The Workshop is an initiative under the aegis of North-East Development Programme of the Institute. Therefore, the LIS professionals representing various organizations at the North-Eastern Region of India may submit their registration. There will be no registration fee, but the number of participants will be limited to a maximum of 25 (only) on first-come-first-served basis. However, travel expenses, free accommodation, etc. will be provided to the registered participants. Completed registration form must be submitted to the Joint Convener on or before 4 March 2014. Dear colleagues: An interesting initiative by Nisarg Mitra, NGO , to nurture science reading habit among students. Hope you may also like to read. KOLHAPUR: Nisarg Mitra, a city-based non-governmental organization (NGO), has started a 'library on wheels' campaign to inculcate the habit of reading science-related books among schoolchildren. The NGO will not only involve schools but also students, parents and school going autrickshaws. Since last week, around 40 autorickshaw drivers were approached to participate in this campaign. Over 70 schools in the city and adjoining areas have also been requested to be a part of the campaign. The aim is to create awareness about the environment, health and science among the school kids below 14 years of age. The NGO has received a good response to the campaign so far. Anil Chougule, the coordinator of Nisarg Mitra, said, "Our aim is to promote the habit of reading science among children. We have approached schools and are also involving autorickshaw drivers ferrying schoolchildren. We requested drivers to find out how many children in their rickshaws are interested in reading books during the commute to school. We received a response from 40 drivers, after which we distributed a set of 10 books to each rickshaw for 15 days without any rent." The NGO has requested schools to select 10 children, who want to read books related to the environment and science. It received a response from 50 city-based schools and 20 schools from the adjoining areas. "We have distributed a set of books to these schools. Along with the books, we also distributed a questionnaire for the children. They can also who participate in a residence camp for science awareness by solving a question paper. The winning 30 students can attend the camp," Chougule said. The basic concept of the NGO is to create awareness about environment, health and science among the school-going kids of age group below 14 years. It has requested the school-rickshaw drivers in the city, to help them reach the children and has received a good response so far. "Our idea was to enhance science reading habit in the children. We are working on the two fronts. At one end, we are involving autorickshaw drivers who transport school children and secondly we have approached schools. We requested drivers to find out how many children in their rickshaws are interested to read books during travel to school. We have received response from 40 drivers and then we distributed a set of 10 books to each rickshaw for 15 days without any rent," said Anil Chougule, coordinator of Nisarg Mitra. The NGO also approached schools and requested them to select 10 children from the premises who want to read books related to environment and science, resulting in response from 50 city-based schools and 20 schools from the adjoined areas. "We have distributed same set of books to the schools. Along with the books, we have also distributed a questionnaire to the children. After book reading those who want to participate in a residence camp for science awareness, will be asked to solve the paper. Winning 30 student entries will be entitled to the camp," Chougule added. Nisarg Mitra has started the drive to celebrate science month and targeting to reach over 700 children to promote the science. Status of Librarians

I have been following with interest the threads of postings on the status of librarians. I would like to raise a few fundamental issues. The problem of status seems very specific to Indian librarians. From my experience overseas, this does not seem to be an issue at all. 1. Status to a profession is something that is *given* by a society or community based on the usefulness of the professionals to that society or community; status is not *demanded*. 2. Each profession, vocation, or calling has a distinct role to play in society. The conception that some people are more equal than others, have a higher status or a better status, is an unfortunate distortion, an egocentric distortion that some of us propagate to give it legitimacy. 3. Another unfortunate definition of status that most of us have is that of the salaries we earn. We would all definitely like to earn good salaries and we should strive to make them at par with similar professions to ensure that the same caliber people are available to do justice to the profession. But, just because someone earns less than another no one needs to relate that to status. A mother or grandmother in a family may earn nothing at all, but if she is doing a wonderful job running the home, she will attract status. Good nurses in hospitals are regarded as indispensable because doctors cannot do without them. This even if they earn less than doctors. 4. Good teachers are put on a pedestal by students and their families and very often are remembered by them for life and even helped in ways that money cannot compensate. *A teacher's status arises from what she gives and not what she gets**.* I would again reiterate that every profession should have its status and the right salaries. Sometimes this does not happen. But it will not get corrected just by demanding for it. We need to sow the seeds for it and make it happen. 5. If librarians feel that they don’t have the status they deserve, I think they need to do some serious introspection. I would urge my library friends to ask themselves these questions: How useful have I been today to a student? What can I do to make myself more useful. Are my services relevant to the community today, or am I doing these because they have been done for so many years? When was the last time that I interacted with a faculty member? Do I know what topics are being taught in the various subjects of? Have I found out if the books being bought are useful, and if so how? These are only a few of the questions. There are many more such questions that I am sure you can think of. 6. I think that librarians in India do not interact with their users effectively and regularly. One of the serious problems is the general lack of good communication skills by librarians in India. This alone puts them at a great disadvantage. We are too much involved in the nitty gritty of librarianship (or library science) and not enough with those who need services. 7. One rather obvious symptom of the inferiority complex of librarians is seen in the number of Fetschrifts of librarians. As soon as a librarian retires, his/her junior colleagues take upon themselves to ask for contributions to a Fetschrift. A friendly publisher comes forward to sponsor or publish it. The articles are not necessarily of much value. I wonder, why we seek such satisfaction and recognition. The work you leave behind, the colleagues to whom you provide leadership, the users who remember you is adequate according to me. I wrote a case study for our book on Teaching Library Management using Case Studies. The story is a hypothetical one of how a librarian asking for status was guided by a professor and the actions that the librarian did to raise the status of the library and hence also his status. Dear Library Professionals, Let me reiterate my views on librarians. No doubt librarians are teachers in schools, colleges and universities and scientists in research institutions. They should teach students as well as teachers and do research along with other scientists. Then only students and teachers can do quality education and research. Indirect teaching of all related subjects though libraries is the main task of the libraries and librarians. To effectively do the academic process of teaching, learning and research, it requires class room teaching also by the librarians. All agricultural universities in India is handling a course, named: Library and Information Service (0+1 Credit) for their PG and PhD courses from about 40 years back as insisted by the Indian Council of Agricultural Research (ICAR, the regulatory body in agriculture similar to UGC in other subjects).Central, Navodhaya and CBSESchools are best example that their librarians are teachers and now they are planning to re-designate the librarians as TGT/PGT. All Govt. of India and Govt.of Kerala research institutions designated librarians as teachers/scientists. Unfortunately, many authorities in India also in Kerala are trying to de-link teaching/research from libraries. This is an anti-social move to be curbed at any cost. We have the primary responsibility to educate the political and administrative authorities about the important role to be played by libraries and librarians. Dear All, The CBSE has introduced "Library and Information Science" as an Academic Elective Subject in Senior Secondary Schools from the academic session 2014-'15 in classes XI-XII (Subject Code 079) on pilot basis in some selected schools. " One of the important aspects of this elective is to improve the education system for Library and Information Science at school level which may be equivalent to Diploma holders in Library and Information Science.The elective will import some of the basic of L.I.Sc to those who aspire to pursue higher studies in Library and Information Science. The Course is defined with the following objectives: 1. To develop the basic understanding of theory and practical part of Library & Information Science among student 2. To develop knowledge and skill to pursue the subject for higher education in future; and 3. To develop basic skill to work as Library Semi Professional in the Library, if drop out after +2 Level." The Library and Information Science, an academic elective (Code No 079) would nurture the interest of students and expose them to the nuances of skills and approaches required in this field. Dear Mr.Anand, Your views on LiS Profession are indeed appreciable. Just like other professionals like nurses, teachers or accountants librarians do have lot of apprehensions about status and images of the profession. It is very simple.... as librarians we always think of what the profession has done for us ... and we rarely think about what we have done for the profession and how we are responsible for its status and image. There are some studies / research by librarians themselves and Sociologists of Professions. It is time all of us be little aware of such studies instead of blind groping and making loose comments. Applicants must be able to attend the Congress and will be responsible for all other costs associated with Congress attendance. The winners will be required to attend the IFLA Awards session to receive their certificates, and also attend the ARL’s Hot Topics session. They will also be required to take part in various publicity events during the conference, such as photo shoots and events organised at the two sponsors’ exhibition stalls. Their essays may be published on the ARL Section blog before the conference. Recipients will be required to write a brief article about their Congress experience (approximately 500 words) for publication on the ARL Section blog within 3 months of the end of the Congress. In the recently held BOG meeting of Kendriya Vidyalaya Sangathan, New Delhi1.The Librarians of KV are going to be re-designated as Trend Graduate Teacher(Library Science) with out any pay change. It is to mentioned that Librarians of KV are already getting the scale of TGT of other subject.2.Keeping the workload of KV librarians the additional post of Library Assistant is also created for big schools.Here it is to mentioned that KV libraries are one of the finest school library system in India having a collection of 10000-40000. Subscribes daily 6-12 newspapers, 40-60 magazines, 4 NCERT journals and fully barcoded, internet access, and yearly issue ranges from 10000-15000. This is really manageable, and over burdened, to them.The health of them also affected for this super over burdened task. ALLOW SEVEN-DAY BOOK FEST AT PALACE GROUNDS: HC The Karnataka High Court on Monday directed the State government to permit the Bangalore Booksellers and Publishers' Association to hold the Bangalore Book Festival for a period of seven days from May 4 at the Bangalore Palace Grounds. Justice A.S. Bopanna passed the order while disposing of a petition filed by the association questioning the decision of the government that permission beyond three days could not be granted for the festival. The court said that the new guidelines - based on which the permission was initially denied for the festival by a single window agency (SWA) while terming the activity as commercial in nature - could not cannot become final unless they are approved by the Supreme Court, where legality of acquisition of the Bangalore Palace and adjoining properties are pending for adjudication. Not precedent Making it clear that this order cannot be a precedent for hosting other events at the Palace Grounds, the court also noticed that the Chief Minister had granted three days for conduct of the book festival after the SWA denied permission. The court also termed the festival as an event connected with the literary world by giving liberty to the government for imposing necessary conditions for controlling traffic and other issues. The association had alleged that the Government was discriminating in grant of permission to hold commercial events at Palace Grounds while pointing out that a few others were given permission from five days to one year to hold such events. Activating SMS facility for koha in India

Dear Members, I have installed koha (3.8.6 version) on Ubuntu 12.04 LTS using liblivecd developed by Dr. A. R. D. Prasad. Using postfix, we are able to relay circulation email notices from gmail account. Now we want to provide circulation notices on patrons cellphone in form of SMS. I searched through the mailing list, however, so far I could not get a suitable solution. I could locate file SMS.pm in C4 directory and files like Send.pm, Driver.pm, Test.pm in /usr/share/perl5/SMS directory. Kindly guide me in this reagrad. -- Mr. Mahesh M. Are we getting what we are expecting? I thought of adding some points to the ongoing discussion... Image of any profession is based on what we have done in the past, present performance and hope for the future. LIS has no exception. I can become un-popular by saying this... we - as a profession - deserve the current image/perception/status. It's the result of what we are doing as a profession at large. I guess we all need an introspection... We may have few outstanding professionals in this country. And some of our libraries may be comparable to the best in the world. However, we all know that , our Public libraries are main/mass 'perception' creators of the LIS profession in the society, next comes to academic and last in the line are research, special and corporate libraries. This is in terms of reach, mass appeal and perception creation. Quite a few of us have fancy titles, some libraries have become information/knowledge centers. However, we need to think of re-positing of librarians and libraries at all levels. I read someone commenting... 'Libraries' and 'post offices' in this country have one common thing - both have great potential to serve ...but...taking too much of time to transform and change!...we are struggling to excel and transform as a profession. Some of my thoughts about driving this profession to next level are: 1. 'YOU' OWN THE LIS BRAND : Every LIS professional is a brand ambassador - be good, do good work and feel proud about LIS profession. Earn respect, and create a better perception at your work place, both as an individual and as a professional. And inspire others. 2. PROFESSIONAL ASSOCIATIONS: Every association should have one objective as 'working towards creation of better professional image for LIS profession'. State Level associations to focus in states and ILA/IASLIC/IATLIS can aim at national level. Associations should form a 'Federation' and drive as a 'united team' to accomplish the goals at national level. 3. LIS SCHOOLS - DRIVE THE CHANGE: Need to demonstrate more ownership for the profession, Showcase success stories, drive collaborations, advise professional associations, government and public - BE A CHANGE AGENT We all have a responsibility to make this profession better both for us and also for the next generation. LIS Profession: Image Building and Status Upliftment

Dear Professionals, I invite others to add additional points or comment on this posting. Our LIS Profession, like others has its own advantages and pitfalls. I feel proud of being a librarian and am satisfied, although my entry into this profession is accidental. Making our profession a noble one depends mainly on our positive attitude/sincerity and to a less extent on our ICT skills. Yes, there are other factors influencing our working environment such as equivalence with our counter parts like teachers, scientists and engineers we serve, in terms of salary, age of superannuation, etc. Some of the issues, we discuss in the forum, although genuine, are beyond our control. While our efforts should continue to make our presence felt in the society, providing effectice and sincere service is the only way to build good image and lift our status. While thorough knowledge of ICT is adavantageous for providing effectice service, it should not become a stubmbling block for our progress. We need not be programmers. Application level knowledge of ICT will suffice. Where there is a will, there is always a way. If we put little effort it should not be a problem for any one of us to adopt to the digital environment. I would like to share with you some of my ideas and suggestions about our LIS Profession based on my observations and experience for the last 37 years in my workimg environment, discussions with professionals/patrons and reading of postings in Lis-forum. Few points may be the ones raised already in Lis-forum. Some of my views can't be generalised. 1. There is need for better understanding and coordination between the LIS teachers and practicing professionals. We should be complementary to each others' activities rather that being competetors for positions or power. 2. While many LIS Schools in the country have changed their syllabus to suit the digital environment, there is dearth of teachers knowledgeable to handle changed syllabus. We need not wait for recruitment of new teachers with IT background, We should improve our skills. Same thing holds good for working librarians. If we hesitate we will never cope up with the new environment. Simply jump at it with all sincereity and attempt to learn skills, we will succeed. 3. Teaching based on professional/practical experience is more effective and vice versa is also true. 4. We need more courses like that of NCSI/DRTC/NISCAIR. Unfortunately the latter ones got into problem. We should go beyond PGDLANS, atleast start part time courses of this kind. 5. We should have a better understanding of developments and service conditions, etc in the country. For example although UGC has clearly recommended the superannuation age as 62 for those professionals drawing UGC scales, number of universities have not adopted this. Is it not our duty to help each others by sharing the information they have along with concerned office orders for having implemented the UGC Recommendations. 6. Let us try to improve the quality of our LIS research activity and avoid duplication in research topics. For example we come across same Ph.D topics by many scholars like "Awareness and usage of e-resources/e-journals.........among Research scholars/Faculty ..... in Universities/Engineering colleges...... in Karnataka/Maharashtra .... Bangalore/Delhi....", same set of objectives and hypotheses with just change in the context. How many of us carry out serious literature search before choosing research topic and also write a good literature review in the Synopsis/Thesis. Many of us mention same standard sources LISA and LISTA and not even many commercial/OA full text databases for which we have access. Same is the case with many other desciplines. This reminds me of a statement by J.Frank Dobie "An average thesis is transference of bones from one graveyard to another". Let us try for not be example for this statement. 7. One of the recent Lis-form posting on " Selection of internal candidates..." resulted in lot of discussion. I have the experience of sitting in a number of top R & D institutions, universities, colleges both in private and public sector. This is not the case always, the other way is also true, inspite of there being an efficient internal candidate, some time they select out side candidate due to various reasons. A number of posts of University Librarians have not been filled. Few library staff in national laboratories are being transferred to other divisions without assigning any reasons and still they want us to keep the libarary open 8-8, or even more. We should discuss these issues and try to find reasons and solutions. 8. Some national laboratories have brought down their library budgets to 10-20 %. Does it mean that we will get everything through Google. It can give access to only abstarct level information of commercial publishers. Unless the open access is totally implemented, we can't afford to reduce our budgets. Thanks to Consortia initiatives. Slowly we have started hearing some moves to cut their size too in terms of budgets and resources. We don't know in what directions our academic and research activities are moving. 9. Just now National Mission on Libraries has been launched by President of India. This is an opportunity for us show the professional strength, rather than that of individuals, irrespective of whether we are professionals from different sectors viz academic, public or special librariy categories. 10. Professional Associations should be more serious about their objectives and business. We need not encourage formation new associations with personal agenda and forget its progress soon after one or two programs, rather strengthen the existing ones. We have seen some associations dying with same speed as they took birth. 11. To the extent possible let us try to adopt standard OS software in all our applications. If we can install and configure the S/W it is good, else let us take help of others or go for some service providers, as it works cheaper compared to commercial ones. Those with expertise, should also try to develop patches to suit typical Indian library applications. 12. We senior professionals should encourage youngsters, and not be jealous about their ICT knowledge. we should make use of their expertise to provide state of the art services, rather developing a psychology that they would impress the authorities and sideline us. We too will get the credit of providing quality services being managers. Infact even today I learn a lot from trainees. Moreover there is no rule that managers should know everything. 13. To the extent possible let us try to adopt standard OS software in all our applications. If we can install and configure the S/W it is good, else let us take help of others or go for some service providers, as it works cheaper compared to commercial ones. Those with expertise, should also try to develop patches to suit typical Indian library applications. 14. Minimum expectations from a LIS professional are - a good collection to suit their patrons requirements, an automated library including house keeping activities, a good library website as a part of institutional site with necessary details of services and resources and links to free and OA resources in the area of interest of his institution. This will help his institution to get better rating in NAAC or similar assessments and there by his recognition in the institute. 15. Above all, a good service provider/reference librarian with human touch is loved by one and all. He can be much more effective with basic knowledge of e-resources and search techniques. 16. Finally, let us congratulate and thank Lis-forum, which has given a wonderful platform for us to discuss the matters of professional interest. I remember my friend and classmate Late Dr. T.B. Rajashekar, one of the gems our profession has seen for starting this service and Dr. Francis Jayakanth for continueing service and maintaining it tirelessly for the last so many years.
