But Our Expectation to the queries/issues which we raised to JD was not convincing way. i want to Enlighten those Issues. 1) We are facing Supporting Staff ------Answer by JD(u need to appoint local people by paying 1000 rs. for short time whenever u require, mean when u purchase books /During grants procurement time) 2) whether we can refer books to library---------Librarian is not right to purchase books, but layman or peon can also refer books to library. 3) whether we can give books to Guest facutly--------u can give, but u should cal and get back those pending books with personal interest and u should mointor with proper records. 4) like these so many issues were raised during the interaction session and it has been organised by KSLA, by kadadevarmath with continuing sessions in all other divisions as i heard. This is the tragedy how the librarians are treated and handled in our government colleges and were we put across. All our professionalists are ready to give their best to our society by contributing their knowledge and efforts to enrich the library and profession. So my humble request is firstly we need to form our own community(GOvernment college Librarians) in all districts who can raise our voices in Head Offices(departments/govenments/UGC etc) which can resolve our many problems with short span of time. As we are having so many communities, still we want especially for govenment colleges to raise a voice with proper agenda with the media help/press. And we need realize our senior professionals efforts to come under Grade "B" and lot more benefits and we need to fight with Organized way to raise our voices. As our Friend raised in Automation many of our colleges have given computers to Librarians and many more internal issues. Library automation of GFGCs in Karnataka is a laudable effort, but……..

Dear Sir/Madam, This is in replay to the message on Automation of Government First Grade College (GFGCs) libraries in Karnataka posted on 12th May 2011. The Department of Collegiate Education (DCE) effort in automating college libraries in Karnataka is laudable effort. However the same zeal or enthusiasm is missing in addressing the plight of libraries and the librarians. As many of the GFGCs librarians aware or experiencing the ground reality, this automation process of the libraries by the DCE looks absurd. Today the librarians of these colleges are very much in need of man power, infrastructure and understanding the vital role that the libraries playing in shaping the young minds and enriching the quality of the teaching in these places by the heads of the colleges. As mentioned above, many of the colleges are running without proper buildings, library books kept in staff room or in a very tiny place, librarian has to work in this very deplorable condition. In recent years there are genuine efforts from the government in providing financial support and land for colleges. But because of lack of understanding of the importance of libraries and lack of library building plan, the authorities build rooms in keeping view that the rooms would be used as a class room not as libraries. They allot one of the classrooms for libraries to run there. But these rooms become insufficient in short period of time as the number of books and other library materials increases. In many colleges, two to three classrooms were converted as libraries. Librarian has to take care of all these rooms or divide his time accordingly. The authorities at the DCE or college heads are totally alien to the ground reality. The only interest of the college principal is, student should not complain that the books are not issued to them. They never listen to librarians or they have no interest in libraries (with few exceptions). GFGCs need principals who understand and have keen interest in overall development of libraries/colleges. DCE has appointed librarians to colleges but there is no supporting staff. As experienced by many, still for many college libraries no support staff is provided. Alone they are maintaining the whole library. Acquisitions, circulations, routine maintaining of libraries all other work is on the shoulder of the librarian. There is lot of grants for purchasing library books in recent years. Because of lack of professional staff librarian has to take care of the acquisition process, whole year the only job that librarian can be able to do is accessioning the books. We left no time or interest in concentrating other library works. Another reality is the power problem. As many colleges are situated in rural areas or tulak head quarters, power supply is very serious problem. We hardly get two hours of power supply every day. With this sorts of ground reality, what they accept from the librarians. This is not the first time that DCE is going for automation, in early 2008 there were similar efforts to automate college libraries, and they invested huge money at that time, why it has failed? It seems that because of NAAC accreditation, DCE is emphasizing for automation of libraries, this effort is like putting the cart before the horse. Cost of the book –Rs 210/- Category –Information Seeking Behaviour About the Book The study explores the role of information plays in everyday activities of linguists with special focus on ‘HUMAN FACTORS ‘in information seeking behavior, which is a neglected area of information research in particular Indian Linguistics. The Indian linguists(81) selected for the study are involved in the linguistic research and teaching of Indian languages at the premier institute of India “Central Institute of Indian Languages in Mysore, Karnataka (www.ciil.org www.ciillibrary.org ) and its seven regional language centre’s at Mysore, Pune, Patiala, Solan, Lucknow, Bhubaneswar and Guhwati. Based on the analysis of the study Indian linguists are classified into three groups in accordance with information seeking such as “ Information Centric Linguists(34)”, “Information Conscious Linguists (19)“and “Casual Users Linguists(28). The characteristics of 34 information centric linguists are highlighted along with the general characteristic of 81 Indian linguists. The learning style of linguists was arranged according to four styles i.e. Activist, Theorist, Reflector and Pragmatist In accordance with their attitudes towards information data was classified into three categories –Having positive towards information, Negative attitude towards information and ambivalent group. The situational information needs of linguists are explored from 21 key points .Findings have been summarized in the form of model of information seeking behavior of linguists under two categories of “Information Gathering “ and “Information seeking” using Krikelas model. Further learning style, attitude towards information was identified as potentially important aspects of cognitive style related to information seeking behavior. Multivariate techniques were used successfully to reduce the quantity of data to provide a concise and understandable account of the information behavior of Indian linguists. Progress of UDC Summary translation in to languages of the Indian subcontinent

Hi, Colleagues may be interested in the progress made so far in translating the UDC Summary into languages of the Indian subcontinent (http://www.udcc.org/udcsummary/php/index.php) Currently UDC Summary has around 2400 classes and is available online in 42 languages. We hope to be able to provide exports for free use for training and indexing soon. At the moment we can send multilingual exports of what is available on upon request. In 2010, under the guidance of Dr. Devika Madalli and with help from DRTC (Bangalore) we managed to establish contact with volunteers in a number of universities and we have made good progress in making at least the top classes in a number of languages available online. INDIAN STATISTICAL INSTITUTE Documentation Research and Training Centre 8TH Mile, Mysore Road Bangalore 560059 DRTC Colloquium (3) 2010-2012 Copyright and Digital Libraries Abstract: Libraries, museums and information centers involved in implementing digital libraries inevitability have to be aware of the relevant intellectual property rights that apply to the creation, storage and dissemination of digital information sources. The purpose of these colloquia is to identify the modes of digital content creation for digital libraries and discuss the associated copyright issues with the types of digital content. Prevalent copyright laws in India in the context of digital content have been studied and issues related to specific types of digital content have been discussed. In addition to two known types of digital content, namely born digital and turned digital, a third type, gained digital has been delineated. It is found that extant copyright laws, particularly in India, allow scope for forming opinions with regard to digital content thereby giving room for insecurity for digital content creators. Copyright laws in the context of World Intellectual Property Organization and India have been discussed. In these colloquia, it has been tried to focus the digital content creators and digital library managers/administrators to understand copyright issues relevant to the digital library. Dear Friends, One of my friends, Mr. Deepak who is a library science student is having a basic question regarding classification. We all know library science is classified under 000 (Generalities) in DDC. But,..... 1) the primary character of library is collecting and organizing of knowledge, which has come out of the society and flows again to wellness of the society. - Knowledge – from the people – by the people – to the people! - Children libraries, libraries for blind, etc., are essentially a social activity in nature. - Coming to public libraries, they are always seen as part of social development programs. - Encyclopedia Britannica has listed library science as associate of Social Science. - Ph. D’s in library science are awarded under social science branch. 2) Right from the time of Nalanda University, library is wedded with education system. Although there are special libraries associated with technical organizations, even there, major role of libraries is to support research (otherwise education) activities. With above points in view, my question is why library science is not classified under Social science-300 Please enlighten me with your discussion and valuable points. Well, every division or class has its own valid reasons stated by our fellow friends. Let me try to bring the face of our users. What they think about Library discipline in general. Many students are still not aware that Library is also a well established discipline like management. It would be more appropriate if we change the nomenclature of M.L.I.Sc degree and try to incorporate it in management, for e.g., M.B.A with specialization in Library and Information Centre Management. Few Institutes have Information Systems as a specialization for M.B.A. However, companies prefer candidates with B.E or M.C.A background for Systems Manager post, considering that it also involves lot of technical background knowledge. In fact, well known University Librarian Dr. P. V. Konnur, under whom I studied in Goa University, had requested for M.Sc (Information Science) nomenclature instead of M.L.I.Sc, which was later on canceled due to lot of technical difficulties. But, one thing I proudly admire, Konnur Sir had designed our syllabus in such a way that we had a wonderful blend of Management and IT subjects in our syllabus which helped us a lot in our career. I promote our Library discipline under management for following reasons:- 1. Besides technical aspects of Library Science we require more focus on managerial skills. We need to be more trained in dealing with our patrons, teachers and office staff, principal and other management members and our own subordinate staff. 2. To attract more young bright minds and also to create a brand image of our discipline, association with management discipline will help a lot. 3. Nowadays, we do find M.B.A with specialization in Pharmaceutical Management, Bio tech Management, Hospital Management, Events Management. The objective of these course is to get the best top level managers in the concerned sectors. Thus, they focus more on the management aspects with also sufficient background courses of the core sectors. 4. What I want to promote here is that, we should not stop M.L.I.Sc degrees, but looking at the current needs, we should encourage more association with management discipline with specializations in Library and Information Management. For e.g., we do have B.Pharm and also M.B.A (Pharmaceutical Management). So if UGC recognizes M.B.A (Library and Information Centre Management) as an equivalent alternative qualification for the College Librarian post with the other same criteria like NET/SET, it will act as channel to strengthen the growth of discipline in right direction. LIS 000.... why not 300?

Dear professionals, I wish to congratulate Mr. Sunil M.V. for posting a thought provoking topic in LIS Forum. I would like to share my views about why Library and Information Science is not classified under Social Science - 300 in DDC. Here the idea behind bringing it under 200 is that, LIS was earlier considered as one of general phenomena. In the earlier age libraries were called knowledge repositories where all kind of documents were kept. We can try to analyze on the basis of the division which LIS is surrounded by. The class 000 is Computer science, knowledge & systems. Here computer science is the discipline which was added in the recent decades where as the term knowledge was used in the first instance. As mentioned before the classificationist was in a notion that LIS fits to be in the class 000 as it deals with knowledge and information all the while. To make it little clearer we can have a look at the following examples- 010 Bibliographies 030 Encyclopedias & books of facts 050 Magazines, journals & serials 060 Museums 080 General collections 090 Manuscripts & rare books The most of the examples given above considered are documents which are stocked in library such as books, serials, manuscripts etc. On the other hand some of them like Bibliographies, encyclopedias, serials are the documents that are determined to be the sources of knowledge even from the earlier days and their uses were more significant in libraries than anywhere in the society. As library was a place to converge all the branches of knowledge the classificationist might have felt it is right to give LIS a place in Generalities which is 000 where ‘Knowledge’ is also located. Looking at it from a different paradigm, it feels that the libraries were not paid much importance in the 19th century. In terms of their services libraries were failed to make a mark in the society. We all have learnt that many libraries did not have an open access and books were kept in locked cabinets where only a few times in a year the library were allowed to be used. Hence, the chances were less to realize the importance of the libraries’ role in the society. This might have made the classificationist to place LIS under 000 which is Generalities. As the information revolution took place in the modern society now LIS subject is earning priority. Further, I completely agree that LIS is supposed to be considered as a branch of Social Sciences since it has always been associated with the social activities for serving information need. But, taking the current status of DDC it might become difficult to accommodate LIS discipline which is growing much larger in the information era. The class 300 (from 300-390) has already been entirely assigned for different branches of social science. If, changes are made to any part of Social Science, problems may arise in future regarding practical issues, where one of the entire divisions under the class 300 will have to be re-assigned. It may also bring the problem of changing the classification arrangement in libraries following the DDC in world wide. Though libraries are the heart of the education system, anywhere in 370 LIS cannot be inserted due to the same technical issues. Human vision is very complex and we can recognize any object after seeing it through cognition but its very tough for a computer to characterize and recognize any object. Over the past decades, ambitious projects have been undertaken to make computer understand, index, classify and annotate a picture which representing many ideas, thoughts and others. A machine can learn only through texture, pattern, color, pattern by applying algorithms. Now, more emphasis is given on Context Based Image Retrieval (CBIR) for analysis, matching patterns, clustering objects and for identification. Image information is very crucial for GIS, surveillance, space research, criminal investigation and many others. Still user satisfaction is poor and lot more research is needed.
