Regarding AICTE mandatory rule to subscribe to INDEST resources

Dear professionals AICTE has made a mandatory rule to subscribe INDEST resources and annual addition of books. It is very interesting that AICTE has given formula and format regarding how many faculties are required and what are their essential educational qualification required to occupy the post in engineering colleges. But there is no single word regarding Librarian or library staff is mentioned in the Hand Book 2012-13. This means that institutions can run the library without Librarian and the qualified staff even though they have the collection and e-resources as per the norms. AICTE is making mandatory rule/norms like library should subscribe to six INDEST resources and every year library should add 250 books for each branch etc. If an institution subscribes and adds as per the norms of AICTE, how can users get the good quality service without the qualified and sufficient number of Library staff? If AICTE is not taking any interest, then why private colleges will take steps to improve th! e Library systems and services. In India, AICTE is the only apex body to regulate and control the activities of Technical Education. So, I appeal to the AICTE Library Advisory committee members to take suitable steps and fix certain norms for Library staff, depending on total collection and the services they provide. International Open Access Week 2011 Celebrated “Departments should take initiatives to set up institutional repositories”- Prof. Shabahat Husain, Librarian-in-charge Department of Library and Information Science, Aligarh Muslim University celebrated International Open Access Week 2011 by conducting a panel discussion on Open Access Movement on 31st Oct. 2011. International Open Access Week, the annual event celebrating the global movement towards Open Access (OA) to research and scholarship, kicked off for the fifth time on Monday, October 24. The panel discussion on Open Access on the auspicious of International Open Access Week was got off with recitation from the Holy Quran. Dr. Naushad Ali P.M, Programme Coordinator and Chairman of Department gave an introduction about the open access movement and its 5th celebration of International Open Access Week 2011. Prof. Shabahat Husain, Librarian-in-Charge, M.A Library, AMU inaugurated the panel discussion. During the inaugural speech Prof. Shabahat Husain insisted that all departments in the university should take initiative to congregate the publication of teachers and research scholars of the department and put it on institutional repository on open access mode. He appreciated the efforts made by the Department holding such a wonderful discussion on such a novel theme of the time. For the benefit of larger community, he also demanded to take efforts in the direction of creating repository of the publication of the whole academic staff of the University. He also mentioned the endeavor he had taken to download more than two lakhs e-books in Maulana Azad Library and to inform the faculty members of the University to utilize the opportunity during the e-book fair at free of cost. Before handing over the podium to the discussion, Programme Coordinator and Chairman of the Department Dr. Naushad Ali P.M proudly announced that the Department will soon release an Intuitional repository of publication of teachers of Aligarh Muslim University called “Knowledge Garden”. He further informed that the Department could download more than one hundred e-theses related to library and information field during the fair. The panel discussion aimed to provide a platform to discuss and share different aspects of open access and its issues and challenges in the present era. Dr. Sudharma Haridasan, Associate Professor, took the lead playing the role of moderator of the discussion. The panelists were Mr. Shibu K M, Mr. Mohamed Musthafa K, Mr. Jafar Iqbal, Mr. Sheikh Imran, Mr. Muzamil Mushtaq and Mrs. Shazia Khan of the Department of Library and Information Science. What is Your Stand on Open Access

Greetings!!! Open Access Week Oct 24-30, 2011 had passed without much activity here in India... I have not seen many posts except two or there... did i miss them or what?? But concretely .... I have not heard anything from LIS professionals on Open Access... I am curious to know what is your stand on Open Access?? There is AALDI... Agricultural Librarians Association.... they have still reservations on Open Access... they say that they cannot make their journal open access... as they would loose revenue... please comment.. They have established Krishi Prabha... all thesis are scanned... no fulltext search facility... and only thru web browser you can read... not off-line readability.... But we have Vidhyanidhi and Shodhganga... I am surprised why LIS people could not support/educate the Krishi Prabha project people to work on lines of Vidhayanidhi/Shodhganaga?? Dear Professionals AICTE has made a policy that all engineering colleges should subscribe at least 6 INDEST resources. As a librarian I welcome this decision. But the main criteria used for selecting the journals for any consortia are1.Cost 2.Relevancy and 3.Usage of e-journals. But many studies reveal that the use of e-journals by PG students is more than UG students. Then why should a college having only UG courses should pay the same subscription amount prescribed for PG and research institutions. So AICTE/INDEST should reduce the subscription rates of electronic resources especially for the colleges offering UG courses. This is much more needed for all engineering colleges offering only UG courses.This is my personal opinion. IATLIS Awards – Call for Nominations In the last general body meeting of the Indian Association of Teachers of Library and Information Science (IATLIS) held on 18 November 2010 at University of Pune, Pune, the increase in the number of LIS teachers and IATLIS members was highly appreciated. In view of the increase of LIS teachers and members, it was resolved to give the following awards on an annual basis. Therefore, IATLIS invites nominations from LIS teachers /professionals / researchers for the following two awards: 1. IATLIS – Motiwale Best LIS Teacher Award 2011 2. IATLIS – Mrs. Ratna Laxman Rao Best LIS Teacher / Professional Award 2011 Eligibility for IATLIS – Motiwale Best LIS Teacher Award, and IATLIS – Mrs. Ratna Laxman Rao Best LIS Teacher / Professional Award: Executive Council Members of IATLIS are not eligible to be nominated for these awards. Subbiah Arunachalam * Royal Society journal archive made permanently free to access 26 October 2011 The Royal Society has today announced that its world-famous historical journal archive – which includes thefirst ever peer-reviewed scientific journal – has been made permanently free to access online. Around 60,000 historical scientific papers are accessible via a fully searchable online archive, with papers published more than 70 years ago now becoming freely available. The Royal Society is the world’s oldest scientific publisher, with the first edition ofPhilosophical Transactions of the Royal Society appearing in 1665. Henry Oldenburg – Secretary of the Royal Society and first Editor of the publication – ensured that it was “licensed by the council of the society, being first reviewed by some of the members of the same”, thus making it the first ever peer-reviewed journal. Philosophical Transactions had to overcome early setbacks including plague, the Great Fire of London and even the imprisonment of Oldenburg, but against the odds the publication survived to the present day. Its foundation would eventually be recognised as one of the most pivotal moments of the scientific revolution. Professor Uta Frith FRS, Chair of the Royal Society library committee, said: “I’m delighted that the Royal Society is continuing to increase access to its wonderful resources by opening up its publishing archives. The release of these papers opens a fascinating window on the history of scientific progress over the last few centuries and will be of interest to anybody who wants to understand how science has evolved since the days of the Royal Society’s foundation.” Treasures in the archive include Isaac Newton’s first published scientific paper, geological work by a young Charles Darwin, and Benjamin Franklin’s celebrated account of his electrical kite experiment. And nestling amongst these illustrious papers, readers willing to delve a little deeper into the archive may find some undiscovered gems from the dawn of the scientific revolution – including accounts of monstrous calves, grisly tales of students being struck by lightning, and early experiments on to how to cool drinks “without the Help of Snow, Ice, Haile, Wind or Niter, and That at Any Time of the Year.” Henry Oldenburg writes in his introduction to the first edition: “...it is therefore thought fit to employ the Press, as the most proper way to gratify those, whose...delight in the advancement of Learning and profitable Discoveries, doth entitle them to the knowledge of what this Kingdom, or other parts of the World, do, from time to time, afford...”, going on to state that potential contributors are: “...invited and encouraged to search, try, and find out new things, impart their knowledge to one another, and contribute what they can to the Grand design of improving natural knowledge, and perfecting all Philosophical Arts, and Sciences.” Thomas Huxley FRS wrote in 1870: “If all the books in the world, except the Philosophical Transactions, were to be destroyed, it is safe to say that the foundations of physical science would remain unshaken, and that the vast intellectual progress of the last two centuries would be largely, though incompletely, recorded.” The move is being made as part of the Royal Society’s ongoing commitment to open access in scientific publishing. Opening of the archive is being timed to coincide with Open Access Week, and also comes soon after the Royal Society announced its first ever fully open access journal, Open Biology. Mahatma Gandhi University to gain from PURSE

Mahatma Gandhi University, Kottayam, is one among the 30 universities in India selected by the Department of Science and Technology for funding under the DST-PURSE programme. Under it, the university will receive Rs.9 crore for development of research infrastructure. The university has been placed eighth among the 30 top Indian universities selected under this programme based on its h-index (a measure to assess the quality of research in science), university authorities say. The Promotion of University Research and Scientific Excellence (PURSE) scheme provides substantive research grants to universities based on the scientific publications in Science citation indexed journals through the SCOPUS database. The department identified universities with h-index ranging from 42-26 for R&D support during 2010-11. Mahatma Gandhi University had an h-index of 35. The university will receive Rs.3 crore every year for three years. The grant is to be utilised by the School of Chemical Sciences, the School of Biosciences, the School of Environmental Sciences, and the School of Pure and Applied Physics, along with interdisciplinary centres such as the Centre for Nanosciences and Nanotechnology, Centre for Intensive Research in Basic Sciences, Inter-University Common Instrumentation Centre. The University is funded by the University Grants Commission and the Government of Assam. Besides, various agencies of the Central and State Government provide various grants and assistance for Research and other Academic activities. The University is in its 63 years existence, and is the oldest, largest, and the most premier seat of higher education in the entire North Eastern Region of India. *About the Department of Library and Information Science* The Department was started with an evening course in the year 1966 with the University Librarian as Head of the Department leading to Bachelor of Library Science (BLibSc) degree and in the year 1979 Master of Library Science (MLibSc) course was introduced. In 1983, both BLibSc and MLibSc Course of one year duration was restructured as BLISc and MLISc course with drastic changesin the syllabus. In the year 1985 the course was restructured again and the syllabus was redesigned. Since 1987 the PhD programme has been introduced. From the academic session 2001-2002 two year integrated course leading to MLISc has been introduced. Since 2010 PhD mandatory course has been started in compliance with UGC guidelines. *About the Seminar* The Seminar will provide an arena for Library & Information Professionals in general and professionals of N.E Region in particular to discuss. The core concepts pertinent to modernization of public libraries and its effective use by common people. Journal of Visualized Experiments (JoVE) is a peer reviewed, PubMed indexed journal devoted to the publication of biological, medical, chemical and physical research in a *video format.* JoVE: Rapid Knowledge Transfer The Journal of Visualized Experiments (JoVE) was established as a new tool in life science publication and communication, with participation of scientists from leading research institutions. JoVE takes advantage of video technology to capture and transmit the multiple facets and intricacies of life science research. Visualization greatly facilitates the understanding and efficient reproduction of both basic and complex experimental techniques, thereby addressing two of the biggest challenges faced by today's life science research community: i) low transparency and poor reproducibility of biological experiments and ii) time and labor-intensive nature of learning new experimental techniques. JoVE: Addressing Complexity The complexity and breadth of life science research has increased exponentially in recent years. Research progress and the translation of findings from the bench to clinical therapies relies on the rapid transfer of knowledge both within the research community and the general public. Written word and static picture-based traditional print journals are no longer sufficient to accurately transmit the intricacies of modern research. JoVE: Lifting the Laboratory Time Sink As every researcher in the life sciences knows, it can take weeks or even months to learn, perfect, and apply new experimental techniques. It is especially difficult to reproduce newly published studies describing the advanced state-of-the-art techniques. Thus, much time in the laboratory is spent learning techniques and procedures. This is a never ending process for experimental scientists as methodologies in this fast-growing field evolve and change with each coming year (e.g. genomics and proteomics, most dramatically). The time and resource-consuming process of learning and staying current with techniques and procedures is a rate-limiting step in the advancement of scientific research and drug discovery. JoVE: Integrating Time JoVE opens a new frontier in scientific publication by promoting efficiency and performance of life science research. Visualization of the temporal component, or the change over time integral to many life science experiments, can now be done.
