Librarian ------------------------------------------------------------------------------------------------------------- About the book: Consortium Approach to Resource Sharing in an E-Environment. By Yalagouda M. Patil The book deals with resource sharing through consortium keeping in view - journals crisis, cost escalation, scholarly publishing, shift from print to e-version and dwindling library budgets. To begin with, resource sharing is briefed covering library cooperation. Emergence of e-publishing has facilitated subscription to e-journals, access and delivery mechanisms. With proliferation of e-resources, consortia have emerged with aim of moving from organizational self-sufficiency to a collaborative survival mode. There are several consortia types and models available. The purpose of consortia is to deal with pricing and licensing by means of negotiations and to achieve win-win situation to all stakeholders. With growth of consortia, it is desirable to form National Consortium and National Site Licensing for access to available information at national level. Publishers were providing ‘big deal’ offers which could solve journals crisis but not budget constraints. With experiences gained in forming consortia, library professionals also gained enough skills for negotiations. To implement consortia activities, it is required to have minimum library IT infrastructure for access to information. It is important to look into archiving needs of consortia on a long term basis. Recent developments are for consortia migration and merger to make better use of available information. The Indian initiatives in forming consortia and experiences gained are briefed. He attended the prestigious Indian Institute of Technology (IIT) at Bombay where he obtained his degree in Chemical Engineering in 1988. Under his leadership, the unit¹s name changed from ³Business Program² to ³School of Business², became independently accredited by the Association to Advance Collegiate Schools of Business (AACSB) and a signatory to the Principles of Responsible Management (PRME) initiative. Included within those books were maps, diagrams, illustrations, photographs, and more. The Library has uploaded more than a million of them onto Flickr <http://www.flickr.com/photos/britishlibrary>and released them into the public domain. It's now asking for help. Though the library knows which book each image is taken from, its knowledge largely ends there. While some images have useful titles, many do not, so the majority of the million picture collection is uncatalogued, its subject matter unknown. Next year, it plans to launch a crowdsourced application to fill the gap, to enable humans to describe the images. This information will then be used to train an automated classifier that will be run against the entire corpus. The library is also soliciting ideas for how to present the collection to aid the tagging and metadata generation, and also make the pictures easier to navigate. -- Warm regards. In pursuance of this, a High Level Committee National Mission on Libraries (NML) had been set up by the Government of India. It was extremely heartening to us (IASLIC) with the hope that this NML would give due importance in implementing all ten major recommendations including setting up the Indian Institute of Library and Information Science (IILIS) of national importance which, as a nodal body, would give a vital direction to LIS education, research and practice for both high speed generation and use of knowledge needed for brining a structural change in Indian economy. IASLIC demands that the IILIS is absolutely the need of the hour for the LIS profession of Library and Information Science to fulfill its role as a corner stone of the knowledge society. I am sure; all of our fellow professionals bear the same feelings in their heart. But unfortunately NML has not taken yet any positive step to this effect. At least we could not find any such prominent effort on the part of NML. Thus we, on behalf of IASLIC, wrote to the Hon’ble Prime Minister expressing our grievance in this regard and also approached to Dr Barun Mukherjee, Hon’ble MP (Rajya Shabha) to help Library Professionals of India. IASLIC is ever grateful to Dr Mukherjee for taking up this matter and also for putting forward a demand in the Parliament on August 14, 2013. *“Dr Barun Mukherjee (West Bengal) : Sir, I would urge upon the Minister of Culture to set up a National Institute of Library and Information Science as is being demanded by thousands of library professionals and has been recommended by the National Knowledge Commission (NKC) constituted in 2005 initiated by the Prime Minister and headed by Mr Sam Pitroda. The Working Group of Libraries under NKC in its Report entitled “Libraries: Gateway to Knowledge – A Roadmap for revitalization” recommended in 2006 the formation of Indian Institute of Library and Information Science of national importance. * *With the growing technological development and advancement in research and studies, library and information science have assumed added importance. Koha wins trademark stoush with US defence contractor

After a protracted legal battle, the Horowhenua Library Trust, the birthplace of the open source Koha integrated library system, has succeeded in preventing an American defence contractor from poaching its trademark. The problem surfaced back in November 2011 when the American defence contractor, Progressive Technology Federal Systems/Liblime, applied successfully for a trademark on the name Koha in New Zealand. The Trust had no funds to hire lawyers and sought donations to regain the rights to its own name. It was aided in its fight y Wellington open source company, Catalyst, in its fight. The contractor attempted to pour oil on troubled waters by offering to hand ownership of the name to a non-profit representing the Koha community. But the Trust maintained that there was only one such organisation - itself. The original author of Koha, Chris Cormack, told iTWire today: "This decision allows Koha users, developers, and support companies to continue with Koha without the uncertainty of potential problems with the name." Cormack, who works for Catalyst, said: "While the Trademark application didn't slow down the pace of Koha development or adoption, it does feel like now a weight has been lifted. Randy Schekman, a US biologist who won the Nobel prize in physiology or medicine this year and receives his prize in Stockholm on Tuesday, said his lab would no longer send research papers to the top-tier journals, Nature, Cell and Science. Dr. Schekman said pressure to publish in "luxury" journals encouraged researchers to cut corners and pursue trendy fields of science instead of doing more important work. User Awareness program on Shodhganga at Jamia Hamdard University, New Delhi

Dear all One day '*User Awareness Programme on Shodhganga; repository of Indian theses & dissertations*' was organized on 5th December 2013 at the Conference Hall of the *Hamdard* Archive & Research Center, New Delhi. The program was initiated with a soulful recitation from the Holy *Qur’an* by the library staff pursuing knowledge. It was attended by Ph.D. research scholars from various University departments. *Mr. Manoj Kumar K*, senior scientist from INFLIBNET, Gandhinagar was the resource person. He made power point presentation which elucidated in detail the many advantages that institutions of higher education will gain by joining Shodhganga ETD repository. Highlighting by examples from several doctoral theses already uploaded by *Jamia Hamdard *University, he showed that these have been already receiving hundreds of hits across the globe from developed country like China to USA. He called upon the Ph.D. scholars to upload their synopses in the *Shodhgangotri* repository which will enable others to understand the current research trend in biological sciences. He dispelled the fear of the students regarding data theft and said that the *Shodhganga*authority has provision of putting embargo on certain portion of research work if the University Authority so desires. He also cited cases where *Shodhganga *authority has written to the Vice-Chancellors regarding plagiarism indulged in by some unscrupulous researchers. He suggested that research students may also directly upload theses if some Universities are not sincere in this regard. He informed that *Shodhganga* would shortly provide log-in and password to *Jamia Hamdard* to its anti-plagiarism software so as to check the cases of plagiarism, if any. Mr. M. Shoaib, the University Librarian, *Jamia Hamdard *underscored the need for resource sharing and told about the fundamental transformation that the library profession is experiencing on account of the advent of ICT. Dr. Gayas Makhdumi, University Librarian *Jamia Millia Islamia* opined that as all public funded research has to be made available in public domain, there is no better way than to host the research outputs of our academic institutions on the web for all interested to see and benefit. He also informed the gathering about his experience regarding another portal *Vidyanidhi*. Dr. S. Raisuddin, Director Research spoke about the need to observe ethics in research and publications. He averred that research students should not tailor-made their experiments to prove a chosen hypothesis and instead they shouldn't shy away with negative findings which belie their hypothesis. Dr. G. Qazi, the Vice-Chancellor of Jamia Hamdard in his Presidential address exhorted the students to take up newer and challenging research subjects so that they can have their mark of distinction among their peer. He lamented the practice in some institutions to produced doctoral theses with only incremental facts & figures. Homege to the Scholar Saint Who Made Unique Contrbution to Knowledge Management in Indian Languages

Sri. K. M. Govi the Scholar Saint who made unique contribution to Knowledge Management in Indian languages passed away in December 3, 2013. Let us pay our homage to the great soul. K M Govi was born in 1930 at Tellycherry, Kannur District of Kerala. He was educated at BEMP High School, and Brennen College, Tellycherry and after his studies joined administrative service at Madras Government Secretariat. He was a regular visitor of Madras University Library during his service there, which influenced him to leave his job for taking up librarianship as his profession. Within a year he joined Madras University for its post Graduate Diploma in Library Science one of the earliest professional course on the subject initiated by Dr. S. R. Ranganathan in India. He successfully completed the Course in 1952. He joined Malabar Library authority in the same year. Under his initiative the Malabar Library Network was implemented and he managed its affairs up to 1956. Later he joined National Library Calcutta from where he retired in 1987. During his service there he complied and edited the volumes of Indian National Bibliography (Malayalam). He spent his later years at Korapram House in Chettamkunnu, a suburban village of Tellycherry; leading a saintly life devoted to updating Malayala Granthasooji, guiding the development of Malayala Granthavivaram and inspiring professionals who understood him and sought advice. During his last days he was highly worried about the degradation of quality and sincerity in the profession; and politics especially in Kerala and avoided participating in the professional and public functions which dealt things superfluously on things. He lived according to his words and was bold enough to say what he felt about things. His views expressed in the lead article published in Mathrubhumi <http://www.mathrubhumi.com/story.php?id=411478>can serve as the most important guide for the academic administrators and government in developing higher education and research systems for regional studies. But could mold some of the best professionals from Kerala like Dr. R. Raman Nair, K. H. Hussain etc who considered him as a model and contributed immensely to the development of the knowledge management scenario in the country. Dr. Nair introducing one of Sri. Govi’s books has stated that his decision to select Library and Information Service profession was influenced by Govi’s book ‘Library Science’ he read during his college days, which was the first scientific treatise in Malayalam on the subject. The books by K M Govi include Library Science, Catalogue Nirmanam, Nammude Reference Sahithyam, Nirupana Sooji, Pusthakavum Vayanayum, Public Library, Adhi Mudranam Bharathathilum Malaylathilum, Malayala Granthasooji, Indian Literature in English: A Bibliography, Library and Information Science. He has complied the National Bibliography of Indian Literature (1954-2000) for Sahithya Akademi, New Delhi He has also written two biographical works on Mutthu Swami Deekshithar and Syama Shasthri. He has written numerous articles in English and Malayalam in newspapers, popular journals and magazines and his memories and comments on the great men he met at Calcutta serialized recently in a popular magazine. The contributions of Sri. K.M Govi for documenting our literary heritage has no parallel in any Indian language. His ‘Malayala Granthasoochi’ published by Sahithya Akademi in print, which runs into more than ten volumes, and 10000 pages is a monumental documentation of the books published in Malayalam up to 2000. It is the result of his devotion and untiring effort through almost forty years. In no other Indian language such an initiative has been ever undertaken or completed. Even institutions spending crores of rupees with assistance from many experts spanning over decades could never successfully accomplish such a work in India. This great man in his saintly secluded life devoted days and nights for watching new Malayalam publications and documenting them. The profession has never given him the deserving recognition for his work. Malayala Grantha Vivaram <http://www.malayalagrandham.com/> a project intended to make available through web reliable bibliographic information on all Malayalam books published in Kerala and elsewhere has its inspiration from the Malayalam Granthasooji in print envisaged and implemented by K M Govi. Later K M Govi agreed to guide the project also. Inspired by Malayalam Granthasooji and Granthavivaram, members of the Swathanthra Malayalam Computing <http://wiki.smc.org.in/>have taken up a project to establish an online Open Access Index named Malayala Grandham with support from Google. Govi met he life companion Mrs Pushpaveni at the National Library. She retired as Chief Information Officer. She was a post graduate in Tamil and has translated Vaikkam Muhammed Bhashir’s novel ‘Balyakalasaki’ into Tamil. They have two children Sri. Goutham working in Delhi and Smt Amritha working in London. Considering his contributions for bibliographic control which is crucial for research in history, culture, language and literature of South India Centre for South Indian Studies presented him with the South Indian Studies Award 2010. Kerala Sahithya Akademi honored him with the Lifetime Achievement Award in 2013. Sri. Govi' demise is a great loss to the profession and we request our professionals to take him as a model sustain their moral and motivation.
