While the Reading Room has been functioning from 4th November 2009, the Library is being used by the Villagers from 24th July 2010. Library Building consists of three segments - Library Room (12" X 10"), Reading Room (16" X 8") and the front verandah which is being used by the SHGs for their regular meetings. The *Rajamma Memorial Library *is a *Unit* of *Sreenivas & Lakshmikantham Charitable Trust *and this building constructed by me at a cost of Rs.4 lacs plus is now given to the Trust free of rent and after the IT approval, the building will be transferred to the Trust. About 1500 books have been placed in the Library for use by the Villagers and about 500 books are yet to be listed. Gaddagimath Prof. A.Y. Asundi Rapporteur : Shri H.P. Shekar, Venue: Birla Auditorium, SIT Campus, Tumkur-572 103, Karnataka Conference Report and Recommendations Preamble: The libraries for centuries have created a niche for their yeomen existence since the emergence of civilized society and have been under constant transformationthroughout the social and cultural dynamism. The clay tablet library at Ninevh of King Ashurbanipal of 9B.C. is the earliest evidence of a physical book and many on the way were those identified in succession are the papyrus rolls, palm leaf manuscripts to the present printed book. The turning point in this course of developments is the invention of movable type printing by Johaan Gutenberg in mid-15th Century which advanced to the modern printed book and to occupy and build the content of the libraries. This metamorphosis in physical shape and format of the book did not bring a change of the nomenclature“library” The role of librariansand of the Libraries has also been contemporarily changing with these developments, however it required them to acquire new knowledge and skills to handle the neo and contemporary media. The role of libraries is to provide access to these information resources using the tools like the classification and card catalogue, and the physical catalogue with the integration of technology saw the advent of OPAC, but the object and function of the library catalogue has ever remained same in principle as was stated by Charles Ammi Cutter; to search by Author, Title, and/or Subject. The technology has its own convergence phenomena and have created new environment of Digital Library and the term “Library” still remains in its association. I. Conference Report: a) Inaugural Session: The inaugural session began with invocation rendered by Ms. Archana S.N. Bhat of Sree Siddaganga College of Arts, Science and Commerce for Women, Tumkur, Dr. T. S. Sacchidanada Murthy, the Principal, Sree Siddaganga College of Arts, Science and Commerce for Women, Tumkur welcomed the guests, dignitaries and the delegates of the Conference. b) Keynote Address: The Keynote Address was delivered by Dr. C.R.Karisiddappa, Professor Emeritus, Dept. of Library and Information Science, Karnatak University, Dharwad. In his address he recalled the contributions of Dr. S.R.Ranganathan whose 119th Birthday is being celebrated as a Librarians Day throughout the Country. He said Dr.Ranganatha has contributed enormously to every field of LIS. The two reports under his chairmanship support the cause of the Academic Libraries in terms of education for librarianship, work, status and salary conditions. He was the first to device a staff formula for the academic libraries. Dr. Karisiddappa also recollected Dr. Ranganathan’s most important and noteworthy contributions to Karnataka State, the Karnataka Public Library Act - 1965 and the establishment of a specialized LIS education centre, the DRTC. He once again bemoaned on the burning issues of Librarians which still remain to be resolved in full. The education commission reports headed by Dr. S. Radhakrishnan and Dr. D.S.Kothari have made good recommendations for the academic libraries but they lack implementation. He said, the National Knowledge Commission has also recognized importance of the Libraries as part of the knowledge society. He appreciated the efforts of Directorate of Collegiate Education in Karnataka in providing training to academic librarians including PU College Librarians with the able support from Dr. Gaddagimath in the first instance and now from Sri Kadadevaramath. He appealed to H.E. Governor to create an administrative mechanism to assess and evaluate the funds and infrastructure facilities provided to the Colleges by the UGC. The conference was inaugurated with lighting the sacred lamp and then the conference proceedings volume was released by H.E. Sri Hansraj Bharadwaj, the Governor of Karnataka. c) Best Librarian award. Two College Librarians Sri Chickmath of Government First Grade College, Yadgir and Dr. F.G. Patil of GFC, Chickmagaluru were given the best Librarians awards. d) Presidential Address: Sri T.K.Nanjundappa, Hon. Secretary of Sree Siddaganga Education Society, Tumkur delivered the Presidential address. In his speech he said today is another red letter day in the annals of SSES, as we are beholden with your present here, he said about the visit of H.E. Governor. Library plays a pivotal place in the education. Confined to four wall are now becoming libraries without walls. The concept of global village has opened new avenues for the libraries he said. e) Inaugural Address by H. E. Governor: H.E. Governor had earlier in the day had participated in the Rally of Librarians organized at Bangalore and he opened his speech with the appreciation of this effort by the Library community, where the presence of two VCs of Karnataka made him highly delighted. This is one of the commendable Role of the Librarians he said. H.E. Governor describing India’s great civilization and culture also associated with the confluence of Libraries. It has helped to sustain the basic values of our society. The saints and siddas of our country have given us the tradition which we are preserving for the last 5000 years. He remarked, Knowledge can be given by those who possess it. So it is essential that Teachers, Students and librarians to possess adequate knowledge to fulfill the deeds of the community. Recalling progress made by USA he queried, what is the cause for US to progress in such a short time ? His answer was the academic contribution made by the US Universities like, Harvard, MIT, Boston. In the Library of Harvard you can ask for a book or an article and you will be facilitated with its availability from any part of the globe and thus the teachers and students get what they want. We could not maintain our libraries in such a manner he said. We have not been able to maintain and preserver our knowledge stored in shruti’s .Only Veda Vyas during ancient times was responsible for the highlighting the importance of Vedas and Upanishads and that knowledge was transmitted by the then Gurukula and it is highly commendable that this work is now being carried out by Siddaganga Gurukula . The number of Gurukulas which existed are now vanishing. In this context he applauded the work of Sri Siddaganga Math. We have every thing, but need good libraries. I am a product of libraries. I got my knowledge from the Library. Many students who wish to spend good scholarly work time has to spend lot of time in the Library so said the Governor. Again talking about foreign libraries, he said, Berkeley and Los Angeles are best universities because of the good work done by the libraries. US have top class research in every thing and technology in modern system of education is bringing excellent results. He recalled many instances which have helped him in his legal profession on the use of INTERNET and WEB including use by his private secretary. India is a great country and we are capable of achieving desirable results of progress and create new knowledge as it is in the genes of Indians. The NKC recommendations have to be implemented. He also bemoaned the lack of funds given to the Universities in India, and he said how we are going to come without funds. Karnataka is great power of knowledge. We are not doing work in right direction to achieve the status of a super power in knowledge, with best and expert knowledge. He also mentioned in his speech as we have to depend on private sector to support and building libraries and he also mentioned instance of the NLSIU library which has come with the contribution made by Smt. Sudhamurthy. Ultimately he said if we were to achieve the status of good nation, without the incident of joblessness who are liability to the society. The HRD is good in India in quantity but the quality is poor. At the end H.E. the Governor said, my only attraction is Sri Sri Sri Dr. Swamiji. That is the strength of such people. We are not materialistic as we have a reasonable amount with us and that is enough for our survival and better social life. II. Technical Sessions: Totally 77 papers and 12 Case Studies were received under 5 themes. The number of papers under each theme are as under; Nomenclature– 4 (3) Transformation18(11) Role of Libraries/Librarians-16 (12), Convergence with IT and KM– 19 (8) and Education- 8 ( 5 ). The detailed Programme of Technical Sessions is provided at the end. III. Recommendations i) Transformation 1. It is observed, there is a gradual and steady transformation in libraries as regards, to their content, processing, services and application of fringe subjects, such as management science, statistics and computer science and so on. The manuscripts are now replaced with print, then microforms and now electronic and digital content which has also been the sue motto documents of libraries now. This has brought parallel changes from physical library to virtual library, and the conference has identified that there is also need for building necessary infrastructure to suit these changes, in order to provide physical and other facilities to be provided to the user. It is therefore recommended that the authorities that to be in the organization and management of libraries in Academic institutions particularly in Colleges should also have some mechanism to manage these changes which are becoming regular and persistent. 2. The higher educational scenario is also on constant change, in terms of courses offered, the curriculum, the duration, the pattern, i.e. from annual to semester system and so on. The libraries have also to conform to these changes and they have to bring the necessary modifications in their collection, organization and the services to be provided to their users. The conference looking at the metamorphic transformation recommends that the libraries in consonant with the management and that with regulatory authorities to have a proper plan of action to meet these situations adequately and appropriately. 3. The LIS in work and education has experienced influence of sever fringe/cognate subjects and have been integrated harmoniously. It implies that the knowledge and skills from psychology, learning styles, mass media and management science, to name a few have been of immense applications in LIS work. Hence it is recommended that the Academic librarians should be given training in these cognate areas to improve the soft and communication skills that are so essential in the present context. It will help to suitably apply them in their practice for system development and as well to improve the services to the clientele. ii) Nomenclature of Libraries 4. It is observed that there is a constant desire for the change in the nomenclature of libraries, such as Knowledge Centre, Knowledge Resources Centre, and Learning Resources Centre and so on. There is also intense call to designate librarian as knowledge manager, Cybrarian and so on. It is observed in this context that any change needs some socialization and would pass through an interim period for its acceptance by the society/community as a whole, and profession in particular. The conference is of the opinion that these changes would automatically get infused at a time when they receive a desirably good acceptance level. 5. It is also observed that partial changes in the nomenclature of library organization, names of courses offered with new name and designations have always been responsible for bringing some kind of administrative anomalies and it takes long period to accept such changes by the concerned. The changes would be gradual and they should be brought in steadily. Hence the conference is of the view that change of nomenclature will be brought in when the whole professional scenario resolve to accept this change and such issues have to be taken at the national and international levels. It therefore recommends to wait until such time, when the new nomenclature receives the social and professional approval and the changes would then become obvious and automatic. 6. In concurrence with demands of the profession, as positive move to the nomenclature change in case library organization, designation and so on, it is recommended that the conference would make a representation to the regulatory authorities to bring to their knowledge the desire of the profession to give a better visibility, status and to enhance its profile in the light of the constantly altering profile of the profession. iii) Role of Librarians 7. In consonant with demand for change in the nomenclature of Library there is also desire to change designation of librarian to Knowledge Manager, Media Specialist and so on. The Role of librarians is on the move since the advent of information society in the late 1980s and has received the intense visibility in late 20th Century. However the basic tenets of Librarianship have remained unaltered, though the modes of operations and processing changed with application of electronic gadgetry with contemporary technological developments. Hence the conference is of the view that, it is desirable to place them on right footing in observance with administrative procedures and policies. 8. In consideration of this perpetual changes in the role and functions of the librarians with the integration of IT, the conference again recommends to representthis to theappropriate authorities and would also find a suitable platform to its fruitful implementation. 9. A new phenomenon of Information commons to provide service visibility to academic libraries is emerging. The academic libraries in general and college libraries in particular, the conference recommends, may work out ways and means of implementing this new and emerging phenomenon in the libraries and more so in Academic Libraries. iv) Convergence with IT and KM 10. The IT convergence is a challenge to libraries as it demands parallel changes in the processes and require new investment and training mechanism to handle the new technologies. So the conference recommends assessing and evaluating such changes as to their cost-effectives in implementation and adopting them within a suitable time frame. 11. The convergence effects in IT are likely to bring changes in the modes of operation and processing from Client-server mode to Data Centre Concept and Cloud computing would also make inroads in computing modes adopted in the LIS. Hence, the conference recommends that a proper plan of action for migration from one mode another has to be prepared in consultation with reputed IT consultancy agencies and enterprises. 12. The concept of KM which was an exclusive area of study in enterprise systems is gradually diffusing in the domain of LIS. There would be need for acquisition of newer knowledge and skills of IT to handle such renewed situations and conditions hence the conference is of the view that, study of knowledge management be made optional in LIS education. This recommendation is interwoven with the theme of Education for librarianship too. v) Education 13. The information processing tools like classification and cataloguing need to be handled on scientific basis in the LIS Courses. The application of multi-sectoral courses have to be introduced in LIS education. Hence it is necessary that LIS education should introduce choice based credit courses in LIS Schools. vi) Panel Discussion The technical sessions were followed by Panel Discussion. The Agenda for the Discussion was :”Academic Libraries 2010”. The Panelists were, Dr. H.S.Siddamallaiah, Dr. M.M.Kognurmath, Sri H.B.Madivalar and Ms. J.Nirupa. Sri V.L.Kalyan moderated the panel Discussion. The outcome of the panel resulted in as recommended below. 14. The technological impact on LIS work is very fast and it is needless to say that the Library professionals have difficulty in updating their knowledge, hence there is need for perpetuating updating knowledge and skills of LIS professional through, formal and informal means, such as workshop and refresher courses, obviously the educational programmes have to constantly modify their course content in consonant with working librarians involvement and then it is possible to meet the users changing needs and perceptions for information and its access. Dear Friends, Librarians day was celebrated at St. Agnes College and Centre for Post Graduate Studies and Research Library in association with the departments on 12.08.2010 at 12.30Pm. The Master of ceremony Miss. Lolita Crasta, II MCom, welcomed the gathering and called forward Sr. Marie Evelyn A.C, the co-ordinator, Guest of Honour Prof. Jayanthi Shanker, Psychology department Kuvempu university and Dr. Vishala B K ,S G librarian of P G Center the heads of the departments and Deans of under graduate college to light the lamp. Later Dr. Vishala B K highlighted the significance of the day and encouraged the students to use the library to the maximum extent. She also advised students to work hard for which reward would come in appropriate time. On this auspicious day a wonderful gift i.e User Id and password to each and every faculty members was given to access E-Resources through INFLIBNET- NLIST Programme. Sr. Marie Evelyn AC in her message stressed that library is the brain, Teachers and staffs are the heart, the building and its facilities are the nervous system and students are the blood. She expressed her gratitude to the librarian for giving a gift which she felt worth more than Gold. She requested students to use the library every day. She conveyed to the librarians in keeping up to their title of “The Master of all the Masters”. Miss. Selma, Library assistant proposed the Vote of thanks. To close the ceremony with a sweet note everybody was given sweets. In connection with librarians day competitions were conducted to the students. II year Master degree students were given a task of reviewing journal article and reviewing a book relevant to their subject and requested to submit to the departments. For the first year, a memory test was given to get acquainted with the books in their subject as well as other discipline. 3 minutes was given to the students to observe the books and 2 minutes to write the accurate author and title of the books. The prizes were given to the students. So, the students and staff equally enjoyed the day with the library staff. Last week under collective leadership of veteran library Associations of Karnataka had organized a library march to the mark of birth anniversary of Father of Library Science Dr S R Ranganathan under the banner "Walk to the Book - March to the Library". The March was flagged off by His Excellency Governor of Karnataka, Shri. H.R.Bhardwaj on 12th August 2010 at Raj Bhavan Bangalore and this event was attended by more than 300 Librarians from all kinds of Libraries and noted writers and Vice Chancellors. The Librarians' gathering was really astonishing and demonstrated a message to the professionals that if we are united, we can build the professional image better than the present in the society by adopting right kind of service delivery system; the same has been emphasized by Prof. V.G. Talwar Vice Chancellor of University of Mysore in his address to the gathering. At least such type of meetings and gathering required to be organized to discuss, debate and discourse professional core issues and help the libraries to meet the user expectations by adopting effectively existing ICT. Librarians’ Day Celebrated

The Department of Library and Information Science, Aligarh Muslim University celebrated Librarians' Day- 2010 with various activities. Earlier, on 12th August, conducted a Debate on "conventional vs digital libraries" in which Ms Mehnas Siddiqi bagged the first prize and Mr. Muzammil Mushtaq won second prize. On 13th August, LIS Quiz was conducted. Team ‘Personality’ bagged first prize. On 14th August, Prof. P.B Mangla, Ex Dean, Faculty of Arts, Delhi University delivered ‘Dr. Ranganathan Memorial Lecture’. Prof. Mangla, a student of Dr. SR Ranganathan- the Father of Library Science in India- stressed on the need for establishing a National Commission for Libraries (NCL) under the Ministry of Culture as an umbrella organization to co-ordinate various research and development activities carried out by hundreds of universities and institutions in the country. Library and information centers have a very vital role to play in the knowledge society. Every educational institution, from schools to universities, should establish and maintain well equipped libraries with modern technologies. To accelerate the march towards knowledge society, public libraries may be strengthened and library legislation in every state should be enacted, he added. Prof. Shabahat Husain, Librarian-in-charge, Maulana Azad Library presided over the function and Dr. Naushad Ali PM, Chairman, Dept. of Library & Information Science welcomed the gathering. The registration started by 9 am on July 29th, 2010 at RNSIT, Placement Seminar Hall. Around 105 delegates attended the two-day seminar with the participation of professionals from various parts of India. INAUGURAL PROGRAM was held at the Placement Seminar Hall between 10 to 11.30 AM. Program started by Mrs. Shobha, organizing secretary calling upon Sridevi and Latha for the invocation song. Dr.Uma Dean, faculty gave the welcome address. She said that being a lover of books from her childhood and fond of visiting libraries this programme was very dear to her. She said how information after assimilation becomes knowledge to wisdom, which after maturity gives meaning to life. She welcomed the dignitaries Prof..VG Talawar, honorable Vice Chancellor, University of Mysore, Dr. Siddamallaiah, Principal Library and Information officer, NIMHANS, IRN Gowdar, Ex head ICAST, NAL and advisor to MOU. Dr. Venkatesha, Principal, Mr.Hegde, Registrar and requested them to light the lamp. Dr. Goudar, Program director congratulated the management of RNSIT for their encouragement and support in conducting the seminar and deemed it an honour that an eminent personality like Prof. Talwar has consented to be the chief guest. He lauded Prof. Talawar for having brought out the Vision Document 2025, for UOM and for heralding the University for accomplishing the defined goals. He said how the ultimate goal of information management should result in user satisfaction and in the present digital era, how digital information in various formats has to be managed. He presented the structure of Technical Sessions and the Open Session concerned to the National Seminar on Digital Information Sources, Services and Systems. Mrs. Roopa Naik introduced Prof. Talwar and he was honored by a floral bookie and was request ed to give the inaugural address. Prof. Talwar was extremely pleased that in the centenary year of LIS education this seminar was being held. He wished the programme a great success. He said that information management by creating, managing, preserving, disseminating and providing access by using the latest ICT technologies is adding value for the country and society. He said how in different parts of the world libraries were burnt which had various types of collections including priceless paintings. The present tools of Library management like internet, satellites helps in preservation, access and adds visibility to the library. How the libraries should adopt the present day technologies, follow standards, best practices, create institutional repositories for user satisfaction. How use of Lib2 and web 2 , e resources, consortiums, open sources impacted growth of society. E publishing has defined the new role of librarian as an aggregator and access provider. He concluded by saying that this seminar has provided an opportunity for the LIS professional to discuss, consult and update their knowledge. Mr.Sridhar introduced the key note speaker Dr. Siddamalliah. Dr. HSS had a lot of questions and answers which made the audience to think. He spoke about the general perception of the users who think what is there to manage in libraries. The present transitionary stage of the libraries made us to wonder, whether we have to digitize all documents, if so what do we do with the print stuff? Weed it, burn it. He said though the present generation is tech savvy, the older generation still wants print media. He spoke about the different models for acquisition of e resources. He pointed out the draw backs of the digital libraries which distances people from social interaction unlike earlier traditional libraries which used to bring people together when they visit libraries. How web 2 materials are confusing people, when they cannot differentiate the peer review materials. But, how different models of e access like pay per view has reduced the budget requirement of libraries. He spoke about 2 models, need based and classical traditional model and how the present day library OPAC’s should provide a single window for all types of library materials. He concluded by saying that the librarian should go with the user and be user centric. This was followed by the presidential address by Prof, MK Venkatesha, Principal RNSIT. He humorously told that distance learning has made distanced learning. How his visits to IISC and NAL libraries enthralled him in his student days. He told librarians role is to attract the users to the library by providing best practices, resources and service. He also praised the looks of the seminar volume. Goudar Rapporteur General: Mrs. Gayathri Sen Technical Session I: 12 PM – 1.30 PM Theme: ICT Applications for LIS Chairman: Prof. TD Kemparaju, DLIS, Bangalore University Rapporteur : Mrs. Prema Malaghan, AIT Prof. TD Kemparaju, chaired the session on ICT application for LIS. 4.papers were presented at this session out of 7 papers. One paper by Anjali Bandiwadikar was from the fourth session.. Prof. TD Kemparaj impressed upon the gathering, regarding importance of attending such meetings for interaction. Sheela, Prakash and Chidananda Swamy presented 3 papers on the theme. Anjali spoke about disruptive technologies and also how the lib2 and web2 helps the users in the present times. Prof. Harinarayana of MOU commented about the survey undertaken from 200 libraries world wide, only 39 libraries adopted latest technologies. Prof. TDK concluded by saying how ICT is a potential tool for impact on library services. It creates better, wider, deeper usage for internal and external resources. ICT increases the visibility of libraries, librarians, Work culture and the encouraging polices of govt. has added to the plus points and bright and challenging days ahead. Technical Session II: 2.30 PM – 3.45 PM Theme: Library Automation and ILMs Chairman: Dr. KN Prasad, Executive Director, SRELS, Bangalore Rapporteur: Dr. Vinay Bankapur, SDMIT, Dharwad Out of the 14 papers in the session only 6 papers were presented by Satyabhama V, Sandesh S, Rathna Goudar, Sandeep, Nagajyothi and Venkataramana Reddy. Dr.KN Prasad, Chairman of the session remarked about the importance of judgement in selecting the software. How integrated library systems can take care of different housekeeping operations of the library and thanked all the authors for their presentation. Technical Session III: 4 PM – 5 PM Theme: Institutional Repositories and Search Engines Chairman: Dr. Poornima Narayana, Head, ICAST, NAL Rapporteur: Ms. Anjali Bandiwadkar, IIT, Indore Out of the 11 papers only 5 papers were presented in the 3rd session. Srinivas, Vinod Kumar Singh, Satish, Dr.Krishnamurthy, DRTC, and Suresh presented on the theme Institutional repositories and search engines. Most of the papers were on IR and discussion was done on different open source softwares like Dspace, GSDL etc. Srinivas’s paper on OCLC cataloguing evoked lot of interest by the audience and everybody thought it was a good initiative. Dr. Poornima concluded by saying that archive of institutional faculty output is the knowledge base of the institution and shows the direction the institution is taking and the projects they are working on. The 3rd session concluded by 6PM and the participants dispersed. 30 July 2010 Technical Session IV: 9.30 AM – 11 AM Theme: WB 2.0/LIB 2.0 Applications Chairman: Mr. Anand Byrappa, Manager, GEITC Rapporteur : Mr. Venkatesh, Asst. Librarian, MoU In this session 4 papers out of 9 on the theme LIB 2.0/WEB 2.0. were presented by Kannikaparameshwari, G, Ramachandraiah, Shivakumar Swamy and Vinay Bankapur . Chairman queried to know how many libraries have implemented Lib2. Study showed that many libraries do not have facility and users are not very keen to use Lib2. He said we have to think positively and start web 2 now and motivate the academic community to use this for the benefit of others. He concluded by saying LIS profession is driven by technology and there is no other option other than adapting it. Passion to excel in our profession is required. Make use of the seemless opportunities that we get by using it to our advantage. Technical Session V: 11.55 AM – 12.45 PM Theme: Digital Libraries Chairman: Dr. R.Srinivasan, Dean, R & D, RNSIT Rapporteur : Ms Anita Rai, New Horizon college of Engineering 4 papers were presented out of 10 papers on the theme Digital Library. Nagaraj, Vasantha, Malaghan and Banashankari presented the papers. The chairman started the session by addressing the gathering to say that the aversion to use the technology was because of lack of awareness and practice. How you are going to sell the concept of digital library to your users is the challenge of the day. He said that sites like amazon.com came to the help of librarians. Dr. Goudar spoke about the e books and the tricky pricing models. Chairman concluded by commenting on the plagiarism in the current digital era and how librarians should play an important role to avoid plagiarism. There was a product presentation by Office Tech between 12.45 PM - 1.00 PM. Open session: 1.30 PM – 3.00 PM Theme: AICTE Norms and Standards for LIS Moderator: Dr. R. Krishnamurthy, Educational Adviser, RNSIT Panelists: Mrs Gayathri Sen, Head, Library & LRC, PESIT Dr. M. Krishnamurthy, DRTC Prof. Raju HOD, Computer Science Dept., RNSIT Chairman Dr. RK started the session by requesting Mrs. GS to elaborate on the theme and she detailed the earlier AICTE norms of 1996 and compared it to the present one uploaded on 14th June in AICTE web site. She also felt that there was a change and improvement in the reports demanded by AICTE from institutions over the past fifteen years. Now the reports were demanding for self appraisal of the institutions with reference to the stipulated norms. She said that Library staff intake should increase with increase of books, to provide efficient and timely service and their pay scales need to be looked into. Prof. M. Krishnamurthy of DRTC gave Dr.SR Ranganathan’s formula for staff requirements. SMTP- Staff required for Maintenance and Technical Processing has to be considered. He told about the number of Deputy Librarians, Asst. Librarians, Lib. Assts. in University library as per UGC norms and old engineering colleges are almost on par with university libraries. Prof. G T Raju emphasized the demands of the faculty as per teaching requirements should be immediately met. This may be possible by providing seed money to the librarian for immediate purchase. He said how user’s loose interest if they do not get what they want. The floor was left to the participants for discussion. Following points were discussed. Mrs. Malaghan felt the presence of a library professional when making library norms was needed. Mr.Puttaswamy felt, what is required by users has to be procured. The topic of having Book bank scheme was discussed, and both the chairman of the session Prof. R . Krishnamurthy and Mrs.Gayathri Sen disagreed with the concept of adding huge quantities of same titles and making the library voluminous. They felt variety and quality of content is more important to the knowledge base of an institution. Chairman remarked that all librarians should visit NAC web site to know the best practices in library and adopt it. He said that only new programmes in an existing institution need to follow latest AICTE norms and old colleges can continue the earlier norms for existing departments. Principal Prof. Venkatesha felt private institutions should be taken as partners in AICTE policy making. The Moderator had the following points to make: 1. Institutions should comply with norms of AICTE 2. Syllabus guided by university and the text books and reference books mentioned in the syllabus has to be procured. 3. As far as equipping the library, the web caters to many requirements. MITOCW, NPTEL, etc are freely available. 4. Present norms on acquisition is on higher side and it has to be moderated. 5. Libraries and the person heading it must have the freedom to purchase what they want based on the users demand. They should go to book shop and buy and make book requests. Principal Prof.Venkatesha felt private institutions should be taken as partners in AICTE policy making. The open session turned out as a very interesting part of the Seminar with maximum discussion on the crucial issue of AICTE Norms and standards for LIS. Technical Session VI: 3.0 PM – 5.0 PM Theme: Digital Libraries Chairman: Mr. N. Chowdappa , BMSCE Rapporteur : Ms Adilakshmi. In this session 4 papers were presented out of 9 papers in this session on Digital Library by Poornima, Manjunath, Anitha Rai and Kala. Ananda Byrappa made the observation on usage of news papers, online as well as print. Dr. Gowdar remarked how latest news can be got online 2 to 3 times by online subscriptions. Chairman concluded the session by thanking everybody. RECOMMENDATIONS : 1. ICT infrastructure in all institutions should be strengthened by way of providing better bandwidth to get immediate and speedy access to available e resources subscribed through MHRD consortia and direct subscriptions. 2. Librarians should evaluate the application softwares which they are going to adapt thoroughly, in terms of standardization, compliance, ease of use etc. It may be commercial or open source softwares like NewGenlib, Koha etc. 3. Creation of institutional repositories for building the knowledge base of the institution by using eprints, Dspace, Green stone etc. 4. Librarians should use open access resources along with subscribed resources to provide better access. 5. Train the users in search strategies for better usage of resources available and also adapt LIB2 & web 2 technologies. 6. Although engineering college libraries are members of National consortia like MHRD they should come together to supplement the resources not available through national consortia. 7. AICTE should consider apart from norms and standards for adding document resources, the human resource required, based on increasing collections. 8. AICTE should include minimum bandwidth of at least 2mbps specially for the library and corresponding increase depending upon intake, resources to be accessed. 9. Librarians should take information literacy activities in a big way. 10. All libraries should have their website which is linked to the main page of the institution, as it a media for showcasing the services the library is providing. 11. MLIS courses should have an elective paper like engineering and technology Information sources and services. UGC should take initiative in this direction. 12. Appropriate collection development and weeding out policy to be developed. 13. There is a need to do community analysis for developing public libraries. AICTE norms will be discussed in detail with all engineering college librarians, managements, authorities and the proposal sent to AICTE for consideration Valedictory Session: 5.0 PM- 6.0 PM Valedictory Address: Prof. Venkatesha Mrs.Gayathri Sen, Rapporteur General presented the report of the seminar with a brief account of the proceedings of two days sessions. Dr. Goudar, Program Director, read out the Recommendations culminating out of the presentations and discussions of the seminar. Based on his observations during the seminar he advised the participants about the guidelines to be followed to write quality papers and also gave tips to prepare effective power point presentations. Prof. Venkatesha with his humorous comments made the valedictory session, the most interesting part of the day. He remarked about the way one has to lead life by giving interesting stories as examples. The two days seminar was concluded by vote of thanks by Mrs. Shobha Prasad, the Organising Secretary. Walk to the book, March to the library - Congratulations

Dear Professionals, Congratulations to all those responsible for "Walk to the book, March to the library" event. Kodos to KALA and others who have jointly organised the event. They have, in my opinion, payed a befitting tribute this year to Dr. S.R. Ranganathan in innovative way. The even has inspired not only those who participated but also those who have seen the reports in TV or newspapers. The slogan itself is meaningful, inspiring and attractive. These kinds of movements play an important role to spread the cause of libraries in India. In my opinion the event is an eye opener for many who are wary about libraries. It is to the credit of the organizers who have managed to bring to the occasion people from different walks of life including the first citizen of Karnataka - Sri. H. Bharadwaj, the honorable Vice-Chancellor of University of Mysore Prof. V.G. Talawar; and other literary giants, academicians, information professionals, politicians, students and public. ‘Walk to the book…’ movement should not stop here. Other associations in various cities of India can emulate similar kinds of public awareness programmes about libraries. Many of the current activities of the associations are rather elite in nature and probably not reaching the public at large. I think, in addition to what they are doing, these kinds of events increase the utility of libraries. -- N.S.
