Dear Dr. Tariq I know very well that the memorandum has been prepared in the light of terms of reference of UGC-PRC which covers only AL onward positions, but the question is which association will take care of other library professionals. Is there a need to constitute another library association for the lower staff which can raise pay related issues. Installation of PMB using EasyPHP

Dear Friends, I just created a documentation for PMB installation using Easyphp for Windows. A brief description of PMB follows, PhpMyBibli (PMB) project originated from France in 2002 by Francois Lemarchand and now oversee by a French company PMB Services. PMB has modules of circulation, acquisition, OPAC, cataloguing, serial control and an SDI (Selective dissemination of Information) system. An easy to use graphical interface for database back up, maintenance, import and export of bibliographic records between various formats is available with PMB. Using this feature librarian can maintain the daily database back up without the help of computer administrator. Other key features are UNIMARC, Z39.50, in built barcode generator, Multi language support (French, English, Spanish, Italian and Portuguese), import and export of bibliographic records in different formats, user friendly web interface, detailed documentation for users and administrator. PMB is written in PHP language and require Apache web server and MySQL database. Installation of PMB is comparatively easy in Linux and Windows. Wiki, mailing lists and BerliOS hosting facilities are available for communication between PMB developers and users. PMB is licensed under CeCILL, an adoption of GNU GPL harmonious with French law. Respected Librarians: While appreciating Dr PV Konnur's point i only would like to add that different governmental libraries fall under different umbrellas and hence have to make individual associations to fight their cause. Academic Libraries are a big group, but quiet often smaller single unit libraries have no where to turn and hence a strong National body enriched by all such bodies like the IALA should be planned. Representations are long drawn out procedures and handled best on their own but if a body like ILA have the authority to approve the grieveinces before we can put up to our athorities then the matter will be uniform and there is a stamp of a prodfessional Association. Hence we must revamp and strenthen our ILA.. ALL assocaitions must trust ILA and empower them to fight on our behalf with the Ministry or UGC as the case may be. If a charter is made and approved for ILA then if we get the approval from ILA we should be able to get what is our due rather than be denied our rights. We have henc to first work ourselves to make a mark and then support ILA to make its mark. Since the last 28 years in my career I have yet to recieve communication from ILA on time whereas I am updated regularly by ALA, why cant we use their system in a more simple manner and update... I can only say Quodos to the LIS forum, NCSI team..... Their success in uniting so many professionals should encourage us to do more!!! Let us have apex body of Library Association

Hello: Like all the stalwarts of the profession, I also agree that there is no need for another apex body. We should strengten ILA and also make a charter of expectations from ILA, also ensure that all Library schools are involved more in ensuring that fresh graduates also enrol this will encourage the young professionasl and modernise the profession. Regarding having meetings etc..physically going out to meet at the end of day or on a holiday is not possible for most of us. hence involvement and enrichment of our association suffers...Since we are in the information field and use ICT regularly we myst devise a Facebook or a Blog for each district or local,statewise and national lebels. where like LIS forum many issues locally can be resolved and those of national interst will be forwarded to the national blog with comments from all of us for whom it is effected. It will give uniform representation and since the matter is also discussed extensively. mnay private ofirms have used facebook very effectively to report day to day activities to the colllegues etc. Regarding the many conferences and meetings I have attended very few have added substance and value to us. Quite often there is a lot of absentism after the first day, hence we must think how better and how effectively we can come together without leaving our offices. Regarding the issues which trouble our profession the most important one is lack of a strong association at national level. It does not have any funding and if so its not enough to create more open forums for discussions and informal meetings if necessary. Like many of the educational alumni Library schools also should have a mandatory Assocition membership of the professional body of ILA. In today's time a sum of Rs 500 / eg. can be made mandatory. Once this money is collected this should be used only under the guidance of a committee and only to address professional problems we face. Quiet often it is the salary structure, and misuse of our professional expertise. For those of us who are working many a time the parent organisation does not appreciate our involvement in Library associtions and hence we will not be alloed to participate actively.Nor will we be allowed to leave our premises, hence we can only play a support role and participate in local statelevel and national forums blogs facebook etc. Due to the changing times and the deeper involvement of cooperation to succed in our work we must have a very strong participatory representation. Dear friends and professional colleagues, After going through memorandum to be submitted to the PRC committee which is available on the IALA website, it is found that there is no promotional avenue for the staff below the rank of Assistant Librarian i.e., Information Scientist, Professional Assistant, Semi- Professional Assistant, and Library Attendants in the university libraries. This is very discriminating. It is very unfortunate to say that all the Library Associations in India whether it may be ILA, IASLIC, IATLIS, IALA or any other are only interested in the up-gradation of Librarians, Dy. Librarians and Assistant Librarians and demanding the parity of these posts only with the Academicians. In the NKC recommendations, it is clearly mentioned that the Professional Assistants are the backbone of University and College Library. But in reality what is the condition of backbone in the Libraries. It is critical and severe. There is no any promotional avenue like CAS or time bound promotion as compared to AL, DL, and Librarians. In university and college libraries, number of Information Scientist, Professional Assistant, Semi- Professional Assistant, and Library Attendants are stagnating without any career advancement schemes, which causes frustration and demoralization among the professionals. Development of any Library depends on the team work. No single librarian can provide the library services alone. Hence it is also the responsibility of our senior colleagues that if they are suggesting any promotional avenues for the senior staff, they should also incorporate the demands of their subordinates. I also agree with the opinion of Dr. P.V.Konnur, President, IALA towards the dictatorship attitudes of the people who are holding the treads of the Associations. And as a result by such types of attitudes, several associations are being formed. If such type of step behavior and attitudes continues than the day will definitely come when another library associations will be formed for the development of above mentioned library professionals. Hence, it is a request to the President IALA to also incorporate all other library professionals which comes under the jurisdiction of Academic Library System & UGC in their proposal. Shri Prabhakar, I.A.S., Chief Executive of the GEF who was chief guest of the occassion and release the workshop CD. He spoke on importance of digitial libraries and in general Institutional Repositories in particular he was suggested the participants to form a health science librarians network. Dr. M.Krishnamurthy, University Librarian, University of Mysore, spoke about on DSpace. Dr. Kumar, Principal, M.S. Ramaiah Medical College, in his presidential address advice to adopt modern technologies. Further, Dr.M.Krishnamurthy, University Librarian, University of Mysore, served as resource person and installed Dspace on Linux platform successfully. And showed practical work how to build on Institutional Repositories. All the participants asked work on Dspace with on exercise. Dr. Ramesha, Reader, Bangalore University, invited speaker and he spoke on Institutiona Repositories: Issues and Challenges. About 75 participants from all over India have been participated. The workshop discussed the following aspects: An over view of IR, the process , hardware and software, and copyright issues involoved in the development of IR ; and hands on experience in the development of IR. Dr. Siddamallaih, Princiopal and Information Officer, National Institute of Mental Health Science, Bangalore delivered the valedictory address. In his speech he highlighted the importance of IR and Content. Mr. I.H jahagirdar, Manager, the British Library, was chief guest and spoke on Issues and challenges before implementing IR. All the participants were given the course materials on Dspace and related software in CD form and distributed certificates. Organising Secretary N. Dear All, I agree to some points pointed out by our friends Mr. Sukhdev Singh, Mr.Mulla, Dr. Manjunath, Dr. Thimmappa, Dr. Konnur and others. But, I differ in one point. i.e. starting new associations or organisations to fight for LIS cause. We have too many associations, societies at both national and state levels like ILA, IASLIC, IALA, SALIS, SIS, TN LA, Kerala LA, Karnataka LA, MAdras LA, etc., etc., etc., This leads to a position, we cannot present our case in a united single strong voice to be heard by Govt. /university/ authorities. Instead of starting new assns., we can give more representation to young professionals (age below 40) in electing/selecting office bearers. We quote America for everything, then why not we should follow ALA for a good cause. About members: How an association will become strong, if there is no active participation of members in the association activities. When I invited my friend to attend an association Meet/Talk, he said "Oh! You organised it in a working day, how can I come after attending office", When I invited him for a Meet/Talk organised on a holiday, he said " Oh! that is a holiday, how can I come all the way from my residence to the venue". People always give some excuses. If this is the attitude of members towards associations, how our friends blame the office-bearers. I propose a coordination forum or joint committee of all national / state associations. Such a forum should have online presence and should engage in online discussions. Let me update you all on my own fight to get membership of Medical Library Association of India. Not that I am dying for its membership. But I am fighting because matter is of principles and my rights. I am professionally qualified with master degree and a Life Member of ILA. I applied for membership for "Medical Library Association of India" (MLAI) on the suggestion of one of my colleague. To my great surprise my Cheque came back in an envelop without any covering letter. Don't jump to conclusion that there might be some administrative mistake (as latter on it became clear that there was a method in their madness). I wrote number of emails to the office bearers of MLAI, but could not get a single reply. My colleagues (including one EC member of MLAI and their "Best Medical Librarian of the Year" awardee) also wrote to them to seek a reply as what is happening. At last the president of the association wrote back that she will investigate the matter and respond back shortly. That "SHORTLY" is now THREE YEARS OLD. I am still waiting for an official reply from MLAI about my membership. I just want to know why my membership was not accepted. I know the plight of that rubber stamp president while power flow from Delhi. Now tell me, Can such an association have guts to write a memorandum to any authority? They don't even have the guts to update on membership status of an individual. Should not I believe that other associations are also like that? Some of you might be wondering on my stupidity of belittling myself while narrating this incidence. But that is what I am. In India there should be a platform at national level which can raise the issues and problems faced by us in every step of our routine work. Particularly in Academic Institute our profession was treated neither as academic nor administrative staff. Some institutes treated them as technical staff with out facility. Dear Friends, I fully endorse the view points expressed in emails on the issue of better activism for Library Associations. I propose a coordination forum or joint committee of all national / state associations. Such a forum should have online presence and should engage in online discussions. Let me update you all on my own fight to get membership of Medical Library Association of India. Not that I am dying for its membership. But I am fighting because matter is of principles and my rights. I am professionally qualified with master degree and a Life Member of ILA. I applied for membership for "Medical Library Association of India" (MLAI) on the suggestion of one of my colleague. To my great surprise my Cheque came back in an envelop without any covering letter. Don't jump to conclusion that there might be some administrative mistake (as latter on it became clear that there was a method in their madness). I wrote number of emails to the office bearers of MLAI, but could not get a single reply. My colleagues (including one EC member of MLAI and their "Best Medical Librarian of the Year" awardee) also wrote to them to seek a reply as what is happening. At last the president of the association wrote back that she will investigate the matter and respond back shortly. That "SHORTLY" is now THREE YEARS OLD. I am still waiting for an official reply from MLAI about my membership. I just want to know why my membership was not accepted. I know the plight of that rubber stamp president while power flow from Delhi. Now tell me, Can such an association have guts to write a memorandum to any authority? They don't even have the guts to update on membership status of an individual. Should not I believe that other associations are also like that? Some of you might be wondering on my stupidity of belittling myself while narrating this incidence. But that is what I am. UNESCO is launching Internet discussion on Open Educational Resources Toolkit 11-06-2008 (Paris) The UNESCO Community on Open Educational Resources (OER) is launching an Internet discussion in order to provide input to the finalisation of an OER Toolkit, which has been created to support the development and use of Open Educational Resources. The session will take place from 16 to 27 June 2008 and will be open to everybody. OER Toolkit is a UNESCO initiative. The draft text has been prepared by Philipp Schmidt of the University of the Western Cape, South Africa. The work was inspired by, and builds on a discussion organized by the UNESCO OER Community in 2006, which focused on a 'Do-It-Yourself/Do-It-Together' resource aimed at building capacity for local OER development and use. The UNESCO OER Community has become a recognised international space for debate and information sharing on the growing OER movement. It recently received the 2008 MERLOT Africa Network and eLearning Africa (MANeLA) Leadership Award. This award recognises the community's "significant contribution to the global understanding of the issues and innovations surrounding OER and the OER movement". Dear Friends, The Indian Academic Library Association (IALA) has submitted its memorandum to the UGC-PRC committee. We have been called to make our presentations at Hyderabad and Bangalore. We have also sought their appointment at Delhi also before finalization of their report. The members of the IALA have met all the PRC members personally at New Delhi in their offices and residences including the chairman Prof.Chadda and Member Secretary Shri.Chouhan. The Chairman and members are very much convinced of the gravity of the problems of the Academic Librarians and have assured us that they will look in to the issues sympathetically. Now the committee is visiting the professionals in one university in every state. Accordingly the committee has met in the following places: University of Pune Gouhati University, Guwahati Jadhavpur University, Kolkata. Dear Friends, Today I am really happy that a constructive suggestion has come on the forum regarding Library Associations. I have been sevirly pained and protested in different forums againist the dictatorship attitudes of the people who are holding the treads of the Associations. Some of them are still feeling that our predecessors have formed the Associations for them to rule. They still feel that they can recruit (Not elect) anybody as president and through away whenever they want after the elections. If we have such people in the Associations definetly we deserve today's situation. However we have formed Indian Academic Library Association (IALA) because our demands are different from others. If the Associations do not advocate our cause properly before the PRC (Pay Review Committees) we will be denied of our opportunities as happend last time. Academic Librarians in India suffered for one long DECADE without any promotional opportunities. Some of them retired without any promotions. I thank the Academic Librarian community for supporting IALA. To day we have been able to convince the PRC committee members individually as well collectively. I am sure we will get the much awaited ACADEMIC STATUS PAR WITH THE TEACHERS. We will fight till the last for restoring the grievances of the Academic Librarians. We still desire that there should be an APEX body at national level. ILA should hold this crown. But ILA should also prove its worth to hold the same??? Respected All Library Professionals, Karnataka Public Service Commission has invited applications for filing up 167 Librarians posts in First Grade colleges of Karnataka. The qualification is MLISc+UGC. My question is why librarians are categorized under 'C' grade?. If Librarians are 'C' grade, what are the qualifications for the posts in 'C' grade? For the Lecturer post in Group 'A'  only the PG with First class is the qualification!!!!.  Why this difference?? Experts can answer. Thimmappa N.
