Dear Friends In response to the letter published I just want to supplement something with it. The letter revealed the fact. In the last of the conversation (between Respected , Privileged Lecturer & Clerk Librarian) was absolutely correct. In colleges in West Bengal the condition is unbearble. In the said conversation, librarian said they enjoy 30 days E.L. But here in West Bengal,we the college librarians are suffering silently and living like a invertebrate. Here we have 14 days C.L. & 15 days E.L.We are Non-vacational staff. However we have been recruited through the College Sevice Commission with the same eligibility like lecturers. Gradually we have become the laughing stock of our lecturer colleagues.No Recess. No vacation.No service rules.No leave rule.You can treated like anything and which is more pathetic is that other non-teaching staff in the library they are having 30 days E.L. It is more surprising fact is that a post (Librarian) has been created and being recruited through college service commission without any service rule/leave rule. So the motive behind it is quite understandable. On the other side a lecturer in a college in west bengal get- 14 days C.L. 15 days E.L. (Upto 7 years of their service) 52 days off days/lib day for their study & research 45 days Summer Recess ( hardly 7-10 days Univ. exam duty and admission duty and not for all lecturers) 30 days (approx.) puja vacation 7 Days Winter Recess ---------------------------------------- Total---153 days (leaving 10 days in summer recess) Approximately - 5 months 1 week + 2 years FIP leave + Sabbatical Leave + 1 year Study leave (extendable) + Special study leave Thus from the above we can say that lecturers are getting salary of 12 months by working only 7 months where as Librarians are getting salary of 12 months by working 11 months. It is inexplicable step-motherly discrimination. It must be changed to sustain our profession. In the Recent time, UGC pay review committee recommended many things for the lecturer except the real parity of librarians with the lecturers.UGC and all the state govt. are ignoring our real issues intentionally and they expect us to perform only without any academic freedom.It is injustice. I can remember before some days one of our friends in the lis-forum was looking for the precedence where a librarian has been santioned a FIP leave. It is so unfortunate.My dear friend, no academic freedom for us. Its not our domain. We are Librarians-clerk. Our Senior Colleagues in our profession says that it is our ideal and duty to serve like servant. May I ask all of you, particulraly the library key persons in various policy making bodies in the state and centre -when will we get the justice? Do you feel our real problem or Do you represent us properly in the close door meeting? I doubt you don't because you fear you may loose your post/portfolio. Though many of our organizations including AIFUCTO and IALA , IASLIC has demanded the right thing i.e., Redesignation of Librarian. If it is not achieved we will be suffering forever and the future will not forgive us. Everone of us will have to face the future . It is inevitable. Change is coming every where . I dream change will be here also. Salary is very important matter. But I think liberty,freedom and above all respect is more important. New generation librarians (with respect to all of our seniors) want to change but the system is not allowing them to make any change.They want freedom . They want respect. They want parity in every respect. They neither want to be a dignified clerk nor a mere book keeper.They want open air where librarian and librarianship will be taken seriously. A possible remedy to improve the situation could be: Introduce the subject as Honours/Pass in the UG Colleges after 10+2 Redesignate The librarian Post as Assistant Professor in Library & Information Services and similarly for the others subsequently. Service rules/Leave rule must be exactly same of lecturers and it has to be explicitly mentioned otherwise it will be intentionally misinterpreted by the higher authority. Library will be kept open in the recess and in vacation time by the non-teaching staff of the library. Recess time/vacation time will help librarians for their advancement of their knowledge. Librarian must be vacational staff like other lecturers . Authority may question how a library will be kept open with its Head-librarian?.But think about the other departments also when the departments are kept open without the presence of the Head of the Department. Thus it is illogical , outdated and motivated decision to make librarian non-vacational. Include Librarian in the definition of Teacher in the concerned statute of the respective university I strongly believe change will come and it will come very soon. with best wishes to you all. This will be a free plug-in to allow researchers to seamlessly deposit into as many open access repositories as they desire, using SWORD. This is not meant as a plug for Microsoft, as no doubt there will soon be many flavours of SWORD; this is just one illustration of how SWORD will soon make it very, very easy for researchers to deposit their own work for open access. So if publishers do not wish to take on the function of loading articles into open access repositories, this is a short-term problem. In the longer term, this could be more of a problem for the publishers themselves. That is, once researchers are not only doing the writing and peer reviewing the work of others, but also completing and disseminating themselves the version that is most accessible and hence most likely to be read, they might begin to wonder what is that publishers do, exactly. For M.Phil, the university will prepare the rank-list based on the performance of the candidate in the written test and viva-voce that carry 75 marks and 25 marks respectively, and the marks obtained in Post-Graduation. The written examination and viva-voce will be in the same pattern for admission to Ph.D. Candidates with a pass in NET/SLET or any other national eligibility test will be exempted from the written test alone. These regulations arrived at by the university based on the format provided by the Tamil Nadu State Council for Higher Education were approved at the meeting of the Standing Committee on Academic Affairs chaired by the Vice-Chancellor M. Ponnavaikko on Saturday. M.Phil. candidates will have to take up courses on research methodology, an elective paper in an area related to the research, and on the topic of research, besides a course on general skills required for teaching-learning process. Forty per cent will be allotted for continuous internal assessment and the rest for end-semester university examination. Ph.D. candidates are also expected to do course work in three papers, as per the UGC regulation. Those with M.Phil qualification will be exempted from the course on Research Methodology. For teacher candidates, the directed study recommended by the doctoral committees constituted by the Departmental Research Committees (DRC) will be considered as course work. The doctoral committee formed for each scholar can waive or add one or more courses with the university’s approval, the Vice-Chancellor said. The DRC should certify that the chosen topic of research is not a repetition of earlier research works. Two voices of librarians: Vimal and Smitha

Sir/Madam I just wanted to share my thoughts on two recent postings in the LIS forum. One from Vimal (Time for a change: survival thoughts, dated 25th June 2009) and another from Smitha (Development of Govt. PU college Libraries, dated 27th June 2009). One thing wanted to clarify before delve into the topic is Vimal and Smitha are two metaphor beyond that I have nothing individual. I take Vimal posting. It was indeed thought provoking and for the development of the profession. We are witnessing a rapid change in information processing industry coupled with phenomenon evolution of the WWW for the post twenty years. Thanks to Tim Berners-Lee. But the bottom line is librarians are willing to change not the institutions (colleges). Smith’s posting in that way presents underlying reality. Librarians are looked at mere “store keeper”. His/her intellectual labor was not at all respected in colleges. Colleges and schools in India have given very less importance to libraries. In most of the colleges, there are no libraries at all. If we have, it was maintained pathetically. We recently recruited librarians have very hard time with the authorities to provide basic facilities at least a room to set up a library. But they are also not in a position to immediately set up things right. As fellow member listed out there was no proper record maintained in the library previously. It was maintained by the clerk or in some cases lecturer. And stark thing is that librarians are suspected in many occasion simple because they think librarian may pocket fines collected from students, fee collected against loss of books. It was very harsh thing to happen for librarians. In book acquisitions process there was a big nexus, higher authorities would not take librarian into considerations. Simply ask us to take book into stack. We are accountable for each book in the library and you have to pay for missing books. At times we have quarreled with faculty and students to return books. With such a situation, how a librarian change himself. In colleges hardly subscribe scholarly journals and with few exceptions reading habit is very deplorable. It is time for changing the mindset of the institutions and the people who are part of it. Recently I had a conversation with a lecturer and finally he said to me that your job is just like a clerk who manages different inventories and keeping vigil look on books. The brief conversion I have had with the lecturer is given below. Lecturer: We have a vacation from 25th May Librarian: is it, enjoy Lecturer: What about you. You must have the holiday right? Librarian: We have no vacation Lecturer: Sorry, I though you must …….. Librarian: no no……. we have extra EL for thirty days Lecturer: but…………. Your job is more of like a clerk. One maintains inventories. Librarian: no reply We have great role to change this mindset. We have to raise our voice. Development of Govt. PU college Libraries

Dear Professionals, I have been appointed as Librarian for PU College, Harihara, Davanagere very recently. Post- joining I found library as just “store room of books”. Nothing is maintained properly 1. No sufficience Room, reading table, chairs and racks are not their. 2. Non of documents are recorded and catalogued. 3. Arrangement of documents runs ping-pong. 4. No Services provided. 5. No records for journals and magazines subscription details. 6. No details of budget usage. Hope I can get few of above mentioned problems solved and bring some standardization to this classic government library. Then start providing some basic LIS services. Help regarding Right off books

Dear professionals, I had joined my institution one year back. and that time the whole library was fully in choatic condition. there was one in charge librarian. even he had joined our library just before 6 or 7 month prior to me. I found there several accession register even that is in soft copy. there was no manual accession register. in such condition we had to belive one of the accession register as original. There is no reliable and proper records of books issued to the departemental libraries etc. Now when the person in charge of library left the institution overall functioning is managed by me. However I have not received any formal letter for charge transfer. In last five year no stock varification is done. When I varified stock I found around 350 books less than its number in accession register i.e.9500. Now the management is trying to blame me for such lose. Though I have done so much in last one year so I dont expect that management will take any action as they also aware about such condition and my work in last one year. Please suggest me what should I do in such condition. What is wright off ratio of books. we do around 1500 transaction per month. Open Educational Resources: Conversations in Cyberspace brings together the background papers and reports from the first three years of activities in the UNESCO OER Community. Time for a change: survival thoughts

I just returned to Trivandrum after attending MDP for librarians organised by DCSMAT.Many nice sessions were covered in that program including killer apps like web 2.0. Various sessions in the MDP evoked many thoughts in my mind regarding librarianship in dynamic competitive environment. The main thing I observed is that, new services in WWW changed the information and community building behavior of all types of library users. I don't think librarians vanish in the storm of these changes. But we must be more serious in the application of web 2.0 tools for marketing of library services and showcase information products. Are Indian librarians ready to make use of these services in their library environment? Where do we get training in emerging technologies? Who will provide the training? Who are our competitors; search engines, electronic content providers? Can we be as fast as our competitors ? Lot of questions still remaining. Another interesting truth is that, library users are acquiring skills in effective information retrieval usinguser friendly tools (e.g. Yahoo Pipes, *pipes*.*yahoo*.com) without the help of information professionals. We still continue as custodian of physical documents. What will happen to our profession, if a new killer application (think about Amazon Kindle) replace books and periodicals? We can hope that, things may not change within 10 years.But, we have to forecast the developments and have to equip our professional mind to accept the changes. We can observe the competition facing public libraries from television and online social networks. Most of the public libraries in Kerala (about 6000 public libraries in Kerala) is facing similar competition and they strive hard to survive. I would like to present some thoughts for survival from David Lee King (*http://tinyurl.com/lqz324*), 1. What do you do better than everyone else? Focus on that. Prioritize that. 2. You’re a natural community gathering place. Focus on your community. Feed it. Grow it. 3. Ask people why they don’t use your library. Use that information to improve your services. 4. Find your largest population segment of “potential patrons” and focus on growing patrons there. 5. Don’t focus on yourself or your stuff – instead, turn your focus on your customers and their needs. 6. Maybe it’s something as simple as rearranging your stuff so normal people can actually find things. We can do better than LC or Dewey call number order. Really. 7. Work on improving the experience at your library – both in the library and digitally. According to a user study (Time for a CHANGE: NEW approaches for a NEW generation of LIBRARY USERS by Tamar Sadeh), Internet tools and services provide ease of use, access and speed.Therefore, users prefer online information search tools despite their respect for and trust in the library’s resources. Since its inception in 1969, IATLIS has been active in taking up several issues of LIS Education in India especially relating to the development of curriculum, teaching methods, infrastructure, teachers’ training, etc. It actively works for the promotion of the professional interests of LIS teachers. As part of its activities, it conducts national seminars, workshops, training programmes, etc. It brings out its official organ 'IATLIS Communication' besides publishing pre-conference volumes. This year the annual IATLIS conference is to be held at Department of Library & Information Science, University of Burdwan, Golapbag, Burdwan – 713104, West Bengal. About Burdwan (in Bengali language: Barddhaman): Burdwan (Barddhaman) is a city of West Bengal state in eastern India. It is the district capital since the times of the Mughals. The city is situated a little less than 100 Km north-west of Kolkata on the Grand Trunk Road (NH-2) as well as on Eastern Railway as a junction railway station. The city holds the literal meaning of the name, a prosperous and growing centre due to diversity of agricultural productivity and industrial belts. It has a multi-cultural heritage which is exhibited through the existence of various mosques, tombs, churches and temples. The town owes its historical importance of being the headquarters of the Maharajas of Burdwan who tried their best to make the region culturally, economically, educationally and ecologically healthier. The University of Burdwan: The University of Burdwan was formally inaugurated on 15 June 1960. It is a University of national character and stature. The Mahatab Manjil (the Palace of King: Rajbati) serves as Administrative Block of this university and Academic Complex is situated in Golapbag (the Garden of Rose) which is 2 km from Rajbati. The University is all set to enter in Golden Jubilee Celebration phase from June in this year after offering excellent educational services to the community. It offers graduate courses through 105 affiliated colleges and post-graduate courses in Arts, Science and Technology.
