Networked information and communication and technologies in learning and teaching makes e-learning feasible. E-learning decreases the educational costs and it is more effective learning than traditional learning as it allows the fast dissemination of new techniques and processes by overcoming the challenges of geographic distributions. In addition, time efficiency plays a role, as travel is reduced. Users can conveniently access training materials from home or while on the road or anywhere they need via the Internet. Some other technical developments have helped this growth including (i) the increasing availability of broadband (ii) the decreasing cost of storage, and (iii) the ability of firms/institutions to exploit their corporate Intranet. Furthermore, (iv) the emergence of technical standards (such as the Aviation Industry Computer-Based Training Committee and the ADL Initiative) has also facilitated this distinguishable growth. E-learning is facilitated by Information Communication Technology (ICT) and faster the computer networks. This seminar focuses on the conceptual framework of the term E-learning and the needs of the creation of virtual learning environment, tools and technologies, standards, challenges and future of eLearning and role of information professionals in E-learning. Delhi High Court grants interim relief to Pvt. Technical Institutions regarding E-journal subscription

Yesterday Delhi High Court has granted interim order relief to Education Promotion Society of India (EPSI) members regarding mandatory subscription of online journals. Report is as follows. Online Journal Controversy: Delhi High Court grants interim relief to EPSI members against AICTE MBAUniverse.com News Bureau | 06 Jan, 2012 0542 hrs IST Education Promotion Society of India (EPSI) has got interim relief from the Honourable Delhi High Court on the matter related to 'Mandatory Subscription of Online journals', prescribed by the AICTE for all Technical Institutions. This is a big relief by the Hon'ble High Court of Delhi. This arbitrary decision of the AICTE would have created extraordinary financial burden on technical institutions: Dr. H Chaturvedi, Director, BIMTECH & alternate President, EPSI Education Promotion Society of India (EPSI) has got interim relief from the Honourable Delhi High Court on the matter related to 'Mandatory Subscription of Online journals', prescribed by the AICTE for all Technical Institutions viz. Engineering Colleges, Management Institutes, Architect Institutes, Pharmacy, MCA institutions etc. MBAUniverse.com has learnt that the Hon’ble High Court of Delhi has on January 6, 2012 stayed the AICTE’s notification to compulsorily subscribe to some mandatory online journals. The Hon’ble High Court of Delhi has issued an Interim Order stating that the AICTE Order under Approval Handbook for 2012-13 will remain stayed till January 31, 2012, when court will hear this matter again. Speaking to MBAUniverse.com, Dr H Chaturvedi, Alternate President, EPSI, and Director, BIMTECH said, "This is a big relief by the Hon’ble High Court of Delhi. This arbitrary decision of the AICTE would have created extraordinary financial burden on technical institutions and also lead to siphoning of Rs.1600 crores to US and UK based multinational publishing companies." EPSI says that now all technical institutions are not under any compulsion for buying online journals for extension of approval, or to increase in intake. EPSI has being fighting for this issue since November 18, 2011, when a letter was sent to Shri Kapil Sibal, Hon’ble Minister of HRD. With no relief coming from the ministry, EPSI moved Delhi High Court on the matter. The main plea by EPSI was that all AICTE approved institutions have a fundamental right to administer their respective institutions and buy books, journals, softwares, machines and equipments as per their requirements and choice. In this case, AICTE not only imposed the list of journals from foreign companies publishing those journals, but also prescribed subscription rates in US dollars. Further, on December 20, 2011, AICTE has notified on its website that institutions subscribing DELNET/INDEST may not be required to subscribe an online journal. Library Science UGC NET III Paper Objective Type: What is the Rational?

Dear Sir/Madam, UGC in its 482nd meeting of the university grants commission held on 22nd December, 2011 has decided to abolish descriptive type of question and making it has objective type of questions similar to that of paper 1 and 2 (or CSIR-UGC NET format). But what is the rationale behind this? In recent time the result of qualifying NET in LIS is dwindling, just because of increasing the result output, UGC wants to abolish descriptive type questions , then again UGC at the wrong side. Time and again UGC is creating a lot of confusion among student communities. There is no clear thought process in place. Whenever UGC wants its policies to be amended it will make that change and after some time it reverts back which creates lot of anxiety among student communities. This has happened in the case of required qualification for appointment of assistant professors in universities and colleges (NET or Ph.D. or M. Phil). In 2010 UGC in a big way brought out a report on “UGC Regulations on Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education 2010" to maintain standard. This report created lot of confusion and problem for students as well as to the universities and colleges across India. There were no proper guidelines for Ph.D. and M. Phil holders, about whether they must qualify NET exam for appointment or Ph.D. and M. Phil holders are exempted from NET exams. Another problem for Ph.D students was that, without any rational UGC made a regulation that if the Ph.D. holders should be exempted from qualifying NET they must have done their Ph. D. based on the new regulation- Minimum Standard and Procedure foe award of Ph.D. Degree Regulation 2009. What about those who have done their Ph.Ds and joined for Ph.Ds before 2009. Those who have completed Ph.Ds before 2009 have also followed the regulations formulated and put in place by none other than UGC. If UGC not recognizing/considering these Ph.Ds, then what about the fate of these Ph.D holders. Are these Ph.Ds not done in accordance with the UGC guidelines? In 2009 UGC exempted Ph.D. holders from qualifying NET. In 2010 the same institute without proper reason made NET compulsory for those who have done their Ph.Ds before 2009 for appointment of Assistant Professors in Universities and Colleges (See http://www.ugc.ac.in/policy/englishgazette.pdf) It seems that decision of shifting from descriptive type questions to objective type questions have no basis. Simply they wanted to increase the number of candidate qualifying NET in LIS. Now many of the State conduct SLET/SET exams at the State level, then why UGC need to change the examination pattern? Time and again UGC taking decisions which are not going well with either students or academia. Does UGC alienated from the ground realities of higher education. Its new regulation for considering API (Academic Performance Index) for tenure promotion has also received lot of criticism from academic community. API only consider number of papers published by academic community not consider the quality of the research (see http://www.thehindu.com/opinion/lead/article2721182.ece) UGC is creating lot of problem for students as well as for academics by introducing new or amending existing regulations very often. ‎'Better research in applied sciences'Nobel laureate speaks at University of Mumbai MUMBAI: Nobel Laureate Professor Kurt Wuthrich was in Mumbai University to deliver a lecture on Impact of research in natural noble sciences on human daily life. Wuthrich stressed on the need to strengthen the researches in applied sciences in India. India has progressed a lot in basic sciences but lags behind in terms of applied sciences, he said. He was awarded the Nobel Prize in Chemistry in 2002 for his development in nuclear magnetic resonance (NMR) spectroscopy for determining three-dimensional structure of biological macromolecules in solution. He mentioned that NMR in structural biology gives new remedies for diseases like HIV and cancer. From this academic year, the university has initiated Nobel Laureate Lecture Series for which recipients will be invited to speak in their discipline. It was the first lecture of this lecture- series. She plays an active role as a member of various local and national library committees. She has served as a Chair of the AAMES Publication Committee and AAMES Conference Planning Committee. She has also been the editor of AAMES newsletters. Deepa also has publications, conference presentations and projects to her credit. One of her projects South Asian Oral History Project has received national acclaim and led to a book publication titled Roots and Reflections : South Asians Map the Pacific Northwest by University of Washington Press co authored by Dr Amy Bhatt and Dr Nalini Iyer based on the project. All such messages have been held back from approval because of the possibility of overloading of IISc mail server. As you may be aware, there are more than 6000 members on this list. This move comes as the All India Council for Technical Education (AICTE) has approved new technical courses for the University. These new courses involve getting new equipments, computers and other requisite devices. According to a Deccan Chronicle report, the union ministry for human resources development (MHRD) has sanctioned 3,250 units of Aakash tablet PCs for the University. The Electronic Publishing Trust for Development is pleased to announce the winners of a new annual award to be made to individuals working in developing countries who have made a significant personal contribution to advancing the cause of open access (OA) and the free exchange of research findings. We received 30 proposals from organisations in 17 developing countries on four continents, naming individuals who have worked hard to promote OA and who have achieved substantial progress. The selection of a single winner was extremely difficult as we received nominations for so many individuals who have made impressive strides by any or all of the following means: * establishing OA institutional repositories; * setting up or encouraging conversion to OA journals; * achieving establishment of OA mandates requiring research to be OA on publication, or other policy developments; * advocating OA via seminars, publications, workshops, videos; * training others in the technology of setting up IRs; * preparing and establishing e-learning projects; * working towards the acceptance of Creative Commons licensing arrangements for research publications; * developing software for use in OA practices. Because of the high standard of the applicants, we have decided to name a single winner, but also to recognise three other individuals who were very close runners-up. All will receive a certificate and the winner will receive in addition an engraved plaque in the next few weeks. We are very happy to announce that the winner of the inaugural award is Dr. Francis Jayakanth of the National Centre for Science Information, Indian Institute of Science, Bangalore, India. Dr Jayakanth played a significant role in the establishment of India's first institutional repository (IR) (http://eprints.iisc.ernet.in<http://crm.cis-india.org/administrator/components/com_civicrm/civicrm/exter…>). He now manages the IR and has provided technical support for establishing IRs in many other universities and institutes in India. He has been the key resource person at many events to train people in setting up IRs and OA journals. He has delivered presentations on IRs, OA journals, the OAI protocol, OAI compliance, and the benefits of OA to authors and institutions and the role of libraries. He has developed a free and open source software tool (CDSOAI), which is widely used. The Indian Institute of Science is the most prestigious institute in India and its IR now holds >31,400 records, making the century-old institute's research far more globally visible than before. The University Grants Commission in India has been impressed by the IISC's IR and has directed all universities in India to replicate this effort. Dr. Francis Jayakanth can indeed be considered an OA 'renaissance man', an advocate and technical expert in all aspect of OA development and an inspiration to all, both at the research and policy level. The EPT is proud to congratulate Dr. Jayakanth as our first Award winner. UGC-JRF grants-some doubts

Dear friends What actually happened at CUSAT UGC-NET exam centre for LIS is clear now.The exam Co-ordinator of that centre revealed the incidents occured to some media persons in Kerala.The centre has not received question paper for LIS in time.He says that, may be it is because of the leave days before the christmas holidays.They got initimation from UGC to take photocopies of questions of LIS to distribute to candidates.They did it.thats all.see the malayalam newspaper story in this regard: http://www.madhyamam.com/epaper/epapermain.php?view=thumb&page=12&mode=sing… NB: dont ask CUSAT authorities the following questions.They wont answer to that questions. :) 1)when they took photocopies of LIS second and third paper. 2)when they found that question paper bundle for LIS alone lacks 3) when they informed UGC that LIS question paper bundle not received 4)when intimation from UGC received to CUSAT authorities to take photocopies of question papers 5)afterall,why only for LIS ,this photocopy-bundle missing happened. I agree to mithun's opinion in this regard who wrote exam in that centre that an investigation should be done in this matter. *Good News for ALL LIS Professionals* Students appearing for the National Eligibility Test (NET), 2012 will be able to evaluate their performance immediately after appearing for the much-simplified test. The University Grants Commission (UGC), which conducts the test for around 2.5 lakh students twice a year, on Thursday decided that candidates can take carbon prints of their optical reader answer sheets with them. This will enable students to know instantly how they have fared in the test, said UGC chairperson Ved Prakash. In another decision, the UGC has decided that all the question papers for the test will be objective type. Till now, two papers were objective and the third one subjective. This has led to delay in declaration of the results, sometimes forcing students to appear again. Students had earlier expressed their unhappiness over evaluation in the subjective type paper. Now, we will be able to declare the results much before next NET and to the satisfaction of students, Prakash said. The format will be applicable for the June 2012 exam and results will be announced by October before the next exam in December 2012.
