Dear Friends, I would like to challenge Manoj Kumar opinion regarding UGC NET exam. How it is possible to measure one's teaching ability merely through objective questions? Ans: Descriptive exam mode is not the apt tool to evaluate teaching skill. To test teaching skill, UGC has to conduct practical class room teaching test in-front of students. Teaching posts are very few in LIS. Librarian job is considered as a professional one and need skill set. For the selection of library professionals objective mode is good. Objective mode is enough to test a candidates practical knowledge base. But questions should follow the standard. It should not be cut and paste from LIS guides. Great teachers in LIS are not UGC NET holders. In my knowledge, lot of senior good teachers in LIS without UGC NET has been successfully sharing knowledge to students. In our knowledge, Dr. S.R. Ranganathan had not qualified any NET type competitive exam conducted by UGC. But he was a successful teacher. The same way lot of good teachers still in service without NET. The only advantage of this mode is that the paper valuation will be done fastly and easily. Ans: This is one of the great disadvantage or curse of this exam. Dear Mr.Manoj, How can the teaching skills can be measured through descriptive written test alone??? Whether Oral presentation skill is more important than writing skills for teachers??? Whether it is tested by UGC??? India may be the only nation where persons become eligible for teaching after only a written test. I know many teachers who cleared UGC NET but miserably fail in class room. Why interview is inevitable for IAS Officers after written test??? Comments please........ Dear Sir you are absolutely Right! Thanks for the lucid explanation about my concern on the future of Librarianship in India. Librarianship in India has lost the ground created by father of library science in India Dr. S. R. Ranganathan. Being Indian we must be ashamed that we have deviated from the path shown by Dr. Ranganathan. Today library professionals are looked upon as mere clerks. the reason behind this solely the creations of our own faulty practices. The root of the cause lies at the very faulty system of attracting people to this profession. In India only those people opt for Librarianship (with few exception) who donot have a chance of getting admited to other lucrative courses. You have rightly pointed out that Library & Information Professionals have an edge over Computer Professionals. They are trained or ought to be trained in providing information pinpointedly, exhaustively and expediously. However many of the LIS Professionals are simply busy learning and adopting technology and forgetting the basic role of the LIS Professionals. No doubt technology is important and I am not against learning about technology, but at the same time we should be cautious that we donot forget the basics of Librarianship. But on one point I cannot agree with Sunny Joseph. The job requirements for a particular post cannot be the prerogative of any employer (lest it being a private employer). I think there are certain rules and norms set down by the Central Government for recruiting staff for various posts. Exisiting rules and norms shouldnot be violated. With this regards we have to certain that Government has clearcut rules and norms for for recruiting library personals. Regarding UGC-NET

Dear professionals This is to express my strong disagreement with Mr. Vimal's observations regarding UGC-NET pattern. He says that earlier ugc-net was a mere "handwriting competition". Mr. Vimal should remember that Ist and IInd papers of NET were always objective type and the IInd paper is subject based. A candidate should qualify a minimum mark in each paper and a specific score in both the papers together for his 3rd paper to be evaluated. This means that a person who does not have knowledge of his subject cannot qualify NET. Moreover NET is a national level test for finding out capable candidates with enough subject knowledge and teaching aptitude. A person merely having good subject knowlede without adequate presentation skills cannot become a good teacher. From this point of view earlier pattern of 3rd paper was effective in testing the subject knowledge as well as the presentation skills of the candidates. In a descriptive paper, it is not important how much you write, it is rather more important what you write and how you present it. It is very obvious that a person with good subject knowledge and average presentation skills can easily qualify UGC-NET regardless of the pattern. Regarding 2012 June pattern of NET, it can be said to be more luck driven, as there was no negative marking. UGC should have executed the minimum responsibility to filter out those candidates who mark answers through mere guessing without any sound knowledge in the subject field. Negative marking could have solved this issue upto a limit. Dear Professionals, I am not agree with the views expressed by Mr Vimal Kumar that present format of UGC NET Exam is far better than the previous ones. The new format would be better but this doesnt allow someone to draw this conclusion that those who have qualified the NET exam prior to the present format were merely calligraphers. Infact the former format was more difficult as one has to have good command over languages.This was a means to assess the expressiveness/communication skills besides the subject knowledge of the candidates. In my view comparison shouldnt be made on the ground that someone has good handwriting and that was the deciding factor only.I am a bad writer as far as calligraphy is concerned so obviously I shouldnt have qualified the UGC Test. My dear friend it is a test of understanding of the discipline.If someone has good command over subject but his handwriting is poor he may qualify the test,however in the reverse situation if someone has poor knowledge of subject but his writing is excellent then there is no guarantee that he would qualify the test. The large number of response by the candidates against this new format shows how they were enthusiastic about this objective type test. Later IPU was compelled to allow offline mode of application as their server got blocked.This overwhelming response is quite appreciable at one end however on the other end it also shows that this format was somehow assumed easier.I personally know many LIS professional who approved this fact. But I dont approve that this format would be easier rather it is going to be very tough as it demands through and comprehensive hold over the discipline same as in the case of previous format. Dear friends, I do not agree with Mr. Vimal Kumar that all who pass UGC-NET are mere calligraphers. But of course, good hand writing and presentation skills play vital roles in success of any written exam, along with the subject knowledge and language skills. At the same time some phrases such as "I am not agree" or "the large number of response by the candidates against this new format shows how they were enthusiastic about this objective type" etc are testimonies about the language skills of NET qualified persons. Personally, I plead for full- proof system whether it may be descriptive or objective. My charge against the descriptive system is about its valuation procedures which do not permit re-valuation in any case. In such a system the invisible evaluator who claims to be the "absolute authority" is at full freedom and the candidate is at their mercy or luck plays a major role. When I requested for photocopy and re-valuation of may answer scripts after June 2010 exam through Kerala High Court, UGC obviously lied in the Court that my answer papers were destroyed as my letter for preserving my papers was not received in their office. The result of the exam was published on 8 th October and I sent my request for preservation of my papers on 9th October by speed post. When I produced the evidence of its receipt by UGC's office, they were voiceless. Getting copies of answer papers of three toppers, publishing answer keys in web site were also my prayers. I contended the case myself and the case was failed due to my lack of experience in court procedures. But due to the decision of Hon.Supreme Court of India, any examining agency is bound to provide the copies of answer books under RTI Act. I think the judicial decisions have bearings on the new pattern of UGC-NET also. You may remember that in June 2010 NET exam only 11 candidates passed in English. There were wide discussions in campuses and in media about the result. See what happened in DEC-2010 exam. More than 350 candidates in English passed NET. Whether the standard of English in India was increased to 3000% just in six months !!! I was informed by UGC that more than 30 crores is with them as "profit" earned by six years by conducting NET exam and UGC is unwilling to disclose the earnings since the beginning of the test. The case is pending with Central Information Commission. There for I have strong evidences to believe that everything is not fine with UGC. As Hon. Courts opined that secrecies tempt to corrupt. Transparency or sun light is the best disinfectant. Dear Friends, Primarily it is the prerogative of the employer to decide whom should be appointed and to fix the qualifications etc. We know the works in libraries and many of us have good working skills in computer based library technologies. To my knowledge library science departments were wooing computer science, since 1990's, the beginning of the internet era, much ahead of other teaching departments thinking and planning for computerised systems. Now-a-days, most of the students pass out MLIS possess good competence in library technologies along with traditional library and information skills. On comparing various professionals in their ICT competence, it is sure that library professionals are second only to computer professionals. But computer professionals have only computing skills. No information skills.I recollect an experience in my college when my Principal wanted an information from the University's web site and the staff member with M.Sc. computer science could not provide the information, though he perused the web site; but I could furnish it quickly. They are more competent in technologies and ignorant about information or knowledge or its management. Instead of "information", computer persons usually use the term "data". It is fact that many of the persons in the top level management of any organisation in India are "veterans" who awe about computers or its techniques. They look the computer people with great admiration and many of the veteran group are not even ashamed in openly admitting about their ignorance of computer techniques. At the same time many of them underestimate librarians because of their common sense thinking. They vociferously opine that library science is nothing but common sense and the job of a librarian can be performed by any literate person. In India librarians are generally the under-utilised professionals. The main job of a librarian,that is , reference or information service is not popularised in many libraries including the highly staffed university libraries. Thus the users see librarian as mere book clerks. In fact, the computer persons can not operate a library and he can install a digital library software but can not create and mange a digital library. The thing which is likely to happen is the computer person shall get appointment as library cum informatics officer and he shall join for library science distance education. It is the duty of professional organisations like ILA, IASLIC etc to take up the matter to concerned authorities and if failed fight legally. Dear all, I am looking for a professional librarian urgently, who can take care of our library, its personal for a library which is at the residence. Since I am not well versed with this industry, I have listed a few things which I could think of; may be the professional could add a few things to the list. We have the Cybrarian software which they can use too. The person can visit twice a month: a) Classifying the newly purchased books. b) Cataloging, printing & pasting spine labels. c) Checking for mis-shelved books & placing them in their correct place on the shelves in the library, offices, 3 children’s rooms & 1 common children’s play area. 95% of the work is at the residence which is in Worli and 5% which is very rare will be in Lower Parel. Dear Sir/Madam, This is in response to Vimal Kumar post on “Response from NET aspirants, 24th June”. The main intention of raising issue with regard to the new format of UGC NET exam was purely UGC introduced/switched over to objective type questions from previous descriptive format (paper 3), without consulting academia or students. Can we allow this to happen in a democratic society? UGC time and again flouted its own decisions and introduced new rules and regulations without much discussion in public forum. The introduction of new NET exam pattern was one such example. If the new format is fine and students are happy, it is welcome but in a democratic society each individual has its own views or points to make and they have the rights to do so. Let us not make this too personal. Challenging previous NET qualified candidates is not good in any way. Have heard that the new format is much easier than previous one. Some of them were happy and some others had a different view. Everyone is unique in their own way. Vimal you have born and brought up in a state where there is space for dissent and Karl Marx a household name. I would like to quote Marx and conclude this piece “Ruthless Criticism of Everything”, which is good for the democratic society. In signed networks, there is an explicit show of trust (positive) or distrust (negative) among the actors. That is, an actor can designate others as friends or foes. Examples of signed networks include the Slashdot Zoo network, Epinions etc. In a social network, actors tend to connect with each other on the basis of their perceived social hierarchy. The concept of social hierarchy can be stated as the emergence of a tree-like structure comprising of actors in a top-down fashion in the order of their ranks, describing a specific parent-child relationship, viz. child trusts parent. However, owing to the presence of positive as well as negative interactions in signed networks, deriving trust hierarchies is a non-trivial challenge. We argue that traditional notions are insufficient to derive hierarchies underlying signed networks. To build hierarchies in signed networks, we introduce two interpretations of trust/goodness namely 'presence of trust (good)' and 'lack of distrust (not bad)'. In order to develop a hierarchy signifying both trust and distrust more effectively, the above interpretations are combined and the actors are arranged according to their aggregate deserve (trust) values. We then introduce a hypothesis for building hierarchies based on deserve values while preserving the locality of interactions between actors. In this sense, even though a hierarchy represents an aggregate social structure, the relationships are formed from local structures. The hierarchies obtained using our hypothesis are said to be locality-preserving, with each hierarchy representing a well-defined local community. Each such hierarchy contains a community representative at the root. Modeling such locality-preserving hierarchies in trust networks finds applications in community detection, information dissemination and locality-based governance for the population. First and foremost Library jobs must be reserved for Library Professionals like the Doctors job in the Hospital. 2. We must sincerley follow ethics of librarianship without following the ethics of Computer professionals. 3. Librarianship must be the Master and technolgy its Servant and not the otherway. 4.If we go too much after technology we shall be nowhere, as if like the small fish in the big ocean full of Sharks. 5. Technology should be the means and not an end to the Library professional values and ethics. 6. Many of us are unknowingly welcoming the dvelopments which encourages People from other profession (one can guess easily!!!) to encroach our field of practice. 7. At this hour of crisis we must be united locally, nationally and internationally. 8. Professional association must not sleep in the hour of crisis. These are the forums through which we can raise our concern in a proactive manner. 9. Hi AllI am surprised to see the Note "Candidates Who have attended regular courses and obtained relevant degree in Library and Information Science are preferred. Candidates with degree obtained through distance education mode may please ignore this advertisement". That too at this age of self learning! I cannot understand why people are prejudiced about the distance learning system. Does the mode of study really matters or the knowledge or skills attained by the professional matters. Why not try the candidates and see whether they are qualified enough or not? Many advertisements for various job opportunities are for regular candidates only. Then why not abolish the system of distance education? Does it mean once we acquire any degree the learning stops unless you study through regular course? Do you really believe that all students are taking distance education as an easy way to acquire degrees? What about those who are not much lucky enough to continue their studies through regular mode? How can we say some one who completed any diploma/graduation/post graduation by distance mode is inferior to those who did it as a regular course? Universities like IGNOU has got an excellent course structure and study materials. The problem is not with the system of distance education, but with the individuals concerned. I don't think one needs to attend college or university today to gain knowledge on any subject. As LIS professionals, we should be the first to realise this fact. Dear Library Professionals, Let me share few points on the opinion of Mr. Gafoor as DOOMSDAY!!! nearing for our Profession. 1. What are the jobs our fully qualified (MLISc + NET + PhD+PGDCA etc.) library professionals doing in many of the University Libraries in Kerala or other states? 2. Whether we are employing these highly qualified professionals only for counter duty and issue and return of books for several years? 3. If that is happening, after a long period of issue and return only experience, what technical and managerial excellence they can gain?. 4. Whether our Library Schools (other than DRTC) are able to effectively train LIS professionals to manage the e-resources. Whether we can manage an e-resource only library confidently? 5. Whether our Library Science teachers and senior professionals are sincerely looking into our real personnel and professional problems and trying for solution?. It is a grave fact that our professionals are quarreling each other mainly because of system generating issues like appointment, promotion, qualification, etc. 6. The Govt. of Kerala run schools without effective libraries and librarians. Now we are arguing that CLISc holders are best suit to be posted as School Librarins 7. Then why not we recommend/try Nurses in place of Doctors; Diploma holders in place of Engineers, Degree holders as Asst. Professors? So, this is high time to re-structure our system. Dear Friends, NET June 2012 objective mode exam was good. I could see happy in all participants face while exit from exam center. The questions are good and capable to evaluate the knowledge of library professionals and students. The questions represented theoretical aspect and practical aspect. Previous descriptive questions were not such type and only capable to test bookish knowledge. I really agree with Sri. Sunny Joseph's comments. You can see no equality in former UGC NET results. Paper valuation is not a serious job of UGC. I still remember candidates compare UGC NET exam as a lottery ticket play. After exam, they pray and wait for result. After the result announcement,few winners became happy and other became sad. And again they try their luck next time. On the way, UGC bagged huge amount. Winners of NET holders in descriptive exam think that former exam system was good. In majority of cases, average presentation and good hand writing decide the winners. I challenge them to apply once again and win NET. In my view candidates with average hand writing could not made impression in paper valuation. We can consider the past UGC NET exams as a hand writing competition !! -- Vimal Kumar V. Paper 3 is always considered to be a tough game in all the test. But I was n't felt any difference between paper 2 and Paper 3. Our subject is vast inwhich there are lots of topic relevant which can be asked.. This time there was many questions with Assertion and Reasoning which can be justified when it appears in Paper 1 , but what if it repeat in Paper 2 and Paper 3 ?... Does it means there are not any topic in LIS. If anybody have any reverse opinion or anything to add, Kindly post. Dear Friends, The new pattern of NET is a welcome change. The main allegation of previous pattern was the valuation of the descriptive paper III. In human valuation one can not ensure that merit is always protected. Those who have good hand writing and writing skills can create an instant impression on the invisible examiners while those who have not developed these skills would suffer however they provide outstanding ideas. Nobody can ensure that your all answers are read by the examiners. Further all the evaluaters appointed by UGC, based on the qualification or experience need not be equally meritorious. Valuation of answer papers is a humanly boring work and most of the human evaluaters try to complete it soon and enjoy the remaining days with TA and DA. It should be noted that there is no re-evaluation in NET exams. To my query under RTI ACT, UGC informed that the examiners are provided with no value points. That is the valuation is highly arbitrary and subjective and no revaluation is allowed!!! No examiner can be held for irresponsibility also. Computer can not have discrimination in valuation. It can not reduce marks, even if, the answer is correct, as done by human evaluaters. Every body gets equal treatment and 100% objective evaluation. we get the copies of the answers. 100% transparency. Is it good? The main allegation about the multiple choice exam is that it doesn't check the analytical skills and creative thinking of candidates which can only be tested through written exams. But most of the questions asked during all these years were purely memory questions or testing merly factual knowledge, not creativity or higher order thinking skills. While for answering most of the objective questions warrants analytical thinking along with factual knowledge. for eg. one of the questions asked in the 2012 exam, Assertion : Library Science education is more than hundred years old in India. Here on should know in which period library science education started in India. It can be certificate education or degree level education or formal training. Here thinking warrants along with facts or application information in different contexts. Descriptive exams are outdated because of evaluation problems and world over the trend is for objective exams. The system is likely to continue due to the revenue aspect also which is three times higher than that of the previous exam.
