Dear Friends, VTLS announced the development and deployment of the Archives Management System (AMS). This system was developed in partnership with the National Library of Wales. The system follows the ISAD (International Standard Archive Description) standard and has advanced hierarchical linking capabilities, which are essential to the success of archive collections. Rethink and Reevaluate to make LIS Profession -a Respected and prestogious profession

Dear friends and respected Sirs Earlier I mentioned some points on this topic on LIS-Forum.But Why don't we think from our side also? What have we done to add quality content to the subject and why don't we think to introduce 3 years BLIS/Bachelor of Science in Information studies in degree level.So that students don't take it as last resort to get a job instead they will choose it one of the attracting careers after passing 10 + 2 std. Universities will conduct MLIS/MPhil/PhD like other disciplines.I think the seed of undervaluing our services lies in the poor perception of common people about our subject.I strongly believe we the new age librarians have a distinct role to make our subject attractive, service as well as research oriented career option to the future generation. AIFUCTO has demanded rightly that the Librarians should be redignated as Lecturer in Library Science[Assistant Professor(Library)].But Recently UGC PRC Report , Librarian was denied any redesignation,no academic freedom, no study leave,no similar CAS, no advance increment for NET/Mphil/PhD for Librarians.languages are very dubious and some interpreted the facilities for the teachers give will be applicable for the librarians. But there is no mention in this respect.Until it is distinctly mentioned it will be interpreted differently by authoroties like as before. In this Report UGC not only undervalued our service but also has shown step-motherly attitude for the Librarians.This is logically incorrect , when a person have the same qualification (55% MLIS + NET/SET/Mphil/PhD),how it it is explicable that Lecturerrs and Librarians will be treated differently.We must reconsider the definition of Teacher and it must be included Librarians . Earlier the entry of librarians was different from the teachers but presently it is absolutely same. If this shocking disparity continues no future generation will take it as future option because it is a highly discriminated punishment post.No new age librarians can not compromise with their academic freedom/study leave/financial reward for their research.From our governmental policy it appears that policy makers want only second category (excuse me,this is not to hurt any body) students should opt for this profession.This is evidenced from their policies made for the librarians throughout its history-the most neglected cadres.Some of us may be knowingly/unknowingly are very much satisfied with equal salary. May be it was their beyond expectation to get equal salary of teachers . To them equal salary means equal status. Absolutely wrong.We need absolute parity in every respect with Lecturers/Assistant Professor ( designation as proposed by the UGC PRC). Many members shown there interest in implementing Open Source tools and serve there user best. Yes why not! "when there is a will there is a way". I received number of mails asking for the details - (features and functionality) of the software which can be implemented for their respective libraries. The tools which I suggested in my mail are well known and are being used world wide. DSpace: It is a well known Digital repository software developed by MIT. It has all the inbuilt features which is required for any ideal institutional repository. The Internship Programme is aimed to provide an opportunity to young men and women with outstanding academic and extracurricular achievements to acquaint themselves with the working of parliamentary democracy and democratic institutions in general and specifically about our parliamentary system. The Programme also aims at imparting requisite skills and knowledge to enable the Interns to develop a proper perspective about the role of Legislature in our parliamentary system which, in turn, would help them while working in their own chosen? fields in the future. ? Duration: The duration of the Internship Programme will be one year, starting January 2009 and ending December 2009. ? Eligibility: Age: The Internship shall be open to Indian citizens between 21 and 28 years of age as on 31st December 2008. Qualifications: The applicant should have completed a two-year Post-Graduate Degree from a recognised Indian or Foreign University with 55% marks in any of the areas/disciplines such as Social Sciences, Law, Journalism, Finance, Management, Library Science, etc. ? The applicant should submit a recommendation letter from the Principal of College/Head of the Institution he/she last attended or is enrolled in to pursue higher studies along with the completed application form. The applicant must also submit a brief statement in 250 words which should inter alia state why he/she intends to join the Internship Programme; his/her career goals; and how the Internship will help him/her in achieving those goals. The short listed applicants will be called to appear for an Interview. ? Stipend and Other Facilities: The Interns will be paid a consolidated stipend of Rs. 18,000/- per month during the Internship period. In addition, a sum of Rs. 10,000/- shall be given as a one-time expenditure towards stationery and typing expenses. Dear Professionals, There are many posts we use to get now regarding Open Source Tools with cooperative approach from different IT skilled LIS professionals. Anyway, I consider that the ultimate challenge is the customization according to the organization as per their requirements and changed requirement which is time related task and a matter of system analysis. For a sustainable and consistent system it is required different phases like planning, setting, access management, implementation etc. The total thing is a matter of project management with professional approach from requirement analysis to testing after designing even documentation. So, the whole thing is not a task of one day or one week or even one month. When technology appears at market, whimsically it is not wiseful to use in case of specially repositories, e-Learning, CMS and automation tool; though the popular technology which are cited by different members of the forum are widely used. I think, before setting-up or using any technology always initiate to a team consisting of administration and staff of the library of the organization and information technology professionals with mature as well as professional outlook. Moreover, each member can contribute expertise on how the system should operate and the features required, i.e. for repositories – feature of the services (metadata, submission workflow, content types, etc.) or underlying technical issues (operating system, databases, search mechanisms, etc.) or even the policies and legal issues for the collections. So, no shortcut technique will be effective in this case for long run, not only installation or a little customization will perform all the tasks, it can be a pilot task of starting the main tasks or project. A 'Gantt chart' should be followed for designing a system lifecycle. For better information literate community it is needed long term sustainable, consistent and coherent system with matured working process. Regards, Md. During the last V Pay Commission Recommendations and their implementations there was a great amount of disparity between Teachers and Librarians. Hence Librarians were to suffer for one full decade to get their grievances redressed. This time thanks to the PRC members and Prof. Chaddha the Chairman of PRC who gave ear to our voice and recommended parity for Librarians with that of teachers. Friends, still there are few anomalies exist and IALA has already submitted its memorandum to the Ministry of HRD, Secretary HRD and Chairman UGC. Open Source Tools for Librarians

Dear All, Mr Ehtesham has done a very good job of pointing out the most essential tools, modern librarians should know in the digital age. It is good that a few librarians, who are familiar with FOSS technologies and tools, are taking individual imitative of different sorts in helping the fellow librarians to learn and use those tools for furthering information activities for which the profession stands. This kind of peer training- learning process may help the profession in its strides in gaining better status, pay and role in this digital environment. Sometime ago, Mr G K Manjumdar & Mr Singh had made some efforts in developing a public database of such IT friendly librarians. That attempt did not go much ahead. This is the right time to give a push to the voluntary peer training, given up once. Simultaneously, some of the new learners can self-learn some of those tools with the help of simple tutorials available in the net. They can seek the support of the peer tutors for comparatively complex tools or on the part where support is needed. In self-learning, one should start with the simple and the most useful. So it seems that the best bet, as the first priority item, is the Greenstone Digital Library Software. Greenstone installation has become much easier by now. Installation of Greenstone 2.81 is a matter of a few mouse clicks on the pre-requisite Java2 Runtime Environment and Greenstone software. Building a digital library with it is a simple exercise of giving a name, gathering some documents and clicking on the Create button. Creating Browsing Classifiers and Search Indexes are the items that require some knowledge. The voluntary peer-training will also work well with those who tried the tools themselves and learned the whereabouts. No doubt there is huge list of open source tools available on the web but to start with here I am mentioning a few well known widely used tools which I came across on which any one can work out for there respective libraries: 1. NewGenLib or Koha (Library automation tool) 2. DSpace, GSDL or ePrints (Digital Library). 3. Moodle (Elearning tool) 4. Joomla or Drupal (CMS) 5. WordPress (Blog tool) 6. MediaWiki (Wiki tool) 7. OpenURL suite (CUFTS - knowledge base consortia tool, Godot - Link resolver & DbWiz - Federated search engine) I hope this will be useful for you. ICT - Open Source tools for Library

Dear Friends, I am Mohammad Ehtesham staying at Hyderabad, student of LIS and working in a software company as consultant. I have done installation implementation of many open source tools for different organization. I came across the mail posted by Mr Vimal in this forum in which he offered his help to get the Koha installed for the libraries. It was really a wonderful approach towards the Open Source initiative I am sure many would have appreaciated this. Moving ahead I have a thought which I want to share with you all. The present day society is characterized by: 1. Increasing Information of society. 2. Information Overload. 3. Technology has become an integral part of offices / homes. And library serves as knowledge resource center, information provider and knowledge repository etc. ICT is now become inevitable for any library irrespective of its size and kind of users it serves. Now days more or less every body is relying on Google and referring it as a great library on this planet. Yes I agree but does it mean we should close our library! No we can't dare to do that. Therefore it's now time to advance our library services and fulfill the needs of the patrons in a better way what Google and other search engines are doing. Yes whenever the question of precision comes to meet the user needs our library always wins the race. So we only need to change the way of service not the kind of service because our user behavior has changed they became more tech savvy. What to do ? Technology is fear for beginners it is not tough. There are number of open source tools for ICT - (well tested and widely applied) available which can be freely downloaded and implemented with minimal desired customization. This won't impact in libraries shrinking budget. Only we need to acquire hardware and download freely available tools. No doubt there is huge list of open source tools available on the web but to start with here I am mentioning a few well known widely used tools which I came across on which any one can work out for there respective libraries: 1. NewGenLib or Koha (Library automation tool) 2. DSpace, GSDL or ePrints (Digital Library). 3. Moodle (Elearning tool) 4. Joomla or Drupal (CMS) 5. WordPress (Blog tool) 6. MediaWiki (Wiki tool) 7. OpenURL suite (CUFTS - knowledge base consortia tool, Godot - Link resolver & DbWiz - Federated search engine) I hope this will be useful for you. I am open to help and available (No Charge) if any one who needs help in installing and implementing these softwares for their respective libraries on weekends (Sat & Sun). Please let me know. Call for Participation The Knowledge Society Debates: A series of events exploring science, technology and innovation in India 5th-13th January, 2009 Hyderabad (5-6th), Bangalore (8-9th), Delhi (12-13th) In India, as in Europe, visions of a ‘knowledge society’ have brought science, technology and innovation to the forefront of politics, democracy and public life. As India positions itself in global high-technology markets and European governments attempt to tame their sceptical public, ‘knowledge society’ and ‘knowledge economy’ have become buzzwords in public policy. But... What is a ‘knowledge society’? Whose knowledge counts? What are the drivers of change? What are the contending perspectives? India and Europe present many parallels in how they engage with the ‘knowledge society’. Following the work of the ‘National Knowledge Commission’ in India and the ‘Taking the Knowledge Society Seriously’ report in Europe, there is much that each can learn from the other. What is common between European and Indian visions of a ‘knowledge society’? Can these form a basis for an alternative vision of the global future to that of a borderless market? ...Or is the underlying picture one of greater conflict and uncertainty? These are just some of the questions to be discussed in a series of debates across India – in Hyderabad, Bangalore, and Delhi. Three lead authors of the European report will discuss their findings with Indian academics, policymakers and activists. Dear Friends, Quotation for Books is not so good idea. GOC mentions as follows : Amendment to rules 99 and 116 of the General Financial rules, 1963 (Third edition) exclusion of books, publications and periodicals, etc. from the definition of Stores. THE MINISTRY OF FINANCE VIDE THEIR O.M. NO. F.23(7). EII (A)/83 DATED 7.2.1984 MADE CHANGES IN THE GENERAL FINANCIAL RULES WHICH DISPENSE WITH THE NECESSITY OF CALLING FOR TENDERS OR QUOTATIONS IN RESPECT OF PURCHASE OF BOOKS, PERIODICALS, ETC. All though quotations are not necessary, some follow the practice. My personal view is : it consumes more time in procuring procedure and also it is unfair with suppliers. The first supplier who brings a particular book on approval, should be given the order. If you get quotations for the same , some other supplier who quotes better is given the order. This definitely affects the business relation.
