Dear All, This is to reminde you all about the KOHA workshop which is being planned by NCRA, Pune from 13th - 15th July 2009. The last date of registration is 30th June 2009. If you are planning to attend the workshop please register at the earliest. It is a good opportunity to learn installation of KOHA on Linux Operating System, understand features of software and learn how to import MARC records through Z3950 server directly into local KOHA server as well as adding and searching muli lingual documents in KOHA. The registration fees for the workshop is Rs. 3000/- which include training material, breakfast, tea and lunch with excellent lab facilities. For outstation candidates guest house facility is available in the NCRA campus. Each participant will get sufficient opportunity to work on KOHA. The following are the workshop faculties:-- 1. ISiM to organize COMAD 2009 - the 15th International Conference - Call for papers

The 15th COMAD is organized by the International School of Information Management (ISiM), University of Mysore during December 9-11, 2009 at Infosys Technologies campus, Mysore. Similar to previous years, COMAD 2009's scope will include all areas in the data management space including database management systems, Web and Information Retrieval and Data Mining. Report on the Fourth Dr. TB Rajashekar Memorial Lecture

Dear Members, Here's is the brief report on the Dr. T.B. Rajashekar Memorial Lecture (2009) held on Friday, 12 June 2009 at NCSI, IISc. Topic: "Academic Access in a Globalized World: Scholars without Borders" Speaker: Dr. Ram Ramaswamy, Professor, School of Physical Sciences, Jawaharlal Nehru University, New Delhi. The event was set in motion with Mr. Francis Jayakanth of NCSI welcoming the well-attended gathering. He gave a brief life sketch of late Dr. TBR emphasizing on TBR's contributions and initiatives while he served at NCSI. Later, Francis Introduced Dr. IRN Goudar. Dr. Goudar, presided over the talk. Dr. Goudar being the alma mater of TBR at the DRTC, narrated couple of incidences that happened during their DRTC course and also after they started their careers. These incidences only exemplified the fact that TBR was very clear as to what he intended to do and went about in completing it with dedication. Later, Dr. Goudar introduced Dr. Ram and requested him to deliver the lecture. Dr. Ram's talk is accessible at: http://ncsi-net.ncsi.iisc.ernet.in/workshop/seminars.html#_2009 Dr. Ram began his talk by giving some insights into the higher education in the country, which is the largest in the world. GoI is playing a major role in the higher education system in terms of framing of major policies for the system. He briefly mentioned about poor library system in most of the colleges and Universities, which is hindering access to the library holdings. For accessing the online journals, though INFLIBNET administered UGC Infonet is in place, poor Internet connectivity beyond the metros is an hindrance in accessing the online journals. He also emphasized on Books and book publishing in the country especially in the social sciences, where scholars publish their findings in books rather than journal articles. The speaker also presented some interesting facts about Books and Book publishing in India. Annually, India publishes between 70,000 to 80,000 titles, comes from between 16,000 to 17,000 publishers, ranging from those who do as many as 300-400 titles a year to one person operations-who may produce only two or three titles/year. According to Federation of Publishers, Booksellers Associations in India, the Federation of Indian Publishers, as well as a study of the Indian book market conducted by the British Publishers Association (2007) puts the value of the Indian book market at Rs.10,000 crores. In this 10,0000 crores, approximately Rs.3500 crores comprises educational books and Higher education Books market is at Rs.2500 crores. He also gave some insights into publishing business in the western world by citing Thomson Reuters as an example. The speaker expressed his concern in the poor distribution network in the country for quality textbooks and lack of University Press culture in the country are contributing to the growth of low quality academic publishing. He then touched upon the growth of e-books with big players in field like Thompson, spending great deal of their budget on e-books. He cited the example of JSTOR. JSTOR was founded in 1995 to build trusted digital archives for scholarship. Working with the scholarly community to preserve their work and the materials they rely upon, and to build a common research platform that promotes the discovery and use of these resources. In the context of our country, there was a mention of Language/ Literacy barriers such as * Computing in regional languages remains a somewhat distant goal. * Low investment in local technological solutions. * Need for more video content if primary educational goals are to be addressed. There was a special mention of ALUKA, an international, collaborative initiative building an online digital library of scholarly resources from and about Africa. Now a part of JSTOR. The speaker said, similar initiatives in the country are need of the hour to showcase India's academic publishing. Then Ram presented the demographies of India * Total India population: 1.037 billion * Rural population: 72% * Literacy: 52% * Computer ownership per 100 inhabitants: 0.6 * Telephone lines per 100: 4.2 * Internet hosts per 10,000: 0.35 * Internet cafés/telecentres per 10,000: 0.1 * Internet users per 100 0.33 subscribers: 1.65 users * Cell phone subscribers 10.81 million * Number of websites in the national language(s): 20,000 * Number of websites in English and other language(s): 130,000 * National bandwidth to and from the country: 1,670.3 Mbps Thus he proposed to have something like SwB: www.scholarswithoutborders.in (Academic Books from India delivered Everywhere). Few facts about SwB are: * Scholars without Borders (SwB) are an online bookstore for academic books from India. * Also other material such as journals, periodicals, reports, documentaries, CDs. * Facilitates online ordering and purchase. * Offers a range of payments: money orders, VPP, cheques, cash, credit card, etc. * Over 6000 titles from about 100 publishers. The motivation for such a SwB by Ram is "To make access to quality academic books simple, regardless of location." SwB runs a blog on books from India. It has a presence on Twitter, Facebook and other networking sites. Ram also presented the visitors to SwB from various parts of both India and worldwide. SwB's documentary site(scholarswithoutborders.in/video). This site is developed in collaboration with TCS. It provides, Semantic search of video content and partially view documentaries. Presently this site is undergoing Beta Testing. Access equity is the major item in Ram's presentation. An initiative to promote the distribution of books/academic material through the Internet and mobile phone. This will largely be a vehicle for the physical product initially, but they are aiming to increase digital content, especially of textbooks. The distribution of books and other published matter across India, especially to places with poor access to books and bookstores will be a major activity of this Initiative. While talking about future plans and the path ahead: Ram mentioned about the book readers such as Amazon Kindle and Olai. He also spoken about Cell phone based services. Dear All, With reference to the message posted by Dr Anil Singh it is purely true that the salary of library professionals is ignored by CPCs. The importance of their work is not acknowledged by CPCs. Now the professionals of autonomous bodies who has been working in Rs6500-10500(pre-revised) are also a suffering lot due to clubbing of all the three grades (Rs5000-8000, Rs5500-9000, Rs6500-10500). The problem is not solved yet. In autonomus bodies the designation is different from organisation to organisation also required qualification & experiences is not always same (it may be BLIS or MLIS) so it may be difficult while implementing part b of 6th CPC. Respected Professionals, As we know Visvesvaraya Technological University (VTU) is the Technical University of Karnataka established under the AICTE. In VTU the status of Librarians & Assitant Librarians are considered as group 'C' and Librarians are listed with FDC's, SDS's, Stenographers, Typists, Drivers etc., whereas status of Physical Directors are considered as Group B (Annexure VIII of VTU's Annual Report). But, most of the Engineering colleges (under VTU) has given teaching staff (equal to other HOD's of the departments) states to librarians with AICTE pay scales and designations such as Librarian, Senior Librarian, Selection Grade Librarian, Chief Librarian. With reference to the above, it has been noticed by one of my professional friend in lis-forum sometime back; But unfortunately so far no association and veteran professionals have not aired their views regard this. Request all the professionals who have been member of the associations write mail to respective associations and demand them to intervene in this issue. And make them to work for the welfare of the profession and professionals instead engage in routine activities, in the larger interest of profession. Some associations keen on increasing membership but has not responded to this matter and remained as deaf. Indian Institute of Geomagnetism is a premier research institute in the field of geomagnetism and allied areas of Upper Atmospheric Physics and Solid Earth Geophysics. The Institute is successor to the Colaba Observatory which was set up in 1823 by East India Company, and where the first magnetic observations were started in 1841. It became an autonomous research institute in 1971, was named as Indian Institute of Geomagnetism and is now under Department of Science & Technology. Apart from basic and applied research, the Institute operates 10 modern magnetic observatories spread across the country and has two research centres at Tirunelveli, Tamil Nadu and Allahabad, U.P. The Institute library has comprehensive collection in the subject area of geomagnetism and its allied fields. It has collection of more than 20,000 volumes of books and bound periodicals. Other formats like maps, reprints, reports and non book material are also available to the users. Library is fully automated and all the library operations are done using SLIM21. Library facilities are also made available to our observatory staff and two research centres. Pathetic condition of Professional Assistants

Dear Professional Colleagues, According to 6th pay commission the condition of Professional Assistants are pathetic. In the 4th pay commission, the Professional Assistants were in the pay scale of Rs. 1640-2900 which were equivalent to PGT’s in Kendriya Vidyalaya’s (KV’s) and Navodaya Vidyalaya’s (NV’s). In the 5th pay commission Professional Assistants were one step downgraded i.e., equivalent to TGT of KVs and NVs and the pay scale was 5500-9000. In 6th pay commission, again Professional Assistants have been downgraded by giving the pay band of Rs.9300-34800 + 4200GP which is equivalent to PRTs. And if situation continues like this than no doubt in the 7th pay commission the Professional Assistants will get the pay scale equivalent to LDC of Govt. of India. It is very sad to say that in spite of number of Library Associations working in India, no single association has raised this issue. Each and every association is only interested in upliftment of college and university librarians. Even nobody has shown any interest in School Librarian pay scales. But luckily school librarians are classified as TGTs, hence they are enjoying the benefits of TGT scales. In many Army Schools and other Public Schools in the country, librarians have been deprived by the new pay commission. If such type of step behavior will sustain, than in future young library professional will think hundred times to join in university and colleges below the post of Assistant Librarian. They will prefer to join as school librarian. Through this forum, I would like to request to all my fellow colleagues to raise this issue in all library associations and also write a letter to UGC Chairman to look into the matter. Until and unless we will not unite, no fruitful result will come. Shri N.V. Jagga Rao is no more

Dear All, We report with profound regret the passing away of Shri N.V. Jagga Rao, formerly Deputy Librarian, Central Institute of English and Foreign Languages, Hyderabad (now renamed as English and Foreign Languages University) on June 4, 2009, 8.30 pm, Visakhapatnam. He joined the LIS profession in 1957 and served it till he breathed last. After retiring from the CIEFL, he moved over to Visakhapatnam and played a key role in the building up of a big, highly successful public library--a joint effort of local library enthusiasts, LIS teachers and LIS professionals--in Visakhapatnam. At the time of his death, he was serving as librarian of a local engineering college in Visakhapatnam. Throughout his professional career spanning over five decades, Shri Jagga Rao maintained highest standards professional integrity serving variety of libraries such as the Central Institute of Leather Research, Chennai, the American Studies Research Centre, Hyderabad, and the British Library, Hyderabad. He abhored the practice of sponsorship of library seminars/conferences by library suppliers, and wrote a highly critical article several years ago in University News (a publication of the Association of Indian Universities) on this issue. After reading this piece, Shri Tejeshwar Singh (Managind Director of Sage Publications, & TV news reader) wrote a letter to Mr. Jagga Rao appreciating the latter's views. Shri Jagga Rao loved travel a lot and he used to enjoy sharing his experiences with his colleagues and friends. He was kind, considerate and always helpful towards his colleagues. With the passing away of Shri Jagga Rao, the Indian LIS profession has lost another great personality who dedicated his entire life serving the reading community with distinction and integrity. Dear Professional friends, The UGC is now a step closure to issue the fitment tables along with the UGC Notification on Measures for Maintenance of Sandards-2009. The Regional Consultative Committee of UGC held it's final meeting on 3rd June 2009 at Jamia Millia Islamia New Delhi. It was attended, like in other regions, by the Vice Chancelors, Principals and Associations of Teachers, Librarians and Physical Education Personnel of the Northern Region. The Indian Academic Library Association(IALA) was represented by a delegation under the leadership of Dr.Abidi Deputy Librarian, Jamia Millia Islamia New Delhi and IALA Vice President (north) along with Dr.Saleem Anwar Deputy Librarian University of Delhi and other professional Librarians of Delhi region. IALA had prepares a descriptive representation including the claims for modifications to be made for achieving total parity with teachers in the HRD Orders. The Chairman RCC appreciated the efforts made by IALA in all the regional meetings also. IALA has also claimed for including the Information Scientists post par with Assistant Librarian Posts and to include in the same seniority for promotions and other benefits. The committee was quite sympathetic to the demands and agreed to recommend as many suggestions as were under the ambit of the directives of MHRD and stated that other demands will also be included as its suggestions separately. One can type in English and convert the words and phrases into five Indian languages: Hindi Kannada Tamil Malyalam Telegu This makes finding records cataloged in Indian languages easier.
