. That is not enough if he wants to improve further. He needs to concentrate more on developing his writing and presentation skills. He should be able to write anything with clarity, brevity, simplicity, logical sequencing etc and present anything with proper salutation, intonation, pace, tone etc, if he needs to remain as an able professional. All known professionals in any field have or developed those qualities. Needless to say that those skill sets cannot be attained without good reading which is an essential quality required for any librarian. If the librarian is a reasonably good reader of books, he can easily grasp the requirement of readers or information seekers and can mould his library collection and services in tune with their requirements. In order to develop those capabilities, the library schools can devote 30 minutes just before the lunch break every day for an internal seminar. In the seminar, a student should present a paper of around 500-1000 words on a topic of his passion. The paper must be chosen and prepared well ahead. The class mates and teachers should make the deliberations in the session a lively one benefiting each other. The busy teachers may benefit more from such session than probably the students. The session can be included for internal assessment of the students. Seminar session should be set by drawing 15 minutes each from the curricular sessions and the lunch time (say 12.45 to 1.15 PM). If the session is healthy and lively the discussions should continue during the lunch time too. The library schools get the last choice of students as they do not care to provide ample ambience to develop the personality of the students joining there. Whereas the management schools, even though they deal with a subject that cannot be worth mentioned even as a discipline, get high caliber students because of the availability of most conducive environment for developing anyone's capability fully. Information Needed: Education Volumes from the past

Dear All, I have been looking for some documents that are published by NCERT and/or the respective State counterparts(SCERT) and need your help in locating them.. I need DISTRICT LEVEL DATA from the 5th (1986-87) ALL INDIA EDUCATIONAL SURVEY (AIES). NCERT usually comes out with a report after each of their surveys with lists the India wide and state level details from the survey. However, we need district level data which they do not publish formally. I have come to know from fellow researchers at MIT, who have used the data before, and also from faculty members affiliated with NCERT, that the NCERT has the separate state volumes for the different states/UTs of India and the district data for each state can be obtained from those volumes. Some of the states might not be present at the NCERT library. They might be in the Central Secretariat library, the library of the Planning commission or other government libraries in Delhi. Most probably they will be with the libraries of the directorate of education of the relevant state since they are the ones who are linked with collecting and collating the data. I need those data for all the districts of India, and most importantly for West Bengal and Karnataka. Do you have any information about the location of these volumes? I am not up to that level from where I can speak on this vast subject but I feel this is a serious matter so I want to say that if it possible then National knowledge Commission takes the initiative to structure the syllabus of BLIS and MLIS and the syllabus must be same all over India, right now we see different subjects are being taught in different Universities, so the student who studied from the Banglore or from Delhi University have the more knowledge than the student who studied from any other universities, the differences in the curriculum makes a big difference in the professional life. Dear Sir/Madam, This is in response to some of the issues that raised by the respected information Profs. The topics that we have been discussing for the past few days have been completely driven by the notion of globalization. Technology should be a part of the curriculum and every new entrant should be in a position to upgrade his knowledge to stay in the competition. The question is, should we completely embrace the technology or is there nothing to study in the library domain except few facets. As Dillon points out that technology has permeated all we do in this field; it is a foundational for the discipline in the twenty-first century, not a component that can be ignored or taught separately. But Dillons above verbatim emphasizes is that we do need technology to thrive in the 21st century but not to the extent that we should wear the mask of the technologists or software designers. Even the modern technologies that we have been using over the years in one or the other way have molded and designed based on the traditional concept of information organization. It is note worthy here to mention the classic work of Lickliders Libraries of the future, where Licklider talks so eloquently about the contribution that library science dsicpline brought into shape the procognitive systems of the 60s. He went on to emphasize the inter-disciplinary collaboration by putting the library science as a core, which could contribute immensely for the enhancement of the human-computer interactions in the future. What all these shows is that library science domain is as relevant as forever. But we do change according to the needs of the present environment. It is not that we should completely forget the library domain and embrace technology. Education is a life long process and every day we have to learn new things and upgrade our knowledge. One of the participants have mentioned that he has lost is job simple because of that he is from different stream. MNCs run with the profit motives and they recruit who best suit to their work environment. That is altogether different context. Another aspects is that libraries in India especially Govt schools and colleges are in very bad condition, whenever we get a chance to work in that environment., librarians are not respected, so the need is the quality of the libraries and creating the awareness among others about the importance of the library. In England and America parents always take their children to book store and cultivate reading habits in a early age, but this is not the case in our country. Why this aspects I have mentioned here is that the discussion is completely driven by the motto of train young minds to be an employee of the MNCs not to make them to see the problems that we Indians are facing. Over the years 117000 farmers have committed suicide in India- one of the reason for this is the lack of information. So here comes the role of the librarians and information professionals. I conclude this by quoting the Dillions words the organization and management of information, the digital divide, the level of literacy in our society, and freedom of access to published information have become mainstream issues for our culture. This may be a once in a century opportunity to convince those in the power that the field has a real contribution to make. Ref: Dillon, A. and Norris, A. I wanted to comment on the issue of adding the syllabus what i think and what i suggest is that during the final year of mlisc the students must be given an exposure to work with various libraries free of cost a sort of internship progaramme of one month, so that they will get exposed to various tools and tecnologies of librarianship.This will make them more confident enough to face the interviews, perhaps some of the university have such programes but with collaboration with various research centres, information centres etc it can be done more systematically as the practical knowledge will be very usefull to the students rather than giving them theorotical exposure. LIS Departments need Accreditation System and New Courses

Dear Colleagues, It is good to see the ongoing discussion about integration of ICT technologies to LIS Courses in India. I agree that we need to incorporate ICT in LIS Syllabus, and most of the Departments have done that already. I doubt about the quantity practical orientation provided by them, it varies from one to another. A good IT lab with latest hardware and software is still a dream for many of the Departments. Few of them have collaboration with IT / Computer Science departments. This is the era or Globalisation and Specialisation. India is trying to become a developed nation, and we have to think from this background. In this regards, I have two points to discuss. 1. Our main problem is that, we do not have a "National Accreditation Process for Library Science Programmes" in India. NAAC accredits the Universities as a total. There are national library associations bearing this responsibility in developed nations, like ALA for USA, CILIP for UK etc. The accreditation process is carried out regularly and Departments will get accreditation for 5 /6 years. The course, syllabus, teaching methods, ability of faculty, facilities etc are standardised or regularised through this process. Departments failing in accreditation can not attract students, because the employers always prefer to appoint candidates with an accredited degree. If we implement this system in India, we can set standards for LIS Departments and its courses. We can approach associations from other countries to get our Courses recognised, may be in developed countries like USA and UK. Indian Library Association should take up this issue and find out the ways to start accreditation process in India. This will help us in making our candidates globally accepted. With my experience, I know that it is not simple as I wrote here, but we should start somewhere. 2. Second point is about starting new (specialised) courses. If you watch LIS Departments in developed countries, you can see atleast two or three master level courses are offered by them. Those are specialised courses, but clearly fits in our area of services, like Knowledge Management, Information Science, Medical/Helath librarianship, Information Systems, Electronic Information Management, Digital Libraries, School Librarianship etc apart from pure Library and Information Science. In India, our tendency is that, we compress all these subjects in to a 2 year course and call it as MLISc. Along with MLISc, why can't we think of starting few more Masters from any of the above mentioned areas. We also need specialisation in our Courses to supply specialised library professionals to the present vibrant job market. Market needs Knowledge Managers, Digital Librarians, Medical Librarians, Information Analysts etc. For this, along with the present faculty members, we may need new members or collaboration with other departments. Dear Friends, Fully functional Next Generation libraries now becoming reality in India. This I realized only last Saturday (1st December 2007). I happened to visit NATIONAL SOCIAL SCIENCE DOCUMENTATION CENTRE-NASSDOC (ICSSR) at 35, Ferozeshah Road, New Delhi 110 001. They hosted a meeting of "Ranganathan Research Circle". After the meeting, the hosts took us for a visit of their library. Well I was fascinated to see latest technology working for their library. An ordinary library user needs to have his / her RFID embedded library card to get hold and carry home a book of his/her choice. That too without having to come in personal contact with library staff. The reader would be able to enter the library by swiping one's card at a special entry / exit automated gate. Once in the library, the user can search library catalogue. It is computerised and available in the form of an online database commonly known as OPAC - Online Public Access Catalogue. I found three terminal aesthetically placed in front of large banner depicting the utility of catalogue. Searching OPAC could be useful. But as we know, most users would browse through the stacks. This comes naturally to human mind. One can easily browse the library stack area with help of guides. These guides are full of colours with well thought out background and labels. Book stakes are made of wood that matches with the lovely atmosphere of the library. The shelves are made of think glass slabs. Not wonder sliding books to withdraw give a silky touch and hence protect book edges. All books have a RFID tag pasted below the accession slip. The tag is in the shape of a white small square patch that is noticed only when observed. After getting a document of choice, one can choose to sit in a well lighted reading area. Few computer workstations are also available. So internet and electronic databases are are also available to readers. Taking a book home is easy. Keep it with library card on the Automated Issue / Return Kiosk. Issue it and take it away. The automated security exit would not make any fuss. I hope Indian Libraries would soon witness adoption of such innovative technologies. The library staff would be spared from routine issue / return activities. Now they can devote their time and energy in some better activities. The 'stereo typed public perception' about librarians would also change. So can we call such libraries as ATM Libraries? If any library school or teacher claims that all is well, it shows the lack of his exposure or his disinterest in making his students as good peformers.It is a difficult to remain as a good teacher in a library school, when everything is changing so fast. Any library professional should have a good knowledge on library science, the specific subject he deals with and information technologies. The brief information about the lecture by Dr. Sridhar and the subsequent interaction with students reveal that the session would have been very fruitful and lively. To me the crux of the problem lies in the decreasing reading habit among youths and students. Why so? The problem lies in the methodology of education and teaching. The myth that evolution of Internet has made libraries redundant contributes further to the less use of libraries. Dr. Sridhar counter argued that in spite of invasion of technology number of printed books and journals has not reduced. On the other hand it has increased. He said one in five books published and one out of three books borrowed from libraries are related to IT. If IT eliminates the printed books, why this trend he questioned. Dr. Sridhar presented some of the quality issues that need to be taken note of by the Internet users. Authenticity and accuracy are the major ones. Libraries are more reliable source for a common man. Filtering mechanism adopted in libraries ensures the quality and accuracy. On the other hand, Internet is increasingly becoming more popular creating the impression that libraries are no more required. Dr. Sridhar trying to rationalise this trend said accessibility, ease of use and perceived utility are the major factors for popularity of Internet. He opined that Internet and IT are supplement to the libraries and in real perspectives they are not threats. Giving some tips for students Dr. Sridhar said that domain knowledge (library based skills), communication, research bent of mind, reading habit and ICT skills are the expected core competencies by the employers. He said that competition for job is increasing as number of qualified professionals coming out of library schools has increasing drastically. A huge chunk of graduates are coming out of library schools from open universities. This has created an imbalance between supply and demand as for as library professionals are concerned. In this context Dr. Sridhar gave advice to the students that they should go for specialization and be ready when the opportunity arises. Dr. Sridhar's lecture was followed by an interesting and elaborate interactive session. Students asked varieties of questions and sought clarifications on various intriguing issues. Some of the questions asked/issues discussed are as follows: - Can Internet substitute a library? - Whether the present university syllabus enough for developing a good librarian? - How can one encourage young people to read? - How to ascertain needs/wants of remote readers in the context of digital libraries? - How one should equip to get good job? - What are the core competencies of librarians? - Whether classification and cataloguing are redundant in Internet era? - How to improve social status of libraries? - Libraries have been changing their names over the years from 'Libraries' to 'Knowledge centres', 'Information Centres' to 'Information Kiosks' etc. Whether this change in name inevitable? -- N.S.
