Dear profesionals I am pleased to annouce a Seminar on Open Access to Textual and Multimedia Content: Bridging the Digital Divide, January 29-30, 2008 at India Habitat Centre,New Delhi. It is Jointly Organized by INFLIBNET and CEC Objectives: 1. To review current trends and developments in e-content management, ICT applicable to development and dissemination of educational resources through open access 2. To examine and evaluate the existing activities, services and functionalities of the two organisations; 3. To identify areas of activities that the two organisations can take up in collaborative fashion with its existing infrastructure and expertise; 4. To examine Web 2.0 and Library 2.0 tools and technologies and examine possibilities of deploying them in activities and services of two organizations; and 5. To explore improved means and methods of providing textual and multimedia scholarly contents to the academic community. The Seminar will have evaluative presentations by invited speakers only on the core objectives followed by panel discussion on the subject consisting of expert panellists in media, library and information science and ICT. On the 2nd day of the seminar there could be Open House discussion or the participants depending on their preferences will join one of the 4 to 5 Work Groups to discuss various themes and sub-themes of the seminar and evolve recommendations and follow-up actions for the two institutions. The scope and contents of the seminar can further be expanded depending on the feed-back received from the participants consisting of user community in academia. The seminar is essentially targeted to the academic community in the universities and colleges. Individuals concerned with application of ICTs in libraries, media centres, virtual learning, online courseware development and dissemination would also benefit from the seminar. The most feasible solution for preservation and enhancing the accessibility to documents is certainly Digitization. But this is a costly and time consuming proposition. Easier alternative is lamination with tissue paper and cellulose acetate foil which we procured from the National Archive of India. You may write to the Director, National Archive of India and enquire concerning certain schemes under which financial grants are made available for preservation. Dear LIS Forum members I wish to seek your advice regarding preservation of books. Here, in my library, the most demanded books are getting dilapidated due to constant use. Normally we get the books bounded when they becomes dilapidated. But after binding the books lose their beauty and freshness. Hence, we plan to wrap the books with transparent plastic sheet. Is it a feasible solution? My question is how to extend the freshness of books/give extra life to books. Please advice Rafi.S.M Asst. Librarian PAACET Trivandrum. BLIS MLIS Recognition in Kerala

Dear LIS professionals, It is very pathetic to note that the library science degrees and diplomas offered through distance mode by the Universities in Tamilnadu (Alagappa University, Karaikudi, Annamalai University, Chidambaram, Madurai Kamaraj University, Madurai, etc.,)are not finding recognition in Kerala State for appointments in the state services. It is to be noted that we all imbibed the popular theories put forth by DR.S.RANGANATHAN and he is still considered as the father of library science in our Country. The universities in kerala also followed the same theories of DR.SR.in their syllabus for imparting library science to their students. The Distance Education Council has also approved the degrees and diplomas offered by the universities in Tamilnadu. Kindly share with other LIS professionals and try to send the message to the Universities concerned in Tamilnadu and in Kerala. If there are any specific orders for recognition, please send to the LIS professionals. If not, do the needful for treating the degrees and diplomas as equivalent to the programmes offered by the Universities in Kerala. Asiatic is Indias first ISO-certified library, DNA Mumbai, OCt. 12 Industrialists pitch in for 204-yr-old society Mahafreed *Irani* The Asiatic Society of Mumbai has been awarded ISO certification - the first library in India to get it. Although the library is 204 years old, its managing committee felt the need to get international standardisation to meet growing competition from the Internet. "We want more young faces to come and use this historic library. It is free of cost and we have the best old and new books," said Aroon Tikekar, president of the Asiatic Society of Mumbai. To get the new ISO 9001 certification under the American National Accreditation Board, every employee underwent training under the Toyota Production System method, which helps streamlining processes - from better organising the catalogue with coloured tags to creating a calendar for housekeeping. It was the idea of Sharad Gadgil, finance secretary of the society, to get the certification. "We approached the Narottam Saxena Foundation and they willingly funded the audit process, which cost around Rsl lakh," he said. The process, carried out by Ace Management Consul tants, took nine months to train every employee from the base level to the core group. Keen to assess what change the ISO certification has brought about, honorary secretary of the Asiatic Society, Vidya Vencatesan, has decided carry out a survey to get feedback from everyday visitors. Ariandra Riera, a Spanish tourist, said, "This library has beautiful architecture and is exceptionally large as compared to the ones in Spain. An ISO certification will help get more people to use it, especially foreigners like me." For now, the future of the library looks bright with the Tatas, Godrejes and Rajya Sabha MPs coming forward with funds. Dear all, Benefit of Information is achieved through communication; knowledge pool thrives on sharing. Every tax-payer has an indisputable right to be informed and use the benefits of researches which are based upon state funding. It is well understood that the interest of the creators/authors/research scholars as the original creator of a piece of intellectual output should be not militated against. But this much sought after protection can be best served through acknowledgement. The over hyped IPR issue is more for the monetary benefit of the commercial publishing houses who mint money rather than the research community. The greater your visibility through Web hosting, voluntary contributions to the Institutional Repositories (IR) and free access, greater is the chance of you being noticed, used and cited by the fellow scholars as the experience from the IR operating the world over has revealed. Universities and Research Centers in the intellectually advanced countries have already realized that the development of a knowledge society can be achieved only through free and unrestricted access to scientific publications and community participation in academics and research. Yet unfortunately this philosophy has not caught the needful attention of the academic/research institutions/organization in our country. Couldn't the authorization and funding bodies like the UGC/AICTE/MCI/PCI/NAC etc. lay down certain basic criterion for allocating reorganization/funding/standardization etc in the light of the examples to be seen in the practices of the best academic/research institutions from over the world? Dear Sir, UGC Commitee in its recomendations has not provided the benefits of the higher education i.e. M. Phil. & Ph.D. to the Librarians. Advance increments of higher education are only for Asstt. Professors (Lecturer) not for Librarians similarly relaxation of one and two years ffor M. Phil and Ph.D. holders for mooving in senior sacle has not been recomended for Librarians. All the professionals and professional association should raise their voice against this discrimination. This is not only matter of money but also our status. Fedaration of Association of UniversityTeachers has earlier demanded the same and requested to the head of the UGC Commitee to grant the same benefits to the Librarians and DPE. the federation has demanded to change the designation of Librarian as Lecturer (now as Asstt. Funding agencies around the world are mandating open access to research funded by them. Even in India Minister of Science and Technology Mr Kapil Sibal has announced that the Wellcome-DBT Fellows must necessarily make thir research publications open access. [By the way, the Wellcome Trust wouldn't part with a penny, if this condition is not accepted.] One is at a loss to know what holds us from making it mandatory for all research publications resulting from government-supported research, and not just those written by the Wellcome-DBT Fellows, to be made open access. What is holding us back? ** Apologies for cross-posting** University of Glasgow announces new Publications Policy The University of Glasgow is proud to announce a new Publications Policy which will require authors to deposit the full text of peer reviewed journal articles and conference proceedings in the University's institutional repository Enlighten (http://www.gla.ac.uk/enlighten) where publisher agreements permit this. The University has been at the forefront of repository developments since 2002 when the internationally recognised DAEDALUS Project, funded by JISC, was founded. Glasgow is an internationally renowned research intensive University producing thousands of research publications each year. In joining major institutions and funding bodies worldwide the University recognises the importance of free and unrestricted access to scholarly literature in the furtherance of research; and the importance to researchers of maximising the impact of their research across the world. Professor Steven Beaumont, OBE CEng FRSE Vice-Principal Research and Enterprise said 'The University of Glasgow generates over 3,000 research papers per year. Since we began to put these into Enlighten on a voluntary basis there have been over 1 million downloads. Dear Ms Shylaja, A 30 page document titled 'From Paper to Colletion' by Dr Michael Loots etc. available at http://greenstonesupport.iimk.ac.in/Documents/FromPapertoCollection.pdf provides a broad overview of the practical processes involved in converting a collection of printed documents into an e-document collection. It is part of Greenstone documentation. The document describes the format differences of the scanned images, the range of cost of the scanners starting from a few thousands to around 50 lakhs and the sequential stages in digitization,by using even volunteers. The authors say that Fine Reader is the cheap and reasonable OCR software for digitization. The document is the fall-out of the authors experience in creation of a fully searchable Greenstone digital / cd-rom library titled 'Community Development Library' containing 1785 books of around 1.6 lakhs pages. But organizations must understand how open source is useful for them with maximum values and minimum risks. OSS is not always cost benefinificial and convenient. There are diffrent parameters to evaluate a software. It may be that properietary software may increase productivity and provide overall benifits to the organization. Even Total Cost of Ownership (TCO) is more in case of mission critical applications using OSS. Of course, commecial establishments are facing challenges with Open Acess and Open Source softwares. But according to a survey by a renowned research company Gartner, they are not still lagging behind. Future is not clear. There are thosands of commercial and open source softwares. Unless somebody stamps the product, it may not be safe to use the software. I see it as dangerous situation and quetsion mark on the open source softwares with a case like Dspace and DOAJ charging. It is fact that nothing is free in this world. Somebody has to invest for sustainability and support. It is diffrent thing that for niche applications or case study or learning purposes, we may use OSS and cost will be negligible. Although throughout world many mission critical applications are also using using open-source softwares. Even Linux has diffrent flavours. Initially everything was free. But now RH Linux is being mainained and supported by Red Hat on commercial basis. PostgreSQL is being supported by commercial companies on heavy charges. ICKMIC2009 International Conference on Knowledge Management and Intellectual Capital February 26-27, 2009 IMT Ghaziabad, India Introduction Knowledge Management as a discipline has rapidly grown over the years. There is an increasing realization on the part of corporate sector organizations to harness knowledge and intellectual capital as their most valuable resources. The focus of knowledge management has also enlarged from technological aspects to human and cultural aspects. The importance of transforming organizations into learning organizations has become increasingly evident to the business leaders. Promoting innovations through knowledge management and management of intellectual property rights related issues, both at national as well as corporate levels, have also taken centre-stage in today’s increasingly competitive economies. The applications of Knowledge Management have also substantially permeated into the development sector, thanks to the early initiatives taken by pioneers such as the World Bank. The emergence of concepts such as Knowledge Cities in the recent years reflects the trend towards blending the disciplines of Knowledge Management with other disciplines such as Urban Planning. At another level, the valuation of intellectual capital and its reporting have attracted considerable attention of the researchers, industry and even administrators in the governments in different parts of the world. The proposed International Conference on Knowledge Management and Intellectual Capital will aim at providing an overview of the current trends in these fields through conference papers, research findings, case studies and innovative practices shared by academicians, industry professionals, knowledge management professionals in development agencies and research scholars. The Conference is being organized by the Institute of Management Technology (IMT), Ghaziabad, India in collaboration with The Centre for Knowledge Systems, Tecnológico de Monterrey, Mexico and the World Capital Institute, the leading international think tank in Knowledge Based Development. The conference venue will be IMT, Ghaziabad and the dates are February 26 & 27, 2009. Only those Papers, which have been accepted and for which at least one author has paid the Registration Fee by the stipulated deadline, will be published in the Conference Publication.
