Dear Mr. Pandey, It’s sad to hear that you don’t like to get into the endless discussion of what the field needs and what it doesn’t, whereas I feel it is worthless arguing with professionals who do not accept their shortcomings. I always answer each and every mail addressed to me hence I am replying to your mails. I am thankful that we have the LIS forum to share and get information to a great extent. I always think positive hence I did not give a thought that if LIS forum would not have been there, where I would have got the information from? But still I would like to answer your query that if LIS forum would not have been, definitely there would have been other networks, forums or some platform where one could get the required information. You may not know, our professional field has grown to the extent where we have developed the LIS forum, librarian’s personal blogs, professional groups and associations which would definitely solve queries of each one of us. It’s great that you have a second home at Vashi, but it’s strange that you don’t know the difference between Vashi and Vasai. Anyways, if you have the addresses of the bookstalls in Vashi who could supply the books on competitive exams please post it to the site it will definitely be useful to the librarians residing there. If ever in future you come to Vashi please feel free to contact me we can then have positive discussion for the betterment of our professional site with a cup of coffee of course. The “ning” authority says that they will close all free service from 4th May, 2010. It all means that “Indian LIS Professionals” social networking site will be deleted or else they will do the job. How we can survive in this environment. Which options to choose, please speak out. Options are. a) Asking members to pay a little from their own pocket so that we can make the payment from our end (Hey friends, most probably it will cost only Rs. 100 per member for a year, though higher donation are highly desirable). Our Answer: We will go for this option if we receive more than 500 comments in favor of it on or before April, 30, 2010. Dear all, INFLIBNET has launched N-List programme, the details are hereunder. About NLIST *Background * The Project entitled "National Library and Information Services Infrastructure for Scholarly Content (N-LIST)", being jointly executed by the UGC-INFONET Digital Library Consortium, INFLIBNET Centre and the INDEST-AICTE Consortium, IIT Delhi provides for i) cross-subscription to e-resources subscribed by the two Consortia, i.e. subscription to INDEST-AICTE resources for universities and UGCINFONET resources for technical institutions; and ii) access to selected e-resources to colleges. The N-LIST project provides access to e-resources to students, researchers and faculty from colleges and other beneficiary institutions through server(s) installed at the INFLIBNET Centre. The authorized users from colleges can now access e-resources and download articles required by them directly from the publisher's website once they are duly authenticated as authorized users through servers deployed at the INFLIBNET Centre. *N-LIST: Four Components* The project has four distinct components, i.e. i ) to subscribe and provide access to selected UGC-INFONET e-resources to technical institutions (IITs, IISc, IISERs and NITs) and monitor its usage; ii) to subscribe and provide access to selected INDEST e-resources to selected universities and monitor its usage; iii) to subscribe and provide access to selected e-resources to 6,000 Govt./ Govt.-aided colleges and monitor its usage; and iv) to act as a Monitoring Agency for colleges and evaluate, promote, impart training and monitor all activities involved in the process of providing effective and efficient access to e-resources to colleges. The INDEST and UGC-INFONET are jointly responsible for activity listed at i) and ii) above. The INFLIBNET Centre, Ahmedabad is responsible for activities listed at iii) and iv) above. Digitization is not a Long-Term Solution

Dear Friends This is a very important discussion. Mindless digitisation of old records may not be helpful in every situation or in all organisations. It would be a disaster if we don't preserve the original. The situation which we are facing right now in our organisation is exactly the issue raised in this discussion. Our records of 60 years are in Microfilm, but film is slowly deteriorating, Reader/ printers are not manufactured any more, Consumables for reader/ printers are not available, Good service providers are not forthcoming. we are fully aware of the disasters of digitisation as we are not in position to convert the back up tapes created in 2003. Experience of some institutions who lost their original documents in the process of digitisation and their digital copies are not readable have come to our knowledge.If digitised,every change in Hardware or software requires the updating of the whole record. Mike Doyle (D-PA) and a bi-partisan host of co-sponsors. The proposed bill would build on the success of the first U.S. mandate for public access to the published results of publicly funded research at the National Institutes of Health (NIH), and require federal agencies with annual extramural research budgets of $100 million or more to provide the public with online access to research manuscripts stemming from funded research no later than six months after publication in a peer-reviewed journal. “Free and open access to scientific literature and data are the underpinnings of discovery in the digital age,” said Stephen Friend MD PhD, President and Co-Founder of Sage Bionetworks. “Full collaboration among researchers is essential, and we have the power now to communicate, collaborate, and innovate in ways that were previously unimaginable. Due to the complex website structure and the specificities of UNESCO's language, this information is not always easily accessible. The main categories cover the questions about the CI website, the Sector's various activities and institutional structure, as well as more general information about UNESCO's events, publications, job opportunities, fellowships, contacts, etc. The search is enriched by a smart suggest, which displays relevant suggestions in response to key words as they are typed. PAN - Indian Income Tax Act for Foreign Service Providers

Dear professionals, The (Indian) Finance Act , 2009 has incorporated a new section in the Indian Income Tax Act, 1961 which casts primary responsibility to obtain PAN ( Permanent Account Number ) on all vendors (including NRI), for their transactions in India. Many non-resident vendors do not have permanent establishments, branch offices or subsidiaries in India, and are confused about this requirement. We would appreciate it if you could share how your organization is dealing with this requirement. Appended below the relevant press release of the Govt. of India New Delhi dated 20January 2010 PRESS RELEASE 1.A new provision relating to tax deduction at source (TDS) under the Income Tax Act 1961 will become applicable with effect from 1st April 2010. Tax at higher of the prescribed rate or 20% will be deducted on all transactions liable to TDS, where the Permanent Account Number (PAN) of the deductee is not available. The law will also apply to all non-residents in respect of payments / remittances liable to TDS. As per the new provisions, certificate for deduction at lower rate or no deduction shall not be given by the assessing officer under section 197, or declaration by deductee under section 197A for non-deduction of TDS on payments shall not be valid, unless the application bears PAN of the applicant / deductee. 2. All deductors are liable to deduct tax at the higher rate in all transactions not having PAN of the deductees on or after 1st April 2010. In order that there is no dispute regarding quoting / non-quoting of PAN or accuracy thereof, the law requires all deductees and dedutors to quote PAN of deductees in all correspondences, bills, vouchers and other documents sent to each other. All deductors are, therefore, advised to intimate their deductees to obtain and furnish their PAN so as to avoid TDS at a higher rate. All deductees, including non-residents having transactions in India liable to TDS, are advised to obtain PAN by 31st March 2010 and communicate the same to their deductors before tax is actually deducted on transactions after that date. 3. The procedure for obtaining PAN is simple, inexpensive and quick. Application for PAN can be filed in Form 49A to National Securities Depository Ltd. (NSDL) or Unit Trust of India Investor Services Ltd. (UTIISL) or their intermediaries. Non-residents can apply through the local embassy / consulate of India. The University Library, Central University Kasaragode has conducted a three days workshop on KOHA software during 7-9 April 2010. Around 25 participants from different libraries and Library Science departments attended the workshop. Workshop was focussed on installation and customisation of the software, both on windows and linux platforms. All sessions were very interactive and participants learned strengths of the KOHA software. First day sessions were handled by Dr Dinesan, Assistant Librarian, Central University and the second and third day by Sri. A. J. Thomson, Librarian, St. Joseph College, Devagiri.
