JNU - World Bank Workshop on Open Data Development and Transparency Initiatives (May 9, 2013) Dear Friends, The World Bank, New Delhi in partnership with Central Library, Jawaharlal Nehru University(JNU) is organizing one day workshop on `Open Data – Open Development’ on May 9, 2013 from 10:00 -16:00 in Lecture Hall-I, JNU Convention Centre. Prologue Jawaharlal Nehru University (JNU) and the World Bank is organizing one day workshop on `Open Data Development Initiatives’ of the World Bank on May 9, 2013. Transparency, accountability and citizen participation are all at the forefront of the World Bank’s citizen-centered development approach called Open Development. The primary principle of the Open Development initiative is Open Data and Knowledge, Open Operations and Tools and open solutions. The Bank facilitates all interested parties with accessible, easy-to-use data, and with unprecedented access to other information and documents. Broad access to these data allows citizens, CSOs, policy makers, advocacy groups and other stakeholders to make better-informed decisions and to measure improvements more accurately. The World Bank’s Access to Information (AI) Policy represents a fundamental shift in the Bank’s approach to making information publicly available. It recognizes the centrality of transparency and accountability to the development process and includes principled commitments to strengthen public ownership and oversight of Bank-financed operations. The Bank’s Open Data, Open Finances, Geomapping, Open Knowledge Repository (OKR) and other platforms and open tools, Mobile apps represent its efforts to foster transparency and openness. This workshop has thus been planned to raise awareness and ensure that average citizens and beneficiary communities learn to use the policy and open tools to access timely and relevant information and data on Bank-financed projects and make the Open Agenda to be better known among academics, researchers, CSOs, and policymakers in country. Dear Dr. Mohan Many thanks for sharing your experience with NewGenLib. Undoubtedly, NewGenLib has moved several steps ahead in making the software not only functionally excellent but also especially suitable for the not unpeculiar Indian needs, the support team has shown exceptional committment to resolving problems faced by many of its users in India and overseas. What is even more remarkable is that NewGnLib has done all this without a modicium of support from any governmental or quasi-governmental agency. In any other country, the team would have got considerable encouragement,and financial and infrastructural support. On the other hand bodies such as Universities think that a small company can be bullied into submission. I know this because when I was closely associated with the software, I had to deal with some of these Mahashayas (librarians included). I am no longer associated with the software today as closely as before, but still do provide them with leads that might help. I am extremely proud of the team and its continued committent. Dear LIS-Forum Members, During my interaction with Dr. T C James (Director, NIPO and Consultant, http://jamesthanickan.tripod.com ) I have come to know about a landmark amendment in Indian Copyright Act (The COPYRIGHT(AMENDMENI)ACT, 2012, No. 27 OF 2012, An Act further to amend the Copyright Act, 1957. ) According to these amendments, Libraries can now store Electronic Copy of document held by them in Hard Copy. The text of the relevant amendment is as follows: ... (iii) for clause (n), the following clause shall be substituted, namely:- "(n) the storing of a work in any medium by electronic means by a noncommercial public library, for preservation if the library already possesses a non-digital copy of the work;"; (iv) in clause (o), for the words "public library", the words, "non-commercial public library" shall be substituted; ... He served as Assistant Librarian in Delhi University from 1945 � 1950 and taught Library Science Course in Delhi University from 1947 � 1950. Later, he served as a Librarian of ECAFE (Unite Nations Economic Commission for Asia and the Far East), Bangkok from 1950 � 1962 and Reference Chief at United Nations Library from 1963 - 1976. He was Joint Secretary of Indian Library Association (ILA) from 1948 � 1950 and a Member of the Indian Standards Committee during 1948 � 1950. He was also an Advisor to �Pune City Local History Project� from 1992 � 2000. Mr Garde delivered second �Sarada Ranganathan Lecture� in 1966 on �The United Nations Family of Libraries� at Bangalore. He authored a Reference Book �Directory of Reference Works published in Asia� that was published by UNESCO in 1957. I must confess that the software was still in its beta development stage and but for Goa University's benevolence, we could not have put to test and make improvements to NGL. I remember our efforts at other places where we tried to implement it free of charge at considerable expense to us and the difficulties we faced. Having said that I must congratulate Mr. E.M. Siddartha who has been the indefatigable developer of the software. The many days and nights that both of us spent on learning the convoluted structures of MARC-21 and other standards and the unique requirements of Indian libraries is a part of the history of the software. When I traveled abroad, I made a commitment to talk about NGL and this fortunately resulted in our presence in S E Asia and the Middle East. A team for OCLC which came to evaluate NGL some years ago went back with a lot of admiration for NGL, although they found that NGL was not ready at that time for what we today call Cloud computing. Since the last two years, NGL has indeed made quantum leaps in its technology and more importantly its support. Many of NGL's detractors in the early days now speak of it glowingly and this alone I am sure motivates the NGL team. Neither Siddartha nor I believe that we are competing in the commercial sense with other open source library management systems. The very concept of openness means that there should be healthy competition for the benefit of its potential clients. Libraries should be free to choose the software that they think is best suited to them. I would like to add, however, that libraries still do not use clear cut methodologies before deciding what is best suitable for them. Also, librarians should drive vendors and not the other way. Senior Librarian Mr P K Garde Passes Away

Message Sent on behalf of Prof S G Mahajan, Pune Dear All I am extremely sorry to inform you the sad demise of Mr P K Garde at the age of 96 at his Pune Residence on 19 Apr 2013. When Prof.Haravu contacted me and asked me to give a test bed for NGL at Goa University, I was verymuch impressed by the approach of a senior professional's humble initiative. My request to my University authorities was very much successful and I got the permission as well as the infrastructure support as per the requirement of NGL Team. I have seen the untiring work of Prof.Haravu and Mr.Siddart. In spite of their financial crises, they visited Goa many times at their own cost and developed the software by taking all our feedback. NewGenlib and KOHA - the Goa University experience

Dear professional colleagues I have seen some discussion going on about the use of Open Source Software in libraries, mainly talking about the use of NewGenlib and KOHA. Good discussion was going on. Surprisingly the name of Goa University Library was also found dragged in the discussion. I do not have any negative opinion about NewGenlib. But when I took charge of the library of Goa University, I was having serious problems with the server in which NewGenlib was installed. Every now and then we had to restart the sever which is located in the university's computer centre.  So I requested the agency which installed it for providing assisting in the customization and installation of NewGenlib in a new Server. The agency quoted 8.5 lakhs for the installation and customization of NewGenlib. This was a huge ransom when we consider the quantum of work involved. This approach of the agency has prompted the Goa University Library to go for another solution. The agency was not available for further negotiations too. We have gone to an agency which has quoted the lowest rates for data migration and customization. Now the database is working very well and users are very happy. Both software are equally good. As a professional, I feel that we need not take up the advocacy for some agencies engaged in their business. Do good for the profession. Unceremonious and unwanted bonding with business people will not bring good for the profession. I do not want to say anything more on this. Dr GOPAKUMAR V. Personally I know Mr. Siddharth and I met him 2-3 times in Mumbai and in Bangalore. His effort towards developing this software is highly appreciable. Committee for Rationalization of Courses in Library Science (1975)

Respected Sir/Madam, *Prof Krishan Kumar and Dr. Jaideep Sharma *mentioned in their book titled*"Library and Information Science Education in India" ( *published by Har Anand Publications in 2009) in page no. 76 about --- *the Committee for Rationalization of Courses in Library Science (1975)* with the following explanation: "*To bring improvements in library education, Ministry of education and Social Welfare, Govt. of India, set up a Committee for rationalization of Courses in Library Science, in July 1975. It gave useful suggestions*". I have particularly mentioned about this Committee because my exhaustive literature search on the Commission and Committees for LIS education in India hasn't got any reference about that Committee which I came to know from the book of Prof. Kumar and Dr. Sharma. *Would you kindly give me any information whether the Committee submitted any report to the concerned authority and whether the Authority published that report????* I searched the university libraries in West Bengal, National Library, Kolkata, Libraries under DELNET, Parliamentary Library, New Delhi in vain. I completely agree with the fact that Team NGL's continuous support can be called "par excellence"!! I have an experience of implementing NewGenLib at two places. Presently, at IIT Jodhpur we are using NewGenLib Open Source with continuous support of Verus Solutions (Team NGL). Dear Professionals I am sharing the experience with the Open source software NewGenLib. There is an update once in every 45 days (sometimes earlier but not later). In each of these updates NewGenLib team has incorporated librarian requirements/suggestions. I suggested many suggestions; they incorporated all of them in the software as and when new version is released. To Name a few - Import patron data from excel to NewGenLib - Bulk Import photos - SMS and email facility for Books transaction , overdue notice etc. - Overriding of Patron Id. - Promotion of courses - Batch import of invoice date, Invoice No. amount etc - In Web Opac uses them self can update their email and mobile no. and know no of books borrowed etc. All the facility/features are added at free of cost. Recently one more facility was added to Newgenlib i.e. self check in and self checkout The good thing about the system is that through their NGL Adaptation Program they have provided all the services like Installation , data conversion , online training, upgradation, New features, latest technology….etc absolutely free of cost. It was not just for my library but to all libraries I have recommended to go for this adaptation program. When ever I have any kind of a problem or a issue I always had NGL team to help me address the problem immediately. And through Internet they resolve my issues almost instantly. Being a user of NewgenLib Open Source I highly recommended Newgenlib for my fellow professionals.
