LIS Courses in Distance Education Mode

Dear Professionals, There is no harm in conducing courses in distance education mode. But, the problem lies with the quality of the distance education courses. The prestiges courses like CA, ICWA, ACS, IETE, AMIE, etc. are conducing distance education mode effectively. No dilution of quality in these courses we have heard. At the same time, many universities are conducting courses in distance education mode mainly to generate fund and not to provide quality education to the students at their door steps. Even after the establishment of Distance Education Council, desired positive improvements in quality is yet to be achieved in the courses of most of the universities. In Kerala, most of the certificates of professional courses received through distance education mode is not recognised by the Kerala Public Service Commission and Kerala University. At the same time, Kerala University is offering professional courses, including BLISc and MLISc, in distance education mode. It is high to frame uniform rules applicable to all over India to clear confusion in this regard. The first aim of the students should be to do quality education and obtain a valid certificate for that. [http://timesofindia.indiatimes.com/Rajkot/Strict-norms-for-MPhil-PhD/articl…] In a bid to end the situation where under-qualified aspirants get MPhil and PhD degrees, University Grants Commission (UGC) has issued a notification with minimum qualifications for students who want to get these degrees. Now, universities will have to conduct entrance tests for students in line with certain provisions. They will also have to decide on number of students instead of haphazardly granting permission. The notification will be applicable from June 1 to all UGC-granted universities, Central and state government-run ones and colleges affiliated to them. All institutions will have to decide on minimum qualifications for selection of recognized guides as well. The number of students permitted to undertake research will depend on availability of guides. "All universities will have to decide on number of MPhil and PhD seats in advance and publish the information as advertisements and on the website too," said a dean of Saurashtra University. For students who have cleared Council of Scientific and Industrial Research (CSIR) exam, State Level Eligibility Test (SLET) and other exams, or equivalents, universities can fix separate conditions, he added. UGC has also decided that a student can get direct admission to PhD or via MPhil. Universities will have to keep in mind reservation quota and select guides for candidates. After the entrance exam, students will have to undergo study programme for one semester, including research methods and computer skills. Students will have to submit theses within a time limit. Before that, a summary will have to be presented. This will be open to all for criticism and suggestions, which will be incorporated in the paper. Each thesis will be checked by at least two experts, one from abroad. After satisfactory evaluation, the student will have to take on viva. After this, he or she will have to send a soft copy of the thesis paper to UGC in 30 days. helo i wnt to express my doubts abt this course. do u wnt to make librarians or teachers? if it is teacher he may be interested to know many software, so tht he can teach. but a librarian applies only one software for automation or one software for digital library and so on. the use of such software can be learnt in 2 weeks. then wht the librarians will do by learning use of many softwares. these softwares do get updated, and without using is it possible to keep track of updates? newer and newer sofwares are coming at fast rate? hw long u will update ur syllabus. there are problems with OSS too. Single portal for university libraries Bangalore: Students and faculty members of all state universities canaccesses text books, e-journals and reference manuals of the Bangalore University library by visiting the university portal sitting in their own libraries. The Bangalore University is planning to set up a "single portal" for its library and the proposal had already been approved in the recent Inter-University Board (IUB) meeting which was held at Belgaum. AS Srikanth, secretary of the department of higher education, said, "The proposal was approved by the IUB. I think they will start the project soon." The university had come up with the idea because it is difficult for all the colleges to subscribe to or buy international journals and reference books, added Srikanth. To plan the project the university is organising a meeting with the Vice-Chancellors of all state universities."We will have a Vice-Chancellors' conference within the next 15 days to discuss the issue," said Dr N Prabhu Dev Vice-Chancellor, Bangalore University. The university will also set up a task force to implement the project without any delay. "In the first phase we are planning to digitalise the library,"he added. This is a great effort which is required for coming professionals & also for already in profession peoples to start the Post Graduate Diploma in Application of Open Source Software in Library (PGDAOSSL) for them. For the curriculam,please choose not some professionals, but you need an advice from all working in the field of open sources or you may also need the some professionals from computer sc. deptt. also, please check & contact for such institutes wich are using open sources in practice as well to contact some consultants of open sources... Yes, to work effectivelly with open sources, we also need some other s/w like MS-SQL(Free from Microsoft), MYSQL etc.we also check for all the s/w required before installation of library softwares like perl modules for KOHA etc., some other standards are also required for such purpose like....DUBLIN core, MARK etc. with traditional AACR2 etc's knowledge. Some hardware practical knowledge alongwith Networking setup is also required. Specifications to set up a server , take a backup etc. are also required. Like IISER, Mohali is using LINUX operating systems in their labs, you can contact the respective person who is handling all these things. Yes, of course we also need to train our professionals in installation & troubleshooting in open access softwares also. We need to start from zero like from the type of file formats etc. to thesuccessful implementation of such softwares. Sir,You are very right that the librarians will use only a particular software package from each category. But they need to be trained at lest two or three from each category.. It will gives you two way benefit. a) Firstly, the implementer can choose or they have choices to choose at least from two or three. b) If the growth and development of a particular software stops (in case of OSS it is very frequent) they can shift over to others.. We have a plan to change our syllabus in every three years.. we have to cope with the subjects not to be tried to escape from it.. This course will be both for librarians and teachers of LIS. Lastly, I am always inspiring from your comments.. it gives a new wing to my thought.. thanks a lot. This will comes into force from the date of its publication in the Gazette of India. “NET/SLET shall remain the minimum eligibility condition for recruitment and appointment of lecturers in Universities / Colleges / Institutions. Nominations are sought for UNESCO-IPDC Prize for Rural Communication 09-07-2009 (Paris) UNESCO has launched a call for nominations for the 2009 UNESCO-IPDC Prize for Rural Communication. Potential submitters are invited to propose nominations in consultation with the National Commissions for UNESCO or with relevant non-governmental organizations maintaining consultative relations with UNESCO. The deadline for submitting nominations is 30 October 2009. Established in 1985, the UNESCO-IPDC Prize for Rural Communication aims to reward a pioneering activity which contributes to improving communication in rural communities, in particular in developing countries. Awarded on a biennial basis, it consists of a sum of US$ 20,000 and a diploma. The last recipient of the Prize was the Indian daily newspaper Malayala Manorama, which was selected for its imaginative communication campaign aimed at raising awareness among the people of Kerala on the importance of water conservation as a solution to the problem of droughts in the region. Several books are in dire need of restoration, new books are unavailable and there isn't enough staff. Since many of the books are early editions, conservation techniques need to be updated, say library sources. "Before building a new library worth Rs 165 crore (at Kotturpuram), the government should improve the infrastructure of a library that was once the pride of Chennai," says K Mahalingam, who frequents the library. The Connemara library was opened in 1896, making it one of the oldest in the state. It is a United Nations Depository Centre and a UNESCO Information Centre, as well as an architectural symbol of the British Raj. Apart from air conditioning in certain sections and computerised bibliographies, little has changed over the years, says Dr P Perumal, a library sciences professor. The library does not have a children's reading section as it was replaced with a digitised Children's Centre' a few years ago. "The centre only has CDs with computer games and short stories. Children should be able to read good literature," says R Lakshmi, the mother of an eight year old. A library official, however, says, "The library is meant only for research scholars, not children." But researchers too find it hard to use the library. "The public is not permitted into the old books section, and the process to submit a list of books for viewing is tedious," says S Haripriya, a Madras University post graduate student. The computerised bibliography for Tamil books is also not user friendly. "One of the cardinal rules of library science is to save the reader's time. Any search throws up several different results without any categorisation," says Perumal. The library does not have new titles either. A copy of every book published in the country has to be delivered by its publisher within 30 days to the four public libraries specified of which Connemara is one as per the Delivery of Books and Newspapers (Public Libraries) Act, 1954. But over 60% of books published are not sent sent here, say officials. The National Library of India at Kolkata received 6,890 English books under the Act in 2008. Connemara library received just 5,431 English books in 2008. The library is short-staffed: Of the 121 positions in the library, 41 are vacant. The post of director was dispensed with eight months back, and the library is run by a librarian-in-charge. Clarification regarding the leave rules of librarians in the academic libraries

Respected all, I have a clarification regarding the post of libraries in academic libraries. As for as my knowledge goes now the post of librarian is considered equavalent to the post of lecturers and the same scale is given for the librarian also acccording to the UGC norms, please let me know if i m wrong. Though the librarians are treated as teaching staff we come under non vacation staff as we do not take any mid term or other vacations. Thus, what are the leave rules applicable to the librarians? Do we have to work as non vacation staff and our leave is considerd on par with vacation staff. (leave here i mean is CL, EL etc.,). or the leave rules are considered according to the nonvacation staff? Is there any document in this regard please let me know. National Library in all metros Abhijit Dasgupta, July 2, 2009 India Today Group The Visva-Bharati University and the National Library are set for a complete overhaul with Prime Minister Manmohan Singh doling out Rs 100 crore and Rs 20 crore, respectively, to these two institutions which have been in dire straits because of apathy, negligence and wastage of funds over the years. While the stress in Visva-Bharati will be more on restoration of art works and preserving Tagore’s traditions, the National Library will be fully computerized and its 25-lakh treasure trove of books, documents and newspapers brought under the click of a mouse. This is the first time that such a huge step is being taken at the Union government level, driven by Union culture secretary Jahar Sarkar, to save these two institutions from negligence. Sarkar has already held meetings with the Visva-Bharati and National Library authorities and money is being released in parts. Visva-Bharati sources, however, said that the money may not be released to the university directly and that the government would carry out the work through its agencies. “This is good and we welcome it because Visva-Bharati does not have the expertise to launch and carry out such delicate restoration work. Work on Udayan, where Tagore lived, has already begun and the restoration work on paintings and frescos by masters like Nandalal Bose and Ramkinkar Beij will start soon,” they said. They also said that some buildings and works of art were “beyond restoration” and a “loss to the nation.” The sources made it clear that former administrations of the university had dragged their feet on these sort of initiatives and had Sarkar not stepped in at the right time, matters would have gone out of hand. Sculptures by legends like Ramkinkar were kept out in the open without any protection and over the years, some had been ruined beyond recognition. The vice-chancellor, Dr Rajat Kanta Roy, said that philology had always been Visva-Bharati’s strong point but it was sad that foreigners had ceased to come as students to learn languages over the years as they used to earlier. “We are creating a special cell where the comparative languages will be taught in a big way. Uniting languages is the basic aim of philology. Once the other works like restoration and preservations take off and Visva-Bharati is set to return to its old glory, then our philology section shall be the pride of the nation,” he said. Dr K.K. Banerjee, director of the National Library, once the residence of the English Lieutenant Governor after the capital shifted to Delhi, said that the amount released by the Centre and Sarkar’s initiative would go a long way to help overcome the various crises that book-lovers were facing. “We intend to bring our collection of 25 lakh books under a computer click. Once that happens, it will revolutionise the world of knowledge in the country,” he said. Dr Banerjee said that around three lakh books were simply “lying around” with no cataloguing having been done. “We have books and documents, not to forget newspapers, dating back to 250 years and more. Godowns were stacked with books with readers having no access to them and termites eating into them. “Öur first priority is cataloguing. An inventory is a must,”the director added. Dr Banerjee said that he had plans to take the National Library to other metros of the country through city hubs, the first of which had been set up in Kolkata but is languishing. “Once computers take over, this should not be difficult and somebody sitting in Delhi can visit our hubs and access books from there, if not from home directly. Obviously, there will be a membership fee but given the treasure that we have, that is a pittance,” he said. In another two years, the National Library project would go online. [http://timesofindia.indiatimes.com/Mysore/First-step-towards-world-class-va…] MYSORE: To study the feasibility of upgrading the University of Mysore into a world-class centre for higher education, members of an expert committee constituted by Karnataka Knowledge Commission (KKC) visited the varsity on Wednesday. Members P Rama Rao, Goverdhan Mehta and N R Madhava Menon along with KKC member-secretary M K Sridhar held meetings with vice-chancellor V G Talawar. They also discussed with syndicate members and academic council members and interacted with students. The committee aims to improve teaching quality, research programmes and infrastructure. Curriculum management, admission and recruitment and funding are also included. At an interaction, Menon advocated the need for a separate Act to govern the two universities-- UoM and Karnatak University-- which have been selected by the state government as centres of excellence and to make them trend setters. He also endorsed that teaching faculty must be strengthened and should be in total command to be a world class varsity. The members also pointed out that rather than banking on advantages, the university must take cognizance of weak points and try to address the issues. Earlier, the V-C explained to the members the proposed action plans of the varsity about using the government's Rs 100-crore grants. The team will submit its report to the government by July 15 after considering the recommendations of the National Knowledge Commission. Considering *“Librarian as a Teacher”* by RGUHS, Karnataka, Bangalore and inclusion of health science librarians as bonafide voters for the ensuing Senate Elections as per the Judgement of High Court of Karnataka. WIth reference to Indian Academic Library Association (IALA) publication

Dear Professional friends, It is great news for the library science professionals. IALA has initiated publication initiatives along with its other Association Activities of protecting the interest of fellow professionals. The first two titles have alreary been released to the market and both the titles appears to be very relevant to the present day librarianship. To day, many young librarians who are beginners in the profession are finding lots of difficulties in implementing ICT and modern practice in libraries without having somebody's assistance. Unfortunately Librarian is a single post in every small library. Principals and other stake holders expect us to modernize the libraries. Every day they expect a new service or new ICT practice to be implemented. Thanks to the discussion forums we learn a lot from the discussion on these platforms. But, still for implementation we need a ready-reckner like books. At least to refer, some practices which are already implemented by some of the professional experts will help some of us to try and adapt in our libraries also. I hope these books will be very useful to young and modern librarians as they have started their career in different arena. Any success in the market is measured by its consumption rate, professional should encourage this initial initiative of IALA by procuring of these titles in their respective libraries and departments to render qualitative service to their customers and students by educating practical analysis. I expressed my heart-full thanks to IALA professionals team who are behind this initiative. And also the same spirit and professional encouragement should penetrate inclusively to greater benefit to the profession. I wish many more useful titles may come out from IALA.
