Governments should support Reading and Libraries instead Wine Shops Governments should support Reading and Libraries instead Wine Shops – Prof. Sarah Joseph, eminent writer and social activist opined while inaugurating the three day National Book Festival organised in the College of Horticulture of the KeralaAgriculturalUniversity, Vellanikkara. People have to return back to books and refine themselves. The education system should support learning and teaching in humanities along with science and technologies topics, she continued. Dr. K.P. Rajeevan, Registrar, Kerala Agricultural University (KAU). C. Abdul Razak, Former University Librarian, KAU delivered Key Note Address. The book, “Re-engineering and Re-defining University Libraries in the context of modern ICTs”, authored by Dr. A.T. Francis and published by Ess Ess Publishers has been released by Prof. Sarah Joseph and Administrative Officer K.S. Vijayalakshmi received the book. KAU General Council member Avinash Regi Thomas and Horticulture College Students’ Union President A. Jamaludheen spoke. Dr. Digee Bastian and K.V. Aparnasree have been honoured as Best Readers of the Library. Associate Dean Dr. C.T. Abraham welcomed and Library Head Dr. A.T. Francis proposed vote of thanks. Thousands of books in all subjects like agriculture, science and technology, health, literature, linguistics, entertainment, cinema, etc. has been displayed in the exhibition by several Govt. and private agencies, publishers, distributors, writers etc. All books are available for purchase at a minimum discount of 15%. Admission to the festival was free and open to all, including farmers and public. Modern Library Technologies should provide better services to Library Clientele Modern library technologies should be targeted to provide better services to the library clientele, Horticulture College Associate Dean, Dr. C.T. Abraham opined while inaugurating the “Seminar on Technology Management in Modern Libraries” jointly organised by the Kerala Library Association (KLA) and College of Horticulture, KeralaAgriculturalUniversity. Service Tax of 12.36% on Online information and databases

As per the Govt circular, based on the Finance Act, 1994, all 'Online and off-line products' will now attract a service tax of 12.36%. Earlier these products / services were under negative list. Such a change in the policy will put pressure on the already constrained library budget. In view of this policy change, most of the vendors have postponed forwarding subscription to the publishers with an assumption the Govt may withdraw the change and it seems have also made representation in this regard. As we are gearing up for next year renewals, the matter will be of serious concerns to all of us. Please refer to section 75 of the below mentioned circular : http://www.servicetax.gov.in/st-act-upd-dec10.pdf It says "on-line information and database access or retrieval" means providing data or information, retrievable or otherwise, 5[to any person], in electronic form through a computer network" Our regular vendors have already indicated that, henceforth, libraries need to pay a service tax of 12.36% for renewing online journals and databases. I highly appreciate further debate on this issue. Using data from ROARMAP institutional Green OA mandates and data from ROAR on institutional repositories, we found that deposit number and rate is significantly correlated with mandate strength (classified as 1-12): The stronger the mandate, the more the deposits. The strongest mandates generate deposit rates of 70%+ within 2 years of adoption, compared to the un-mandated deposit rate of 20%. The effect is already detectable at the national level, where the UK, which has the largest proportion of Green OA mandates, has a national OA rate of 35%, compared to the global baseline of 25%. Conclusion The conclusion is that, contrary to the Finch Hypothesis, Green Open Access Mandates do have a major effect, and the stronger the mandate, the stronger the effect (the Liege ID/OA mandate, linked to research performance evaluation, being the strongest mandate model). RCUK (as well as all universities, research institutions and research funders worldwide) would be well advised to adopt the strongest Green OA mandates and to integrate institutional and funder mandates. Promotion of our own journals like NISCAIR Journals or IAS Journals through concerted efforts as Prakash Chand Sir commented.2. Many University had adopted policy to promote its faculty who has published more no. of articles in high impact factor journals (at least IF >1). Essentially, these high IF journals are being published from abroad as only a few (3-4) Indian journals crossed IF - 1.Instead, had UGC / CSIR taken some pain to categorise journals in different groups like Australian Research Council (http://www.arc.gov.au/era/ANZSRC.htm) did and include some of our Indian journals in higher category, the situation could have been different.3. Data collection through Right to Information request - Is it right to do so?

Dear friendsI am posting this to know about your opinion on a tendency found among research scholars now a days. I have been getting questionnaires of PhD research under the Right to Information Act. As you are aware most of these questionnaires are of minimum 8 to 10 pages and the questions are mostly to be answered on a personal level. Right to Information is a statute designed and promulgated with a specific cause to bring transparency to the governance and its machinery. But this seems to be misutilized by many for personal purposes. One example is this. Data collection for research is the real task in research and you have to enjoy this with utmost sportsman spirit. If there are occasions were you are not getting minute data which are essential, you may use this method. I am more worried about this as this tendency is more among library science professionals. Dear forum members, I agree with Dr. Gopakumar and Dr.Tadasad's thinking of responding to demanding questionnaires. Data collection doctoral research is voluntary and depends on cooperation from the respondent. It cannot be forced on respondents for providing information under RTI. What will be value of research, under pressure, if the respondent provides wrong information or incomplete data? I feel the RTI should not come in the way of Academic research. The basic philosophy of survey research is revolving around ethical values and maintaining the privacy of individual respondent. In such situation how one can claim the data provision under RTI? and if he/she collects collect such data under RTI, what prevents the researcher to disclose the identity of individual respondent? This logic itself defeats the basic philosophy behind survey research. As Dr. Tadasad said, I too feel that the respondent can refuse/reject/no response to such demanding questionnaires. Unlike other countries, the responding to survey in our country is on professional ground and it won't yield any visible rewards to respondent in return. I don't think we need to refer RTI for managing our library. It is our duty/responsibility to maintain library records and resources in order. I completely agree with Dr. Gopakumar. I have also noticed this tendency. In last few months, I have received several such questionnaires through RTI. I think this tendency is growing because many times our tables get flooded with such questionnaire - particularly from LIS research students and we cannot respond to all the questionnaires. That is why these budding researchers are resorting to RTI. It must be known to all that participation in any research is completely voluntary. Whether in field research method or through questionnaire method, participants' willingness is of prime importance. Research methodologies within the paradigm of Social Science gives maximum respect to participants' decision. A researcher must be ready to accept that from a sample of any size, the response rate can be anywhere between 30 - 40%. Somewhere I read that 40% is considered a very good response rate. In order to raise the response rate, these reseachers are resorting to coercion/compliance method using RTI. This issue must be handled within the arena of research ethics. In my opinion, the DLIS of various universities must come forward to stop this behavior. They must specify that research based on data collected through RTI will be TOTALLY REJECTED. They probably can go one step further by making it mandatory that all questionnairs must have some declaration that the questionnaire was not administered through RTI. Words and symbols to be italicized must be clearly indicated, by either italic type or underlining. Abbreviations and acronyms should be spelt out with its first occurrence, unless found as entries in their abbreviated form in a standard dictionary. Pages should be numbered consecutively. Length: Manuscript should typically be of 10 to 15 pages including the reference list. Notes and reference: Notes are for explanations or amplifications of textual material. They are distracting to the readers and expensive to set and should be avoided whenever possible. They should be typed as normal text at the end of the text section of the manuscript rather than as the part of the footnote or endnote feature of computer programme and should be numbered consecutively throughout the contribution. A reference list should contain references that are cited in the text. These should be accurate and complete. Personal communications (letters, memos, telephone conversations) are cited in the text after the name with as exact a date as possible. Examples of references to a book, a chapter in book, and journal article follow, formatted in APA style: Tables, Figures, and Illustrations: Create tables, figure, and illustrations in their electronic files, separate from the main text. (You may use one file for all the tables, but place each figure or illustration in a separate file. Each table should begin in a new page). Figures and tables should be keyed to the text. The data in the text need not be described in such detail that tables become redundant. Figure captions should appear on a separate sheet, not on the original figures. One high quality, camera ready version of each figure must be submitted with the manuscript; photocopies may accompany the additional manuscript copies. Compositors will typeset the tables. Online database is not confined to database services in information industry. Therefore, blanket exemption of service tax may lead to exclusion of all industries including financial services industry that heavily use online databases. A common practice by the Government is to offset service tax by increasing the funding. Other methods are available as well. Making something available for free or exemption of royalty, taxes, fees and charge may not be the most effective way to promote access and usage in all the cases. Open access proponents tend to miss the point that somebody pays for the access. It is quite possible this service tax will help in making journals open access.
