Dear Members of the List I am a very happy to announce that NewGenLib, the integrated library management system is now open source. Details are given below. * * *NewGenLib Open Source* 1. NewGenLib (www.newgenlib.com <http://www.newgenlib.com>) is now open source under the most widely used open source software licensing system called GNU GPL (General Public License) 2. The open source binaries and source code can be downloaded from http://www.sourceforge.net/projects/newgenlib. Installation notes for Linux and Windows are also available at the site. The user manual is also downloadable. 3. Librarians/developers who download the software can post their views, problems, solutions, discussions, etc., on https://sourceforge.net/forum/?group_id=210780. 4. NewGenLib is web-based and has a multi-tier architecture (www.kiikm.org/newgenlib_architecture.jpg) uses Java (a swing-based librarian's GUI) and the JBoss (J2EE-based Application Server). The default backend used is the open source PostgreSQL. 5. NewGenLib functional modules: Acquisitions management (monographs and serials); technical processing; circulation control; system configuration; a desktop reports application and an end-of-day process (scheduler) application. 6. NewGenLib is compliant with MARC-21 format. 1. Has a MARC editor 2. Allows seamless bibliographic and authority data import into cataloguing templates 7. Form letter templates are configurable using openOffice 2.0 as ODT and htm. 8. SMTP mail servers can be configured for emails that can be sent form functional modules. 9. NewGenLib allows creation of institutional open access (OA) repositories compliant with the OAI-PMH. 10. NewGenLib servers are SRU/W compliant supporting MARC-21 and MODS 3.0 metadata formats. CQL (level 1) with both Bath and Dublin Core Profiles are supported. 11. NewGenLib is Unicode 3.0 compliant. It is an internationalized application. English and Arabic interfaces are already available. 12. Is RFID ready. Dear Professional Colleagues, UGC appointed a Cadre Review Committee to streamline the designations to bring in uniformity in the Central Universities and Deemed Universities. Myself and Dr. S.S. Murthy former Director, DESIDOC were members alongwith Additional Secretary, UGC, a Memeber from DOPT, and also from MHRD, Government of India. Some of the Committees recommendations briefly include the following: 1 .To treat the Information Scientists on par with Asst. Librarians for promotion to the Deputy Librarians and merging it as Asst. Librarian eventually with LIS qualifications with specialization of IT. 2. Merging the designation of Documentation Officer with that of Asst. Librarians. 3. A uniform structure was suggested with merging (grouping) many different designations: Librarian, Dy. Librarian, Asst. Librarian, Professional Asst, Library Asst, Library Attendent. 4. Asst. Librarian level will have specializations for recruitment and promotion to head the sections. 5. Different qualifications with length of experience in the lower grade for open recruitment and internal promotion with percentage of posts. 6. CAS on par with faculty 7. Recommended for new designations and revised pay scales (below the Asst. Librarian) for consideration etc. 8. Another recommendation was mobility of professionals between practicing Librarians and Teachers in the LIS departments (Asst. Librarians and above). This automatically brings in uniformity of pay scales and promotion policies etc. The years of experience gained by working in the library or teaching in the department will be treated as equal. The matter is pending in UGC for longtime. The ILA may takeup the issue with UGC to get it cleared. This report was discussed among the Librarians of Central Universities at a one day meeting at University of Hyderabad. The report was also presented by me using ppt. at the meeting of the Vice-Chancellors of Central Universities presided over by the Chairman, UGC again at the University of Hyderabad. Dear All, We got yet another excellent open software with all possible standards and hitherto un-available fulltext linking. This is the right time to think ways of intertwining it with our daily professional practices in some more libraries. As Dr Goudar pointed out, we need to think of evolving strategies to promote it by building up the capacity of a group of IT friendly professionals in learning, handling ,developing simple documentation and helping others to use the software in their libraries. Many excellent and easily usable pieces of software fail to root well in our profession, mainly because of the failure or deficiency in delivering the content of training in a simple and incremental manner to suit the new adult learners. Creation of simple manuals and giving training in a simple,cohesive and modular manner is essential. Any software is very easy to use, if someone help you know the proper sequence of choosing the option. If the proper sequence is not taught, using any simple software is a difficult task. So we need to design our training and promotion policy on thie NewGenLib software strategically, in a context where IT enabled libraries are envisaged far more than earlier by all, including the knowledge commission. Both these activities are very essential for many of the academic libraries. Till now, to the best of my knowledge, most of the libraries are using two different software packages, one for library automation and the other for open access repositories. With the availability of NewGenLib, both these essential activities can be integrated thus eliminating the possibility of using more than one computer server. Institute of Health Management Research in assocaition with SALIS -Delhi NCR is organising a National Workshop on "Building Digital Libraries Using GSDL and DSpace on 14th and 15th of March, 2008 at Institute of health Management Research, Sanganer Airport, Jaipur. The details of the workshop is as under:- About the Workshop The purpose of the Workshop is to provide overview of the two major international open source software-GSDL and Dspace and also to give practical training to the participants to build digital library collections. The Workshop will facilitate interaction between experts and the participants in order to bridge the knowledge gaps and initiate capacity building activities The deliberations of the experts - and subsequent discussions - during and after the workshop will help develop a road map for the digitization of libraries. Objectives of the workshop The major objective of the proposed Workshop is to provide § Overview of the Metadata Standards § Overview of the open Archives Initiatives § A first hand knowledge of the GSDL and Dspace § Training in Building digital Library Collection § Training to Build Institutional Repositories/ Archives Greenstone Digital Library Software (GSDL) GSDL is open source software used for building and distributing digital library collection. The aim of the Greenstone software is to empower users, particularly in universities, libraries, and other public service institutions, to build their own digital libraries. It provides a new way of organizing information and publishing it on the internet or on CD-Rom. GSDL is produced by the New Zealand Digital Library project at the University of Waikato and developed and distributed in corporation with UNESCO and the human Info NGO. DSapce Dsapce is a digital library software used to capture store, index p[reserve and redistribute the digital library materials. Of the 53% of US adults who said they visited a library in 2007, the biggest users were young adults aged 18 to 30 in the tech-loving group known as Generation Y, the survey by the Pew Internet & American Life Project said. "These findings turn our thinking about libraries upside down," said Leigh Estabrook, a professor emerita at the University of Illinois and co-author of a report on the survey results. "Internet use seems to create an information hunger and it is information-savvy young people who are most likely to visit libraries," she said. Internet users were more than twice as likely to patronise libraries as non-internet users, according to the survey. More than two-thirds of library visitors in all age groups said they used computers while at the library. Sixty-five per cent of them looked up information on the internet while 62% used computers to check into the library's resources. Public libraries now offer virtual homework help, special gaming software programs, and some librarians even have created characters in the Second Life virtual world, Estabrook said. Libraries also remain a community hub or gathering place in many neighbourhoods, she said. The survey showed 62% of Generation Y respondents said they visited a public library in the past year, with a steady decline in usage according to age. Some 57% of adults aged 43 to 52 said they visited a library in 2007, followed by 46% of adults aged 53 to 61; 42% of adults aged 62 to 71; and just 32% of adults over 72. "We were surprised by these findings, particularly in relation to Generation Y," said Lee Rainie, co-author of the study and director of the Pew project. In 1996 a survey by the Benton Foundation found young adults saw libraries becoming less relevant in the future. "Scroll forward 10 years and their younger brothers and sisters are now the most avid library users," Rainie said. The survey of 2,796 Americans was conducted by telephone from late June through early September and has a margin of error of plus or minus 2.5 percentage points. It was funded by the federal Institute of Museum and Library Services, an agency that offers federal support for US libraries and museums. Recognizing this many governments and policy- making bodies have initiated processes to formulate and implement effective national information policies and strategies. This is seen as necessary to respond to global challenges. India, as a rapidly growing economy, needs a knowledge-oriented paradigm of development to give its people advantages in all fields of knowledge. Recognizing this the Government of India constituted the National Knowledge Commission (NKC) in 2005. The NKC is expected to make recommendations that help transform India into a knowledge-based society. Its prime focus is on five key areas of the knowledge paradigm: Access to knowledge, Knowledge concepts, Knowledge-creation, Knowledge application and development of better Knowledge services. One of the central objectives of NKC is to examine the present standards and services of libraries, other information centers and resources and suggest measures for their development so that they could play a central role in this transformation. The NKC has come out with a document constituting its Report to the Nation for 2005. This Colloquium will examine the recommendations and implications with particular reference to libraries. Valuating Information Intangibles/ Saluting Dr. Pujar's initiatives

Dear LIS Professionals, Recently I came across a book Valuating Information Intangibles: Measuring the Bottom Line Contribution of Librarians and Information Professionals. The book is more focused on tantalizing prospect to the records and information management (R/M) professional who has never had an authoritative answer to the question, "How do we know what this information is really worth?" However, as a faculty member and researcher the most significant portion from my point of view is determination of the bottom-line value of libraries and information centers. In this context I really salute to the initiatives of Dr. S.M. Pujar and his colleagues for modernizing Balasaheb Khradekar Library of Shivaji University, Kolhapur. I am just listing few initiatives so that other Librarians can also follow for the benefit of researchers and faculty members. Library Website on the Internet: (http://www.unishivaji.ac.in/lib/index.htm) Library website was launched in August 2006. It was designed and developed by the librarian, provides information regarding library its resources and services. In addition, it also provides links to various electronic resources such as electronic journals, databases and useful websites. The website is being widely used by university and affiliated college faculty and students and also visitors from all over the globe. UGC-INFONET E-Journals and Databases: (http://www.unishivaji.ac.in/lib/ejls.htm) Library has taken very good steps in making available more than 3000+ electronic journals of 24 leading international publishers given under UGC-INFONET E-Consortium of INFLIBNET. Apart from getting access to these resources, library has made it a point to conduct regular awareness programs, which is essential in the effective use of resources. This is has resulted in 4 times increase in the use of resources in 2006 as compared to 2005, it will certainly much higher in 2007, the usage data of which is awaited from INFLIBNET. Digital Library: Library has developed a searchable digital library using open source software DSpace on Linux platform, where in cost of development is zero except the use of hardware. The digital library has been appropriately named as Shivaji to correspond with the name of university and a tribute to Chatrapathi Shivaji Maharaj. This digital library is presently available only within university campus LAN, which will be made available on the Internet in the near future for the benefit of affiliated college teachers and students. At this stage digital library has the following collections: Old SET question papers Government Reports Rare Documents Library Portal on Intranet: In order to provide need based information to faculty and students of the university, library has developed a portal named GYAN-SAGAR, which provides information on fellowships, careers, forthcoming conferences, competitive examinations and links to other resources. The information on these subjects is identified by various library staff and put it on this portal for the benefit of faculty and students. Unique feature of this portal, it is being developed by one of the library staff each page on the above aspects is maintained by separate individual library staff. This gives credit to the library staff for their work and also makes them responsible for the development of content for the page. Library automation: Automation of various activities of the library was long pending issue, which is being taken up now. For undertaking this work required infrastructure is being built and the work of retrospective conversion of library records (Computerization) has been outsourced to an agency, which will develop database of library documents (Catalogue). The details of new documents will be entered by the library staff, the work of which is already started. For automating of the library activities, Libsys4 integrated library software has been procured. During the database development stage, only the Online Public Access Catalogue (OPAC) will be made available on the Intranet (LAN) for the benefit of university faculty and students. This will help faculty and students to check library catalogue sitting in their departments and IT hall. Once the database is developed and all the collection is barcoded, circulation of books will be made using this software. The project period of database development is fixed at 6 months (180 days) from the effective start of the project. Benefits to Society and Users: These ICT initiatives are helping faculty, students and society in general in the growth of knowledge and in building a digital divide. The library users from this rural centric university are not much behind in accessing world class literature from renowned databases and publishers, otherwise till recently this was only a dream. It is my privilege to post it again on the LIS forum. I am once again proud to reiterate the efforts of Dr. Pujar in modernizing Shivaji University Library. It is unfortunate for us that he is leaving Shivaji University and rejoining IGIDR, Mumbai. Associate Annotator at The Butler Hill Group The Butler Hill Group, a computational linguistics consulting company, has an immediate need for several well-organized, detail-oriented individuals to fill Associate Annotator positions. Qualified candidates will be native English speakers, living in India. They will be interested in becoming integral members of a virtual team of Associate Annotators working remotely from a home office on their own personal computer. This is a freelance/contract position. Candidates must demonstrate high-level reading comprehension and communication skills and possess a strong familiarity with a wide variety of online and print news sources published in English for the Indian market. Ideal candidates will be avid Internet enthusiasts. Associate Annotators are responsible for reviewing and evaluating online search results based on specific search terms and will provide either a favourable or unfavourable rating depending on the relevance of the result to the search term. The evaluation work will be done according to specific guidelines using an automated tool. Annotators will go through a one week online training cycle, and based on training performance, may be invited to continue in actual reviews along with a team of Annotators. Annotators will have regular contact by email with a Butler Hill Lead and/or Project Manager who will be available to answer questions and give general support. Are you the right candidate for this position? The right candidates for this position will be able to work in a collaborative, virtual work environment. This role requires individuals who are also able to follow carefully documented instructions. This position requires relatively quick data analysis, but it also requires consistent accuracy - an ability to concentrate on a repetitive task without losing focus. Dear Professionals and well wishers of Library System, It is essential to strengthen the University Library and Information System of the country. In this regard, UGC has the important role. I think the following aspects need mandatory regulations: 1. For the last 20 years UGC could not implement uniform terms for librarians with regard to pay, career advancement, retirement age, appointment, etc. 2. So, changing the designations is the only total solution. All research institutions having common designations as scientists, including for librarians. 3. The designations may be as follows: Lecturer & Asst. Librarian; Reader & Deputy Librarian; Professor and Librarian. In Agricultural Universities, it should be Asst.Professor& Asst. Librarian; Associate Professor & Deputy Librarian; and Professor & Librarian 4. As most of the professionals inducted to the UGC Scheme after several years of service in the lower cadres, it is very difficult for them to have 18 years experience as Asst. Librarian / college librarian or 13 years as Deputy Librarian to become eligible for the post of University Librarian. Hence, most of the efficient and dynamic professionals could not reach this post. 5. In Kerala and most of the states, lots of posts of university librarians are laying vacant. Neither universities nor the government taking steps to fill theses posts. Out of seven universities in Kerala, six are running without librarians. So, it is high time to take up the matter with UGC and the Governemnt. With regards, A.T. A new tool to measure the impact factor of journals and citation statistics of published research papers for free. Is it the end of Thomson Scientific's monopoly? Declan Butler A new Internet database lets users generate on-the-fly citation statistics of published research papers for free. The tool also calculates papers' impact factors using a new algorithm similar to PageRank, the algorithm Google uses to rank web pages. The open-access database is collaborating with Elsevier, the giant Amsterdam-based science publisher, and its underlying data come from Scopus, a subscription abstracts database created by Elsevier in 2004. The SCImago Journal & Country Rank database was launched in December by SCImago, a data-mining and visualization group at the universities of Granada, Extremadura, Carlos III and Alcalá de Henares, all in Spain. It ranks journals and countries using such citation metrics as the popular, if controversial, Hirsch Index. It also includes a new metric: the SCImago Journal Rank (SJR). The familiar impact factor created by industry leader Thomson Scientific, based in Philadelphia, Pennsylvania, is calculated as the average number of citations by the papers that each journal contains. The SJR also analyses the citation links between journals in a series of iterative cycles, in the same way as the Google PageRank algorithm. This means not all citations are considered equal; those coming from journals with higher SJRs are given more weight. The main difference between SJR and Google's PageRank is that SJR uses a citation window of three years. See Table 1 It will take time to assess the SJR properly, experts say. It is difficult to compare the results of SJR journal analyses directly with those based on impact factors, because the databases each is based on are different. Thomson's Web of Science abstracts database covers around 9,000 journals and Scopus more than 15,000, and in the years covered by the SCImago database - 1996 to 2007 - Scopus contains 20-45% more records, says Félix de Moya Anegón, a researcher at the SCImago group. The top journals in SJR rankings by discipline are often broadly similar to those generated by impact factors, but there are also large differences in position (see Table 2). Immunity (SJR of 9.34) scores higher than The Lancet (1.65), for example, but The Lancet 's 2006 impact factor of 25.8 is higher than the 18.31 of Immunity . Such differences can be understood in terms of popularity versus prestige, says de Moya Anegón - popular journals cited frequently by journals of low prestige have high impact factors and low SJRs, whereas journals that are prestigious may be cited less but by more prestigious journals, giving them high SJRs but lower impact factors. Thomson under fire The new rankings are welcomed by Carl Bergstrom of the University of Washington in Seattle, who works on a similar citation index, the Eigenfactor, using Thomson data. "It's yet one more confirmation of the importance and timeliness of a new generation of journal ranking systems to take us beyond the impact factor," says Bergstrom, "and another vote in favour of the basic idea of ranking journals using the sorts of Eigenvector centrality methods that Google's PageRank uses." Thomson has enjoyed a monopoly on citation numbers for years - its subscription products include the Web of Science, the Journal Citation Report and Essential Science Indicators. "Given the dominance of Thomson in this field it is very welcome to have journal indicators based on an alternative source, Scopus," says Anne-Wil Harzing of the University of Melbourne in Australia, who is developing citation metrics based on Google Scholar. Jim Pringle, vice-president for development at Thomson, says metrics similar to PageRank, such as SJR and Eigenfactor, have proven their utility on the web, but their use for evaluating science is less well understood. "Both employ complex algorithms to create relative measures and may seem opaque to the user and difficult to interpret," he says. Thomson is also under fire from researchers who want greater transparency over how citation metrics are calculated and the data sets used. In a hard-hitting editorial published in Journal of Cell Biology in December, Mike Rossner, head of Rockefeller University Press, and colleagues say their analyses of databases supplied by Thomson yielded different values for metrics from those published by the company (M. Rossner et al . J. Cell Biol. 179, 1091-1092 ; 2007). Moreover, Thomson, they claim, was unable to supply data to support its published impact factors. "Just as scientists would not accept the findings in a scientific paper without seeing the primary data," states the editorial, "so should they not rely on Thomson Scientific's impact factor, which is based on hidden data." Citation metrics produced by both academics and companies are often challenged, says Pringle. The editorial, he claims, "misunderstands much, and misstates several matters", including the authors' exchanges with Thomson on the affair. Dear Ms Smita, Open eNRICH -a CMS - is said to be used widely (nationally & internationally) for content management. NIC has prepared and is revising a Panchayat Portal consisting of a website for each panchayat in the country numbering more than 2, 66,000 using this software. M S Swaminathan Foundation, Chennai has been using the software for many years for managing their rural knowledge centers. The revised version of the software appears to be released soon and it will be more user-friendly. I don't have direct experience with it, but have seen using it effectively. All those who are very familiar with it say that open eNRICH is powerful and friendly software for content management. It is free. It can manage amazingly large size of materials as I could understand. Please get technical advice from those who deal with it in NIC. The 26th All India annual IASLIC conference was held from 26-29 December at the University auditorium of the Jamia Millia Islamia (JMI), a central University located in south Delhi. The theme of this year conference was "DIGITAL MEDIA AND LIBRARY INFORMATION SERVICES". Over 200 delegates participated from all over the country hailing from various universities and private institutions. Of them, them two were foreign representatives one each belonging to Pakistan and Bangladesh. The opening cermoney started with the recital of verses from the Holy Quran exhorting the mankind to read and research what he doesn't know. Later the JMI musical club presented the beautiful Jamia tarana. Prof. Mushiru Hasan, the vice-chancellor of JMI and Prof. Abdul Aziz, the vice-chancellor of AMU as the chief guiest graced the inaugural function. Whereas, Prof. Hasan drew the attention of the gathered librarians and information professionals to the importance of human factor in making the library professionals successfully deliver the information related needs of the users, the chief guest layed stress on the role of the librarians in meeting the challanges of information literacy; he also advocated the Kerala model where public libraries became the hub centres of information collections & disseminations; he also stressed the significance of digital conversion of the valuable unrecorded information sources so that posterity may benefit from it.The inaugural session came to a close with the singing of the national song Jana Gana.The 2nd. day plenary session received the thought provoking talk on significance of digital identity and the role of librarian in making information delivery sound and secure through digitisation; it was delivered by retd, Prof Syed Ismail Ahson from the dept. of Computer science, JMI. The day third plenary session started with a lively talk on practices in digitisation by Mr. Shukla from the CDAC centre NOIDA. The concluding day plenary session opened with the very informative talk delivered by Dr. Moni, Dy. Director General NIC.His talk was delivered in the backdrop of the Knowledge commision report on the significant role of libraries in bridging the digital divide as well as fulfilling the task of inclusive growth before the nation. Now on the fillip side. Whereas a record more than 100 academic papers touching the subject under discussion were repotedly received by the organisers only 75 out of these could be selected for publication in the IASLIC proceeding. Moreover, only 25 were actually read out during the conference. The level of discussions was mostly medicore. The responses from the scholars to the queries and supplementaries from the audience were at best half hearted. Regards. Shahab
