The UNESCO adopted Open Access strategy in 2011, and with effect from 1 July 2013 it has become fully Open Access. Capacity building to promote Open Access is one of the important strands of the UNESCO strategy. The UNESCO Open Access Forum 2011 also recommended training of young researchers and library professionals on Open Access. As a first step, we would like to seek help of experts though a discussion on this platform to identify Knowledge, Skills and Attitudes needed for Open Access by Library and Information Professionals and Researchers. So, we will have two strands of discussion: One for Librarians and the other for Researchers. This week we start with training needs for Librarians� Librarians play a significant role in providing access to peer reviewed information published in journals and help manage local repositories. Sometime back we did a Delphi study with select experts, which revealed the following as key areas for the librarians to study: Module 1: Foundations 1. Introduction to Open Access: Definition, types (green, gold, delayed), OA journals (gold and hybrid), OA books, OA repositories, benefits, barriers (publisher resistance), philosophy of access to knowledge, disciplinary trends; Open Access Policy development, including funder policies 2. Copyrights and licensing mechanisms for Open Access, such as the creative commons licenses, copyleft and publishers' embargo in self-archiving Module 2: Practical Options and Systems 3. Repositories and issues involved in creating and maintaining repositories, author self-archiving 4. Open Access Journal publishing systems and processes Module 3: Initiatives, Implications and Issues 5. Searching of Open Access information (Vehicles for Open Access: OAIster and other Open Access Search Engines, PubMed), Metadata related issues, SHERPA RoMEO, DOAJ, DOAB, GOAP, OA Map, etc. 6. Impact of Open Access on dissemination of knowledge, citation advantages, estimating impact; Changing practices in scholarly communication, including open peer review, emerging approaches to recognition of scholarly works 7. I saw the posting on Lis-Forum about Dr Tapaswi's superannuation. I have known Tapaswi since his DRTC days and later more intimately at NIO. He is one of the rare breeds in the Library and Information profession. He combines in himself unique combination of qualities: of leadership, professional competency, willingness to keep on learning, the fearlessness to experiment, and the wherewithal to build strong relationships with the users of his library and its services. Like all of us, products of time and space, one has to lay down one's office. I am sure NIO library staff and the scientists will miss him and his dynamism. I would like to convey my best wishes for days after his superannuation. If I know him well, then I do believe he will continue to make a contribution to whatever cause he chooses. Soon his vision and expertise was appreciated and India became the first developing country to be the part of the prestigious Aquatic Science and Fisheries Information System of Food and Agriculture Organization (FAO), UN in 1989. Dr. Tapaswi was the only library & information scientist from a developing country who was selected as a member of the group of experts in Marine Information Management (1992-2008) to help the 120-member Intergovernmental Oceanographic Commission (IOC) of UNESCO in development of marine information products. He was selected as the chairman of experts group for two times (1999-2004) for the development of Ocean Data & Information Network in African countries. He was the member of several national committees on e-resource negotiation, Open Access Policy, etc. Dr. Tapaswi, an alumnus of DRTC was always proactive in using technology for better services in library. An expert in CDS/ISIS with Pascal programming had developed himself automation package for NIO library during 1990s when it was a dream in India to automate the library services. The backbone of the automation package is still in use with modification in Linux OS with browser based facilities. I do agree with Dr K C Garg.The prime concern of every education system shoud be to ensure quality output.While there is limited seat in the central universities/state universities/DRTC/NISCAIR.etc the same is not true about the Open Learning Programme. Besides, LIS being more or less a practical oriented discipline due emphasis be given on the availability of quality infrastructures, best faculties,etc.MHRD(Deptt of Higher Education) must take initiatives in this direction.Maintaing some stringent criteria on LIS education in both mode regular and correspondece, will definitely result in quality output. Unemployment among the library professionals

Mr. Nayaka has pointed out correctly that the unemployment among the library professionals is on the rise. The reason is " more supply and less demand". Supply is more because the open education institutions are admitting the students in large numbers without caring about the quality of the student. Running two semesters is also not okay. Since it is a professional course due care is needed the admission process. In my opinion the distance education institutions should either limit the intake or these should be stopped by MHRD. Dear All, Please find here link to install the data input tools in many Indian language, It is provided by the Google, so you just input data in English as you speak in local language and it will convert it in your language script (Hindi, bengali,odiya etc.). You also need not to connected with Internet. I have tested this tool for cataloging of books in Hindi in KOHA software and it works fine. Respected Moderator please sent to the LISc Members *Unemployment is increasing among library Science students, why?*<http://feedproxy.google.com/~r/lislinks/~3/1gzExUbBJn4/2013205:Topic:538461…> Now a day’s Library Course are running in many Regular Universities, and Open Universities, many youths are taking admission to these course, Regular Universities take only eligible candidates through screening process ( Entrance/ interview etc.) and the seats are limited to 30-40 Only in each university. But Open Universities ( Distance Educational Institutions) in India are giving unlimited seats for each courses and giving them good percentage also). The distance education institutions are not allotting seats through screening process like entrance or interview. Few of them admit students twice in a year or any time they can enroll for the course in a year. The students qualified from distance education institutions are going for job for less salary jobs and many institutions pay very less salary because they need librarian just to show it to AICTE/ UGC etc. So they appoint students from distance mode of education and pay less. The quality of LISc education is diluted only because of Distance education institutions. My suggestion is that a Open Universities/ Distance education Institutions should limit the intake seats for each courses particularly professional courses like Library and Information Science. The quality of education in both regular and correspondence institutions should be upgraded by enforcing new updated topics in the syllabus. The LISc faculty members should keep phase with the changing technology and advance concepts. More Information Technology oriented concepts and today’s market needed topics should be included in the syllabus of LIS Curriculum. The students should also work hard to excel in the subject rather than blaming the profession. The Librarian should create his own positive identity in the working institution and make other aware the importance of Library profession in today’s world. Rangappa, Vice Chancellor, University of Mysore, Mysore, while speaking on the 12th Annual Day Celebrations of MyLISA. Speaking from experience of his recent visit to Moscow, Prof. Rangappa said that the libraries in Moscow are unique in their aesthetic appeal of the building and quality of library service they provide. He called upon the staff of the Mysore University library to visit Mosow to bring those technologies to the University. Prior to the Annual Day function, MyLISA has organized a daylong seminar on the topic ‘Publish or Perish’. Expressing his happiness over the theme of the Seminar, he said academicians and researchers have to publish quality research papers in international journals. He called upon the organizers to conduct Seminars, Conferences and Symposiums inviting scholars from within the Country and abroad. The Vice Chancellor also assured that University of Mysore will extend its helping hand in organizing such academic activities and he also noted that there is no dearth for facilities at the University for academic events. He released the ‘MyLISA News’ and stressed the need for more academic by way of publications and conferences . On her presidential address on the occasion, Prof Shalini R. Urs, Founder President of MyLISA, called upon academicians and researchers should adopt “Publish and Prosper” approach taking a leaf out of Prof. Ragappa’s book. Challenge for survival is faced by all profession. The only solution to sustenance is ‘change for better’. She opined that even Google is facing the challenge for its survival from Facebook. Retired librarians Sri H.Y. Mahakoteshwara from CFTRI, Sri Siddalingaswamy from JSS College, Smt. Ambica Devi from Department of Archeology, Smt. Savithri G from SJCE College, Smt. he Supreme Court has held that retirement age and pay scale fixed by University Grants Commission(UGC) for professors are not binding for universities run by the states. A bench headed by Chief Justice Altamas Kabir(since retired) held that there would be no automatic application of UGC recommendations for state universities and it is for a state government to take a decision. "There is no ambiguity that the final decision to enhance the age of superannuation of teachers within a particular state would be that of the state itself. The right of the Commission to frame regulations having the force of law is admitted. However, the state governments are also entitled to legislate with matters relating to education," it said. The court passed the judgement on a bunch of petitions filed by different states and teachers from different universities on the issue of implementation of UGC guidelines and whether certain regulations framed by it had a binding effect on educational institutions being run by different states and even under state enactments. "In our view, there can be no automatic application of the recommendations made by the Commission, without any conscious decision being taken by the state in this regard, on account of the financial implications and other consequences attached to such a decision," the apex court said. It, however, dismissed the state governments' plea that the UGC has no authority to impose any conditions with regard to its educational institutions.
