College Librarian should have right to represent on board of studied of LIS, he should be given a right to vote and choose his representatives on board. Dear Shri Francis / Others, Enabling Koha for Malayalam data entry is simple. It is possible in Windows XP with SP II or later versions and can be done by installing the Indic Input Method Editor (IME) and adding the language Keyboard. IME can be added from the Microsoft Windows/Office CD or from the Downloads link under the For End Users section of the www.bhashaindia.com The screenshots are available at http://www.bhashaindia.com/Patrons/Tutorials/MalayalamIME.aspx and at http://malayalam.kerala.gov.in/index.php/EnableMalayalam Exact steps are as follows:- 1.. Malayalam IMEs can be enabled by going to Control Panel and then click on the button titled "Regional and Language Options". Three options will emerge as tabs: Regional Options, Languages and Advanced. Select the Languages tab. Check the box titled "Install files for complex scripts and left-to-right languages (including Thai)" and click Apply. Then insert the Windows XP CD to finish the configuration. 2.. Run the Malayalam IME setup file and restart the computer. 3.. To enable the keyboard layout, please go to the Control Panel and then on to Regional and Language Options button. Of the three tabs available, select the Languages tab. Then click on the Details. . . button in the Text services and input languages section. Upon clicking the button, select Malayalam as the input language and Add Malayalam as the keyboard. In the option box that ensues, select Malayalam Indic IME 1 as the option. 4.. After the installation is complete, click the Language Indicator located in the System Tray on the right side of the Windows taskbar, and select "Malayalam Indic IME 1 from the shortcut menu that appears. Now the computer is ready for input of any data in Malayalam. If Koha is installed in the computer and data has been entered in Malayalam using Unicode, you can make Malayalam search and retrieval. For installation of Koha 2.2.9 on Windows, the installation guide at http://www.koha.rwjr.com/Koha_on_Windows.html provides the steps. Apache 2.2.9, Active Perl 5.8.8, Mysql 4.1 and Koha 2.2.9 worked well on my computer. The OPAC will be accessible to the intranet users, if you are connected to a network. Library culture and LIS education

Dear Sir/Madam, Why librarians are not treated on par with teaching faculty and not respected? The reason that I figured out myself are, we are witnessing a complete lack of library culture among faculty and students. It seems either faculty or students have never ever understand (in PU and Degree colleges –particularly) the role and the importance of library and the librarian. They have developed a misconception that librarians are just a store keeper and they are there to see that no one sneak into the library. Education institutions also have their pie in that without proper infrastructure and facilities they should not start a college but it is other way around. To ask them to provide a well constructed building for the library is impossible. College authorities only make sure themselves that there is some one in the library to give book for students to pass their exams, that’s it. Librarian role is over (for long time without a librarian, libraries have successfully managed by the clerk!). This is one of the strong reasons why librarians have not treated on par with lecturers. Faculty often ask students to consult books which are truly syllabus oriented and student also blindly follow their suggestion and borrow books which caters their examination need thereafter they never turn to library again. Often we operate in a closed access system. We never allow student to see books and enjoy it. System also has been accustomed to it. With such environment it would always difficult to make them understand our presence and our role immediately. If we build a strong library culture amongst students in an early age and improve the basic facilities slowly we can change the mind set of the people. Let us optimistic and try. Western way of seeing the library is the need of the hour. We have followed free market and experiencing the recent financial crunch. Why not follow the western way of developing library culture in our country. If we imbibe the library culture among children in an early age, it may some how definitely in a long run help LIS profession. It is a high time to move from behavioristic model of education to constructivist model of education. Kerala public library system is notable here. In Kerala one can see increasing number of children visiting nearest public library for reading books of different genre. Recent educational reforms (headed by K M Panniker) in Kerala also emphsize to give enough importance to school library. Who Speaks for Librarians

Respected Friends, In the line of discussion raised by worthy friends regarding some of issues are as follows-------- 1. Professional accreditation of librarians in society, 2. Quality of LIS Education at all level. 3. Time bound Professional as well as technical enhancement , 4. At par status in parent organisations, 5. Removal of Financial and Administrative disparities , 6. Change of image from CIRUCLATION CLERK to KNOWLEDGE GENRATOR, KNOWLEDGE MANAGER, INFORMATION OFFICER and so on , 7. Library Services are as precious , priceless and very much mandatory than any other service in the parent organisation/body, And this is not the end of issues at all. All of us as LIS Professionals are well aware of all these issues and the irony of fate is that we do have the answers also. But the million dollar question is that who speaks first? Mere discussion on different forums and in conferences does not give any concrete result. I think now the time has come that we all should stand up to change the nomenclature of LIS world. We should come forward and can ask the administrative machinery to change the various recommendations into authenticity. We have number of LIS Associations not only in India but across the globe. Numbers of scholars are there who can sail the ship in right direction for next generation. We have library legislation in 10 states , lucrative recomendations of Knowledge Commisons are also there to guard the LIS issues. So what we all are waiting for................ How can we improve the status of the Librarians???

Dear Venkata, Many thanks for forwarding this. It is true, indeed, that Librarians are not getting the same status as lecturers and other professionals in the society. The problem is not with Institution but with the individual in itself. I have personally come across many professionals having MLIS or M.Phil but not up-to-mark. Why???? Is it the structure of the course or what they learn? It is very easy to get first class in LIS if you know the basic, but this basic does not help in LIS profession. What they have learnt during their course period - they are unable to utilize the same in their institution. For example how many candidates know to use DDC/Colon effectively and have a proper classification system in the Library. How many of us are good at giving proper user education??? There are many more such issues which cannot be discussed. If you notice many of them (I should not be calling them professionals) use either the Library of Congress Catalogue or British Library Integrated Catalogue to classify the books, which in my opinion - using these for classification of Indian books is misleading and inappropriate for arrangement of books in a library. My dear friend, Classification and Cataloguing is the essence of LIS and if you take them out anybody can be a Librarian. Communication is one aspect which needs to be thoroughly improved. Communication can be improved through regular reading and interacting with the users and not through starting a movement. Here, again, the individual has to take the initiative. I have also come across good Librarians and they are well placed in Asst. Professors grade. To be frank with you, they are really good in their work, in their ideology and have contributed towards the growth of the institution. Some of the Library Assistants are also well placed. There is a saying "*First Deserve and then Desire*". 'Deserve' is not only qualification but other aspects in an individual. I am of the opinion that with 5 - 7 years of work experience in a library will easily get him a lecturer's scale. My dear Venkata, if you notice, the Library Assistant's are paid in the grade of Rs.5500/-. The fact is that some Institutes take Library Assistant and call them Librarians and thus the Library Assistant feels that they are in Lecturer's grade. The Librarians are not teaching and *the ones who teach* obviously get a lecturer's/asst professors grade. Imagine the rigorous process which a *Library lecturer* has to undergo for a job in an institute. As a part of the interview process they have to teach a class in front of the higher authorities and then judged by students and faculty. Does this happen with non-teaching Librarian??? If you notice *all Post Graduates are not Lecturers*, they opt for different options and those who opt for lecturers/Asst Professor know the art of teaching. An institution cannot survive by taking lectures who do not know how to teach and those who know how to teach are paid the Lecturers/Asst Professors grade. But ironically, all PG in LIS wants Lecturers grade, the moment they join. I hope am able to give you a clear picture on this. Dear Colleagues, OpenMED@NIC is an open access archive for Medical and Allied Sciences. Here authors / owners can self-archive their scientific and technical documents. For this they need to register once in order to obtain a user id in OpenMED@NIC system. However no registration is required for searching the archive or viewing the documents. OpenMED@NIC is a discipline based International Archive. It accepts [Revised policy - dated 28th March 2006] peer-reviewed documents having relevance to research in Medical and Allied Sciences including Bio-Medical, Medical Informatics, Dental, Nursing and Pharmaceutical Sciences. These could be peer-reviewed preprints, postprints (refereed journal paper) and accepted theses. In case of non-English documents, descriptive data [Author, Title, Source etc.], abstract and keywords must be in English. Let me tell you and other interested professioanls that a step-by-step guide has been developed by me for Bengali script based Koha in 2006. This peocess can be extended to any Indic script now (as TDIL developed required virtual keyboard, open type fonts etc; see http://ildc.gov.in/) Koha developer team included this methodology in their official manual and can be acccessed through link http://www.kohadocs.org/usersguide/apbs01.html. How we can improve status of Librarian professionals?

Dear all, Many of you will agree on the fact that Librarians are not getting the same status as lecturers and other professionals in society. Since we all pusses same qualifications, same working conditions, pay scales etc. we deserve the same status which these other professionals enjoying. If we just take the example of our LIS teaching faculty, they are also treated differently than librarians. I think this is not fair. Librarians should be considered as a faculty and should be given the same rights given to the teachers. Librarian should have right to represent in board of studied of LIS, he should be given a right to vote and choose his representatives in the board. Since librarian is a person who is actually working in the library he knows what knowledge one should pusses to be successful in LIS profession & what should be taught to new entrants. Library professionals also should demand separate faculty like other professions e.g. Law, architect, Management, Medical etc. LIS should have its own dean who will represent us at higher level so that we can able to take our profession forward. These are few things if we able achieve then I am sure it will make lot of difference in our status in the society. Internet Governance must ensure freedom of expression and universal access, UNESCO says 04-12-2008 (Hyderabad) “The principles of freedom of expression and universal access must be safeguarded on the Internet and, consequently, in Internet Governance structures”, said Abdul Waheed Khan, UNESCO’s Assistant Director-General for Communication and Information yesterday at the Internet Governance Forum (IGF) in Hyderabad, India. Speaking at the opening ceremony of the Forum, Abdul Waheed Khan said that the Internet, as it is inherently democratic and empowering, provides unparalleled opportunities to realize the dream of a global free flow of ideas and universal access to information and knowledge. “We need clear and globally applicable principles based on human rights, and legal, ethical and technical standards to organize the Internet,” stressed Khan. At the same time, “it is important to ensure that the technical structure of the Internet allows provision of access to content in all languages,” he added. During the three days of the IGF (3-6 December 2008), UNESCO provides a variety of platforms for discussions on freedom of expression and universal access. As part of UNESCO's advocacy for free flow of information and freedom of expression in cyberspace, a workshop on Freedom of Expression in Cyberspace: Internet Filtering and Censorship explores the latest challenges to openness and freedom of expression on the Internet and identifies the implications of governmental and other Internet content regulation, particularly by direct implementation of filtering and content censorship. A workshop on Access to Public Held Information with a Development Perspective addresses the issue of access to public held information, a core element of the right to freedom of information as a fundamental human right, particularly in the context of development. The Internet Governance Forum that meets for the third time is a forum for multi-stakeholder policy dialogue to discuss public policy issues related to key elements of Internet governance in order to foster the sustainability, robustness, security, stability and development of the Internet. IGF 2008: Content in local languages is as essential as connectivity 05-12-2008 (Hyderabad) The power of the Internet is multiplied when people are able to access and use content in their local languages, agreed a group of experts who opened the 2008 Internet Governance Forum in a session on Reaching the Next Billion: Multilingualism. The complex topic of achieving multilingualism on the Internet has political and social dimensions beyond the technological challenges of ensuring tools for access and translation. Key points of the discussion were: * Content in local languages is as essential as connectivity. People must be able to create and receive information in their local language and to be able to express themselves in ways their peers can understand. * Internet tools and applications – software, hardware, search engines, browsers and translation tools – must be localized and also support the accessibility needs of people with special needs. * A fundamental access point is how one accesses Internet sites. Internationalised Domain Names (IDNs) and internationalised email addresses, to accommodate non-Latin scripts, are being developed through technology, standards and policies. * Increasingly, online communication is occurring in mediums other than in written form: multilingualism for multiple media, of which mobile devices are a significant point of access. * A common framework and language will help the Internet Governance Forum to address these issues. * There remains a great need for capacity building in digital literacy as well as basic, traditional literacy. Atanu Garai has elucidated with examples the poor understanding of HR/Corporate recruiters of the professional/academic requirements to handle the role of Information Management or Knowledge Management. At best they would think of a LIS professional for a "Library" with a view of a physical collection - typically Books, Magazines, Newspapers or Multimedia such as CDs, DVDs, Tapes and so on as per the business the company engages in. Basically Storehouse/Collection management. However it is not always so - there are many exceptions. I have been lucky to have worked in both kinds of Corporate Libraries. My experience of the past 14 years with Media Libraries has been particularly challenging. Fighting mindsets & managing perceptions plays a big part. We as LIS professionals have to work on marketing ourselves and creating our role and place in the company. As you all know Knowledge Management is the big buzz word in the Corporate sector now. At the recently held CII KM India 2008 Knowledge Summit in Mumbai there were about 150 delegates from a spectrum of companies. Amongst all those knowledge practitioners barely 6-7 of us were from the LIS profession. Every other profession, with IT & MBAs in the lead have staked claim to playing the Knowledge Manager role in almost all companies be it Infosys, WIPRO, Satyam, Reliance, MindTree, Eureka Forbes, Airtel� long list. ILFS, Mumbai is an exception I know of and there maybe(hopefully) a couple more. But we are hopelessly outnumbered in this upcoming profession and Job role that we as LIS professionals can so easily play. Koha for Malyalam Catalogues

Dear All, Koha is a good choice for libraries in Kerala. But the possibility of using Koha for creating catalogue of Malayalam books (due to its Unicode compliance) has not been explored much because of poor knowledge of most of the librarians about Unicode, it seems. Dr P Mukhopadhyay ( University of Burdwan), a prominent practitioner of Koha, clarifies that Koha can be used for creating searchable catalogue of books in Malayalam, if we use utf-8 encoding for character set and the mysql supports utf-8 as native character set. Kindly inform me, if anyone is using Koha 2.2.9 on Windows for Malayalam catalogue preparation. But, this is just one side of the coin. The other side is equally dark and grim and I have serious doubts that even if we are successful in bringing out quality graduates, Indian companies are very unlikely to take them (practice in North America and Europe is very different). Let me explain. First and foremost, the heads of these institutes (say, HR heads - who corporate librarians most often report to, e.g. http://ncsi.iisc.ernet.in/pipermail/lis-forum/2006-July/004325.html) have little to no idea of library and librarian. Lets do little bit of survey of Terms of Reference of job advertisements of posts relevant to corporate world (knowledge manager, librarians etc.). Case Study 1: Knowledge Management Officer. This advt is posted in naukri.com on 20 Nov. It says: Client of XYZ HR agency "Job Description: 1.Conceptualizing and implementing the knowledge management processes - both for physical library and virtual knowledge base. 2. Designing & Implementing project based knowledge sharing system ensuring optimum utilization. Desired Candidate Profile: 1. Engineer / Commerce graduate 2.Should be fluent in English and well versed with usage of computers 3. Experience in working with libraries will be added advantage Company Profile: It's India's top maritime and port consultant. It provides Business Research, Consulting, Information and Data services to Ports, Shipping, Logistics and other maritime industry." So, presumably this posting is released by a HR company, which has sufficient knowledge and expertise in this domain, with MBAs in HR and aware of the requirements of "Conceptualizing and implementing the knowledge management processes - both for physical library and virtual knowledge base". For the development of library, they need either an engineer or a commerce graduate, a person who known English and usage of computer (Librarians dont know either for sure) and experience in working with libraries will be advantage (as if, engineers generally work in libraries). Case study 2: Librarian (Client of XYZ HR agencies) "Job Description: should be a Bachelor in Library science/MBA. Preferably from a law institue,law firm or worked earlier in some legal deparment. Preferably a male candidate Desired Candidate Profile: should be a Bachelor in Library science/MBA Preferably from a law institue,law firm or worked earlier in some legal deparment. Preferably a male candidate Company Profile: Leading Law Firm based in Delhi" This is not very clear if the recruitment agency wants to say a Bachelor in Library Science equals to an MBA or, an MBA or BLIB will be required. Also, the gender bias in the advertisement is does not go well. Additionally, one can read the article written by T D Wilson, The nonsense of 'knowledge management' - http://informationr.net/ir/8-1/paper144.html, which is a gem in this regard. Secondly, I do not believe the concept of traditional sense of library as a physical building go well with corporate (or for that matter any other fast paced working environment) working culture. Information has to reside within the grasp of people, not in a distant location where you need to go and come back with your piece of information. Some authors have already written on this issue. Thirdly, since the HR managers do now know what to do with the librarians, they have already started recruiting MBAs (not the librarians with MBAs, but plain MBAs), so abundantly available in Indian market. Drive past the Delhi and Jaipur highway, and you can actually get an MBA degree from the roadside MBA dhabas in lieu of few thousand rupees and don't forget to get it signed from the head of the institute. The current issue of CACM actually gave a dim picture of India's tryst with ICT education as well ( http://mags.acm.org/communications/current) "In addition, while the Indian IT exports industry has a severe need for students to have "soft qualifications" (such as proficiency in spoken and written English and the ability to manage projects efficiently), this education system does not provide any such courses. Hence, it is not surprising that a recent study by the strategy consulting firm McKinsey and Company (www.mckinsey.com/mgi) indicated only 25% of engineering graduates would have the requisite qualifications to be employed in the Indian IT exports industry." Few exceptions are always there from any School or most of the products are OK from a very very few Schools. 3. There are several factors contributing to this lamentable situation. They include : (a) Poor standard of the students joining for the LIS Course (b) Out of date Syllabus followed in the LIS Schools (c) Inadequate infrastructure facilities in the Schools (d) Incompetent Teachers or Teachers who do not bother to update their knowledge base (e) Reluctance of LIS Schools for proper interactive programmes with performing libraries & librarians (f) Poor communication skills and leadership qualities among the students (g) Lack of commitment of students in accepting LIS as a good profession. They, instead, consider it as a short cut to get a job. Etc., etc. Well, the above listing is only selective. The Solutions 3. The solutions are partly embedded in the problems listed above. But still, let me repeat a few : (a) There is an immediate need for restructuring the LIS Syllabus uniformly across the country. The exercise should not just be confined to NCSI or NISCAIR or DRTC or a handful of Universities, like, University of Mysore, Madras University, etc. Rather, these front-runners (and other stake holders too) should think of initiating a dialogue for a commonly acceptable quality/standard syllabus for all Schools in the country, in the larger interest of the profession. (b) Poor communication skills & leadership qualities of students constitute a major issue. Unless this is effectively resolved, we are not going to succeed in generating competent professionals. The course-ware , the methods of teaching and grading of results/scores should not, at all ignore these factors. Not much seriousness is attributed to the so called 'Soft Skill Development' among our young professionals at present. (c) Making them IT-savvy is another essential ingredient. (d) How to attract really brilliant students to this course is another big question. Career prospects is perhaps one aspect. We must evolve a proper assessment of the market-needs of our professionals. Then mould them appropriately, by complying with other curriculum-related issues (discussed earlier). An explicit outcome should be a mechanism for Assured Placement after their course of study. 4. We, the professionals by and large are lured to concentrate in segmented areas as part of our modernization. It could be anything like CDS/ISIS, WINISIS, Digital Libraries with its fragmented approaches, IR, Webopac, OAI, E-Print, DSpace, etc., if we examine the chronological events. But what is lacking is a Total Framework encompassing all these segments and much more, so as to make it as a body of knowledge for LIS Education & Practice. This has to be planned and designed at a fairly 'higher level' so as to implement the same uniformly and mandatorily as learning modules in the academic programmes. 5. Now, the question of Corporate Librarians.The existing teaching-learning practices and the curriculum contents should invariably be changed to suit the special needs of the sector, which is diffrent from the conventional systems. Rigorous training in soft-skill development and management practices, etc., are needed for moulding them to perform proactively in the newgen LIS domain. Be it 'old bottle or new bottle', it has to be filled with 'new wine' . 6. But who will bell the cat? Possibly a selfless 'Think Tank Group' should evolve for initiating the task. Even a 'Social Network' for the purpose can trigger the operation. Then it will assume the inertial strength required for the 'take off'. 7. A mandatory mechanism for LIS domain, like Medical Council of India in the Health Education Sector, Bar Council of India in the Legal Sector, AICTE for Engineering / Technical Education, etc., has to be evolved for a proper co-ordination to ensure quality education. 8. Responsible Professional Societies in LIS in India including IATLIS cannot shy away from this crisis situation. 9.Certain recommendations of NKC may also be examined in this context. The Time Targets Well, an overnight solution is not possible. What is proposed is a long term strategy. But the time factor should not be stretched to infinity, if we really want to salvage our profession and give it an impressive and acceptable shape. It is high time to evolve strategies for revamping the LIS Education / Profession in India so as to Seek the comments of our esteemed LIS Forum Members. Koganurmath and his team for successfully organizing the International Conference on “Knowledge for All: Role of Library & Information Centers”, to commemorate ILA Platinum Jubilee Year 2008. I could be, able to witness the deliberations and able to interact with my other colleagues who had come from various places of India and from abroad. All the delegates were really impressed by the event and were praising Dr. Koganuramath and his team for extending good hospitality. Indeed it is true that the event was breathtaking one. Success can be achieved through the efforts of the good team and the good leader leading the same. Dr. Koganuramath takes such a keen interest in every event to make it a grand success, howsoever small or big it may be. The meticulously and judiciously prepared schedule of the Conference itself is an evidence. The LIS luminaries across India gathered and deliberated on various range of LIS issues. GLOBELICS 2009 "Inclusive Growth, Innovation and Technological Change: education, social capital and sustainable development" Organized by: The Global Network for the Economics of Learning, Innovation, and Competence Building Systems (Globelics) UNU-MERIT (Maastricht, The Netherlands) CRES, UCAD (Dakar, Senegal) Dates: October 6-8, 2009 Place: Dakar, Senegal PhD students' paper competition: Ph.D. students currently in programs of developing countries may enter the PhD students' paper competition. Winners will receive free accommodation and travel support, a small grant to support their research and a diploma. All participants with accepted papers will be provided local hospitality for three days (October 6-8, 2009). Participants from developing countries with accepted papers will also be provided some travel support. The Globelics Board will be mobilizing resources for providing such travel support.
