Google introduces handwrite search for mobiles, tablets Google has introduced a new way to search - in mobile with a touch-screen or in a tablet. The new feature enables one to search just by writing on the screen. Typing on a mobile keyboard can be a pain while travelling. Precisely clicking on the letter can be an arduous affair even when we are in a hurry. Google search's new feature does away with the keyboard totally. Once enabled, the user can write anywhere on the screen using the finger or stylus. Google captures what has been written and inserts it on the search bar. In a Blog post on handwrite Rui Ueyama, Software Engineer, says: "Handwrite enables you to search by just writing letters with your finger almost anywhere on your device's screen - there's no keyboard that covers half of the screen and no need for hunt-and-peck typing." To enable handwrite for web search, go to Google.com in the mobile browser, and tap on settings at the bottom, enable handwrite and save the settings. Once the feature is enabled, you can go back and write anywhere on Google's search screen. After 15 years, library to lend books again 98-year-old library has 2.75 lakh books After a gap of nearly 15 years, the State Library at Cubbon Park may soon start issuing books to its members again. The 98-year-old library, which has a collection of 2.75 lakh books including some rare ones, had stopped issuing books to readers more than a decade ago. "We are planning to begin issuing books in the next two months. The facility was stopped since a few rare books went missing," said K G Venkatesh, Director, Department of State Libraries. The measure comes in the wake of dwindling number of visitors. According to Venkatesh, there has been a drastic decline in the number of visitors to the library, particularly the children's library, over the past four to five years. Lack of parking facility Heavy traffic on the Cubbon Park Road with little space for parking vehicles in front of the library also dissuades people from paying a visit. "People coming to the High Court park vehicles near the library. The parking fee too has been increased. This has become a deterrent for those who would like spend few hours in the library reading," Venkatesh said. He hoped that bibliophiles might evince more interest if the library begins to issue books again. The children's library was built two decades ago and has a collection of about 30,000 books. The library building replaced a KSTDC canteen. The officials in the department say the library risks losing the prime location due to the decreasing number of visitors. There already have been proposals to allot the place to the Court. A portion of the space has already gone to the Wine Board. "The library should not be shut down just because the number of visitors has reduced. We will initiate measures to attract reading public back to the place," Venkatesh told Deccan Herald. The Libraries department has sought co-operation from the Department of Public Instructions to kindle the interest in the library. It has sought to make a visit to the library mandatory as part of educational trips of schools. The Fisheries department has been roped in to set up aquariums in the children's library. Litterateur U R Ananthamurthy suggested a networking among all the state libraries so that readers can request for a book from a library in any part of the State. "This is how city libraries in London have retained their popularity," he said. Welcoming the decision, litterateur Chandrashekar Patil said lending books will definitely help the department revive the library movement. "People in the City do not have time to travel every day to read books in the library. If books are issued, they can come once a week. At the same time, the library should not fail to provide reading space inside the library," he added. Fw: Making Indian public libraries more visible

Friends: We have tens of thousands of public libraries in India. Some like Connemara Library in Chennai are large depository libraries (where in principle every book published in India will be deposited), some are state central libraries managed by the local library authorities of the State Governments, and then there are the district libraries under which we have many libraries in cities, towns and villages. Their resources and collections vary widely; some have access to computers and Internet but many do not. Needless to say all of them can do with improvements. But before we think of pumping additional resources and improving them (or along with that), we need to ensure that a very large number of people visit these libraries and use the resources there. How do we create mass awareness of public libraries? How can we make these libraries more visible? What kind of publicity campaigns will work and will be cost effective? I would be grateful for your views. Friends from outside India are welcome too to chip in with their suggestions. I believe a similar organization in India will be of great value to our social scientists, economists, development researchers and scholars in humanities. An international consortium of scholars and teachers, H-Net creates and coordinates Internet networks with the common objective of advancing teaching and research in the arts, humanities, and social sciences. Among H-Net's most important activities is its sponsorship of over 100 free electronic, interactive newsletters ("lists") edited by scholars in North America, South America, Europe, Africa, and the Pacific. Readers and Researchers all over the world can now check the availability of books at Vartak College Library just at a click. Annasaheb Vartak College library which possesses more than 60 thousands books has recently made its library catalogue ‘online’. One can visit the ‘Online Catalogue(Webopac)’ page on the website *www.vartaklibrary.co.nr* of the library in order to find out the book, its availability status and other details. The library is also subscribing to the ‘N-LIST’ consortia of INFLIBNET, Ahmadabad where 2500 E-journals and 75 Thousand E-Books are made available for reading, downloading etc. Also, the library is developing a ‘online digital library’ which will be available soon to its users through which the user can get direct access via internet to Institutional Repository containing old exam question papers, published research papers, old issues of college magazine ‘Vartakite’ and other useful information resources. Researchers of Tomorrow is the UK's largest study to date on the research behaviour of Generation Y doctoral students (born between 1982 and 1994). JISC and the British Library jointly commissioned the three year study in 2009, which involved 17,000 doctoral students from 70 universities at various stages in the project. The research findings reveal: Doctoral students are increasingly reliant on secondary research resources (eg journal articles, books), moving away from primary materials (eg primary archival material and large datasets). Access to relevant resources is a major constraint for doctoral students� progress. Authentication access and licence limitations to subscription-based resources, such as e-journals, are particularly problematic. Open access and copyright appear to be a source of confusion for Generation Y doctoral students, rather than encouraging innovation and collaborative research. This generation of doctoral students operate in an environment where their research behaviour does not use the full potential of innovative technology. Doctoral students are insufficiently trained or informed to be able to fully embrace the latest opportunities in the digital information environment. With�gold OA, publishers cease to�charge readers�to access scholarly journals (in the form of subscriptions), but instead charge authors, or their funders or institutions, to publish their papers (by means of an article-processing charge, or�APC). This allows publishers to make research papers freely available on the Internet. With�green OA, researchers continue to publish in subscription journals (without payment), but then self-archive their papers in their�institutional repository, usually after an embargo period. In this way, researchers can make their papers freely available themselves. Over the years there has been much debate as to which is the better method for achieving OA, but no consensus has ever been reached. In the past month, however, a number of developments have served to focus minds on the respective merits of green and gold as never before. It began with the publication on 18th June of the�Finch Report. Chaired by�Dame Janet Finch, a sociologist at the University of Manchester, the Finch Committee was formed last year by the UK Minister for Universities and Science�David Willetts, and asked to consider how access to research could be expanded. Clear policy direction After giving the matter due consideration, the Finch Committee concluded that a clear policy direction should be set towards supporting publication in open access or hybrid�journals, funded by APCs, as the main vehicle for the publication of research, especially where the research has been publicly funded. In other words, Finch recommended that gold OA should be viewed as the norm for publishing research papers. By contrast, Finch recommended that the institutional repository (i.e. green OA) should be relegated to the role of bit player, merely providing access to research data and to grey literature and assisting in digital preservation. Where self-archiving does take place, Finch suggested, it would be unreasonable to allow papers to be deposited before an embargo period of at least 12 months had passed (except where publishers do not offer a mechanism to pay for OA gold). The Finch report ignited a firestorm of protest, not least because it estimated that its recommendations would cost the UK research community an additional 50-60 million UK Pounds a year. Since it was clear that there would be no additional funding from the UK government, this meant that universities would have to find the additional money from existing budgets. University College London (UCL) Vice-Provost (Research) David Price concluded, "The result of the Finch recommendations would be to cripple university systems with extra expense. Finch is certainly a cure to the problem of access, but is it not a cure which is actually worse than the disease?" Serving to spur on the complaints, a few weeks later a report commissioned by the UK Open Access Implementation Group (OAIG) concluded that green OA offered a much more cost-effective route. Specifically, OAIG said, where a unilateral move to gold OA in the UK would cost large research intensive institutions about £1.7 million a year, a unilateral move to green OA would cost only around £100,000 a year. In this light, it is perhaps unsurprising that when on July 16th Research Councils UK (RCUK) announced its new OA policy, it reinstated green OA as an equal partner to gold, and insisted on no more than a 6-month embargo (except for humanities and social science papers), apparently ignoring many of the Finch recommendations. RCUK's new policy, we should note, was published just hours before David Willetts announced that he was accepting all the Finch proposals, bar one on VAT rates for e-journals. The very next day (yesterday) the EC issued a Communication on providing better access to scientific information in which it proposed an OA policy that mimics the RCUK policy. No easy task Where this leaves the Finch recommendations remains unclear. What is clear, however, is that adopting a national OA policy in a research environment that is truly global is no easy task - particularly where gold OA is viewed as the main vehicle for achieving OA.
