Sad demise - Garudadwajan - Ex Head - ICAST - NAL

Dear Professionals, I am very sorry to inform you that Mr. B. Garudadwajan, Ex Head, Information Centre, NAL, Bengaluru passed away on 14th March 2022 at the age of 91 due to brain hemorrhage leading to coma condition. A close relative of Late B.S. Keshavan, one of the doyon of LIS in India, Garudadwajan had M.Sc. Mathematics and served initially Institution of Engineers, Calcutta for 3 years and later the erstwhile INSDOC before joining the Information Centre of CSIR - Indian Institute of Petroleum, Dehradun. He did the INSDOC course. He went as UNDP Fellow to University of Texas at Austin, USA. He joined ICAST, CSIR - National Aerospace Laboratories, Bengaluru. He was a pioneer in running a satellite based Online Information Service using ESA-IRS. He was deputed to ESA, Frascati, Rome, Italy to get expertise in Information Search Techniques. He led this Centre as its Head for 5 years before retiring in March 1992. Infact I took the charge of ICAST from him. He was a constant source of guidance for me in the matter concerned with managing ICAST. In the last phase (two years) of his life, he ventured into a modest exercise of creating a list of about 5000 words based on the contents of many newspapers and research articles. This is being published as an e-Book titled "*Concept Clusters for Vocabulary Build-up*". This is a converse of Dictionary useful for improving the quality of writing. Late Mr Garudadwajan was a knowledgeable and very soft spoken thorough LIS professional. He has left behind him his wife and two daughters. He lived happily and breathed last very peacefully. Friends, It is a bad policy to surrender copyright to one's research papers to journal publishers. Please inform researchers - faculty and students and other scientific and technical staff - and administrators (Vice Chancellors, Directors, Principals, Deans, Heads of Departments, etc.) in your institutions that they could retain copyright to the papers they publish. Prof. Peter Suber of Harvard University recommends the Berkman Klein Center's Guide to good practices for university OA policies, which focuses on the rights-retention approach. This guide, written and edited byPeter Suber and Stuart Shieber in consultation with many OA experts, is based on the type of rights-retention OA policy first adopted at Harvard, Stanford, MIT, and the University of Kansas. Under these circumstances, a strong and resilient Risk Management Framework, with a judicious combination of COSO framework (bottom-up) and ISO -31000 : 2018 (Top down) is a must. There is a feeling justified through research that the Risk Management Strategies when embedded with Innovation Processes will be a great boon for the Business Sustainability. In view of the ubiquitous decarbonization along with net zero targets, these assume a tremendous significance. The research scholar has made an attempt to study the these three elements in details: Business Sustainability, Innovation Processes and Risk Management Strategies and study their harmonious correlationship which will ensure Business Sustainability. These have been studied through Case Studies as well as formulation and testing of Hypotheses. About the presenter Major General T. M. Mhaisale, is pursuing his research at Savitribai Phule Pune University in the topic related to this concept: Innovation Driven Business Sustainability. He is Master of Technology in Computer Technology from IIT Delhi, MBA from Indira Gandhi Nehru Open University, Master of Management Studies from Osmania University. Rights retention policy

Friends, I received this from Prof. Peter Suber. Let us work towards promoting rights retention policy in higher education institutions and all research performing institutions in India. - Arun ***** I agree with Arun that few publishers, if any, would reject a submission just because it comes with an author addendum. An author addendum is a proposed revision to the contract, which publishers can take or leave. Publishers can reject the addendum without rejecting the submission, and many do. I don't know of a single case in which the publisher rejected the submission itself because of the proposed addendum. However, I believe that some publishers are already on the record as desk-rejecting submissions that come with Plan-S-style rights-retention notices. Plan S will track these publishers in its Journal Checker Tool. As far as I know, no publisher has ever rejected a submission just because it was covered by a Harvard-style rights-retention OA policy. There are at least 85 universities in North America, Europe, Africa, Asia, and Australasia with these kinds of rights-retention policies. However, as a matter of law (not current practice or prediction), publishers may reject any submission for any reason. Friends, About 40 years a group of doctors and surgeons in Chennai (where I live) did something remarkable. Higher education institutions and research centres were struggling to find funds for subscribing to important journals. The foreign exchange position was very tight. Journal sections of libraries even in leading institutions were famished. But researchers and students needed the latest literature. This small group thought they could do something at least for practising doctors. We talk about jugad and doing the best one could do at any given situation, and finding affordable solutions to the crises we face. This group of medical professionals did exactly that, and they have now told how they did it. Friends, A major concern in scholarly communication is the proliferation of predatory journals. Unfortunately, India has earned the dubious distinction of being one of the largest centres of predatory journal publishing. Predatory journals also gave birth to a large number of predatory 'international conferences.' Librarians in HEIs and research institutions, as mediators of scholarly information, have a role to play in curbing this menace. Now the world academies have called for concerted action to combat predatory journals and conferences.
