I too support Dr. A T Francis in his opinion. Kerala University has permitted Part-Time PhD for teachers in Govt. and aided colleges in the Kerala State, for contract lecturers appointed in teaching and research centres attached to the University Depts., UIT centres and KUCTE and also to those working as Library Staff in the University of Kerala with a minimum of three years experience. It is quite a matter to think about. If UGC-NET is an essential qualification for college librarians in aided and Govt Colleges as it is required for the teaching staff, and if the college librarians are eligible to avail FIP as in the case of teaching staff in colleges, then why are they not given the chance to do part time PhD? Why only teaching staff are given that privilege? Authorities should really think over the matter and they should remember that if these aided and Govt colleges are offering Library and Information Science Courses, then these librarians definitely would have a chance for being a teaching professional. UGC Cheated while Declaring UGC-NET June 2012 supplimentary results-reg.

Dear Professional Friends, The UGC declared UGC-NET June 2012 results two times. The supplementary results declared by the UGC has given remark as pass for the following General category students who have scored 63.43% instead of 65.00%. This has also happened in OBC and SC/ST Category also. For more information you can visit http://www.ugcnetonline.in/marksDisplay.php webpage and cross check the role numbers listed below (Supplementary result sheet). I want to ask how the UGC passed the students who scored less than 65.00% in General Category and Similarly in other category also. The role numbers listed 15590114, 16590087, 16590256, 17590023, 17590040, 10590014, 11590017, 12590048, 12590070, 12590074, 12590126, 1259018, 12590574, 12590669, 15590114, 16590087, 16590256, 17551494 have passed UGC by scoring 63.43% in General Category. The UGC has not announced on what criteria they have reduced the pass percentage form 65% to 63.43%. The UGC raised the qualifying marks to 15% in each category while announcing the results. Then how they passed 63.43% scored candidate that has to be clarified. The 63.43% cannot be rounded to 64.00% or 65.00%. The UGC is fooling the students by announcing results like this. Dear all, University of Kerala has invited applications for PhD Registrations vide Notification No. Ac.E1.B1/16273/2012 dt. 10-12-2012. As per this, the following categories are permitted PhD Part-Time Registration: Part-Time Registration is permitted to Teachers in Govt. and aided colleges in the State of Kerala. Part-Time Registration in management studies is extended to those working in managerial position with a minimum of three years experience in Govt./Public Sector undertakings. Part-Time Registration is extended to contract lecturers appointed in teaching and research centres attached to the University Depts., UIT centres and KUCTE. Part-Time Registration in Library and Information Science is extended to those working as Library Staff in the University of Kerala with a minimum of three years experience. The University of Kerala and University of Calicut are the only universities in Kerala offering PhD Programme in Library and Information Science. KeralaUniversity is permitting staff of Companies for PhD programme. PhD being a statutory qualification for library staff, they are not permitted for part-time PhD!!!!!!!. Why many universities are putting negative clauses on the development of libraries as well the career development of library staff. Whether the university teachers and authorities are afraid on the career development of library staff?. While Librarians are designated as Scientists/Teachers in Central/State Govt. research institutions like DRDO, ISRO, KSCSTE, KFRI, CWRDM, TBGRI etc. and also in most of the universities in India, the librarians in universities and colleges in Kerala are categorized as non-teachers. The High Court of Kerala verdict states that the Librarians in KeralaAgriculturalUniversity are “Teachers” as per KAU Act. I am very much ashamed that the very meaning of “teaching” is not known to many so called academicians!!!. That is why library and librarians are categorized as non-teaching. Dr. A.T. If his wish for further work of reorganizing libraries had been accepted by the then British authorities, libraries in this part of the world would have progressed far rapidly than these did in the next 40 years after his departure from India. *Mumtaz A. Anwar, Hon. Professor, DLIS, University of the **Punjab**, ** Lahore*** The moving spirit behind library movement in Andhra was Padmashrt Iyyanki Venkataramanayya. Popularly known as Iyyanki. �He completed his school education in 1903. He could not prosecute his studies further owing to his deep involvement in the National Movement. Iyyanki realized that illiteracy was the root-cause of the social and economic problems of India. He felt that libraries were as powerful as educational institutions in eradicating illiteracy. This led him to start the library movement. He joined the Ram Mohun Library as its Secretary in 1911. This library made rapid strides under his leadership. He also worked as the Secretary. Andhra Desa Library Association from its inception in 1914 to 1939. He built-up the Andhra Movement as a model to the entire country. *P. S. G. Kumar, Former Head, DLIS, **Nagpur** **University**, **Nagpur*** He (Ranganathan) was of the strong conviction that libraries are force in education including adult education. His dream was to provide free book service to all Indians. �Crusader in him never stifled the scientist he was. He possessed a radical and fertile mind. His deliberations on the theory of library science metamorphosed its very face. In his first book *The Five Laws of Library Science *(1931), now a classic (reprinted many times); he gave library science its normative principles. This book is a sum and summary of his entire library philosophy and became the fountain head of all his later writings. M. P. Satija, Former Professor & Head, DLIS, GNDU, Amritsar He (S. Bashiruddin) was pioneer in many respects. He was first fullfledged AMU librarian. He brought all the books including the prestigious collection of manuscripts, for the first time, under one roof in MA library. He was the first to introduce �Certificate in Library Science in the University. He was the man who started first of all a postgraduate degree course as �Bachelor in Library Science� in the country. He was the first to open job avenues for girls in the University Library, Aligarh. He was the unique librarian who served four other university libraries after being relinquished from Aligarh. Dr. S R Ranganathan was the �Father of Library Science� in India whereas Prof. Bashiruddinn was exceptionally a harbinger in the field of Library Science. In recognition the Government of India awarded him Padma Shri in June 1976 although he deserved to be considered for a higher Padma award. Habibur Rahman Chighani, Former Director, Khuda Bakhsh Oriental Library, Patna In the words of Keswan,"what is Marshall's contribution to librarianship? The answer is he himself and in that answer is contained a world of significance. What he has done is to build a great tradition of service to scholarship, both postgraduate and undergraduate which has to be seen to be believed. ...His professional life with its deep involvements and incorruptible integrity was so exemplary that he led without wanting to lead". "We the librarians of India would like to salute him on the occasion of his retirement and to say that we feel taller because he was and is one among us." K. Navalani, Former Professor & Head, DLIS, Punjabi University, Patiala I will now turn my attention to Kesavan�s contribution to the National Library, the Indian National Bibliography (INB), and his profession in Indiaand in other countries. Kesavan took charge of the Imperial Library in March 1948. The challenge that he first faced concerned Pakistan�s claim to a part of the stock of books in the Imperial Library and other governmental libraries as a consequence of partition. In a famous picture that appeared in the American weekly *Time Magazine*, Kesavan is seen as a harried librarian sitting between two piles of books on either side labeled India and Pakistan L. J. Haravu, Trustee, Kesavan Institute of Information and Knowledge Management, Mysore Prof. Das Gupta was a great teacher, with amazing depth of knowledge, not just in Library related subjects but also in the entire universe of knowledge, with an unparalleled eloquence, always with convincing arguments and strong convictions. As an academician, he was respected by entire teaching community of the University and was a very popular friend of all departments and faculties. Even Vice Chancellors like C. D. Deshmukh had great regard for him. The two decades from 1946 to 1966, when he was in the University of Delhi virtually he was at the helm of affairs of every library matter in the country. C. A. Augustine, Former Head, DLIS, University of Kerala, Trivandrum During the five years of his (D. R. Kalia) directorship of DPL, his fame had spread like a forest fire both within the country and abroad. He reached the end of his five year tenure on 31 January 1956, starting 1 Feb 1951. His stars were in ascendance. A month before the end of his tenure, he had a chance meeting with Dr. Luther Evans, Director General of Unesco which was holding its annual conference at New Delhi in December 1955. Impressed with Kalia�s work at Delhi Public Library, Dr. Evans queried Kalia if he could possibly be available to Unesco for extending the benefit of his experience to countries where such experiences was required, of course when he was free from his present assignment. Kalia made his mind known to Dr. Evans in the affirmative. He was thirty-five at the end of his DPL tenure. M. L. Saini, Former Librarian, University of Delhi Delhi Dr. Sharma faced an uphill task of shifting the University Library from Simla to Chandigarh. However, with the co-operation of his colleagues, shifting was done smoothly by the middle of December, 1959. ...Dr. Sharma assisted Mr. Mons. P. Jeanneret, a French Architect, in designing Panjab University Library building and its furniture. ...A magnificent five storied building of the library with its valuable collection came into existence. The first air conditioned University Library in the country, situated in the heart of the University Campus, surrounded by the teaching departments and the University hostels, can claim to be the largest library in the region. The credit goes to Dr. Sharma and his dedicated colleagues who worked day in and day out. The library was formally inaugurated by Pt. Jawaharlal Nehru, the then Prime Minister of India in October, 1963." D.R. Grover, Retired Faculty, DLIS and V.K. Grover, Deputy Librarian, A.C. Joshi Library, P.U. Chandigarh Ranganathan had remarked about Herald of Library Science when it was launched that it is *the tenth organ of librarianship in **India**� This is second such organ to be started by my friend Prithvinath Kaula*. Alas after his demise, no issue has been published. It seems that *Herald of Library Science* has also died along with him, though S R Ranganathan had wished that it will� live long under his care (Kaula). A. S. Chandel, Former Head, DLIS, NEHU, Shillong �I was very impressed by Ganesh Bhattacharyya. In my memory, the image of him is framed in gold. He influenced me on a professional level. A scholar with a theoretical bent; he made me understand the importance of the principles underlying systems for organizing information. Though such generalities derive from Ranaganthan, filtered through Bhattacharyya's systematic and imaginative mind, they had a power and persuasiveness that reordered my intellectual life; leading me to go India to study at the Documentation Research and Training Center; later on to chair a working group at IFLA on the principles underlying subject heading languages; and eventually to write my book on the intellectual foundations of information organization.� Elaine Svenonius, Professor Emerita, DLIS, UCLA, Los Angeles, California Shri Subba Rao has greatly contributed to the LIS profession by his active involvement in spear heading for the creation of an All India Library Service cadre and also parity in the pay scales and other service conditions of the library professionals. Most of his suggestions submitted through the Memorandum to the Fifth Pay Commission have been recommended by it and were accepted by the Government of India. In addition to this, he has also strived hard to sort out the anomalies in the pay scales recommended by the Fourth Pay Commission for the library professionals, some of which have been endorsed by the Fifth Pay Commission also. For these activities, he mobilized all the library professionals and organised seminars to find solutions to these thorny issues. He has also carried out research on the variation of exchange rates of major foreign currencies over five years based on RBI exchange rates vis-a-vis Good Offices Committee, and suggested a formula for adoption by the libraries. He rendered selfless service to the profession honestly and sincerely." R. C. He had lately coined the slogan �A librarian Never Retires� which slogan he had printed on his last visiting card. ... Professor Tikekar was all for the modernization of libraries and he helped a number of libraries in their efforts to get modernized. He was of the view that ICT was set to make far-reaching changes in the library field and librarians should adopt ICT with devotion and high deal of expertise. He also advised the Departments of Library and Information Science to adopt new courses that will bring in new talent and introduce transformation of libraries. H. K. The first stage of this ambitious project is the launch of all issues of the title “24 heures” and its ancestor “Feuille d’Avis de Lausanne”, published between 1762 and 2001. The site **http://scriptorium.bcu-lausanne.ch **gives free access to the entirety of the text and provides very fine research functionalities. This project was led thanks to grants of the Swiss National Library and Edipresse (Tamedia), in collaboration with the Archives of Canton de Vaud and Archive of the City of Lausanne. * More than one million pages, this is the body of literature that the State and University Library Lausanne (BCU Lausanne) makes available free of charge to users on the site *http://scriptorium.bcu-lausanne.ch*. Consultation of a specific issue or a particular page from the collection of “Feuille d’Avis de Lausanne” and “24 heures”, published from 1762 up to 2001, is made possible. The site also offers the functionalities facilitating research in the whole content. The scanned pages can be downloaded, printed or sent by email. Making this body available online in a digital form is the first step of a larger project that aimes at making available through * http://scriptorium.bcu-lausanne.ch *all the newspapers that have historically participated in the constitution of cultural identity of the Swiss canton of Vaud. Congratulating Dr. Jagtar Singh, editor of the book, and Professor Jagindar Singh Ramdev, Founder & Chief Patron of Satkal, the Vice Chancellor said that this book would certainly inspire the younger generation of library and information professionals to emulate their role models from the book. Popularly known as Iyyanki. …He completed his school education in 1903. He could not prosecute his studies further owing to his deep involvement in the National Movement. Iyyanki realized that illiteracy was the root-cause of the social and economic problems of India. He felt that libraries were as powerful as educational institutions in eradicating illiteracy. This led him to start the library movement. He joined the Ram Mohun Library as its Secretary in 1911. This library made rapid strides under his leadership. He also worked as the Secretary. Andhra Desa Library Association from its inception in 1914 to 1939. He built-up the Andhra Movement as a model to the entire country.” *P. S. G. A month before the end of his tenure, he had a chance meeting with Dr. Luther Evans, Director General of Unesco which was holding its annual conference at New Delhi in December 1955. Impressed with Kalia’s work at Delhi Public Library, Dr. Evans queried Kalia if he could possibly be available to Unesco for extending the benefit of his experience to countries where such experiences was required, of course when he was free from his present assignment. Kalia made his mind known to Dr. Evans in the affirmative. He was thirty-five at the end of his DPL tenure.” *M. L. FUND PROBLEM : NO MORE EXCUSE FOR AUTOMATION

Dear All, In the age of open source solutions it is difficult to justify Fund related issues for purchasing of software and their maintenance. In LIS profession their are several type of Open source software (OSS) available today like Newgenlib, Koha, Evergreen etc. for automation, Dspace, Greenstone etc, for Digitization Joomla, drupal for Content management and many others which facilitates advance features for all library related activities free of cost. Therefore my view is giving excuses of fund problem for automation, digitization, website creation is not justifiable. Now a days we can see Newgenlib people are always posting on forums to automate your library free of cost and recently a MHRD initiative under the project NMEICT some professionals are engaged to Automate the AICTE/UGC affiliated collages/institute libraries with KOHA software (http://koha.ignouonline.ac.in/ )without any fee/charge. So now it is time to realize our technical IT based Knowledge problem in adoption of such wonderful free of cost solutions for libraries and we need to pay much attention in development of such skills, i am sure these capability will also help in improving the status of library profession in society also. Please do not forget that commercial firms who provide the support for above software are not the maker of OSS they just make us aware about how to use the software which should not be a big job for young B.Lib, M.Lib, Dr. in LIS and some stupid like me. How to read books and alienate friends *Jairaj Singh, Hindustan Times* December 09, 2012 Of late, I have been finding reading books a little futile and irksome. The more I read, the more I seem to forget, and only now has it is begun to hurt somewhere deep inside. Each time I start a new book, I feel like I'm holding a fistful of sand, and with each page I turn, I can't help but let its fragile content slip through the grasp of memory. When the book finally draws to an end, I'm left with bits of dust and crumbs. I don't know why I'm still reading books. A few weeks ago, I finally found Jonathan Safran Foer's Everything is Illuminated (2002), a book I've been looking for the longest, in a bookstore that vehemently denied of having it on its shelves and stock. For some inexplicable reason, it's one of those few novels I've read, which became an almost instant favourite long before I read its first page. Has this ever happened to you? After I was turned down by Fact & Fiction and told matter-of-factly to hunt for a cheaper edition, I set myself on an adventure to look for the book across the city's bookstores only to be confronted with a cruel and unfortunate reality that I have been ominously harping about in recent times. Bookstores in the city are on the verge of ruin. The future is not far when you won't be left with much choice on what to read. Perhaps, it's to do with the loss of my best friend (we used to share books we enjoyed since Mayo), I found Everything is Illuminated a very sad and moving tale. The story is about a young American Jew (shares the same name as the author) who travels to Ukraine with a yellowing photograph in search of a woman believed to have saved his grandfather from the Nazis. He is accompanied by a local, Alex, who is his age, very fond of American pop culture, and a very terrible translator, Alex's melancholic grandfather, who is the designated driver of the journey and is convinced he's blind, and Sammy Davis Jr Jr, the driver's "deranged seeing-eye bitch", out on a quixotic journey that will cast an indelible impression on the rest of their lives. Told in three narrative strands, loosely set in magic realism, and etched in wit, war, sex and pain, I couldn't help but have tears in my eyes when I read the novel. The book took me incomprehensibly long to read. Since it was the cheaper edition, it has a very fine print, and thus hard to read. But it helped traveling with the book to the hills. If you're ever looking for closure in life, and hold sadness in your heart, then I would advise you to take a book to the mountains. Another book I picked up was Raymond Carver's Will You Please Be Quiet, Please?, a collection of short stories by one of America's finest short story writers. The beauty of Carver lies in his ability to be simple and precise as he freely moves between compassion, sadness and humility tucked in careful folds of ordinary life. He has a rich deep working class poet's voice, but not in the lyrical way; he adds heft to composition. Not for a minute will your eyes stray from his stories because they are so neat, precise and concise. Anyone who has ever toyed with the idea of writing a short story must read him. Will You Please Be Quiet, Please? was written at a very harsh period in Carver's life. Around the time this collection of short stories was released, his first, he almost died of alcoholism, and had to settle with a life of sobriety. Perhaps this transition of strife and chaos permeates through in his stories, making this collection all the more endearing. Reading books is becoming increasingly dull in this age of instant messaging, social media, Wikipedia, smartphones, TV shows and films. It takes some inane commitment to develop a habit of reading, and it's only going to grow harder. Why do we read books? To be entertained, stimulated, to learn, or just visit worlds we never knew existed? By not reading books and killing the culture, we're making way for a rudderless world with no balanced view and perspective. Speaking on the pleasures of reading, one of the most celebrated writers of our times, Ian McEwan, who I met many years ago on a cold sunny afternoon in Jaipur, in a recent interview to The New York Times said, "Perhaps the greatest reading pleasure has an element of self-annihilation. To be so engrossed that you barely know you exist." So, why do I read books? I enjoy stories. It's not always how little you remember or forget from a book that counts.
