Channels for scholarly communication

Fatima Abedi has asked the differences between the following types of scholarly publication channels (3rd message in LIS-Forum digest Vol. 81 issue 26). Let me explain them in brief terms. Pre-prints: The results of research are usually published in peer reviewed journals, where the research reports undergo peer review by the experts in the field, before publication. This process is time consuming. Hence other scientists will come to know about the research very late only. To avoid this delay scientists wish to publish their research results before peer review. This will help in the immediate and early feedback from the peer scientists. This will also help the scientists to revise and prepare the article for submission. The task of publishing of pre-prints are usually undertaken by the research institutions themselves.So the research reports which are published before peer review are called pre-prints. Peer reviewed articles: Journals carry research reports. But the reports are not published directly by publishes, rather they were sent for review by the experts in the field for their opinion. These experts are the peer reviewers. Publishers take into consideration the opinion of the peer reviewers before allowing the article/research report to be published in their journal. If the reviewers ask revision the authors are told to revise their articles accordingly. Such articles which had undergone review are called Peer reviewed articles. Published Journal articles: They are nothing but the articles which are published in the journals. Open access journal articles: Open Access is a relatively new concept. The work of creating new knowledge, the peer review process and then the consumption of that knowledge is carried out by the academic and research community consuming large amount of taxpayers’ money. But the huge amounts the academic and research institutions spent for journal subscription is channeled to the publishers just for publishing those articles. More over the cost of journals have increased when the libraries are facing financial crisis due to shrinking budgets. Hence libraries in developing countries are not in a position to subscribe even to those journals which are very essential for them. The irony is that the institutions which produce the knowledge are not able to see what they produce. Hence scientists all over the world have thought of a new method of scholarly communication. This is called Open Access. They thought of publishing their articles in online journals and institutional rep! ositories which allow free access. The Internet has helped a lot to attain this goal. You can see around 4000 free open access journals linked in a website with the URL www.doaj.org I hope the explanation given above would be enough. Hence the topic of research “A Study of Effective Use of Integrated Library Software in Engineering College Libraries in Karnataka” undertaken by the researcher. Thesis presented in the six chapters, the researcher has given ten recommendations which would be helpful for the engineering libraries to provide better automated services to the user community. The researcher has made comprehensive study, it is deemed true that computer has revolutionized our society and helped us scale greater heights in the evolution cycle. Now, the present study is an attempt for finding out the ways to make use of the available library resources in the best possible manner. No software package can meets all the requirements of a given library system. Inevitably, some compromises will be needed in work flows, input, output and report formats. Customization takes lot of time, by doing that, other problems could arise. Sir/Madam, Sir, Since you have taken the charge of ministry of higher education in Karnataka, higher education department has become so proactive and abuzz with lot of new initiatives. Higher education is become hot topic of our daily discourses in recent time. You have introduced new counseling system for college lecturer transfers. Your Govt. came up with Karnataka State Knowledge Commission. You have come up with new reforms in current examination systems in our universities and colleges. Planning to set up a separate examination board. You are bringing uniformity and standardization in admission procedure of all universities. Sir these all are great. But you have forgotten vital link of higher education-that is libraries. I am writing this letter to draw your attention to some of the basic problems we librarians are facing in our colleges. Point number one: Sir in most of the degree college we have no rooms to set up libraries. We need spacious rooms to develop good libraries. Point number two: We need supportive man power. Both professional and non-professionals. Otherwise it is difficult to have proper system in our libraries. Point number three: In most cases head of the institutions are placing orders for book vendors. Semester books are becoming outdated quickly. Please do something to stop purchasing huge number of semester books. It won’t help for students to improve their learning ability and curiosity. Point number four: Library funds should be given throughout the year. If you give funds at the end of the financial year, it is impossible sometime for accessioning the books and to put into circulation. Point number five: Collegiate Education Department is planning to automate college libraries. Sir Kerala has adopted a policy to use open source software in all govt. organization including educational institutions. Similar thing can be done in our state also. There are good open source softwares which can be easily adopted in college libraries. But, still I could not able to find the work of WF Kibble. From the mail of Prof. Kibble's son I came to know that the material may be a water colour paintings with a travel guide. But he is not sure whether it was published. It would be great, If any one can give me information something about his work or paintings especially some of his students might know. And also I kindly request some one in Madras Christian College and Indian Institute of Astrophysics could able to help me because kibble had worked in MCC in 1950's and he was interested in astro physics did eclipse observations in kodaikanal. Dear all, I need the book " Key to the view from Kodaikanal" by WF Kibble. I am not sure whether it is a book or report or paper etc., Kibble was a maths professor in Madras Christian college in 1950 and he did experiments and absorvations in kodaikanal in Astrophysics.
