Dear Professionals: I wanted to share with you that Open Source NGL 3.0 series is released and my library started using it. Those of you who are using the old version can now upgrade to the new version. Some of the good features that impressed me are 1. NGL 3 is now migrated to the latest technologies. Like Java 6.0, Spring framework, Hibernate, Apache tomcat 6.0, Postgresql 8.3&8.4. This is infact a good move by moving away from old jboss and other older technologies 2. My catalogue searches have become very very fast especially because NGL is now using search engine technology(Similar to what Google, Yahoo web searches) for catalogue searches. I have got a data sheet from them claiming that on a test database of 2 crore catalog records results were retrieved in fractions of a second 3. Now NGL automatically sends SMSs (Mobile alerts) to my users when ever a book is issued or received from them. This has uplifted my library's fame and face in our institution 4. OPAC is more cool and sophisticated. My users can now see Book covers, Google previews. Also NGL is now Zotero compliant, it means my students preparing project reports can easily create bibliographic references from library catalog 5.NGL reports are much better and very fast now. I could generate my complete accession register in 4 mins. Also Stock verification report was generated in less than 3 mins. 6. Finally the Technical processing module, its so user friendly and at the same time can use the full power of MARC21. File Photo Bhabha Atomic Research Centre has set up a ‘virtual’ nuclear data physics centre to enable greater visibility of India’s research in this area at the global platform. Department of Atomic Energy and Board of Research in Nuclear Science of the government of India have already sanctioned funds for three years (2011-2014) for the NDPCI, S Ganesan, Head of Nuclear Data Section, Reactor Physics Design Division and Project-in-Charge, NDPCI told PTI. The basic nuclear data physics research is essential in shaping concepts of nuclear power of advanced reactor designs and safety, he said. With BARC acting as the nodal agency, NDPCI, will serve as the main hub for overall coordination of nuclear data activities in India with members drawn from national laboratories and universities. “The NDPCI at BARC is promoting the use of accurate nuclear data and its physics usage in all applications including in development of indigenous software for Monte Carlo codes and discrete ordinate codes for advanced reactor applications,” Mr. Ganesan said. The nuclear scientist said India became the 14th member of the International Network of Nuclear Reaction Data Centres (NRDC) in 2008 after being invited to join the international network. NRDC constitutes a worldwide cooperation of nuclear data centres under the auspices of the International Atomic Energy Agency in Vienna, Austria. The Network was established in the early sixties to coordinate the world-wide collection, compilation and dissemination of nuclear reaction data. Last month, India participated as a full member of International Network of Nuclear Reaction Data Centres (NRDC) at the IAEA, Ganesan said. “India has been carrying out a number of original nuclear data physics activities during the last six years. The members of NRDC were all in praise for BARC for these new initiatives in nuclear data physics and especially for contributing more than 200 Indian EXFOR (internationally agreed format for the Raw Experimental Numerical Nuclear Physics Data) entries based upon Indian nuclear physics experiments, since 2006,” he said. Mr. Ganesan said the roadmap of NDPCI will cover a wide range of power and non-power applications including medical applications in the Indian context with a balance of nuclear data physics activities by a well-defined team of nuclear physicists, engineers, mathematicians, radio-chemists and software information management. Introduction of EXFOR culture in people including in basic nuclear physics has become relatively an easier task with the new managerial initiatives of NDPCI holding phenomenally successful EXFOR workshops in different parts of India, he said. NDPCI has been very successful in roping people from various fields (Nuclear Physics, Reactor and Radiochemistry Divisions of DAE’s basic research establishments and others) and students and staff from various universities across India. “It is a very unique activity where both experimentalists and theoreticians were covered,” Mr. Ganesan said. NDPCI is evolving a strong community of EXFOR compilers in India. Regular staff to perform EXFOR compilations is being planned, he said. NDPCI is identifying university staff and awarding contracts on EXFOR compilations. The first such DAE-BRNS contract has already been awarded to Prof. Betylda Jyrwa, North Eastern University, Shillong, Meghalaya in May 2011, Mr. Ganesan said. Since the discovery of neutron, there are more than 18,932 experimental data including neutron induced reaction, charged particle induced reactions and photon induced reaction. “India’s contribution of 200 entries is considered very significant by the international community,” Mr. Ganesan said. Stressing on the importance of NDPCI, he said even after more than six decades since the discovery of nuclear fission process, the basic nuclear physics experimental data continues to remain more uncertain than the target accuracies needed by reactor designers who rigorously desire to propagate error in simulations. Therefore, experimental critical facility programme to enable integral validation studies is also an essential part of any serious nuclear programme to speed up implementation of nuclear energy, he said. “This programme requires covariance data at differential and integral level,” Mr. Ganesan emphasised. Basic physics understanding and better data physics of nuclear interactions continue to be rigorously sought by nuclear design communities in order to extrapolate conditions in power plants such as higher burn-up and higher temperatures, which are not covered in the room temperature fresh core one-to-one mock experiments. “The safety and operational requirements of existing power plants have been engineered with a number of one-to-one mockup experiments providing adequate and conservative safety margins,” he said Yet another ongoing activity of NDPCI is criticality benchmarking of reactors which helps in integrally validating nuclear data and methods of computer simulations. In 2005, Indian scientists completed successfully the criticality benchmarking of the 30 kilowatt KAMINI research reactor (the only U-233 fuelled reactor operating in the world) operating at Kalpakkam which was completed, peer reviewed and published in the International Handbook of Evaluated Criticality Safety Benchmark Experiments (ICSBEP). “Interestingly after India joined the select band of countries and contributed Kamini Benchmark, the Indian scientists are able to access all the benchmark specifications for over 4,400 experimental benchmark documents of other countries,” Mr. Ganesan added. In 2008, the international benchmarking of PURNIMA-II (Uranium 233-nitrate solution) reactor has been completed and already accepted by the IAEA and US department of Energy. Presently, India has undertaken the international benchmarking procedures for the experimental reactor PURNIMA-I. The benchmarking of PURNIMA-I, India’s first fast reactor fuelled with plutonium oxide that went critical in 1972 was completed recently and critical international peer review is in progress. “The benchmark specifications are intended for use by criticality safety engineers to validate calculation techniques safety margins for operations with fissile material,” he added. -- This message has been scanned for viruses and dangerous content by MailScanner, and is believed to be clean.

*Knowledge-based technology transfer*This paper details a knowledge-based * Technology* *Transfer* Framework which attempts to ameliorate the *transfer*of *technology* between differing user communities through the use of knowledge-based authoring and browsing facilities. In contrast to current techniques, the system incorporates a large corpus of domain knowledge in a central and easily accessible information pool. In order to allow users to 'intelligently' browse and navigate the information, there are a number of features available. These include the definition of a View or Perspective which can prune the knowledge base for pertinent domain information. The system architecture also includes a User Modelling component which combines explicit acquisition techniques, stereotypes, and implicit acquisition rules in order to create a dynamic model of the user's domain expertise. WASHINGTON: Coming soon to the internet: website addresses that end in ".bank," ".Vegas" and ".Canon." The organization that oversees the internet<http://timesofindia.indiatimes.com/topic/internet> address system is preparing to open the floodgates to a nearly limitless selection of new website suffixes, including ones in Arabic, Chinese and other scripts. That could usher in the most sweeping transformation of the domain<http://timesofindia.indiatimes.com/topic/domain> name system since its creation in the 1980s. More than 300 suffixes are available today, the bulk of them country-code domains, such as ".uk" for the United Kingdom<http://timesofindia.indiatimes.com/topic/United-Kingdom> and ".de" for Germany. Hundreds or even thousands more suffixes could be created, categorised by everything from industry to geography to ethnicity. The Internet Corporation for Assigned Names and Numbers will meet Monday in Singapore <http://timesofindia.indiatimes.com/topic/Singapore> to vote on its expansion plan for domain names. If ICANN<http://timesofindia.indiatimes.com/topic/ICANN> approves the plan as expected, new domains could start appearing late next year. The new system could bring innovative branding opportunities and allow all sorts of niche communities to thrive online. But businesses worry that they'll have to grab their brand names before others do. New suffixes could also create confusion as consumers navigate a Web with unfamiliar labels. It's also possible that the new names won't make much difference because many people these days rely on search engines and mobile applications to find what they are looking for online. Consumers don't type Web addresses into browsers nearly as much as they did 15 years ago when talk of a domain name expansion began. Big business will stake claims, too. Printer and camera maker Canon Inc plans to apply for ".Canon". Trade groups for bankers and financial-services companies are working together to explore bids for ".bank", ".insure" and ".invest" for their member companies. New domains offer fresh branding possibilities for companies to identify themselves online in "a more relevant or a more localized" way, said Pat Kane <http://timesofindia.indiatimes.com/topic/Pat-Kane>, a senior vice president at VeriSign Inc., which operates ".com" and ".net." Although suffixes added over the past decade haven't been as popular as ".com," there has been demand for an expansion because nearly all of the most desirable ".com" addresses have been taken. There are more than 94 million registered under ".com." The thinking is that new businesses setting up shop online might prefer a simple name that ends in ".bank" rather than "TheBankDownTheStreetFromTheSupermarket.com." The expansion plan before ICANN had been delayed, however, largely because of concerns that new suffixes could infringe on trademarks and copyrights. There's also worry that new suffixes could deceive consumers, create new platforms for hate groups or lead to website addresses ending in obscenities. ICANN spent years crafting guidelines and creating procedures for objecting to applications. ICANN already has approved rules for some countries to claim suffixes that spell their names in languages other than English. The new plan opens that up to Chinese and Arabic versions of ".bank" and ".sport" as well. It won't be cheap to operate a domain name suffix. The application fee is $185,000, and winners will have to pay $25,000 annually after that. Disputes are likely as different groups go after the same domain. ICANN may auction off domains if multiple parties have legitimate claims. Legal fees could also pile up as trademark owners and governments file objections to certain applications. Trademark holders, in particular, fear they would have to register a lot of addresses they don't need or want simply to keep others from using them. Microsoft Corp, for instance, would not want websites addresses such as "Microsoft.software" and "Microsoft.computer" used to commit fraud or sell pirated goods. Copyright owners, too, worry they would have to devote more resources to fighting online piracy with a proliferation of websites ending in ".movies" and ".music" that distribute copyrighted content illegally. ICANN has crafted rules meant to give trademark owners a first shot at claiming their brands. It would also have a process to quickly disable addresses that are clear violations. But Steven Metalitz, a lawyer for a coalition of movie studios, recording labels and other copyright holders, fears ICANN won't be aggressive enough in enforcing the rules. Still, supporters of the expansion believe it will create opportunities. Juan Diego Calle, whose company operates the existing ".co" suffix, said that with more alternatives available, more businesses and groups will see that they can set up shop online with a catchy, easy-to-remember website that doesn't end in ".com." UGC NET &JRF Results-What happened to LIS Professionals?

Dear Professional Friends *Result of UGC NET/JRF held on 26th Dec 2010 has been declared. ***<http://www.ugcnetonline.in/> ** It is learned that the number of LIS Professionals who have qualified the UGC NET & JRF Exams are very less, only 06 out of about 13,000 appeared!!! It was also heard that only one candidate qualified from the state of Kerala !!! The statistics shows that 06 (out of 9689) are cleared NET and NOBODY has qualified for the JRF (out of 3238). Even though the situation of other subjects are not known now, discuss and introspect the bad results of LIS and the role of LIS Schools ( in this 100th years of LIS Education in our country!) About UGC -NET LIS result 2010

Dear colleagues Its happy to inform you that i cleared UGC-NET of DECEMBER 2010.I came to know that there are only very few in India who could able to clear it. It’s a real surprise for me because the exam was not so hard.Then,how this low victory statistics occurred? I don't think quality of the candidates was poor. This is an injustice to whole Library Science professional and student community. Last time there was such an instance in Kerala in case of NET qualifiers in ENGLISH Literature.Only one person cleared it.There was widespread resentment and talks on that matter in academic and professional bodies.Media took up the matter and channel discussions were aired.May be because of that, this time there are more than 40 successful candidates for English from Kerala. So,i think library professional bodies should take it serious to intervene in the said matter. I request professional bodies to send submissions about this matter to UGC authority. The present book “An Introduction to Library Management” is specially meant for the use of the LIS students but LIS professionals interested in the subject will also find the book much to their interest and use. It has tried to cover the whole field of library management as comprehensively as is possible within a single volume. The book is divided into fifteen chapters. The first chapter ‘Management Theory’ deals with management principles and their application to library management. Second chapter discusses the organisational and administrative aspects of library. A complete chapter is dedicated to system theory and its application to library and information system in chapter three. Planning process plays a pivotal role in management; hence a chapter on it has been included. New concepts in management like Management by Objectives (MBO), Management Information System (MIS), Operation Research (OR), Participative Management (PM) and Conflict Management are discussed in the next chapter. Collection development is one of the key functions of library. For this, three separate chapters are given under the heading – ‘Collection Management’, ‘Technical Processing’ and ‘Collection Maintenance’. The next chapter deals with preservation, conservation and binding of library materials. In this age of information, LIS professionals need to be trained properly to be multidimensional; hence a chapter on human Resource Management (HRM) encapsulating all the necessary aspects comes next. Chapter on financial management covers financial principles, sources of funds, financial estimation, budgets, accounting and audit. Total Quality Management (TQM) and its application in library have been discussed in the next chapter. As the role of committee is very crucial in the management, there is one chapter on library committee and rules. Standards play a significant role in maintaining a uniformed pattern in every function. Keeping it in view, the final chapter has dealt with standards for libraries. A relative index has also been provided at the end for the easy search of various key concepts. LOCATING INTERNETS is an innovative, multi-disciplinary, workshop that engages with some of the most crucial debates around Internet and Society within academic scholarship, discourse and practice in India. It explores Where, When, How and What has changed with the emergence of Internet and Digital Technologies in the country. The Internet is not a singular monolithic entity but is articulated in various forms – sometimes materially, through accessing the web; at others, through our experiences; and yet others through imaginations of policy and law. Internets have become a part of our everyday practice, from museums and archives, to school and university programmes, living rooms and public spaces, relationships and our bodily lived realities. It becomes necessary to reconfigure our existing concepts, frameworks and ideas to make sense of the rapidly digitising world around us. The Internet is no longer contained in niche disciplines or specialised everyday practices. LOCATING INTERNETS invites scholars, teachers, researchers, advanced research students and educationalists from any discipline to learn and discuss how to ask new questions and design innovative curricula in their discipline by introducing concepts and ideas from path-breaking research in India. Comprised of training, public lectures, open discussion spaces, and hands-on curriculum building exercises, this workshop will introduce the participants to contemporary debates, help them articulate concerns and problems from their own research and practice, and build knowledge clusters to develop innovative and open curricula which can be implemented in interdisciplinary undergraduate spaces in the country. It showcases the research outputs produced by the Centre for Internet and Society’s Researchers @ Work Programme, and brings together nine researchers to talk about alternative histories, processes, and bodies of the Internets, and how they can be integrated into mainstream pedagogic practices and teaching environments. Knowledge Clusters for the Workshop LOCATING INTERNETS is designed innovatively to accommodate for various intellectual and practice based needs of the participants. While the aim is to introduce the participants to a wide interdisciplinary range of scholarship, we also hope to address particular disciplinary and scholarly concerns of the participants. The workshop is further divided into three knowledge clusters which help the participants to focus their energies and ideas in the course of the four days. Bridging the Gap: This workshop seeks to break away from the utopian public discourse of the Internets as a-historical and completely dis-attached from existing technology ecologies in the country. This knowledge cluster intends to produce frameworks that help us contextualize the contemporary internet policy, discourse and practice within larger geo-political and socio-historical flows and continuities in Modern India. The first cluster chartsdifferent pre-histories of the Internets, mapping the continuities and ruptures through philosophy of techno-science, archiving practices, and electronifcation of governments,to develop new technology-society perspectives. Paradigms of Practice:One of the biggest concerns about Internet studies in India and other similar developed contexts is the object oriented approach that looks largely at specific usages, access, infrastructure, etc. However, it is necessary to understand that the Internet is not merely a tool or a gadget. The growth of Internets produces systemic changes at the level of process and thought. The technologies often get appropriated for governance both by the state and the civil society, producing new processes and dissonances which need to be charted. The second cluster looks at certain contemporary processes that the digital and Internet technologies change drastically in order to recalibrate the relationship between the state, the market and the citizen. Feet on the Ground: The third cluster looks at contemporary practices of the Internet to understand the recent histories of movements, activism and cultural practices online. It offers an innovative way of understanding the physical objects and bodies that undergo dramatic transitions as digital technologies become pervasive, persuasive and ubiquitous. It draws upon historical discourse, everyday practices and cultural performances to form new ways of formulating and articulating the shapes and forms of social and cultural structures. Workshop Outcomes The participants are expected to engage with issue of Internet and it various systemic processes through their own disciplinary interests. Apart from lectures and orientation sessions, the participants will actively work on their own project ideas during the period in groups and will be guided by experts. The value of the prize for the competition will be as under: First Prize Rs.5,000/- Second Prize Rs.3,000/- Third Prize Rs.2,000/- Any competitor who has got a prize on one occasion will not, on any subsequent occasion, be eligible for an equivalent or lower prize. The joint authorship of essays shall not be allowed and any essay under joint authorship shall not be considered for competition. The envelope should be marked “Annual Essay Prize Competition 2011”. The entries received after the due date may not be entertained. The essays will be adjudged by a body of judges selected by the Executive Council of the institute and the award of the judges shall be final. A source said the University Grants Commission (UGC) would meet next week to reconsider that decision, which exempted only those who had obtained their doctorates under tough quality standards similar to those implemented in July 2009. The MPhil and PhD regulations the commission put in place in 2009 said persons aspiring for teaching jobs in universities and colleges would have to clear the National Eligibility Test (NET) or the State-Level Eligibility Test (SLET). UGC NET Results to be Declared on June 13 Refund to the Qualifying Students

The University Grants Commission (UGC) on May 27 declared that the UGC NET December 2010 exam results will be declared on June 13, 2011 and the fees of the students qualifying the same but have applied for the forthcoming NET in June 2011 will be refunded. The Students Islamic Organisation of India (SIO) marking its protest against UGC’s lethargic approach in declaring the UGC National Eligibility Test (NET) December 2010 exam results, marched to the UGC office located at the Bahadur Shah Zafar Marg, New Delhi on May 27. The Secretary General of SIO, P.M. Salih said, “We demanded a date for the declaration of the results, to which the UGC has promised to declare the results by June 13, 2011. If the UGC fails to comply with their promise then SIO will be compelled to lead the students’ community to launch a nationwide protest against the UGC.” He further said, “It is astonishing to note the irresponsible behaviour of the UGC Chairman, who is currently out of country as per information from UGC office, and the saggy attitude of the staff with regard to the declaration of the results.” The declaration was informed by Dr. N.A. Kazmi, Secretary, UGC and Dr. Surender Singh, Deputy Secretary (NET), UGC to a delegation led by Salih, who was accompanied by Sharique Ansar, National Secretary, SIO. It is for the first time in the history of UGC that the commission will be refunding any money to the students that they’ve collected in the form of fees. The UGC NET results which were scheduled to be declared in the month of April are yet to be out. After efforts to be intimated about the date of declaration of results, which proved an effort in vain, SIO decided to march to the UGC Office. SIO has submitted a memorandum to the Chairman, UGC and Minister of Human Resource Development (HRD). The UGC NET is the basic eligibility criteria to be awarded Lectureship at the College or University level. The Junior Research Fellowship (JRF) is also awarded on the basis of UGC NET. The delay in declaration of results keeps the future of the deserving and talented in the dark for the forthcoming academic year as throughout the country recruitment to various colleges and universities is currently under process.
