DRTC was established in 1962 as a constituent unit of the Indian Statistical Institute. On the invitation of Prof. P. C. Mahalanobis, Dr. S. R. Ranganathan (1892-1972) (then National Research Professor in Library Science) started DRTC at Bangalore. Since its inception, DRTC has been considered as pioneer in the field of Library and Information Science . Eligibility For MS(LIS) The minimum qualification for admission to the MS(LIS) program is a Bachelors degree in any discipline from a recognized Indian or foreign university (obtained after a minimum of 12+3 years of education) with at least 60% marks in the qualifying examination. For JRF MS(LIS) awarded by ISI or Associateship in Documentation and Information Science (awarded by ISI or NISCAIR/INSDOC) or its equivalent degree (such as Master’s degree in Library and Information Science from any Indian/Foreign University). Course is currently offered at Bangalore Center. Selection Procedure Selection of candidates for the MS(LIS) programme will be based on academic records and performance of the candidate in an all-India written entrance test and interview. There is no tuition fee for the programme and all eligible students will receive a stipend. A guide to preprints

Friends, There is growing acceptance among scientists and scholars around the world for circulating new findings as preprints. Preprints have come to be recognized as legitimate documents. Grigori Perelman, the Russian mathematician was chosen for both the Fields Medal (considered to be the Nobel for math) and the Clay Mathematics Institute's Millennium Prize (it shouldn't really matter, but I will mention the Prize is US$ one million) on the basis of three preprints in arXiv which he did not even bother to send to a journal for publication. Of course, he declined to accept both the awards. Physicists were among the earliest to systematically gather preprints and make them available to a worldwide audience through a central server. In the past more than 30 years, *arXiv*, operating now out of Cornell University, has made available more than 2 million preprints (not only in high energy, condensed matter and astrophysics, but also in other areas like mathematics, computer science, quantitative biology, quantitative finance, statistics, electrical engineering and systems science, and economics. I must add that the preprints culture precedes *arXiv*. Preprints help advance science faster. If we were to depend solely on research papers published in refereed journals, progress in science and scholarship would be slowed down. Initially, there was some hesitancy in accepting preprints as a convenient and legitimate means of communicating new knowledge. Especially among medical researchers. Indeed, Franz Joseph Ingelfinger, former editor of *The New England Journal of Medicine <https://en.wikipedia.org/wiki/The_New_England_Journal_of_Medicine>* (*NEJM* ) stipulated in 1969 that *NEJM* would not publish findings that had been published elsewhere, in other media or in other journals. Many medical journals continue to follow this rule to this day. Says Sanjay Pai, editor of *Indian Journal of Medical Ethics*, "To my knowledge, it holds good for all journals. It's the journal equivalent of an Exclusive, which the newspapers and TV seek." Prof. Peush Sahni, Editor of *National Medical Journal of India*, says, "most journals still follow it to some extent. However, more journals will peer review papers put on preprint servers." Now there are preprint servers to cater to researchers in almost all fields. Dr. McNutt has been awarded the prestigious _Jawaharlal Nehru Birth Centenary Medal_ - 2022 by the Indian National Science Academy (INSA). Intense competition in securing grants and publishing papers underscores the need to write well to put forth one’s ideas effectively. By taking a few good tips from a selected set of essays on “how to write about research”, we will discuss a pragmatic approach that makes writing pleasurable and rewarding. Brief biographical sketch of G. K. Ananthasuresh G. K. Ananthasuresh earned his bachelor’s degree from IIT-Madras, master’s from the University of Toledo, and PhD from the University of Michigan, Ann Arbor—all in mechanical engineering. His principal research interests are compliant mechanisms and topology optimization with applications in microelectromechanical systems, biomechanics of cells, biomedical devices, and microrobots. There should be universal open access to the record of science, both for authors and readers, with no barriers to participation, in particular those based on ability to pay, institutional privilege, language or geography. 2. Scientific publications should carry open licences that permit reuse and text and data mining. 3. Rigorous and ongoing peer review must continue to play a key role in creating and maintaining the public record of science. 4. The data and observations on which a published truth claim is based should be concurrently accessible to scrutiny and supported by necessary metadata. 5. The record of science should be maintained in such a way as to ensure open access by future generations. 6. Publication traditions of different disciplines should be respected, while at the same time recognizing the importance of inter-relating their contributions in the shared enterprise of knowledge. 7. Publication systems should be designed so that they continually adapt to new opportunities for beneficial change rather than embedding inflexible systems that inhibit change. 8. Thanks very much Jean-Claude. I have been trying to convince our government, public funding agencies, research councils, scientists and librarians for God knows how long. I think it was at an IFSE conference at Rio, Brazil, in 2000, I spoke about the need for journals going from print to electronic and making all research papers available through 'open archiving,' and emphasised the need for helping developing country researchers take part in open archiving initiatives. [See http://www.eventos.bvsalud.org/bireme/ifse-rio/present/Subbiah_Arunachalam/…] It was at the Rio conference that I first met Stevan Harnad for the first time although I had read his paper on scholarly skywriting before and corresponded with him (to invite him to speak at our Foundation, MSSRF, Chennai). He had recommended self-archiving and his group at Southampton had released the Eprints software for institutional archives long before I became an active promoter of OA. I believe in his prescription that authors publish in any journal (academy, society, commercial, national or foreign does not matter) as long as they do not pay publishers to make papers open access, do not surrender copyright, use author addendum, AND place the paper immediately on publication in an interoperable archive so it can be seen by even those not working in institutions subscribing to the journal. After campaigning relentlessly and after running a widely subscribed discussion list for many years, Stevan was vexed with the lack of interest shown in OA archiving by the worldwide research community which on top of it was willingly or unwittingly playing into the hands of greedy commercial (and some society) publishers. He decided to quit advocating OA and moved on to devote his life to the mission of caring for all sentient beings, a cause far more worthy of his time and effort than OA which concerns only researchers and a few others who use research literature. As you have said, scientists (and science establishments) around the world have surrendered assessment of research value to commercial firms (the academic ranking industry, if we may call) such as THES, and QS, as they had earlier let commercial interests take over journal publishing when Mr Robert Maxwell came on the scene and made the audacious statement that science journal publishing "is a perpetual financing machine." [see https://www.theguardian.com/commentisfree/2018/sep/13/scientific-publishing… ]. You will be happy to see the wind blowing currently in favour of Diamond OA publishing. I would be happier if funders around the world *also* support archiving. I was glad when I read a few days ago that the Big Ten (actually 14) universities in the US have pledged financial support to arXiv. I am currently talking to many senior Indian scientists to write a joint letter to funding agencies under the Government to provide annual grants to arXiv. Regards. Subbiah Arunachalam ****** 29th October 2021 *Ref.: STATEMENT: ARTICLE PROCESSING CHARGE (APC) POLICIES & OPEN ACCESS (OA) PUBLISHING: THE IMPACT ON DEVELOPING COUNTRIES AND THE NEED FOR A MULTILATERAL SOLUTION* --- *This initiative arose from a group of young scientists who are members of The TWAS Young Affiliates Network (TYAN) and The Argentinian Young Academy (AJA), in collaboration with different National Young Academies and Institutions listed below.* --- Over the past years, the Open Access (OA) publishing models have been shaping the way we publish, allowing scientific articles to be freely available online. At a first glance, the OA publishing model apparently universalizes science, making it accessible to everyone, in agreement with the human right to science, as recognized by Article 27 of Universal Declaration of Human Rights (UDHR, 1948). However, the Author-Pays OA publishing model shifted the financial burden from readers to the authors. This model incurs extremely high publication costs for the authors often bundled into one article processing charge (APC). Research and academic institutions also contribute to the problem by implementing evaluation methodologies based on journal-based metrics (such as Journal Impact Factors) to assess and compare the scientific contribution of individuals and institutions. The Author-Pays OA model represents a large barrier for the global scientific community, with particular impact on the progress of early career researchers. In the midst of this complex scenario, we believe that the international community should assume the challenge of exercising multilateral governance and academic cooperation in the face of the inequities that arise from this new OA publication model. To that end, the signing global organizations promote the creation of an ad hoc worldwide committee (*Global Initiative for Equitable OA Models*), working under the umbrella of multilateral global academic institutions or similar bodies. [...] The Committee aspires to: *1.* Establish a fluid dialogue between the various members of the scientific community, policy makers and representatives from governments, to further discuss options and implement joint actions for an equitable model of OA for the global scientific community. *2.* Draft a global agreement aimed at enforcing equitable access to publishing in OA Journals moving away from Author Pays OA and toward models that either a) repurpose existing subscription funds to fund e.g. sponsored OA or b) subscribe-to-open OA; or obtain funding for academic publishing from institutions or other public sources (diamond/platinum OA). Regulation should include guidelines aimed at setting copyrights. *3.* Create a global economic containment network to financially support the Least Developing Countries (LDCs) and Science Lagging Countries (SLCs) in order to strengthen national scientific R&D systems in line with objectives previously established by the countries at the multilateral level, such as the United Nations Sustainable Development Goals (UN SDGs). *4.* Set up a network of existing or new diamond journals from developing countries, aimed at promoting non commercial open publishing practices with clear and transparent regulations and strong standardized peer review processes. This is the kind of voluntary cost sharing I would like Indian researchers and research institutions to take part in. At a time when Indian higher education institutions and the many laboratories under different agencies of the Government (DAE, DST, DBT, CSIR, ICAR, ICMR, UGC, etc.) are spending huge sums to provide access to information to their faculty, students and scientists, the money often going to beef up the profits of greedy commercial publishers in Europe and North America, I believe it is only fair we support arXiv. Dear Colleagues, A researcher wants to get a newsmagazine item titled: "HIJACKED PAKISTANI PLANE INTERVIEW OF ALAMGIR" published in BLITZ (in May 1981). Blitz is an investigative newsmagazine published weekly from Mumbai (started in 1941). This investigative newsmagazine was published in English, and with editions in Hindi, Urdu and Marathi languages. I tried to get it online but in vain.
