UGC Anomaly regarding

Dear Professional friends, Greetings! some of our friends highlighted that there was anomaly for the post of deputy librarian vs associate professor. In this regard , I would like to submit my following observation. Qualification for Associate Professor: Direct Recruitment 1. Good Academic record with Ph.D 2. A Master's Degree with at least 55% 3. A Minimum of eight years of experience of teaching i.e as Assistant Professor. (Ref Sec 4.3.0 of UGC Regulation dated 30.6.2010 Page No.6) 4. (Pay Scale: 37,400-Rs.67,000 with AGP of Rs.9000) Qualification for Deputy Librarian: Direct Recruitment 1. Master's Degree in Library Science 2. Five Years experience as an Assistant University Librarian/College Librarian 3. M.Phil/Ph.D degree in Library science is desirable. 4.(Pay Scale : 15,600-Rs.39,100) with AGP of Rs.8000. They shall move to pay band of Rs.37,400-Rs.67,000 with AGP of Rs.9000 after completing three years of Service in the AGP of Rs.8000 Ref: Section V of 6.2 page no.67) In this context as per as the above scheme there is no anomaly between Asst. Professor and College Librarian/University Asst. Librarian to reach the post of Associate Professor and Pay scale of Rs.37,400 i.e 8 years ). However, we make an appeal that to Make Ph.D as an essential qualification for the post of Deputy Librarian and make 8 years experience of College Librarian/University Asst. Librarian for the direct recruitment of Deputy librarian and directly fix a pay as 37,400 with AGP of Rs.9000). It is my humble observation in the context of Deputy Librarian. Still if there is any anomaly in the above context, we will share and do the needful. I further to state that as per UGC Regulation 2000 there was no incentives for M.Phil/Ph.D holders for the post of College Librarian. Hence, as for as Tamil Nadu concerned college librarians who have obtained M.Phil or Ph.D before 31.12.2005 were find it difficult to get incentive for M.Phil/Ph.D. However, who have obtained M.Phil or Ph.D after 31.12.2005 (from 1.1.2006) are getting incentives as per the new regulation. Hence, the professional association should try to remove this anomaly. My other humble submission is that the Librarians who have associated in teaching/research should be designated as Asst.Professor/Associate Professor/Professor respectfully. It is relevent to state that some professional associations like SALIS, IALA etc are working good to remove the anomalies. With regard to age, I submit that the MHRD states there is a shortage of teachers, so they fix upper age limit as 65 for professors. But, it is not true. (The other two languages we are currently focusing on our Arabic and Swahili.) One of the landmark libraries in the country, the Anna Centenary Library at Kotturpuram would be thrown open to the public by Chief Minister M Karunanidhi on today 15.09.10. In every sense a world-class repository of books, the library, spread over eight acres, would be the second biggest of its kind in Asia and the biggest in South Asia. At any given time, about 1,250 persons can be seated. An eco-friendly green library, whose foundation was laid in 2008, the building boasts of natural lighting for better reading and houses more than 1.2 million books, e-journals, e-books and a wide range of publications on assorted subjects. Jawaharlal Nehru University, IITs and IIMs have been requested to provide their online public access catalogs to enable procurement of the same titles by ACL. On the ground floor, more than 40,000 books, besides journals and short films, await children. The fully air-conditioned building has a special carpeted floor for them. There are artificial trees, walls adorned with cartoon characters and a lush green landscape, all brought to life by art director and master craftsman Thotta Tharani. The floor has been designed in Lilliputian style including wooden chairs, tables and book racks. And if one is hungry, there is a state-of-the-art food court. The library has a separate section in the ground floor for the visually impaired, containing 25,000 braille enabled titles, with a facility to convert any book in to its braille equivalent. IATLIS Awards – Call for nominations Indian Association of Teachers of Library and Information Science (IATLIS) invites nominations from LIS teachers / professionals / researchers for the following three awards: 1. IATLIS – Motiwale Best LIS Teacher Award, 2. IATLIS – Mrs. Ratna Laxman Rao Best Woman LIS Teacher / Professional Award 3. IATLIS – Prof. S.P. The Technology for Emerging Markets (TEM) group at Microsoft Research (MSR) India addresses the needs and aspirations of people in the world's developing communities. Their research targets people who are increasingly consuming computing technologies and services, as well as those for whom access to computing remains largely out of reach. TEM is a multidisciplinary group engaged in a range of technical and social-science research, working in the areas of ethnography, sociology, political science, economics, and psychology. This has enabled TEM to understand the social context of technology and how it relates to individual users. TEM also does technical research in hardware and software to devise solutions that are designed for emerging and underserved markets in rural and urban environments. Indian science policy makers, directors of institutions, vice chancellors and senior scientists and scholars should support this initiative with a letter of their own to international publishers. With the efforts of Chinese libraries and international publishers, China has introduced a large number of international full text STM journal databases in recent years, which has indeed improved the wide dissemination and sharing of knowledge, and has played an important role in the development of Chinese research and education. However, in recent years, the prices of international STM journals and their full text databases have continuously been increased well above the general CPI increase rate. Some went up annually at the rateof more than 10%, and a few have raised their prices even at an annual rate above 20%. This has dramatically pushed Chinese library acquisition expenses for international journals to double or even triple within no more than 10 years, causing some librariesto reduce the subscriptions. Facing the international financial crisis, many countries have kept their library budgets under strict caps or even cut library budgets, and Chinese libraries have also experienced severe pressures for rigorously controlling their subscription budgets. To our dismay and anger, a few international STM publishers, using their monopolistic position, recently demand to raise the subscription prices for their full-text database at a yearly rate of more than 14% for the next 3 years, despite of the fact that their prices have already had a yearly increase of more than 10% in the last contract period. Those publishers claimed that they aim to raise the Chinese users’ cost per article to that of most developed countries in Europe and America in 2020, completely ignoring the fact that China is still a developing country with GDP per capita and investment in research and education per capita still far below the average level of developed countries. Those publishers require that the growth of subscription fees for their products to be kept pace with the nominal growth rate of R&D investment in China, intentionally blind to the fact that China’s education and science are still at an early stage, and the spending coverage of Chinese R&D investment is usually far greater than those of similar institutions in developed countries. Those publishers care solely for their ownprofit growth targets, paying no real attention to the rights of China users to access to STM information and the actual Chinese economic situation. The sharp price rises they demand are simply far beyond any reasonable product price growth in the world and absolutely exceed the capacity of Chinese libraries. It is totally unreasonable, and categorically unacceptable. Libraries and publishers have mutual responsibility and common interest in promoting the wide dissemination of knowledge and in meeting people’s needs for information. The dutifully fulfillment of this responsibility and the reliable realization of the interest can only be based on an affordable, stable, and sustainable mechanism to protect users’ rights, to promote positive cooperation, and to establish long-term affordability, with a keen understanding of the social realities. Especially with the fast developing digital information networks, almost all the physical, technical, and even economic barriers of knowledge dissemination are fast being overcome, the open dissemination of knowledge and forceful protection of public interest become mainstream social needs. Any attempts to deprive user rights, reap extravagant profits, and to sabotage the STM supply chain, will not only harm users and libraries, destroy the stability of the STM information market, but will also inevitably hurt the long term self interests of those publishers. And because of the rigid constrains of library subscription funding, it will unquestionably attack the market shares of other STM publishers and reduce the vitality of the entire market. Therefore, we strongly require those publishers to act with a high sense of responsibilities to users, themselves, and the market, to respect the legitimate rights of Chinese users, and to develop a reasonable, realistic price policy and flexible subscription options in line with the Chinese conditions and economical realities, avoiding cutting off the access of Chinese users to their products and forcing them to re-allocate funding to other and many equally important resources. We also call upon all other international publishers to work together with libraries and user communities for the benefit of wide dissemination and utilization of knowledge, and to keep down the price changes of STM journals and databases and to maintain a reasonable, cooperative, and sustainable STM journal market. We, the undersigned libraries, promise to work together to fight the unreasonable high price increase, for the sake of China users’ long-term and legitimate rights and interests, and also for the interest of a sustainable STM information market. We are willing to work together actively and responsibly with all the publishers to discuss and explore appropriate and effective solutions to well balance the interests of users, publishers and libraries. Karnataka Government College Librarians Association?

Dear Sir/Madam, Recently more than 150 First Grade Degree College librarians were appointed by the State Government. Now if hypothetically put it there are more than 300 librarians serving in first grade colleges across the state. There are lots of issues and problems librarians often have to face in government colleges. For instance, book acquisition policy, recent Collegiate Department decision on book circulations (they have not consulted government college librarians while formulating the rules for issuing books during examination period), and many other issues. We have no representative who can time to time bring all these issues to the higher authorities at the Department of Collegiate Education. Although we have Karnataka State College Librarians Association (KSCLA), they represent larger section- aided colleges, private colleges and government colleges together. This creates a kind of conflict of interest. The KSCLA has to protect the interest of all the stakeholders. But the diversification is so wide that some time the rules suited for aided college libraries may not suit for the government college libraries. Recent circulation policy is a case in point. The KSCLA has done its best to protect the interest of the government librarians. But as the college librarians’ number has increased, it is right time to form an association to protect the interest of the government college librarians. Dear Sir, At the outset on behalf of LIS fraternity, I would like to thank for all your continuous efforts to taking up the LIS issues to the concerned for remedy. In this context, I would like to submit the following issues for your kind perusal. 1. Some universities have not creted the post of University Librarian even though it is a mandatory post as per UGC norms. They are mentioning the post in the Act of the University but actually they are not creating the post. They just post a Professor (who is not a library science qualified) as the University Librarian which is a very serious lapse. For example, the following universities have not created the post of 'University Librarian'. 1. Tamil Nadu Veterinary and Animal Sciences University, Chennai (The University was established in 1989. even after 20 years the university has not created the post of University Librarian so far) 2. Venkateswara Veterinary University, Tirupathi (Estt. in 2005) 3. West Bengal University of Veterinary and Animal Sciences, Kolkata 4. Guru Angad Dev Veterinary and Animal Sciences University Punjab This is only a sample list. If you investigate this matter, it will go large. This has to be brought to the notice of MHRD and UGC and strict instructions should be issued to such universities to immediately create the post of University Librarian for granting accreditation / approval by the UGC. 2. The qualifications for the post of University Librarian was made on par with Professors in the new UGC order. But, again the qualificiations were revised in the recent orders by extending a minimum of 18 years service. Further, Ph.D. has not been made as compulsory. If the Librarian needs to be treated on par with Professor, Ph.D. should be mandatory. Further, while a teacher after putting 10 years of service can compete for Professor post under direct recruitment. But, for the Asst Librarian / Deputy Librarian, it is 18 years. This is a major injustice to the LIS fraternity. So, it has to be made again as 10 years service with Ph.D. 3. CA is denied for DLs to become Librarian and it is made that the Librarian post should be open recruited. This again denies the CA benefits to the LIS fraternity. Upto 5th pay commssion Documentation Officer was in UGC pay scales but unfortunately in UGC 6th Pay commission, the Documentation Officer hasn't been enlisted. Some state universities are not treating them at par with Assist. Librarians now. It is a great hurdle for them.
