International School Library Day-2009 celebrations at KV Pattom

Dear All, The Library Media Centre at Kendriya Vidyalaya Pattom celebrated International School Library Day with various programmes from 26-28 October 2009. Competitions were held on Book jacket designing, spot poetry and literary quiz. A large number of students participated in the competitions. There was a Library Lot on 28th October 2009. The talk and interactive session by Dr. Dr. A. Gopikkuttan, HOD, Dept. of Library & Information Science, University of Kerala was one of the main attractions. He shared his thoughts on libraries, books and reading. He urged the students to become information literate to reach their goals. The prizes for the winners of the competitions were also distributed in the function. Dr. Cicy Roy Mathew, Principal chaired the programme. The Day was celebrated first time in the Vidyalaya and was a great success. Proclaiming the importance of school libraries on the academic and overall achievement of the students was the main aim of the event. Integrating library automation package with digital library software and workshop material

*** Apologies for cross posting a long mail *** As part of a project entitled "Enhancing Knowledge Innovation Culture of Libraries through Union Catalogue" carried out at National Centre for Science Information, Indian Institute of Science, Bangalore, India, funded by The International Development Research Centre, Canada, a prototype union catalog is created using Koha, a open source library automation software with 4 different collections: 1. Records from a big library (about 120,000 records) 2. Records from a medium size library (about 20,000 records) 3. A few multilingual records downloaded from the Net and 4. About 15 e-books downloaded from the Net, which do not violate copyright law. With these four collections we have successfully addressed the issues of data mining, data migration, bulk import, multilingual records handling and full text searching (using both Greenstone and Fedora Commons) in a library automation package. All these are carried out using Koha as it supports developmental work. The implementation of these can be accessed at: http://dharmaganja.ncsi.iisc.ernet.in:8082/ Though we have extensively tested other software: NewGenLib, PMB, Vufind and Evergreen (library automation package), because of clashes with the supporting software versions, we have not implemented them on the server. A series of workshops was organized to train manpower in using the available technological tools for library automation (Koha, NewGenLib, PMB, Vufind, MarcEdit, Greenstone, Fedora Commons, PHP and CSS tutorials, Ubuntu installation). Dear Professional friends, With great sorrow with heavy heart it is informed that one of the stalwarts in the profession, a great teacher, scholar and very humanitarian Librarian Prof. N.. M. Malwad is no more with us. He left for heavenly abode on 15th, October, 2009 at 09:30AM. His sad demise is a great loss to the LIS Profession. As we all know, he had a very distinguished career heading TIFR and IISc Library and a rare distinction of working on INIS system in its initial stages. He was instrumental in setting up of several organizations including INFLIBNET. He was Invited by the UGC to work on a Special Committee formed for preparing a Project Report on INFILBNET and worked as the core member in preparing and finalizing Report on INFLIBNET. He is fondly remembered for his lively and scholarly talks and his human approach to help any body. It is a great personal loss to me and my family. We pray God to rest the departed Soul in Peace. Respected Friends, Greetings for the day, Please accept my heartiest gratitude for overwhelming positive response of the issue raised. Ever LIs professional is somehow is agree with this statement that this profession is the nice integration of all stake holders, I.e. Faculties, Students, Professional Groups –Online and Offline and last but not the least Government Bodies. I am in with same opinion of Dr. I.R.N.Goudar that each part has to take equal interest to change the scenario. No doubt some of them are doing well at their own level and making sincere efforts in this regard. I wish to add some points in list of their valuable and note to worthy suggestions… 11. A. In continuation of Point No. 11 of Dr. Goudar, delegation of authority is an essential element of successful management. 14. Unlike learned Professional Association, we have a nice array of online groups managed by learned professional friends. They are actively involved in many types of activities like arranging the one day conferences, seminars and group talks to enlighten and encourage the new entrants on regular basis. MLOSC and Mr.Ajay Kamble is the best example of this. These activities can be extended to state level and some time at national level also. 15. Library and Information word is associated with SCIENCE and this word demands the necessity of a LABORATORIES. This should be equipped with all necessary latest and updated tools and equipments. On the pattern of any scientific lab we can develop LIBRARY LAB where a student can get chance to aware the practical environments where they suppose to be serve later on. Greeting Messages

Dear Members, In the last couple of days, there have been many Diwali greeting messages being posted on this forum. While it is very nice and thoughtful of members to wish the fellow members during the festive seasons, I would like to bring to your kind attention the repercussion these messages can have on the network bandwidth, if they were to be approved for circulation. As of today (Monday 19 Oct 2009) there are 4980 registered members on LIS-Forum. In the last of couple of days, close to 30 greeting messages have been received. if These messages were to be approved then the mail servers at NCSI and IISc will have have to send out close to 1.5 lac emails! This can have adverse effect on the network traffic. As it is members would have noticed that there is considerable amount of delay in the delivery of LIS-Forum mails. Apart from LIS-Forum, NCSI mail server is also handling few other mailing lists. The traffic on the other lists handled at NCSI are also quite high. The combined traffic of all the mailing lists from NCSI is very high and I wouldn't be surprised if NCSI will be reprimanded for high volume of email traffic it has been generating. Also, the NCSI mail server itself might get choked for the sheer volume of mails that it needs to handle on a day-to-day basis. I therefore request all the members to use the mailing list judiciously and avoid greeting messages and other lengthy forwarded messages. Here is the abstract: "The goal of this paper is to summarize the lessons learned from a large body of international, interdisciplinary research on common-pool resources (CPRs) in the past 25 years and consider its usefulness in the analysis of scholarly information as a resource. We will suggest ways in which the study of the governance and management of common-pool resources can be applied to the analysis of information and 'the intellectual public domain.' The complexity of the issues is enormous for many reasons: the vast number of players, multiple conflicting interests, rapid changes of technology, the general lack of understanding of digital technologies, local versus global arenas, and a chronic lack of precision about the information resource at hand. We suggest, in the tradition of Hayek, that the combination of time and place analysis with general scientific knowledge is necessary for sufficient understanding of policy and action. As per Education census 2001, Indian average was 12.4%. Right now it is nearly 13% as Govt. has fixed the target of achieving 15% GER in higher education by the end of 11th five year plan. World average is roughly 26%. Dear Professional Friends, The issue raised is very complex, sensitive and applicable not only to Librarianship, but to many other professions as well. It is not right to point our fingers to one section of the players among the concerned stake holders like LIS professionals, teachers, IT professionals, users, administrators, Government, etc. There is a paradigm shift from system-centered librarianship to user-centered librarianship and now to “Knowledge construction”-based librarianship, demanding a host of skill sets including Traditional (library), IT, Management and Marketing. Under these circumstances we need to safeguard borders of our profession as is very well done among other professions like medicine and legal. This is possible if all stake holders of librarianship follow ethical principles and professional values and serve concerned user community equipped with skill sets mentioned earlier and above all with positive attitude. I appreciate the new generation librarians if they provide high quality IT based information services without grounding the basic principles in which our profession is rooted. For having imbibed these qualities few Indian LIS teachers/professionals have made great names at international level and have occupied the highest positions like Vice-Chancellor of University or Director of National Institute. While teachers should not feel shy to update themselves with contemporary and market driven expertise, the professionals too can improve their skill set by attending required ICT, and Management courses. No doubt few universities have changed their LIS syllabus to suit present market needs. But in most of the schools we don't have teachers with necessary background. In spite of this few teachers have been trying to come up to the expectations by updating themselves, but it is due to their shear interest. Taking into account of the comments of few top level LIS teachers/professionals about the downfall of professional trend, I have the following observations/suggestions. 1. The Departments of LIS and University Librarries should work closely to impart knowledge/skills both theoritical and practical. While teachers can spend some time in providing quality services, the librarians can also be part of the teaching program. In few universities librarian is also faculty, probably an ideal situation from the point of view of students. 2. The LIS Departments should borrow the services of teachers from IT, Management, Psychology, etc of the same university or outside to teach our students some of the skils specialised. We don't have to feel shy about this. 3. The Departments can also have some of the IT/Management savvy Librarians in their panel of teachers to teach on regular basis (say to complete one or two credits), not just one of two invited lectures. 4. Internship should be made compulsory, say for a period of 2-3 months during the second year of MLIS. The Internship should carry 100-200 marks and count for result. In this connection the Departments, apart from using their own libraries, can take help of other advanced library and information centres. There could be some MOU among the institutions concerned. 5. As has been the case already with one or two universities like University of Mysore, DLIS Board of Studies should have professionally acclaimed librarians as members. This could be extended to BOE and Syllabus committees too. LICs should arrange lectures of LIS faculty on different subjects for the benefit of their staff. 6. MLIS dissertations can be carried out at different LICs involving one internal guide from the department and another external guide from host LIC. 7. Universities can think of recognizing few top LIS Professionals with Ph.D. as Rsearch Guides. 8. While I have nothing abainst Open University LIS degrees, it is really difficult to groom the graduates as successful library professionals. However these cources are boon for the candiadtes already working in libraries to improve their carreers. 9. Disparity in salary and status compared to faculty and scientists/engineers is one of the serious handicap in keeping up the spirit of libraianship. Indirect contribution to the economic growth of the country results in invisibility of the profession. This is a big issue not answerable easily. In many cases our sincerarity automatically solves this issue, but many a times the policy decision comes in the way of reaping the fruits of sincerity in the form of recognition or promotion. 10. The Professionals Societies have a major role in improving the situation. Many a times we get satisfied with big melas, grand inaugural functions in th presence of political personalities and status of individuality rather than that of Associations without bothering about content and quality of papers/lectures during the conferences/seminars. 11. Many of us (seniors) do not encourage youngsters to come up and do not bother to develop second/third level leadership due to various reasons including inferior complexity of ourselves not being IT savvy. I have seen few good library managers having developed lot of IT enabled services with the help of IT savvy juniors. One of my predecessor joined for computer cources at the age of 68. This being the case why not we both professionals and teachers join for useful courses, keeping away shyness as teachers may be our juniors. 12. Refresher courses are being conducted by many academic staff colleges. These cources many a times are not structured, but go by the expertise of the resource personnel available. The faculty of the concerned university should not be shy in attending few lectures of this kind of programs if the topic is new or the resource person is knowledgeable. These programs should not be just on give and take basis. 13. Irrespective of the position we achive let us not hesitate to call ourselves as librarians. I would like to quote an example of one of my friend , a scientist in grade of director of a National Laboratory, when introduced as the senior most Deputy Director, while he had the opportunity to hoist the National Flag on August 15, reminded the audience proudly about his profession, the 'librarianship'. Let all stake holders play their roles truthfully and bring good name both to the profession and themselves. Today is birthday of one of the greatest sons of India, the former President of India Dr. Abdul Kalam, who has been great admirer of librarians and librarianship. Let us get inspired by him and do our best so that the world recognises " LIBRARIANSHIP AS A NOBLE PROFESSION". “Librarianship is a profession defined by service. 14 October 2009 Our library customers will be pleased to know that Oxford Journals is COUNTER 3 compliant. COUNTER (Counting Online Usage of Networked Electronic Resources) was set up in 2002 to improve the reliability of online usage statistics, and is supported by the vendor, intermediary, and librarian communities. The COUNTER Codes of Practice specify the content, format, delivery mechanisms, and data processing rules for a set of core usage reports that are easily implemented by vendors and easily understood by librarians. The COUNTER 3 Code of Practice aims to further improve the reliability of the COUNTER usage reports by incorporating new protocols designed to mitigate the potentially inflationary effects on usage statistics of federated and automated search engines, internet robots, and crawlers. The Code of Practice also provides tools that will facilitate the consolidation, management and analysis of the COUNTER usage statistics. Be careful.... >From December 2009, UGC has introduced negative marking in NET examination. 7. (ii) *Negative Marking in Paper-I & Paper-II *: Negative marking at the rate of 25% has been introduced from December 2009 UGC-NET onwards. For each incorrect answer, 0.5 marks shall be deducted.
