Modern TN State Library complex in Kotturpuram, Chennai

Highlights: The eight-storied library to be constructed at a cost of Rs 120 crore will have a plinth area of 3,33,140 sq.ft. It will have a reading capacity for 1,200 persons and a stacking capacity of 11.5 lakh books. A conference hall with a capacity of 200 persons and a mini conference hall to accommodate 30 persons will be part of the library. The library complex will include an auditorium with a capacity of 1,280 persons and an amphitheatre with a plinth area of 42,630 sq.ft. The construction will be over by April 2010. Hanoi Statement on the Ethical Dimensions of the Information Society 14 March 2008 The participants of the First Regional Conference for the Asia Pacific on the Ethical Dimensions of the Information Society have convened and agreed on a set of priorities for the region. Regarding Theme One of the Conference, which focuses on universal access to information: First, we urge all countries in the region to continue working on closing the digital divide, as it is critical that the benefits of the information revolution be equally shared amongst all citizens in every country. Second, we recognize the importance of promoting media and information literacy to all citizens, so that each individual would be equipped to access all relevant information sources available. Third, we believe that multi-lingualism in the new media must be promoted, so that all people would be able to reap the benefits of the information society. Fourth, we urge that ethical dimensions of the information society should be integrated in the formal and non-formal education curricula across the region. Fifth, a multi-stakeholder approach to ICT for development targeting the needs of communities should be promoted. Sixth, we promote the expansion of the public domain in quality and quantity. We urge striking a balance between intellectual property rights and the rights of users to access information from the public domain, particularly information generated from the public sector. Regarding Theme Two of the conference, which focuses on the freedom of expression: First, we acknowledge the sovereignty of individual nation states and also emphasize their commitments to international conventions and treaties in promoting an inclusive knowledge society. Second, we encourage all States in the region to promote the freedom of expression and of information, given that such a freedom has a value in its own right, and also gives effect to other rights, such as access to education, the promotion of human dignity, freedom of religion etc. Third, we propose that countries in the region explore developing alternative communication models such as independent models and community-based model that complement existing channels, serving to promote greater freedom and information exchange. Fourth, we encourage further research and international collaboration into the area of freedom of expression and how countries could work together to promote a greater exchange of information and ideas. Regarding Theme Three of the conference, which focuses on privacy and personal protection: First, we recognize that there are differing conceptions of privacy across the different nation states and cultures of the region. We also recognize that the protection of an individual’s privacy and security represents a universally desired value. Second, we believe that all stakeholders should be educated and sensitized to appreciate and take responsibility for issues related to privacy and data protection. Third, we urge nation states to enact appropriate legislation to protect personal data and privacy, within the context of each country’s domestic environment and in line with international law. Three Years BLISc & Two Years MLISc Programme

Dear LIS Professional, Peoples in general are not aware about Library and Information Science; due to its special programme of its own. It has 1 one year BLISc degree programme in comparison to other subjects' 3 years degree programme, it has 1 year MLISc programme in comparison to others subjects 2 years Master Degree Programme. I am being appointed as a Academic Consultant in School of Library and Information Science at Krishna Kanta Handique State Open University, Guwahati (Assam) trying hard to promote the subject of Library and Information Science in the rank of other subjects by equating the programmes. But to justify my points in front of the university authority, I am in need of a strong support from the academicians of Library and Information Science that are distributed all over India. As such I have post this massage. Before producing my own justification, I want to hear from all of you, regarding pitfall and advantages of introducing the following programme. 1. The three Years BLISc programme will be an integrated modular programme in semester system. It will comprise of 24 papers including practical work. The learners, who will successfully complete the first two semesters (1 year), will be awarded Certificate in Library and Information Science (CLIS). The learners, who will complete the first three semesters (1 and half year), will be awarded the Diploma in Library and Information Science and after successfully completion of four semesters (two years), the learner will be awarded the Advanced Diploma in Library and Information Science. Finally, the learners who will successfully complete all the six semesters (three years) will be awarded Bachelor of Library and Information Science (BLISc) degree. 2. The Master of Library and Information Science (MLISc) will be a two years programme consisting of four semesters, just like other subject. Laxman Rao, Director, Academic Staff College & Professor, Department of Library and Information Science, Osmania University on the occasion of his superannuation in October 2008. Having joined the DLIS, OU in 1975, Prof. Laxman Rao has made outstanding contribution towards enrichment of LIS Education in particular and of LIS profession in general in various roles during a career spanning over three decades. A towering personality who provided inspiring leadership to thousands of LIS teaching and practicing professionals throughout the nation, Prof. Laxman Rao has been a strong advocate for extensive application and proper management of ICTs in LICs to metamorphosise the L&I services for meeting the challenges of the emerging knowledge society. With his simplicity, easy accessibility and ever helpful attitude, he endeared himself to his students, colleagues and professional librarians. He strived to maintain highest professional standards throughout his career, and was highly vocal and daring in voicing his concern and views on professional issues. Prof. Laxman Rao did M.Lib.Sc. from the Banaras Hindu University, M.A. (Ancient Indian History, Culture & Archaeology) from Osmania University, Masters Degree in Information Management from the University of Sheffield, U.K. and LL.B. from Osmania University. He was awarded Ph.D. by the Osmania University in 1993 for his research on the topic “Planning and Implementation of Automated Circulation System for O.U. Library System”. His areas of specialization are Information Technology Management, Information Storage and Retrieval, and Library Cataloguing. He served as the Head, DLIS, OU during the period 1993-1995 and as Chairman, BOS. He participated actively in university’s administrative functions in various capacities. He contributed in building up of a well-equipped computer laboratory in the DLIS, OU to provide best hands-on training on computer applications in LICs. He strongly believed that the LIS curriculum should be revised frequently keeping in view the advances in ICTs in order to develop manpower capable of managing information in competitive environment. He was a member of the UGC Curriculum Development Committee and was associated with UGC-NET, SLET as paper setter and examiner. He organized a meeting of chairpersons of the DLISs from South India to discuss curriculum as part of CDC activity. In his capacity as Course Coordinator for UGC sponsored Refresher Course in LIS organized by the ASC, OU, he conducted successfully several refresher courses. He was the Organizing Secretary for 53rd All India National Conference of ILA, held during 13-16th November, 2007 at Osmania University, Hyderabad. He is a resource person to several universities and also associated with distance education programmes of both Indira Gandhi National Open University and Dr. B.R. Ambedkar Open University as editor, course writer and counselor. He has edited 11 books and published around 50 articles in books and journals. The books edited by him include the following: Quality Education in LIS (IATLIS, 2006); Development of Public Libraries in India (2005); Knowledge Societies and Libraries (Prof. A.A.N. Dear professionals, I would like to bring one small note to discuss on various workshops and conference proceedings registration fees. Now a days I am noticing there is a steep hike in registration fees and accomadation. Is it neccessary? Trainings/workshops/conference proceedings are suppose to help the participants to use modern/scientific tehniques in minimum cost. 12 August 2008 A Unique Librarian’s Day Celebrations at MYDLIS, Mysore The Department of Library and Information Science, Manasagangotri had more than two reasons to rejoice on 12 August 2008, which is celebrated wide across the country as the Librarian’s Day to honour (Late) Dr S R Ranganathan, the father of Indian Library Science. Firstly, the morning celebrations began with an invigorating PowerPoint and Web-based lecture by Dr M Krishnamurthy, University Librarian on the works and history of (Late) Dr S R Ranganathan. The lecture was interspersed with interesting pictures on the works of Dr SRR. A very captivating video documentary on Dr SRR kept the audience spell-bound. Interestingly, MYDLIS had more than one reason to celebrate!!! What could be a more befitting and worthy tribute to salute Dr SRR, the father of Indian Library Science by the Department of Library and Information Science, Univ. Mysore, than by awarding a Ph.D. Degree to Mr K S Dinesh (Asst. Librarian, Nagarjuna College of Engineering, Devanahalli) under the esteemed guidance of Dr Khaiser Nikam, (MBA, MLIS, Ph.D.), Chairperson, DOS, LIS, University of Mysore. The doctoral thesis was on – “Strategic management of Engineering College Libraries in Karnataka: a study”. The latter half of the programme was followed by a vibrant open-house Viva-Voce defence of Sri K S Dinesh ably attended by the library science faculty members and students of the library science department. The programme concluded with words of congratulations by Prof. V G Talawar, Board of Studies Chairman, and the other library science faculty members on the good doctoral work carried out by Mr K S Dinesh under Dr Khaiser Nikam.
