If you engage in these or other forms of value-added content creation and dissemination, help us to document the range of activities that libraries are undertaking in “publishing” (broadly defined) through their work in scholarly communications, digital humanities, digital sciences, and institutional repositories. To promote collaboration and knowledge-sharing, and to raise the visibility of the unique contributions of libraries as “publishers,” the Library Publishing Coalition (LPC) is compiling the second edition of its Library Publishing Directory. Friends: Here is a mail I sent to a large number of Indian scientists and librarians more than seven years ago. It is relevant now when both DST and DBT are on the verge of announcing their OA policy. I request LIS-Forum members to circulate this mail among researchers of the institutions where they serve. Dear Fellows of INSA and IASc: Recently, the Librarian of the Raman Research Institute, B'lore, wrote to a publishers seeking permission to deposit the full texts of research papers published in some of their journals by Prof. C V Raman decades ago in an institutional repository RRI is creating. The publisher refused permission! Refused permission for uploading papers written several decades ago. When we requested the publisher again and also publicised the incident through many electronic discussion groups, the publisher gave permission to RRI to upload those papers. Of course, the publisher had the legal right to deny permission as Prof. C V Raman must have signed a copyright transfer agreement with restrictive clauses (as most of us continue to do even now). Here is a quote from J F Sollenberger and M Shipley, The state of scientific publishing: problems and promise, *Scand J Public Health*, 2004; 32: 153–156: "Librarians and many scientists suggest that authors propose alternative wording in publication agreements, specifically retaining the right to use their publications in subsequent works or in their teaching, and/or to self-archive their works in institutional repositories. Author control over the work is then partially preserved, even though the right of first distribution still belongs to the publisher." The authors need not even take the trouble to compose the text of a revised agreement. A few alternative versions are readily avaialble. Here is another excerpt from the same article: "Publishers have what is effectively a monopoly over the distribution of scientific research, since authors hand over copyright and libraries have little choice but to subscribe to the journal. Authors who want to use the results of their own research in future publications, even a figure or a table, must ask for permission to do so, unless they had negotiated this right in the original publication agreement. If not previously arranged, faculty also must request the right to include copies of their own papers in their course syllabi. The traditional model of publishing forces institutions to buy back results of research that they (or taxpayers) have paid for already. Publishers are in control!" Come to think of it. If most Indian researchers perform research with financial support from taxpayers' money (salaries and research grants from DST, DBT, CSIR, UGC, ICAR, ICMR, DAE, DoS, DOD, universities and lab facilities created with funds from a government source), how can they surrender the copyright to their work to a journal publisher? No research paper written by a scientist on the payroll of the US Governmnt (NASA, NIH labs, etc.) is copyrightable. We should pass such a law in India. Till then, our funding agencies and the government SHOULD DEMAND that no author signs away the right to archive and reuse the content of a research paper to a journal publisher - Indian or foreign. *Of course, the authors (and their institutions) should have the freedom to choose the journal where they want to publish their papers*. As of today, more than 92% of about 9,000 journals surveyed allow authors to archive their papers in their own institution's OA repositories, either immediately or within a few months of publication in the journal. The authors can and should negotiate with publishers of other journals and amend the copyright agreement form before signing it. The funding agency which supported the research in the first place and the authors who actually did the work and wrote the paper have a greater right on the paper than the publisher. Regards. In soft copy it should be in IBM-compatible MS Word format. Sub-heads should be used at reasonable intervals to break the monotony of the text. Words and symbols to be italicized must be clearly indicated, by either italic type or underlining. Abbreviations and acronyms should be spelt out with its first occurrence, unless found as entries in their abbreviated form in a standard dictionary. Pages should be numbered consecutively. Length: Manuscript should typically be of 10 to 15 pages including the reference list. Notes and reference: Notes are for explanations or amplifications of textual material. They are distracting to the readers and expensive to set and should be avoided whenever possible. They should be typed as normal text at the end of the text section of the manuscript rather than as the part of the footnote or endnote feature of computer programme and should be numbered consecutively throughout the contribution. A reference list should contain references that are cited in the text. These should be accurate and complete. Personal communications (letters, memos, telephone conversations) are cited in the text after the name with as exact a date as possible. Examples of references to a book, a chapter in book, and journal article follow, formatted in APA style: Tables, Figures, and Illustrations: Create tables, figure, and illustrations in their electronic files, separate from the main text. (You may use one file for all the tables, but place each figure or illustration in a separate file. Each table should begin in a new page). Figures and tables should be keyed to the text. The data in the text need not be described in such detail that tables become redundant. Figure captions should appear on a separate sheet, not on the original figures. One high quality, camera ready version of each figure must be submitted with the manuscript; photocopies may accompany the additional manuscript copies. Compositors will typeset the tables. That project was the Open Access Button <https://openaccessbutton.org/>, a browser plug-in which visualises when paywalls stop people reading research. Since the launch, which was covered in the Guardian <http://www.theguardian.com/science/2013/nov/18/open-access-button-push>, Scientific American <http://blogs.scientificamerican.com/information-culture/2013/11/25/the-open…>and got the attention of EU science ministers <http://www.scienceguide.nl/201401/the-end-of-the-paywall.aspx> the project has continued to progress. As the co-founder normally I’d now go on to talk all about it. Today is different though, I’m going to briefly tell the story of the conferences which launched, grew and gave birth to the Button and why we, as a community should support <http://www.righttoresearch.org/act/opencon/sponsor.shtml> a new one, OpenCon 2014 <http://opencon2014.org/>, which will do the same for many other ideas. The Berlin 11 Satellite Conference for Students and Early Stage Researchers <http://www.righttoresearch.org/act/berlin11/>conference, which brought together more than 70 participants from 35 countries (and was webcast to many more around the world) to engage on Open Access was the stage for the Button’s launch. We launched the Button on stage with a timed-social media push (Thunderclap <https://www.thunderclap.it/projects/5675-open-access-button-launch>) which reached over 800,000 people. Without this platform we’d have never been able to obtain the level of publicity or move the project forward at the pace we have since. The story of instrumental conferences goes back further though. Months before our launch we met with organisational leaders from across the globe at the Right to Research Coalition <http://www.righttoresearch.org/> general assembly. This was the first time we truly were able to talk about the Button with our peers. We sought feedback, buyin and help moving the project forwards – all of which we got in spades. An afternoon training session then used the Button as a case study and the ideas from student leaders all then fed into what we did. The final conference worth highlighting, is the one where it all began. While attending a conference of the International Federation of Medical Students <http://www.ifmsa.org/> I and my co-founder (David Carroll) got talking to Nick Shockey, Director of the Right to Research Coalition <http://www.righttoresearch.org/>. Prior to that conversation, David and I knew no alternative to the system of publishing that frustrated us both. After it, well, the Open Access Button was born. These three events provided us with a launching venue, a place to develop our ideas, raised our awareness and inspired us to act. In-between each is hundreds of hours of work, but these were each transformative points in our journey. We’re not alone in this experience though, at each event we were just one of many projects doing the same. I’m now, along with a student team from across the global working to make a conference which will do this for many others. OpenCon 2014: is a unique Student and Early Career Researcher Conference onOpen Access <http://www.sparc.arl.org/issues/open-access>, Open Education <http://www.sparc.arl.org/issues/oer> and Open Data <http://www.sparc.arl.org/issues/open-data>. On November 15-17 in Washington, DC, the event will bring together attendees from across the world to learn, develop critical skills, and return home ready to catalyze action toward a more open system for sharing the world’s information — from scholarly research, to educational materials, to digital data. OpenCon 2014’s three day program will begin with two days of conference-style keynotes, panels, and interactive workshops, from leaders in the Open Access, Open Education and Open Data movements and participants who have led successful projects. The final day will be a half-day of advocacy training followed by the opportunity for in-person meetings with relevant policymakers, ranging from members of the U.S. Congress to representatives from national embassies and NGOs. "Since repositories are a key tool in making scholarly knowledge open access, determining their presence and impact on the Web is essential, particularly in Google (search engine par excellence) and Google Scholar (a tool increasingly used by researchers to search for academic information). The few studies conducted so far have been limited to very specific geographic areas (USA), which makes it necessary to find out what is happening in other regions that are not part of mainstream academia, and where repositories play a decisive role in the visibility of scholarly production. The main objective of this study is to ascertain the presence and visibility of Latin American repositories in Google and Google Scholar through the application of page count and visibility indicators. BITS PILANI PARTNERS WITH EDX TO LAUNCH OPEN ONLINE COURSES Birla Institute of Technology and Sciences (BITS), Pilani has recently tied-up with edX - an online and classroom learning platform provider. The institute will join edX as a contributing member and will leverage the edX' platform to enhance learning experience of its on-campus and off-campus students. The institute will also offer MOOCs (Massive Open Online Courses) to reach out to students outside BITS. "We are in midst of implementing several projects aimed at becoming a leading technical university in Asia," said Bijendra Nath Jain, Vice-Chancellor of BITS Pilani in a press statement. "The partnership will enable BITS Pilani to enrich the learning experience of students enrolled in our on-campus and off-campus programmes, as well as provide a platform to reach out to the world at large." MyLISA Workshop on Questionnaire Design and Analysis: Brief Report

Dear Sir/Madam, ‘Quality research is the need of the day’ said Rev. Fr. Leslie Moras, Principal, St. Philomena’s College, during the workshop on ‘Questionnaire Design and Analysis’ held today at St. Philomena’s college organized by Mysore Librarians and Information Scientists Association (MyLISA) in collaboration with St. Philomena’s college. He expressed concerned about depleting quality in various facets in India. This can be seen in non-representation of India either in foot ball world cup or top 500 ranking of the universities in the world. He emphasized that research traits should be inculcated to the students’ community at the young age itself and probably during their under-graduation programmes. The Workshop was on ‘Questionnaire Design and Analysis’ which was their third under the workshop series ‘Publish or Perish’ organized by MyLISA. Speaking on the occasion Prof. S. Ravi, Professor of Statistics and Director of Planning, Monitoring and Evaluation Board (PMEB) of University of Mysore, said publishing activity by the researchers and academicians brings the academic prosperity. He, however, insisted that the articles’ publishing should be in peer-reviewed journals. It is not easy task even for the most experienced, he opined. ‘Quality sustains’ was the message given to the fifty participants from all over Karnataka and neighbouring states. The other dignitaries participated in the function include by Sri S. Nagaraja, Librarian of RIE and President of MyLISA; Dr. N.S. Harinarayana, Associate Professor of LIS, UoM; Sri Ronal Cutino Prakash, Librarian of St. Philomena’s College, and Dr. C.P. Ramasesh, University Librarian from UoM and Vice-President, MyLISA. The Wellcome Trust withheld grant payments 63 times in the last year and the NIH has also discontinued grants since July 2013 on a number of occasions because the research wasn’t published open access. As a result, the compliance rate to open access of the NIH has gone up from 75% to 82% and that of the Wellcome Trust has increased from 55% to 69%. There are more places to publish open access research than ever before. In February 2014, The Royal Society announced the launch of a new journal called *Royal Society Open Science*. The new journal publishes across a broad range of disciplines, offers open peer review as an option, and also has article level metrics to encourage post publication comments. The American Association for the Advancement of Science (AAAS) have followed suite and announced the launch of their first open access journal, *Science Advances*. It follows on the heels of open access journal *Scientific Reports*, which was started by their competitor Nature Publishing Group in 2011. The Wellcome Trust have gone a step further and launched a new online platform called Mosaic under the most liberal open access license – CC-BY. The website actively encourages all of their content, with the exception of a few photos, to be republished on other platforms for commercial or non-commercial purposes. Their ‘Killer Dust’ piece has been republished on the *I, Science *website. Finally, the Science Museum Group Journal also started under the CC-BY license and puts out articles about science history and communication, material culture and museum display and presentation. Proposals from all geographic areas will be given consideration. -- Important dates -- The Open Repositories Steering Committee is accepting Expressions of Interest to host the OR2016 conference until August 24th 2014. Shortlisted sites will be notified before the end of September 2014. -- Background -- Candidate institutions must have the ability to host a four-day conference of approximately 300-500 attendees (OR2014 held recently in Helsinki, Finland drew more than 450 people). This includes appropriate access to conference facilities, lodging, and transportation, as well as the ability to manage a range of supporting services (food services, internet services, and conference social events; conference web site; management of registration and online payments; etc.). The candidate institutions and their local arrangements committee must have the means to support the costs of producing the conference through attendee registration and independent fundraising. Fuller guidance is provided in the Open Repositories Conference Handbook on the Open Repositories wiki. -- Expressions of Interest Guidelines -- Organisations interested in proposing to host the OR2016 conference should follow the steps listed below: 1. The invitations sent out will provide a timeline for submitting a formal proposal and details of additional information available to the shortlisted sites for help in the preparation of their bid.
