Subject: A Joint Convention of IASLIC and BLA Dear Sirs/Madams We are anxious to observe the disquieting situation prevailing in the Govt. controlled and Govt. sponsored Public libraries in West Bengal caused by recent Govt. order dated 14.03.12 indicating the imposition of the Government’s inhibitive restriction for reading newspapers in the libraries of West Bengal. It is needless to mention here that modern libraries, unlike those in earlier centuries, are the knowledge resource centres (KRC) and cardinal intermediaries between the producers and consumers of knowledge. The knowledge economy starting from the days of Adam Smith has been shaping itself anew in these days of market economy resulting in both generation and proliferation of knowledge at faster rate. Its fruitful use has become indispensable in any sphere of human activity. Precisely, knowledge is the invisible capital for development and newspapers are the primary sources of knowledge. Gathering, culling, disseminating and using of knowledge of any type and variation are the absolute rights of any individual institution and organization in the society. Its easy accessibility availability and free flow for use in a library according to user’s choice, need, demand and requirement should be imperatively ensured. Moreover, according to UNESCO, a library is “people’s university”. Any imposed restriction for reading newspapers in the libraries is bound to mar the activity and effort for achieving the cherished goal. Thus, IASLIC, in collaboration with Bengal Library Association(BLA), is going to organise a joint convention on the above mentioned order issued by the Govt of West Bengal imposing restrictions on subscribing newspapers for Govt libraries on 22.04.2012 (Sunday) at 4 pm in the Mahabodhi Society Auditorium, College Square, Kolkata – 700 073. The metrics are based on citations from *all articles* that were indexed in Google Scholar as of *April 1st, 2012*. This also includes citations from articles that are not themselves covered by Scholar Metrics. To know which are the top 20 journals in a particular subject area just type the subject. For example; Economics, Statistics, Mathematics etc using the following URL address. Here is what the European Science Academies want! 12.04.2012 - UNESCO Open Science for the 21st Century: Declaration of All European Academies At its 13th General Assembly, ALLEA, the umbrella organization of European Academies of Science, adopted a joint declaration on Open Science for the 21st Century. The Presidents urge science funders to implement open science principles for publications, research data, software educational resources and research infrastructures. They ask scientists, educators and students to embrace a culture of open science where sharing of publications and data is the norm, enabling scientific collaboration in Europe and beyond. The document quotes article 27 of the Universal Declaration of Human Rights that speaks about the “right to share in scientific advancement and its benefits”, and mentions the relevance of UNESCO’s Charter for the Preservation of the Digital Heritage, adopted in 2003. European Commissioner Neelie Kroes, who is responsible for the Digital Agenda, welcomed the ALLEA Declaration. With the ever-increasing production of data – the scientific community now produces every year a collection of data that is 20 times as large as the entire collection of the Library of Congress - we have entered into the era of open science. The main objective of this program is *“to bridge the gap between what is preached and what is practiced at the workplace”, so as to; *i) develop core competencies for knowledge enhancement; ii) transform the LIS professionals into an efficient workforce and knowledgeable in developing innovative information skills; and iii) inculcate infopreneurial attitude among the LIS professionals towards sustainability. *Pedagogy* This workshop programme will be mix of presentation, case studies and hands on exercise. Now, with the spread of the Internet and the availability of tools like blogs and social networks we are able to enjoy this freedom to the fullest and have a true participatory democracy. You, as legislators recognised the importance of intermediaries like Google, Facebook, Twitter and Internet Service Providers for e-commerce as well as for free expression, helping us to express ourselves and provided them protection from any legal liability that could arise out of content generated by users. Such a protection provided in the Information Technology Act, 2000 was important for these intermediaries to operate freely without threats of frivolous legal action. Now, the Government wants to impose restrictive, unconstitutional guidelines on the intermediaries via the Information Technology (Intermediaries Guidelines) Rules, 2011 notified in April 2011. The rules cast an obligation on the intermediaries to remove access to any content on receiving a complaint from an affected person that it falls under the category of a wide, vague, undefined list of “unlawful” content specified in the rules. This vague list includes content considered as ‘blasphemous’, ‘libellous’, ‘grossly harmful’, ‘harassing’, or ‘disparaging’. The rules mandate the intermediaries to decide whether content is “lawful”, thereby bye-passing judicial processes. The rules also allow Government agencies to access personal data of users without any legal safeguards. These rules are violative of our constitutional rights of freedom of expression and privacy and are also against the intent of the Parliament as stated in the Information Technology Act, 2000. We appeal to you to support the motion for annulment of the Information Technology (Intermediaries Guidelines) Rules, 2011 being moved in the Rajya Sabha and Lok Sabha and to ask the Government to draft new rules which will protect our freedom and privacy. Dear Professionals, The Library Media Centre at Kendriya Vidyalaya Pattom, Thiruvananthapuram has launched a project on information literacy for young learners, InfoLit India. The project aims at developing the essential 21st century literacy skills (mainly Internet, media and library literacies) in the students and teachers through instruction, training and research. It is conceived on a basic information literacy curriculum which was developed according to the standard skill sets required in an Indian school educational environment. The project has three main components. 1. Internet Literacy ("Web challenge") 2. Media literacy ("Media matters") 3. Library Literacy ("Face-a-book") The project will select a group of students and carry out a planned Information Literacy programme for the coming one year. The impact and effectiveness will be evaluated through various statistical procedures. The findings will be used to develop a national information literacy programme for Kendriya Vidyalayas across the country. The new policy builds on recent efforts to increase access to information at the World Bank and to make its research as widely available as possible. As the first phase of this policy, the Bank launched today a new Open Knowledge Repository and adopted a set of Creative Commons copyright licenses. The new Open Access policy, which will be rolled out in phases in the coming year, formalizes the Bank's practice of making research and knowledge freely available online. Now anybody is free to use, re-use and redistribute most of the Bank's knowledge products and research outputs for commercial or non-commercial purposes. "Knowledge is power," World Bank Group President Robert B. Zoellick said. "Making our knowledge widely and readily available will empower others to come up with solutions to the world's toughest problems. Our new Open Access policy is the natural evolution for a World Bank that is opening up more and more." The policy will also apply to Bank research published with third party publishers including the institution's two journals --World Bank Research Observer (WBRO) and World Bank Economic Review (WBER)-- which are published by Oxford University Press, but in accordance with the terms of third party publisher agreements. The Bank will respect publishing embargoes, but expects the amount of time it takes for externally published Bank content to be included in its institutional repository to diminish over time. In support of the new Open Access Policy, the World Bank is adopting a Creative Commons Attribution (CC BY) copyright license for content published by the Bank, the most accommodating of all licenses offered by Creative Commons. It allows anyone to distribute, reuse, and build upon the Bank's published work, even commercially, as long as the Bank is given credit for the original creation. The CC BY license helps the Bank to maximize its impact while simultaneously protecting the Bank's reputation and the integrity of its content. World Bank content published by third party publishers will be available in the Open Knowledge Repository under a more restrictive Creative Commons license. The new copyright practice goes into effect today. While much of the Bank's research outputs and knowledge products have been available for free on the institution's web site, and on other channels, the new Open Access policy marks a significant shift in how Bank content is disseminated and shared. For the first time, the Bank will have an aggregated portal to research and knowledge products, where the metadata is curated, the content is discoverable and easily downloaded, and third parties are free to use, reuse, and build on it. "Allowing unfettered access to the Bank's trove of development knowledge is commendable," said Cathy Casserly, CEO of Creative Commons. "For researchers, it increases the visibility, usage, and impact of their work. For users, it allows for the discovery of knowledge and encourages the open interchange of ideas." The Open Knowledge Repository, the centerpiece of the policy, is the new home for all of the World Bank's research outputs and knowledge products. The Repository -- available at openknowledge.worldbank.org -- currently contains works from 2009-2012 (more than 2,100 books and papers) across a wide range of topics and all regions of the world. This includes the World Development Report, and other annual flagship publications, academic books, practitioner volumes, and the Bank's publicly disclosed country studies and analytical reports. The repository also contains journal articles from 2007-2010 from the two World Bank journals WBRO and WBER. The repository will be updated regularly with new publications and research products, as well as with content published prior to 2009. Starting in 2013, the repository will also provide links to datasets associated with research. While the vast majority of the works are published in English, over time translated editions will also be added. The Open Knowledge Repository is interoperable with other repositories and will support optimal discoverability and re-usability of the content by complying with Dublin Core metadata standards and the Open Archives Initiatives protocol for metadata harvesting. "This new policy is a natural extension of our other efforts to make the Bank more open, including the Open Data Initiative and the landmark Access to Information Policy," said Caroline Anstey, World Bank Managing Director. "Anyone with Internet access will have much greater access to the World Bank's knowledge. And for those without internet access, there is now unlimited potential for intermediaries to reuse and repurpose our content for new languages, platforms and media, further democratizing development by getting information into the hands of all those who may benefit from it." The new Open Access policy and launch of the Open Knowledge Repository represent the next major development in the World Bank's Open Development Agenda. Date: Tuesday, 17th April 2012 at 3:00 pm Venue: Committee Room, Central Library, JNU, New Delhi About the Topic: At the ministerial OECD meeting on the Future of the Internet Economy in June 2008 in Seoul, the member states agreed on the need for governments to work with business, civil society and other parties to promote and expand access to public sector information and promote the re-use of data worldwide. Public sector organisations produce, collect and share vast amounts of information, such as meteorological, traffic and socio-economic data, health and statistical data, cultural information and others. Public sector information is the “raw material” for new added value services, but it is often difficult for third parties to re-use it. Many countries have updated their public information laws to adapt to the new opportunities through the digitisation of information. PSI re-use (Public Sector Information) goes beyond traditional e-government concepts and transactional information exchanges between public sector and business/citizens. The awareness for PSI issues, from policy to legal and technological questions varies from country to country and depends on open information flows between different stakeholders, as well as a change of mindset in the public sector. This new thinking encourages new forms of public engagement and leads to democratization of government data.What are the trends and developments in public information in India? Will the Electronic Delivery of Service Bill (EDS) increase transparency and enhanced cohesion? About the Speaker: Waltraut Ritter is managing director of Knowledge Dialogues which she founded in Hong Kong in 1997, specializing in applied relating to innovation, knowledge, and intellectual capital. She has worked in information and knowledge management since 1989, when she served as information management consultant for the United Nations Development Programme in Geneva and New York. In recent years, she has focused on the knowledge economy and innovation initiatives for national and international agencies in the public sector. She is visiting faculty at the International School of Information Management the University of Mysore (India) and was Professor for Knowledge Management at the Nanyang Technological University in Singapore. She holds an MA in Information Science and Sociology from the Free University of Berlin and an MBA from Anglia Ruskin University, Cambridge. She has been involved the UN World Summit of Information Society process from 2003 to 2005 and subsequent UN Internet governance forum (IGF) working group on Open Data. She is a founding member of the New Club of Paris, a knowledge economy research network supported by the Worldbank, OECD and EU. She also serves on the Digital21 Strategy advisory board of the Hong Kong Government and as research director for the Asia Pacific Intellectual Capital Centre, a non-profit think tank on knowledge economy.
